Six people, including a five-year-old boy, were killed in five accidents in Delhi today. In the first incident at New Usmanpur, northeast Delhi, a 28-year-old man, Ranjeet Mishra was killed, while his brother, Neeraj (25), sustained critical injuries. The accident was caused when a Delhi police bus rammed into the motorcycle they were riding on, according to sources.

Police bus hits bike; rider dead
Five more die in other accidents

Six people, including a five-year-old boy, were killed in five accidents in Delhi today. In the first incident at New Usmanpur, northeast Delhi, a 28-year-old man, Ranjeet Mishra was killed, while his brother, Neeraj (25), sustained critical injuries. The accident was caused when a Delhi police bus rammed into the motorcycle they were riding on, according to sources.

The accident occurred at 2 pm today. Ranjeet and Neeraj were rushed to the Guru Teg Bahadur (GTB) Hospital. Doctors there declared Ranjeet brought dead while Neeraj is undergoing treatment, sources claimed.

Ranjeet is a resident of Bhajanpura. His family alleges that the bus driver was speeding and driving recklessly.

The police, however, denied the family's allegations. It claims that the bus ran over Ranjeet after he had lost control of his motorcycle.

The driver of the Delhi police bus, Ram Niwas, has been arrested.

The police has impounded both the vehicles. Ranjeet's body has been preserved at the hospital for a postmortem.

In the second accident, a five-year-old boy was killed when he was run over by a speeding tractor at Harsh Vihar, northeast Delhi.

According to sources, the boy is identified as Gautam Kumar. He lived with his parents at B-Block in Harsh Vihar.

Sources said that Gautam was travelling with his father, Joginder, on a cycle. A speeding tractor rammed into the rear of the cycle at 2 pm. Gautam was crushed under the rear wheels of the vehicle.

Joginder, a labourer, claimed that his son was dragged by the tractor for about 10 meters. Gautam's body was later taken to the GTB Hospital.

The tractor driver was arrested from the site of the accident. He is charged under Indian Penal Code section 279 (rash driving), section 337 (causing hurt) and section 304A (causing death by negligence).

In the third accident, a 30-year-old man, Mohammed Arif, was killed after he was hit by an unidentified vehicle at Seelampur in northeast Delhi.

A passerby had reported the matter to the police at 12.30 am. The victim was lying in a pool of blood.

The police rushed Arif to the GTB Hospital, where doctors declared him brought dead. His body has been kept for a postmortem.

The driver of the unidentified vehicle fled from the site of the accident. The police has launched a hunt for him.

In the fourth incident, a 70-year-old man was killed when his motorcycle was hit by an unidentified vehicle in Kanjhawala, Outer Delhi.

The deceased is identified as Dhulichand Ram. He was returning from a relative's funeral in Haryana, when he had an accident at 6 am.

Dhulichand was taken to the Sanjay Gandhi Memorial Hospital in Mangolpuri where he was declared brought dead. He is survived by a family of nine people.

In the fifth incident, two people were killed after a truck rammed into the rear of the motorcycle they were travelling on in Alipur, Outer Delhi, on Thursday night.

The victims were identified as Uma Shankar and his friend Raju. They were returning to their residences when the accident occurred.

They were taken to a nearby hospital, after a passerby informed the police. Uma and Raju succumbed to their injuries.

The truck driver fled the spot.

The issue of social security for the hapless elderly may have failed to make it to this Parliament session as of now but the grit and determination of over 3,000 people to further the movement on universal pension scheme was clearly visible as they sat in May's heat at Jantar Mantar here.

The matter has once again gained prominence with over eight crore elderly, belonging to the unorganised sector, are still deprived from the current pension assistance offered by the Centre.

The issue has drawn the nationwide participation from cross sections, including farmers, construction workers, domestic workers, transgender and sex workers. They responded to the call under the banner of a consortium of NGOs called Pension Parishad-spearheaded by Aruna Roy of Mazdoor Kisan Shakti Sanghatan and Baba Adhav, the voice of unorganised sector workers in Maharashtra.

There were wrinkled faces narrating the tales of deprivation and helplessness even in their silence. Keshar, who is entering 70 and has an old husband, earns a paltry amount from petty jobs that she does to run her family, with a disabled son in Rajasthan, while Krishna Katnayikar who works in a tea plantation in Kerala's Wayanad district has no regular source of income and her family survives on bare minimum.

Of the total nearly 10 crore elderly people, fewer than two crore are covered under the Indira Gandhi National Old Age Pension Scheme in which the Centre offers a marginal Rs 200 for those between 60 years and 80 years and Rs 500 for those above 80 years, with a small share coming from the states and UTs.

Pressing for their demands for a universal pension of at least Rs 2,000 to all, except those having taxable income, the group has submitted a representation to Union Minister of Rural Development Jairam Ramesh.

RWAs want right to choose discom

With the power regulator Delhi Electricity Regulatory Commission (DERC) announcing revised power tariffs leading to 2 per cent increase for consumers of BSES Yamuna and 1 per cent for BSES Rajdhani, the resident welfare associations have demanded the right to choose power supplier.

According to the resident welfare associations, the regulatory body is yet to make open access accessible to households in the city. Whereas consumers with 1 MW power demand, which is usually the industrial category, are entitled to choose their discom. The RWAs have demanded the removal of the cap and bringing the provision for smaller consumers as well. Though there are negligible takers for this provision under the given category of 1 MW.

