Police to counsel its men on operational stress

The Delhi Armed Police (DAP) is planning to implement the rules and regulations at the Police Training Center (PTC) more strictly.

The decision has been taken after two constables of the Seventh Armed Battalion died at the barracks of the PTC in separate incidents recently. The cases have highlighted indiscipline and shortcomings among police personnel there.

On May 3, a 23-year-old constable Munish Hooda was found dead under mysterious circumstances inside a six-foot-tall water tank on the terrace of the barracks where he stayed. His body was found in a squatting position. A police officer said that the post-mortem of Munish's body showed that about two litres of water was present in his lungs.

"It is natural drowning not suicide," the official said.

Special commissioner of police, (Armed Police), Aditya Arya, said, "The reason why Munish went inside the empty tank is unclear. But it seems that he fell asleep. Water supply to the container starts at 3 am. He probably woke up when the water level had already reached his nostrils and could not save himself."

At 9.30 am, Munish's barrack mates discovered his body. Munish'a friend Ravi, who is a constable with the Delhi Police, asserted that he was depressed because he was not being granted leave.

Munish's father said, "Over the phone, he told me that he had a cold and was taking medicines for it. He usually was not granted leave, even if the doctor recommended it."

According to Aditya Arya, the police has planned counseling sessions for constables who suffer from "operational stress" as the constabulary has to be on duty the entire day.

"Deputy commissioner of police (DCP) of the Seventh Armed Battalion, OP Mishra, has opened a facilitation desk for sanctioning leaves for police personnel. They will be required to submit an application for leave at the desk and it will be granted within three days. If the sanction is not given within the stipulated time, the police official can approach the DCP concerned," added Aditya Arya.

In the second incident, on May 7, at 11.15 am, constable Dinesh Kumar (22) was shot dead by another constable Sunil Kumar (22) inside the barracks at the PTC. The weapon of assault, which is a self-loading rifle (SLR), belonged to constable Kalu Ram, who stayed with the two men inside the barracks.

According to Aditya Arya, the constables were friends and hailed from Rajasthan. They were part of the Rapid Intervention Force (RIF) of the CPR (commissioner of police reserve) within the DAP.

On the day of the incident, Kalu was on duty from 9 am to 12 pm. But he returned to his barracks at 11.30 am to eat food and had kept his SLR on his right side. A few minutes later, Sunil grabbed the weapon and fired a shot at Dinesh's chest.

Aditya Arya denied that the weapon was accidentally fired. He explained that the three men knew the technique of handling the gun because they belonged to the RIF, the armed group of the DAP.

The incident highlighted lack of discipline at the PTC, he added.

"Kalu did not complete his duty before entering the barracks. The constabulary is on duty the entire day and each personnel is assigned a three-hour duty. Kalu also did not submit his SLR before entering the barracks, which is not the place to eat. Kalu has been suspended and Sunil was arrested and charged with murder," said Aditya Arya.

Indiscipline was also apparent in Munish's case.

"A police official had seen him strolling outside the barracks at 1 am. It is a rule at the PTC that personnel have to sleep by 10 pm."

MPs support cause of child rights activists

While the proposal to amend the Child Labour Act 1986 in line with the International Labour Organisation (ILO) Laws is lying with the cabinet at the Centre, child rights activists, including children who were earlier engaged in some or the other labour, have secured today the support of as many as 60 Members of Parliament for a complete ban on all forms of child labour.

The ILO core child labour conventions-182 and 138-the first talks about prevention of worst form of child labour prohibiting any child till 18 years from working, which has been ratified, while the second deals with the minimum age of employment for children, barring children prior to their completion of basic education or till 15 years in developed countries and 14 years in developing countries from work.

Against this, the Child Labour (Prohibition & Regulation) Act, 1986 in India is applicable for 16 occupations and 66 processes and is non-cognisable due to which no criminal action takes place against the employers.

