Bawana power plant has enough gas: CM

The Bawana power plant has sufficient gas to produce the required electricity, said Chief Minister Sheila Dikshit during a visit to the gas-based power station today. Dikshit was accompanied by Power Minister Haroon Yusuf. At present, the plant is generating more than 300 MW through module-1.

Two arrested for posing as CBI officials
New Delhi, May 16
Two members of a gang have been arrested for allegedly cheating people by posing as Central Bureau of Investigation and sales tax officials. According to DCP (Crime and Railways), Sanjay Kumar Jain, Kishan Lal (62) and Rajender Kumar were arrested yesterday for their involvement in cases of cheating.

Woman’s body at LNJP: 4th accused in police net

The incident of the murder and suspected rape of a woman within the premises of the LNJP Hospital shows a serious lapse of security at the institution. In a shocking incident, a woman, who is yet to be identified, was murdered on the premises of the hospital on April 22.
After three days (April 25) her body was found at an enclosed area behind the children's ward number 14.

Asha Kiran inmates suffer; officials blame it on ‘low immunity’
New Delhi, May 16
Two inmates of the Asha Kiran Complex, a home for the "mentally retarded" persons, died during their treatment earlier this month. According to the officials of the shelter home, both the deaths were caused due to low immunity, resulting possibly from their retardation. Twenty-six-year-old Akash was admitted to the Rajan Babu TB Hospital in GTB Nagar on April 25. He succumbed to tuberculosis (TB) on May 6.

School violence: Boy stabbed over girl’s photo on website

A 16-year-old school student, who had posted a cropped photograph of himself and a girl classmate on a social networking website, was attacked by his batch-mate with a paper-cutter when they had a fight over the picture, today.

Both the boys - the victim and his batch-mate - are students of Class X at a school on Pusa Road in Central Delhi. The violent incident occurred on the school premises before the morning prayers.

The victim was rushed to Ganga Ram Hospital, which is located near the school. He is being treated for the injuries.

The hospital authorities informed the police about the incident at 8.15 am. The victim had sustained six cuts on his left hand, above the wrist. Doctors asserted that he would be in fairly good condition after a minor operation.

The school authorities asserted that they had informed the parents of both the students immediately after the incident occurred. An official from the school said that the injured had grabbed the other boy by his collar. Both the students had earlier quarrelled.

A family member of the victim said that the problem between them possibly started after the picture was posted on a social networking website. "The picture was of the injured boy and a girl classmate. It had been cropped out of a group photo of all the classmates. When it was published on a social networking website, some people had posted offensive comments. The victim was annoyed with the constant bullying by his friends and the boy who attacked him," said the family member.

On Sunday, the victim had received a mobile phone text message from his attacker, which read, "I will attack you with a cutter on Wednesday." The victim casually deleted the message without informing his parents. But, he did tell a close friend about the message.

The victim's mother said, "I did not know what was happening between the two. My son had told me that his friends bullied him, but he would retort at them. I was also not aware about the message."

The injured boy stays with his family at West Patel Nagar. His father runs a garment business at Lajpat Nagar and Karol Bagh.

The mother of the boy, who had attacked the victim with a paper-cutter, said, "My son told me that his friend had commented on his sister which made him angry. He regretted the act and later apologised to the victim's family. We took him back home after he had given his statement to the police."

The boy lives with his family at Model Town. His father runs a footwear business at Karol Bagh.

With online forms, road to DU easier this year

As the race for Delhi University (DU) admissions begins on June 4, aspirants will encounter an easier admission process this time with the university deciding to make the admission forms available online as well.

As the common pre-admission forms make a comeback this year, students will not have to run around separate colleges for individual forms. The common admission form will enlist all of 72 DU colleges, making the task easier.

The admission norms this year have been agreed upon after months of detailed recommendations and committee meetings. The decision to go back to traditional arrangement for admission has taken considering the confusion and chaos that ruled the admission process last year. The admission forms, however, may also be available at select post offices across the national capital.

A senior official at DU said that the proposal was under deliberation. If agreed upon, students will be able to collect forms at some of the select post offices in the capital. There will be separate counters set up for the admission forms and might also have a couple of university volunteers lend a helping hand to the process. The application process for the new academic session will start on June 4 and go on till June 18.

Kunal Vohra, a DU aspirant said, "It's a good idea for both online and offline submissions of forms. While some may not be able to access the internet, others who live far would not have to come all the way to Delhi. I am very happy about the online registration form. I will not have to run around in the heat this summer," The forms that were earlier available at Rs 20 will now be available at Rs 100.

