7 held for EPFO paper leak
The accused include govt staff, teachers

Seven persons, including government employees and teachers, have been arrested for leaking the national-level examination paper of Employee Provident Fund Organisation (EPFO) and helping candidates to cheat by conveying answers to them over mobile phones.

The examination was held for the recruitment of 1,943 social security assistants in the EPFO, which is under the Ministry of Labour and Employment.

The accused are identified as Rahul Yadav, Ram Kumar, Vijay Kumar, Sunil Kumar, Manoj Kumar, Yashpal Singh and Devesh Dinkar. After being tipped off, the police arrested them from their hideout located on the premises of Nice Foundation School in Sultanpuri on Sunday.

According to Deputy Commissioner of Police (DCP) (crime and railways) Sanjay Kumar Jain, the mastermind of the gang was Rahul, who was to join the Narcotics Control Bureau as an inspector on May 28. Ram is a manager with Food Corporation of India in Lucknow. Their associate Sumit is absconding.

The police has identified 24 candidates who were helped by the gang. The photocopies of their admit cards with their mobile phone numbers written on them have been seized from the gang, said Jain.

The DCP said, "The gang photocopied the exam paper from a centre at Pitampura. They smuggled the copied papers immediately before the exam commenced. They then took it to their hideout at Sultanpuri, where they solved it and conveyed the answers to the candidates over mobile phones."

The accused, who solved the papers, were three government school teachers: Vijay, Sunil and Manoj. An employee of the Employees' State Insurance Corporation, Yashpal and a civil services aspirant, Devesh, were also the "paper-solvers", the DCP added. They were promised Rs 25,000 to 30,000 by the gang for solving the paper.

During the interrogation, Rahul and Ram said that they charged between Rs 3.5 lakh and 7.5 lakh. The amount of money charged depended upon how much a candidate could pay.

The crime branch of the Delhi police has registered a case of criminal breach of trust, cheating and criminal conspiracy against the seven accused.

The police is investigating and trying to identify the people who helped the gang leak the question paper. Sanjay Jain said that the police would also probe if the gang was involved in similar cases earlier.

The examination was to be held on April 15, but due to reasons such as the Municipal Corporation of Delhi (MCD) polls, it was postponed to May 13. The examination was being conducted at 176 centres across the country and about 2.33 lakh candidates were appearing for it.

DU alters rules for quota admission

While the undergraduate admission at Delhi University (DU) will see a comeback of the common pre-admission form this year, admission rules for the reserved categories-- physically challenged, sports and ECA-- will also see some changes.

After reports of discrepancies in the trials of extra curricular activities conducted by several colleges last year, the administration wants to eradicate the problems this time around.

However, despite claims last year that admission under the sports quota may get centralised, the university has decided against it. A 16-member committee formed in November last year, has suggested decentralised admission under the sports quota, which means that the colleges will now conduct their individual trials.

Last year, trials under the category were chaotic due to unclear guidelines and distorted weighting criteria. After numerous complaints, the dean of the student welfare office had roped in experts from various fields for the trials.

Also, now, the physically challenged students will not need an approval from the university medical board. The university will issue a list of government- recognised hospitals whose certificates about the candidate's disability will be accepted.

Further, for the first time, four DU colleges are considering reserving 50 per cent of their undergraduate seats for Sikh students.

The colleges, all run by the Delhi Sikh Gurudwara Management Committee (DSGMC), were declared minority institutions last year by the National Commission for Minority Educational Institution. During the admission season this year, the colleges will have separate cut-offs for Sikh students.

These colleges are Sri Guru Gobind Singh College of Commerce, Sri Guru Tegh Bahadur Khalsa College, Sri Guru Nanak Dev Khalsa College and Mata Sundri College.

3 revenue officials suspended for fake land deals

The Delhi government has suspended three officials of the revenue department-- a sub-registrar, tehsildar and patwari -- on the charges of selling lands worth crores of rupees on fake khasra numbers, manipulating the revenue records and registering properties.

The officials have been identified as Harish Bajaj (sub-registrar-VIII), Susheel Bharti (tehsildar of Preet Vihar) and Shyam Pal (patwari of Preet Vihar). The three have been suspended with immediate effect while a criminal case against them has been lodged at the Shakarpur police station.