Also, the law is in conflict with the existing child-friendly Acts, such as the Right to Education Act which mandates free and compulsory education for all children till 14 years and Juvenile Justice Act (which prohibits hazardous work for children till the age of 18 years).

Now with the joining of MPs cutting across party lines, the "Child Labour Free India Campaign" spearheaded by child rights NGO Bachpan Bachao Andolan (BBA), has gained an impetus, said Rakesh Senger of BBA.

"I strongly demand the total elimination of child labour. The campaign for amendment in child labour law is quite timely and so I will support it outside and inside Parliament," said Ali Anwar, while signing his pledge.

"The Indian Child Labour Law is an obsolete and anti-childhood legislation in conflict with other child laws. Therefore it is non-negotiable to continue with any forms of child labour up to 14 years of age and hazardous labour until 18. It should be made cognizable and non-bailable," pointed out BBA founder Kailash Satyarthi.

Cong has lost capacity to rule: Gadkari

BJP national president Nitin Gadkari said that the future of the party depends on performance of the councillors in the municipal corporations.

The victory of BJP in the municipal elections has given a message that Congress has lost its capacity to rule. The country has great expectations from BJP, Gadkari said.

Addressing the councillors, he said that the victory of BJP is the beginning of the downfall of the Congress.

"We have to show to the country that BJP is ready to take charge from the corporations of the country to Parliament," he said.

Gadkari was speaking as the chief guest in a programme of the new councillors organized at the residence of the Delhi affairs in-charge M. Venkaiah Naidu who had invited all the winning councillors to a tea party at his residence.

Civic bodies may hike property tax

While the trifurcated Municipal Corporations of Delhi will ensure better civic amenities at the doorstep of the people, the newly appointed additional commissioners today hinted at increasing the revenue collection by raising property tax.

They said that property tax could be increased to improve the financial health of the municipal corporations.

Addressing a joint press conference with his counterparts in NDMC and EDMC, Additional Commissioner of South Delhi Municipal Corporation (SDMC), Manish Gupta said, "We will bring a proposal to increase property tax rate in order to make all the three corporations financially strong."

The commissioners said that the proposals for the hike will be brought before the deliberative wing in the next two months. The percentage hike is yet to be decided.

With North Delhi Municipal Corporation (NDMC) and East Delhi Municipal Corporation (EDMC) already reeling from the collective loan of over Rs 1,000 crore, the civic bodies are going to hike the rates and increase the burden on people.

Gupta said that parking as well as congestion charges should be imposed to promote public transport among the masses.

"Public transport is promoted all over the world and it can also be done in the Capital," Gupta added.

All the three commissioners suggested that vehicle owners may have to pay charges to park their vehicles outside their house, on roads.

Schools told to fill up EWS seats

To fill up the seats in the EWS category, Delhi Education Minister Arvinder Singh Lovely directed the schools to continue the admission process during the summer vacation.

He gave this direction after a meeting with the Deputy Directors of Education Department. The Education Minister said that the admission process would be continued during the summer vacation and the process completed by July 31. The Right to Education Act has already been implemented by the city government and according to the provisions of RTE Act, admission would be granted throughout the year to children.

The minister said that the district-wise school list of vacancies under the EWS category has been uploaded on the official website of Education Department, www.edudel.nic.in, which is also available with the education officer concerned.

He directed the officials of Education Department that an advertisement regarding the school-wise vacancies under the EWS category should be published in the leading newspapers for the awareness of students in a day or two. These seats would be filled in as per the rules and regulations of RTE Act, he added.

Trader shot dead

New Delhi, May 9
A 53-year-old businessman was gunned down by two unidentified assailants inside his office at Jafrabad in northeast Delhi, the police said today.

The deceased is identified as Hazi Abdul Matin. He was found lying in a pool of blood inside his office at 8.40 pm on Tuesday.

The police claims that he had sustained multiple gunshot wounds.