Though it's been decided that admission through the sports quota will be done by the colleges itself, the criteria for admission in the extra curricular activity quota is yet to be finalised.

Like the previous year, the admission in the SC/ST category will be done by the office of dean of students' welfare (DSW). However, a monitoring committee to look into the admission in the SC/ST quota will be set up at all colleges.

Speaking about the measures taken towards curbing the menace of fake mark-sheets or documents by students, officials at the university said that the CD's of the CBSE and other boards results will be supplied to all the colleges well ahead of time.

The colleges will have to be extra vigil. There are many instances of errors which come up every year. At times they are caught at the initial stages only. However, measures will be taken up to make sure that proper checks are made of all the records submitted by the students," said a DU official.

SAD Badal to open membership to non-Sikhs

The Shiromani Akali Dal (Badal) has announced that it would open its membership to the people of other communities also. Former minister B. S. Ramuwalia said that the SAD Badal would function in Delhi on the lines of Punjab. In Punjab, the party has given membership to the people of all religions and castes.

It has two wings - political as well as religious. The religious wing is active in Shiromani Gurdwara Prabandhak Committee (SGPC) while the political wing contests elections of panchayat, municipal, assembly and parliament. At present, it is ruling in the SGPC and the state.

In Delhi, it is active in the Delhi Gurdwara Management Committee. It contests municipal as well as assembly elections in alliance with the BJP, but only Sikhs are given tickets by the BJP in the name of SAD Badal party. With this decision in the coming assembly elections, non-Sikhs can also contest elections on the SAD Badal ticket.

When asked whether Akali Dal candidates would contest elections on its ticket and would not have alliance with the BJP, he said that the SAD Badal has had alliance with the BJP for a long time. There is no question of leaving this alliance.

Delhi unit chief of the SAD Badal, Manjit Singh (GK) said that the Akalis would always support the BJP. Even the recent municipal election was contested jointly by them.

Sources said that with this decision of the party, it seemed that in future the SAD Badal might go alone or might have alliance with other parties. In the last assembly election in Haryana, the Akali Dal had alliance with the INLD instead of the BJP.

Bawana power plant has enough gas: CM

The Bawana power plant has sufficient gas to produce the required electricity, said Chief Minister Sheila Dikshit during a visit to the gas-based power station today. Dikshit was accompanied by Power Minister Haroon Yusuf. At present, the plant is generating more than 300 MW through module-1.

According to the CM 2.4 MMSCMD (million metric standard cubic meter per day) gas has been made available for module-1, which can produce about 600 MW power. However, the module, which is yet to be inaugurated, is at present generating 300 MW.

The ministry of petroleum has sanctioned another 0.836 MMSCMD gas from a basin of Reliance Industries Limited, in addition to the 1.564 MMSCMD gas to be made available to the plant, according to the Chief Minister.

Dikshit said that Delhi had been able to generate its own power after about 15 years.

"The power generated from the Bawana plant is cleaner and cheaper than the power generated by coal-based plants. The generation of around 1500 MW power after the completion of the project will lessen our dependency on the national grid," she said.

Two arrested for posing as CBI officials

Two members of a gang have been arrested for allegedly cheating people by posing as Central Bureau of Investigation and sales tax officials. According to DCP (Crime and Railways), Sanjay Kumar Jain, Kishan Lal (62) and Rajender Kumar were arrested yesterday for their involvement in cases of cheating. Kishan belongs to Ghaziabad in Uttar Pradesh and Rajender is a resident of Naraina.

"On May 9, their associate Ramesh Kumar, a resident of Trilok Puri, was arrested for cheating a trader near Sis Ganj Gurudwara at Chandni Chowk," added Jain.

The arrest came after a Jammu and Kashmir resident and trader, Manjoor Ahmed Dar, had complained to the police about three men extorting Rs 25,000 from him on the pretext of searching his bag.

Policemen present at the time of the incident had overpowered Ramesh, but Kishan and Rajender escaped.

The police was tipped off that the two accused would come to Rohini West Metro station on Tuesday afternoon. They were apprehended from there at 3.15 pm.

Police investigation revealed that Ramesh, Kishan and Rajender had stopped the trader by posing as CBI officials. They told him to get his luggage searched.

"They took Manjoor to Meena Bazar and told him that they had information that he was carrying fake Indian currency notes. They took out Rs 25,000 from his pocket on the pretext of checking them. They exchanged his notes with a wad of normal paper cut in the size of original currency notes," Jain added.

