Realtor shot dead in Bhajanpura

A 30-year-old man was killed last night over a property dispute between his relatives and their tenants at Bhajanpura.

According to the police, the deceased has been identified as Adesh (30), who was a property dealer. He stayed with his family at Saroli Village in Loni, Ghaziabad.

Adesh's relatives, Annu, alias Arun, and brother, Bhola, live at C-block in Gamri, Bhajanpura, northeast Delhi. They have five shops at K-25, Krishna Market in Gamri, which have been rented out.

According to the police, Annu and Bhola wanted their tenants to vacate the shops. But, the tenants refused as they had been occupying the shops for the last 20 years. A fight started between Annu and his tenants.

Annu brought his relatives and ransacked the shops. On May 2 and May 4, Annu's tenants, Dharmender and Sapan registered a police case against him and his relatives for breaking their belongings, beating them and stealing their possessions.

Sources added that on May 5, Adesh with Annu and Bhola reached the shops at 11 pm. At that time, Adesh was shot at. He was taken to the GTB hospital, where he was declared brought dead.

Adesh's family alleges that he was shot at by the tenants.

Sources claimed that nine criminal cases, including murder, attempt to murder and Arms Act were registered against Adesh at Loni and Delhi.

Two killed in accidents

New Delhi, May 6
A 35-year-old property dealer was killed while his friend was critically injured, when a truck rammed into the Chevrolet Beat car they were travelling in last night at Kanjhawala.

According to the police, Sunil, the property dealer, was driving the car and his friend was sitting on the co-driver's seat. They were coming from Kutubgarh and were heading towards Kanjhawala in Outer Delhi.

A police official said the truck was heading towards Kutubgarh. Both the vehicles were on opposite lanes.

"It was a head-on collision. The incident occurred near a petrol pump located close to Divya Ashram at 10.15 pm," added the official.

A passerby reported the incident to the police, who took Sunil and his friend to Sanjay Gandhi Memorial Hospital. Doctors declared Sunil brought dead upon his arrival.

"His friend was unfit to give us a statement. His family shifted him to another hospital," said the official.

According to the police, the truck driver had fled without his vehicle. The truck has been impounded and its owner has been contacted by the police.

"The owner said he would help us to trace the driver," said the official.

A case under Sections 279 (rash driving or riding on a public way), 337 (causing hurt by act endangering life or personal safety of others) and 304A (causing death by negligence) of the Indian Penal Code (IPC) has been registered against the truck driver.

In a separate accident, a nine-year-old girl was killed when she was run over by a speeding tempo near Terminal 3 of the Indira Gandhi International (IGI) Airport last morning.

The police today said that the victim was identified as Kaushalya. She stayed with her father Gajanand and mother Santara, at K-Block of Mahipalpur.

Kaushalya was playing in front of her father's tea stall near Centaur Hotel, when the accident occurred at 10.30 am. She was crushed under the rear wheels of the tempo.

Gajanand said that the tempo had dragged his daughter under one of its wheels for about 20 mtrs.

The tempo driver, Kamlesh, was overpowered by locals and handed over to the police. He is a resident of Loha Mandi in Naraina.

A case of rash driving and causing death by negligence has been registered against him under Sections 279 and 304A of the IPC at Indira Gandhi International Airport police station. The police has impounded the truck.

Woman found murdered in house

New Delhi, May 6
A 48-year-old woman was found murdered with multiple stab injuries at her residence in West Patel Nagar this evening.

Sources said that Neelam (48) is the wife of Rajender Kumar who is an accountant with the HDFC Bank.

Kumar told to the police that he had left his residence at 12.30 pm today. His wife was alone at home. When he returned in the evening he noticed that the main door of his house had been bolted from the outside.

When he went inside he saw his wife lying on the floor. She had been stabbed multiple times with a sharp-edged weapon, according to sources.

The police suspects that the killer was acquainted with Neelam, because the entry to the house was friendly. Robbery does not seem to be the motive behind the murder, because the household items were not scattered.

A murder case has been registered at the local police station. The sources added that some people have been questioned in regard to the incident.