"The regulator's failure to allow open access to smaller customers means that their approach is biased. Why do we have to bear the benefit or loss of our discom's efficiency level?" asked Rajiv Kakaria, a member of RWA.

An open access to progressively smaller customers will allow residents of one part of Delhi to buy power from other part and vice versa.

In the areas serviced by Tata Power Delhi Distribution Limited, the tariff has come down by 1 per cent, giving consumers a relief of around 3 paise per unit.

The members of RWAs said that DERC had announced last year that the right to chose discom would be made available to everyone by 2012. However, the development has remained a distant dream.

"The DERC officials say that when the 1 MW consumers have not taken the benefit, why it should be extended to smaller consumers. We explained to them that the power consumption demand of households cannot be compared to that of an industrial unit. We should have the right to buy power at the cheapest available price," said Kakaria.

The DERC approved a provisional fuel price adjustment surcharge of 4 per cent for Tata Power, 6 per cent for BSES Rajdhani and 7 per cent for BSES Yamuna for January-March 2012, to be applicable from May 1 to July 31.

Chief of the Delhi BJP unit Vijender Gupta has said that on the occasion of every election, the government plays game with the 40 lakh people of unauthorised colonies. This time also the Delhi Cabinet has played fraud with the people.

Chief Minister Sheila Dikshit and her Cabinet ministers Rajkumar Chauhan, Ramakant Goswami and Arvinder Singh Lovely have just put the old wine in new bottle. The government has deliberately pushed back the work of regularisation of the colonies. With this decision of the Cabinet, the government is cheating lakhs of people of unauthorised colonies and it will also result in loss of revenue to the government, said Vijender.

He said that in view of the next Assembly elections, the government had become restless and trying to fool the people living in unauthorised colonies. Even today, the people of unauthorised colonies are compelled to live in hellish conditions.

There is no arrangement of drinking water, sufficient water, sewer system, drainage, schools, hospitals, parks, disaster management, security, etc. Ninety-five per cent unauthorised colonies have no proper sewerage while 90 per cent have no provision of pure drinking water. In addition, there is no arrangement of employment, security of women etc.

Civic bodies want more functions

With the civic bodies functioning in the national Capital, the three corporations have demanded the functions like urban planning, water supply, regulation of land use, fire services, etc to be brought within their ambit.

Yogender Chandoliya, senior BJP leader, in a letter to the LG and the Chief Minister, demanded that the Union Home Minister should provide the functions under the Twelfth Schedule (Article 243W) of the Constitution to the newly formed corporations.

The functions include urban poverty alleviation, prevention of cruelty to animals, vital statistics, streetlights, parking lots, bus stops and public conveniences.

On the financial crunch being faced by the corporations, Chandoliya said that the loan would be repaid by exploiting the present resources of income.

The income would be augmented by efficient financial management, remunerative projects, advertising and by checking illegal parking.

Talking about North Delhi Municipal Corporation, he said the staff had been already deputed to identify properties which are not paying tax. The Ward Committees would be asked to identify new parking rights according to the social set-up, he said.

The MCD in the last five years accrued income of Rs 2,180 crore in the year 2007-08, Rs 2,253 crore in the year 2009-10 and Rs 4,546 crore in 2010-11 from internal taxes.

Power demand on the rise

Delhi's power demand has started increasing, though it is still some time before it crosses the last year's all-time high.

The power demand of the city yesterday reached 4,633 MW, 5 per cent more than 4,423 MW, the highest power demand of May last year. Last year, the all-time high power demand of 5,028 MW was recorded in August.

In the BSES Yamuna Power Limited (BYPL) area of east and central Delhi, the power demand in May till now has surpassed records of all months. Yesterday, the power demand in the area touched 1,237 MW, surpassing the area's all-time high of 1,195 MW recorded in August 2011.

"There is no load shedding in our area. This and the fact that tremendous growth is being witnessed in east Delhi is the reason behind the incessant increase in power demand in the area. But the consumers should remember that it takes almost 1 kg of coal to produce just 1 unit if power. Not just this, the process of producing power also has an adverse impact on the environment. So power should be consumed judiciously," said Ramesh Narayanan, CEO, BYPL.

The peak power demand in the BYPL area, which reached 1,195 MW in August 2011, is expected to be around 1,350 MW during this summer.

Dusty day

Starting with a usual sunny day, the city today witnessed dusty breeze which brought some respite from heat to Delhiites.

The Indian Meteorological Department (IMD) recoded the maximum temperature at 39.2° C, normal for this time of the year, while the minimum temperature was seen at 26.6° C, a notch above average.

The winds movement was measured at a velocity of 49 km per hour and there was no shift in the humidity levels that hovered between a high of 48 and a low of 24 per cent.

The Met Department record shows that the capital had its hottest day yesterday with the mercury reaching a high of 42.6° C.

Student kills self

An 18-year-old Class X student allegedly committed suicide at his residence in Nand Nagri this morning.

The victim is identified as Shivratan (18), who stayed with his parents at C-Block, Nand Nagri. He was found hanging from a ceiling fan at his residence at 9 am.

His parents rushed him to Guru Teg Bahadur (GTB) Hospital, where he was declared brought dead.

According to the police, no suicide note was found at the site of the incident.

According to preliminary investigations, he possibly killed himself due to suffering from exams stress. Sources said that he might have been afraid to fail in the National Institute of Open Schooling (NIOS) examination.