The accused told Manjoor that his cash was genuine and they allowed him to leave. However, the victim checked the notes carefully and realized that he had been duped.

The incident of the murder and suspected rape of a woman within the premises of the LNJP Hospital shows a serious lapse of security at the institution. In a shocking incident, a woman, who is yet to be identified, was murdered on the premises of the hospital on April 22. After three days (April 25) her body was found at an enclosed area behind the children's ward number 14.

Today, the police arrested the absconding accused Asif from Chandni Mahal, where he resides.

Yesterday, the police arrested Yahiya (26), Salman (24) and Arif(26). They have been sent into the police custody for four days.

"Tomorrow Asif will also be remanded to four days police custody," said a police official.

The murder and the late discovery of the body occurred at a time when the hospital is being guarded by two private security agencies - EATS and MATTOX. Security guards at the hospital said that each agency had deployed about 100 to 150 men.

Security lapse was also apparent at the insufficient number of CCTV cameras. A senior police official said that no cameras had been installed on the hospital campus and its periphery. "CCTV cameras are only installed at the wards," said the official.

After the incident, the hospital authorities are planning to increase the installation of cameras.

The medical superintendent of the hospital, Dr Richa Dewan, was unavailable for the comments on the issue.

The lapse in security may also be a threat to doctors working in the hospital. In the past, there have been some instances of patients' relatives manhandling doctors who treated them. Doctors then had expressed concern over such frequent incidents. A senior doctor at the hospital in this regard said, "There have been many instances of doctors being manhandled, but of late things have been improved, however, more needs to be done."

Two weeks before the woman was murdered, she was approached by Yahiya. According to the official, on April 22, Yahiya and three of his friends Salman, Arif and Asif had allegedly raped the woman at a men's toilet in the OPD ward.

On the same day they took her to Buddha Garden in an auto-rickshaw, where they again allegedly raped her. "In the evening, they went to a hotel and had dinner. The four youths then took the girl to the same toilet, but this time she resisted. They thereafter murdered her and threw her body at the hospital," said the official.

"It appears to be a case where the girl may have had consensual sex or may have been raped. The woman had physical relations with the four accused," added the official.

Asha Kiran inmates suffer; officials blame it on ‘low immunity’

Two inmates of the Asha Kiran Complex, a home for the "mentally retarded" persons, died during their treatment earlier this month. According to the officials of the shelter home, both the deaths were caused due to low immunity, resulting possibly from their retardation. However, medical experts do not confirm to their claims.

Twenty-six-year-old Akash was admitted to the Rajan Babu TB Hospital in GTB Nagar on April 25. He succumbed to tuberculosis (TB) on May 6. Another inmate of Asha Kiran, Shyam (25), was admitted to the Baba Saheb Ambedkar Hospital at Rohini on May 8. He died two days later. Both of them were mentally retarded.

According to TC Nakh, administrator of Asha Kiran, Akash was admitted to the home in 1999. One year later, he was diagnosed with tuberculosis. He was treated, but the disease struck again. Shyam was admitted to the home in January this year. He was on a permanent pacemaker, suffering from heart problems.

Officials of Asha Kiran assert that persons suffering from mental retardation have lower immunity. "The lifespan of a mentally retarded person is very low. When the inmates were admitted, they were suffering from multiple diseases which spread infection and also reduce their chances of surviving," said an official.

But, medical experts believe that mental retardation does not affect the lifespan of a person.

"Mental retardation, caused during birth, may not necessarily affect the immunity of a person," said Dr Sanjeev Bagai, a consultant pediatrician.

According to the latest figures of Asha Kiran, there had been 14 deaths in 2011. From 2005 to 2006, 59 deaths had been reported; from 2006 to 2007, 28 deaths; from 2007 till 2008, 34 deaths had been reported.

Thirty-seven deaths had been reported from 2008 to 2009; from 2009 to 2010, 46 inmates had died. The figure from 2010 to 2011 was 11.

Nakh said that the figures have drastically reduced now.

"Earlier, the number of deaths was more because of a shortage of doctors and nurses," said Nakh.

Presently, the total number of the staff at Asha Kiran is 425, including 240 maids, 85 nurses and the rest include doctors and administrative members.

The home is presently faced with the problem of over-crowding which can spread infectious diseases such as TB.

The sanctioned capacity of the home is 440, but there are a total of 910 mentally challenged inmates, including men and women. Out of the total number of inmates, 460 are children.