Azad denies move to hike AIIMS cost

In the wake of the storm over a proposed increase in the user charges at the All India Institute of Medical Sciences (AIIMS), Union Health Minister and president of the institute Ghulam Nabi Azad has denied any such move.

However, the matter of revision of cost is believed to have been discussed at the 146th governing body meeting (GBM) of AIIMS on January 16 this year, which was followed by an approval. The proposal became public when it was sent for ratification to the next GBM held on April 14, where it fell flat due to objections from some members.

But it seems that the government has sensed the problems associated with the increase in the user charges, making Azad to deny any such move through a written reply in the Lok Sabha.

"There is no proposal to increase the user charges at AIIMS for any patient," the minister had said.

The issue of revising the user charges has always drawn flak since its introduction in 1999. In fact, in 2006, after increasing the cost, the government had to roll it back following a widespread opposition from diverse quarters, including the AIIMS front for social consciousness.

Interestingly, this time, the matter was first taken up at the third hospital affairs committee meeting held on June 19, 2011 and was rejected. Subsequently, the proposal again came up for discussion during the 146th governing body meeting.

Senior AIIMS faculty members question the way the issue has been introduced this time.

The fact that the matter was not included in the agenda circulated prior to the 146th governing body meeting (as the AIIMS protocol mandates) raises doubts on the intention of the administration, feel faculty members.

"The administration got an in-principle approval for the proposal surreptitiously and later sent for ratification at the last meeting without a proper consensus. The proposal has been brought several times under various names such as incentive scheme, rationalisation of charges etc., but has always been rejected. Now the minister and administration are just befooling people," said senior faculty members of AIIMS.

A senior AIIMS administration official said, "The proposal was considered for the patients undergoing treatment in private wards, but nothing has been decided yet."

A high-level expert group chaired by professor K Srinath Reddy had in a report on universal health coverage submitted in August 2011 recommended to the planning commission that no fees should be levied on any kind of healthcare services delivered at public hospitals such as AIIMS.

Satyamev Jayate, a show very true to life 

The excitement and curiosity built up by the nearly month-long promos for "Satyamev Jayate", a different-from-routine show aired on Star Plus channel, finally came in touch with reality on Sunday through self-narrated versions right from the ground.

Unlike other reality shows on TV, the programme, eyeing for a larger purpose of "change" as told by the anchor, Lagaan-fame Aamir Khan, has rightly been coupled with the national channel Doordarshan for its outreach into the remote areas of the country.

The prelude to the show, presented in an interactive format, itself seemed to have provided enough food for thought to the young and old alike.

The topic of female foeticide that has left the country to battle with a skewed sex ratio across states in the première show received a favourable response.

Apart from the star presence, the show, an attempt to bring a debate on the burning social issues into houses, has gripped people's thoughts.

Problems of civic bodies

Who will lead the three municipal corporations - North, South and East Delhi? This question cropped up at a recently held press conference that was presided over by the Delhi unit chief of the BJP, Vijender Gupta.

The conference was also addressed by the newly elected Mayors - Meera Agarwal, Savita Gupta and Annapurna Mishra. Though each municipal area has different problems, each Mayor pointed out the issues of sanitation and finance. Their priorities are the same. Before coming to the stage, it seemed that the Mayors had been briefed by their leaders on the issues raised at the conference.

Arya takes oath in Sanskrit

To everyone's surprise in the first meeting of South Delhi Municipal Corporation, senior BJP councillor Subhash Arya, chose the ancient language Sanskrit over other languages while taking his oath. He read the oath in Sanskrit while the rest of the councillors used either Hindi or English.

The councillor who has also been an active RSS member, said that he prefers Sanskrit over the other two languages as he can relate to it. The language is very much part of his family and he himself is qualified in the subject, he said.

He was appointed as Leader of the House for the second consecutive time.

Drivers get the stick

When the Supreme Court ban on tinted glasses in vehicles came into effect on May 4, the police prosecuted a total of 4,915 vehicles. The Delhi Traffic Police deployed 50 teams to book the drivers of such vehicles.

