Punjab Roadways workers keep buses off road
Nikhil Bhardwaj

Jalandhar May 22
As many as 300 buses of Punjab Roadways, Jalandhar Depot-I and II, have gone off road due to the two-day strike of the Punjab Roadways Punbus Contract Workers Union.

The union has warned the government that the members would go on an indefinite strike if it failed to fulfil their demands. It was the second day of the strike today. About 750 workers, mainly drivers and conductors, shun work demanding regularisation of contract workers.

The protesters staged a dharna in front of the Punjab Roadways Depot-I and raised slogans against the government.

Jaswant Singh, president of the union, said if the government did not fulfil their demands of regularisation of contract workers, they would go on an indefinite strike. Being employed on contract, they had been getting Rs 3,500 per month only, which was not enough to lead even a normal life, he said, demanding that the government should regularise their services and abolish the contract system.

“We recently had a talk with the Director of the Punjab Roadways, who assured us that he would resolve the issue in the forthcoming meeting with the Chief Minister,” Jaswant Singh said, adding that if their demands were not met, then they would go on an indefinite strike from May 28.

Manpreet Singh, a protester, alleged that they had been made to work 20 hours a day, but were not given required dues. He revealed that in the state as many as 1,800 buses were off road and 5,500 contract workers on strike.

Meanwhile, other Punjab Roadways buses and private buses are plying on the roads.

In the Guru Nanak Pura (West) and Bashirpura areas, there are road stretches in localities and the main road which have not been maintained well, but on the whole, the ward boasts of better roads than many other areas.

While people are greatly inconvenienced by a plethora of empty lands or plots being used as garbage dumps, Manjinder Singh Chattha, councillor of the ward, says he hasn’t let garbage dumps remain in his area.

The deep pit behind JC Resorts on the Pathankot bypass has been lying empty for a long time. While it is home to garbage and dumped rubble from highway works, the administration’s plan to develop it as a green belt (and/or to hand it over to a local NGO) hasn’t borne any fruits so far, making it an ugly patch in the area.

A huge dump in the Chugitti area, with some slum dwellers, too, residing on the land, has also been creating problems in the area, especially when Guru Nanak Pura (both East and West) in the ward was one of the places which witnessed the gastroenteritis outbreak last year.

Residents complain that nothing has been done to address the problem in these dumps.

Residents say the slums, which were limited till last year, are also springing up in some localities of Bashirpura and Bashirpura now. Low-lying high-tension wires in the area have also claimed some lives, but the problem hasn’t been solved.

The worry for most of the residents is that the ever-increasing slums and an increasing threat of addiction go hand in hand. Shady areas and dumps have become hubs for addicts.

The councillor’s work has been commended in many areas of the ward and there are places where a single unhappy resident is difficult to trace. But residents allege that he also has a tendency to overlook troubles in some areas just because he got many works done in others.

Prospective candidates

The BJP’s Manjinder Singh Chattha, who has been councillor of the ward (general) for two consecutive years, will be contesting elections from here again this year. Manmohan Singh Raju, from the Congress, will be contesting the elections against him.

Areas in ward

Guru Nanak Pura (West), Kamal Vihar, Bashirpura, Thakur Singh Colony, Bhagat Nagar, Ekta Nagar and Chugitti village.

Amount spent

Chattha says he has spent Rs 7.70 crore in the last five years. He has spent the amount on making better roads, water supply connections and sewerage work. While work on building parks in the Chugitti areas is on, working for a green cover for the area is another issue that he is keen to work on.

Residents flirting with danger

Jalandhar, May 22
y April 11: Two minor girls, identified as Deepika and Madhu, were electrocuted when they came in contact with high-tension power cables passing close to their house in the Bharat Nagar area of Gurunanak Pura locality.

y May 18: A teenage boy, Narinder Kumar, a resident of Bhargo Camp, was electrocuted when he was installing decorative lights on the terrace of his house in Tower Enclave, Phase-II.

Even as high-tension power cables passing close to houses have claimed many lives, residents, it seems, have learnt no lesson
and continue to flirt with danger.

Residents have a tendency to use every inch of their property and leave a little distance between their roof and high-tension power cables. Residents have been violating provisions of the Indian Electricity Rules, 1956, and also ignoring the guidelines of the Town and Country Planning Department. The problem is acute in a majority of residential colonies developed illegally by the property dealers.

Talking to the Tribune, Gopal Sharma, Superintending Engineer (Distribution), PowerCom, Jalandhar Circle, revealed the colonies were developed decades after the laying of power cables. He said the colonisers developed colonies in violation of the Indian Electricity Rules. Moreover, some unauthorised colonies that mushroomed under political patronage were even regularised following political pressure, he added. "We have been issuing notices to violators and even taking up the issue with the civic body regularly," Sharma said.

When asked if the power cables endangering human lives could be shifted, Sharma said: "This could only be possible if residents bear the cost."

Nikhil Bhardwaj

Jalandhar, May 22
An electricity transformer caught fire at Basti Sheik locality and a fire broke out in an empty plot situated behind the non-functional PUNSUP petrol pump on Ladowali road.

Fire officials said that transformer might have caught fire due to the rising heat. However, no loss of life or property was reported.

Fire officials said that plot had wild growth, including cannabis and weeds, which caught fire. However, the exact cause of fire is still unknown. A fire tender reached the spot and doused the flames.

With the onset of summer, the city has witnessed 80 fire incidents (since April). While 45 fire incidents took place last month, at least 35 fire incidents have been reported in the last three weeks of May.

The city reported 50 and 57 fire incidents in April and May, respectively.

Fire officials said that one of the reasons of rise in fire incidents in summer was the practice of burning stubble. Even a few days ago, a godown where scrap was dumped caught fire due to smouldering particles in the air.

In another incident, three buses dumped in the ground near Lamha Pind Chowk were gutted. Sources said some miscreants had thrown a smouldering cigarette and the weeds caught fire.