Matin was taken to the Guru Teg Bahadur Hospital in Dilshad Garden, where he was declared brought dead. After the postmortem, his body was handed over to his family.

According to sources, personal enmity appears to be the motive behind the murder. The police has collected fingerprint samples and gathered clues from the site of the incident.

A thorough investigation into the case has begun. The police has registered a case of murder under Indian Penal Code (IPC) section 302 (punishment for murder). The cops have questioned Matin's neighbours and relatives to investigate if he had had an argument with anyone.

Woman found dead

A senior citizen was found dead under mysterious circumstances at her residence in Adarsh Nagar yesterday afternoon.

The deceased has been identified as Rewati Devi (70), who lived with her son, Neeraj. The police denies foul play in her death. She died due to arterial blockage in her heart, according to the police.

Deputy Commissioner of Police (North West District) Meenu Choudhary said, "Neeraj had gone to his in-laws' house in Alwar, Rajasthan. When he returned home at 2.30 pm, he found his mother lying motionless inside."

He rushed her to a local hospital, where she was referred to Dr Baba Saheb Ambedkar Hospital in Rohini Sector IV. Doctors there declared Rewati brought dead.

"A post-mortem conducted on Wednesday confirmed that Rewati died due to arterial blockage in the heart. She had died at least 36 hours before her body was found, but there were no injury marks," Choudhary added.

The police is investigating if robbery occurred at Rewati's house. "Neeraj claimed that his mother's gold bangles were missing," said Choudhary.

Rewati is survived by a son and three daughters.

Woman among five held for duping businessman

Five people, including a woman, have been arrested for allegedly duping a businessman of Rs 87 lakh on the pretext of providing him construction contracts with the Delhi Metro Rail Corporation (DMRC) and real estate company, DLF.

According to Additional Commissioner of Police (Crime and Railways) Ashok Chand, the accused are identified as Ranjan Kumar (58), Kiran Sharma (46), Ashwani Mishra (30), Jai Kumar (28) and Kulveer Singh (44). Ranjan belongs to Patna and was staying at Mayur Vihar. Kiran is a resident of Janakpuri, Jai is from Noida and Kulveer stays at Shahdara.

"They duped the chairman and managing director of a private construction company of Rs 87 lakh. They used the pretext of providing him a contract of DMRC, amounting to Rs 90 crore and of DLF worth Rs 575 crore. We have recovered Rs 21 lakh of the cheated money with blank letterheads of DMRC, DLF and IDBI Bank. Some fake stamps and other incriminating materials were also seized," said Ashok Chand.

In the business circle, the victim became acquainted with Ranjan and Kiran. They told him that they had contacts with the officials of DMRC and DLF and could provide him a construction contract worth lakhs of rupees.

According to Ashok Chand, they demanded Rs 50 lakh for providing the contract. They then involved Ashwani and Jai, who works for a private construction company involved in the projects of DMRC.

The accused in order to convince the victim organized a meeting with two persons who presented themselves as senior DLF officials, Subhankar Choudhary and Surya Narain.

"After the meeting, the victim paid them Rs 50 lakh. They then showed a fake IDBI Bank guarantee of Rs 250 crore, which they said they would submit to DLF for the contract," said Chand.

The victim didn't receive a contract of DLF. The accused told him that the deal with the company had failed and they would get a contract of DMRC worth Rs 90 crore. They told the victim that he would have to give Rs 37 lakh more for receiving the contract.

After getting the payment, the accused sent a forged letterhead which read that it had been issued by Kumar Keshav, Director Project Planning of DMRC. The letter claimed that the victim was awarded a contract at Badarpur-Faridabad sector.

The victim was asked to sign an acceptance letter and send it to the DMRC. When the complainant sent the letter, DMRC officials informed him that no such offer was sent to him and the documents were forged.

The victim thereafter complained to the police. The five persons were arrested, including Kulveer who made fake stamp and seals. The blank letterhead of DMRC was procured from the Metro office by an employee, who has been identified.