Besides prosecution, the drive was aimed at removing tinted films and spreading awareness among the public. A total of 1,371 vehicles were prosecuted in South Delhi, which was the highest number in the national Capital.

The police booked 1,162 vehicles in Central Delhi, 942 in North Delhi, 930 in West Delhi and 510 in East Delhi. A fine of Rs 100 was issued to the violators.

BJP men move court against councillors

Two unsuccessful BJP candidates of the municipal elections have approached courts against the newly elected councillors of their respective wards, alleging that they violated the model code of conduct.

The BJP leaders have accused the councillors of adopting illegal means and demanded that their elections be declared null.

BJP candidate from Ward No 152 (Naraina) of the North Delhi Municipal Corporation Rajan Tewari has approached the district court against Pramod Tanwar, the Independent candidate elected from the ward.

In a petition, Tewari's counsel Hariom Gupta has alleged that Tanwar had concealed the fact that he held an office of profit at the time of the election and so violated the model code of conduct. The petition also alleges that Tanwar did not file complete information about his assets in his affidavit filed before the returning officer at the time of nomination.

Similarly, Satish Jain, the BJP candidate from Ward No. 75 (Kishan Ganj), has filed a case in the sessions court against Satbir Sharma, the Congress candidate who won from the ward. In the petition filed by him, his advocate Hariom Gupta has alleged that Sharma's name figures in the voters' lists of two states-- Delhi and Haryana--, which is a serious offence as per the Representation of People Act.

"His election may be set aside only on this ground. Like him, in his ward, the names of many voters feature in the voters' lists of two places. The number of such voters is about 1,600 in Ward No. 75," the councilor has claimed.

The courts, meanwhile, have issued notices to Tanwar and Sharma, seeking explanations as to why their elections should not be set aside.

Faculty resents gag order

While the All India Institute of Medical Sciences remains embroiled in a host of problems, concerning faculty selection and promotion, staff regularisation and students' accommodation, the dissatisfaction within several quarters over the administration's alleged highhandedness in the institute matters seems to be growing day by day.

Both the students and residents have their own share of worries that have been under discussion on many occasions, the gag order prohibiting free interaction of faculty, students and staff with the informative media has been the one that a section of the institute's faculty has been resenting on and off.

According to them, in line with the service conduct rules, the gag is an attempt to silence critics and is thus detrimental to academia's development.

"Technically speaking, AIIMS is an autonomous institute and its employees are not government servants. Moreover, the institute has to have autonomy and not heads separately," said a representative of the Progressive Medicos and Scientists Forum, which has been protesting against the said order since it was put in place through a circular dated December 30, 2010.

The above order held any joint representation as violation of government directive, while another circular issued on March 7, 2011 warned the faculty against holding any meeting or elective office without permission of the institute.

Cousin held for boy’s murder

Seven persons, including a cousin of a minor boy, have been arrested for allegedly kidnapping and murdering the boy.

According to the police, the boy lived with his father, Mohammed Murtza at Dallupur village at New Ashok Nagar. On April 5, Murtza complained to the police that his son went missing. The police, accordingly, registered a kidnapping case.

On April 6, Murtza received a ransom call of Rs 10 lakh. He told the caller that he was not able to collect such a large amount of money. Later, Murtza received calls from 10 different mobile numbers. After negotiating with the accused, the ransom amount was brought down to between Rs 6 lakh and Rs 7 lakh.

The accused were under surveillance of the police and soon arrested. But, the boy had been killed by them. The police recovered his body from rented accommodation at Kapasashera.

Man stabbed to death

A 35-year-old man was killed after he was stabbed by unidentified assailants at his residence in Shivpuri locality, South Delhi, last morning.

Sources said that Dharam Narayan was sleeping when someone knocked at the door of his house. At 4.30 am, when he went to check at the door, unidentified assailants stabbed him in his abdomen. He collapsed on the floor.

His wife reached the spot and shouted for help. Their neighbours came out and rushed Narayan to a nearby hospital, where doctors declared him brought dead.

The police suspects personal rivalry to be the motive behind the murder.
