New Delhi, May 27
A 50-year-old man was killed and six others, including a woman, were injured when a Delhi Transport Corporation (DTC) bus allegedly lost control and hit them in the Vikaspuri area of West Delhi this morning, the police said. The bus, plying on route number 835, was heading towards Tilak Nagar at the time of the incident.

Kapil Dev Sharma, a labourer who was living with his family at Uttam Nagar, was riding a bicycle when he was crushed under the bus around 9.30 am. The bus went on to hit other bicyclists and two cycle-rickshaws.

After receiving the information, the police rushed to the spot and took the injured to Deen Dayal Upadhyay (DDU) Hospital in Harinagar.

The injured - Jagdish Sharma, Naresh, Sheila, Dileep, Naveen and Nitin - were discharged after first-aid treatment. "However, Kapil was declared brought dead. He had suffered serious head injuries," a police official said.

The police has also arrested the errant driver, Surender Sharma, and impounded the bus. The driver, however, said that he lost control over the wheel due to the brake failure. "I tried to put the brake and slammed the pedal four-five times, but the bus did not stop. There was a sharp turn under Vikaspuri flyover and I could not do anything," Surender said.

The official further said that a case of causing death by rash and negligent driving has been lodged against Surender at the Vikaspuri police station.

"The accident cell will now conduct a mechanical inspection of the bus and further investigate the matter to ascertain the exact cause of the accident," the official added.

On the other hand, a DTC official played down Surender's claim. "We conduct a proper mechanical check before any bus leaves the depot. We are investigating to find out the exact reason behind the accident," the official said.

‘Cops lack discipline’

In view of the tragic deaths of some policemen at the Police Training Center here in the recent past, senior officials of the Delhi police feel that cops lack discipline.

Three police personnel have been found dead at the training centre in three different instances. In another case, a drunk head constable recently fell down from the economic offences wing and died.

It is alleged that police personnel are not given enough time to live with their families and this makes them depressed.

"It is not done willingly. Most of the times, the force is short of men and so has to cancel the leaves of many personnel. But this should not affect the discipline of the policemen as it is the basic thing to be successful here," said an official on the condition of anonymity.

Low-key AIIMS event to avoid media?

In view of its largest faculty recruitment in many years, AIIMS conducted an orientation programme this week. But it looked like the premier institute preferred to keep it a low-key affair, away from the media glare.

The invitations for the workshop for its fresh batch of 102 assistant professors were sent to the members of the press while the programme was going on. What made the institute, which has been accused of irregularities in the recruitment process, to keep the media away from the event is not difficult to comprehend. Many feel that the institute did this to avoid fresh queries regarding the recruitment procedure.

Being the first-of-its-kind orientation programme, involving sessions on assessment of strategies for faculty development and lessons on how to cope with the ever-increasing patient load, it was worth the mention and attention.

The newly appointed faculty members were sensitised with various office procedures and service issues at the workshop organsied by the special wing for medical education and technology.

Budget Session
BJP to attack govt on water crisis, petrol price

Tribune News Service

New Delhi, May 27
On the eve of the Budget session of the Delhi Assembly today, the main opposition party BJP has decided to take on the government both, inside as well as outside the House. The party has announced that it will hold demonstrations outside the Assembly and at different places in Delhi against the scarcity of water and power in the city, hike in the petrol price and the lackluster attitude of the government on the regularisation of the unauthorised colonies. The party plans to bring adjournment motion on the issue of water scarcity on the very first day of the session.

The Leader of Opposition in the Assembly Vijay Kumar Malhotra said the recent increase in the petrol price was like adding fuel to fire as the prices of all commodities were already high. The BJP would pressurise the government to withdraw VAT from petrol to bring down its price, he said.

He said Delhi had been facing various problems and the Sheila Dikshit government had failed in resolving them.

At a meeting held today, BJP members submitted a list of 23 issues for discussion in the Assembly, but the government has selected only two -- law and order and unauthorised colonies. The party has decided to raise rest of the issues in the House under different rules.

The party has given a notice for discussion on the curtailment of water and electricity supply. In addition to this, the party has given notice for discussion on deteriorating law and order situation in Delhi.

The party said its legislatures would raise the issues related to the false provisional certificates issued to the resident welfare associations of unauthorised colonies by Sonia Gandhi three and half years ago. The party alleged that crores of rupees had been usurped but not a single unauthorised colony had been regularized so far.

The BJP said its legislatures would also put the Delhi government in the dock for reducing the Yamuna to the state of a dirty drain even after spending thousands of crores of rupees on the cleaning of the river.
