Seventy-nine victims of child trafficking were rescued from garment and leather factories in Navi Kareem, Tel Mill Gali, Paharganj in Central Delhi today during a joint raid by the Delhi task force on raid and rescue and rehabilitation of child labourers and child rights activists from Bachpan Bachao Andolan (BBA) and Child Line.

In the operation, seven employers and traffickers, who will be prosecuted under the Juvenile Justice Act, Bonded Labour Act and Child Labour Act, were arrested on the spot while the police investigation was on.

Trafficked through local agents from the villages of Bihar and Nepal, these children had been working in the factories for over six months and were involved in stitching, cutting, dyeing and tanning of garment and leather for which they were paid a paltry Rs 50 to 100 as weekly wages. The leather items included some well-known brands of leather bags.

"I have serious kidney problem and yet sometimes my employer makes me work from 8 am till 2 am," said a child. Another 8-year-old child labourer was found working in a pitiable condition with a broken leg. "I belong to Sitamarhi in Bihar and I was brought here by a man of my village who gave money to my parents to bring me here," he said.

The children sent to the BBA's transitory rehabilitation centre at the orders of the Child Welfare Committee. They will get a compensation Rs 20,000 and receive their unpaid back wages as a fine from their employers as promised by the SDM.

This rescue operation celebrates the freedom of these children in light of the recent announcement by Minister for Labour and Employment Mallikarjun Kharge, of a newly proposed law "Child Labour Abolition Act".

PNB had not renewed its fire certificate
Under the Delhi Fire Service Rules, 2010, renewal is mandatory

Tribune News Service

New Delhi, May 24
It was sheer luck yesterday that over 125 people survived a fierce fire that engulfed the Punjab National Bank main office in the national capital.

The instance has brought to light the fact that the building is yet to renew its fire safety certificate, which it acquired in 1994.

Under the Delhi Fire Service Rules, 2010, certificate renewal is mandatory for all buildings.

DFS director AK Sharma has said that the building was given a fire safety clearance in 1994. However, according to a Delhi Fire Services (DFS) official, the PNB building is yet to renew its fire clearance.

"The structure was built long ago and was given the fire safety clearance in 1994. But after the release of the Delhi Fire Service Rules, 2010, the authorities of the PNB office are yet to approach us for the renewal of their fire safety clearance," said the official.

Had the PNB office PNB adhered to the safety norms prescribed by the Act, the fire might have been prevented, said the official.

According to the new rules, a fire safety clearance is valid for a period of five years for residential buildings and three years for non-residential buildings.

"But the fire safety certificates issued according to the old rules, like the one issued to the PNB building in 1994, never expired. However, there was the option to revoke them in case of a complaint or a fire," said the official.

Besides the PNB office, there are several other buildings in central Delhi which have not renewed their fire safety certificates, according to the official.

"Most of the high-rise buildings at Connaught Place, Karol Bagh and Khan Market have not renewed their fire safety clearances," added the official.

Meanwhile, in yesterday's incident, interestingly, contrary to the popular belief that the fire broke out at the bank's generator room, the fire actually started at the zonal networking centre (ZNC), according to the fire official.

The official said the blaze had started after the electrical system possibly short-circuited at the ZNC on the ground floor of the building. "There was a blast in the electrical board in the ZNC room. The ZNC probably connects all the ATMs and branches of the PNB in Delhi," said the official.

The police has registered a case against unknown persons under the IPC Section 336 (act endangering life or personal safety of others) after the incident at the PNB office yesterday. The case was registered upon the complaint of one Dharmendra Kumar, who was injured in the blaze.

"Our investigations will start after the PNB office becomes functional and the fire department submits its report. Yesterday, based upon our investigations at the site of the incident, we received complaints from some employees who told us that exhaust fans were not working, which caused the smoke to envelop the interiors of the building," said the official.

Fortunately, the PNB office did not loose Rs 4 lakh kept there for counting. "The lockers containing cash were also not damaged," added the official.

Employees of the PNB building said the office would become operational tomorrow.