Addressing a conference, revenue commissioner Vijay Dev said the lands sold by the officials include private as well as government lands. The department has received 154 complaints against the tainted officials.

"However, since it would have taken a long time to enquire all the 154 complaints, a random enquiry of 39 properties in the Mandawali village area was conducted and the transactions done with regard to 29 of them were found to be illegal. Prime facie, it seems that the accused officials used to extract money from land grabbers for getting the documents registered and the nexus among the sub-registrar, tehsildar and patwari is evident," said Dev, adding that worth the of the lands in question would run in several crores of rupees.

According to the revenue commissioner, the accused sub-registrar intentionally sought land status reports directly from the accused tehsildar, when as per the law, he was supposed to ask the area ADM.

"The accused tehsildar sought site inspection reports from the accused patwari. On scrutiny of the inspection reports, it has been found that patwari Shayam Pal never inspected the sites, but signed the status reports and forwarded them to the tehsildar for his counter signature. The tehsildar subsequently forwarded them to the sub-registrar for getting the property registered, which he did despite not being authorised to do so as per the law," said Dev.

"A tehsildar, who is supposed to be the custodian of government lands, has committed criminal breach of trust by issuing fake status reports of government lands, including that of the Railways. Not only this, he has generated fake khasra numbers and manipulated revenue records, thus cheated the department with dishonest motives," Dev said.

Woman’s body at LNJP: Three held

Three persons were today arrested for allegedly raping a woman twice and strangling her to death before dumping the body in a semi-nude condition at LNJP Hospital.

The identity of the woman is yet to be established. The accused are Mohammed Simab (26), a resident of Farshkhana, Arif (24), resideny a slum near LNJP Hospital and Hahya (26) of Daryaganj. The fourth accused, Asif, is absconding.

The youths would regularly stroll at the hospital and search for attractive women who needed help for treatment. The victim was approached by the youths, when she came to the hospital for a treatment.

ACP Devesh Srivastava said that the accused had first gangraped the woman at a toilet on the premises of the hospital. On the day she was murdered, they took her to Buddha Garden and raped her there.

"They then took her to LNJP Hospital, where they attempted to rape her in a toilet again. But the girl protested which angered one of them,who slit her throat with a knife. Another accused then strangled her and dumped her body behind the children's ward and ran away," said Devesh Srivastava.

The body was discovered on April 26.

Road rage: Cop shot, colleague hurt

A Delhi police head constable was shot dead and a constable sustained bullet injuries when unidentified miscreants opened fire at them during an alleged road rage incident in Meerut, Uttar Pradesh, this evening.

The deceased has been identified as Sanjeev, who is a resident of Saharanpur, Uttar Pradesh. He was posted with the Special Staff of the South District police in Delhi.

He along with his team was at Ganga Nahar at the Meerut bypass. They were checking vehicle theft cases when the incident occurred at 5.15 pm.

According to the police, Sanjeev was shot at on the right side of his chest, while constable Sachin was shot at on his knee. Sanjeev succumbed to his injuries during treatment at Chhatrapati Shivaji Subharti Hospital in Meerut.

They were allegedly shot by miscreants who blocked their vehicle with their car. The incident appears to be an outcome of road rage following an argument, added the police.

The incident was reported to the Delhi police headquarters by constable Vivek.

Two suicides

A 25-year-old woman, a soldier's wife, allegedly committed suicide at Delhi Cantonment this morning.

Sources claimed that she had been depressed due to poor health.

The deceased has been identified as Divya Nair. She belonged to Kerela and was married to Havildar SVS Nair. Divya was living with her husband and two children at Shekhawat Lane.

Her husband informed the police after he found her hanging by a rope from a ceiling fan in their house at 7.15 am.

Her parents, who live in Kerela, have been informed about the incident. Her husband was on night duty when she committed suicide.

The police is investigating the case and a Sub-Divisional Magistrate enquiry will be initiated.

In a separate incident reported at Krishna Nagar, East Delhi, a 30-year-old man allegedly committed suicide as he had been depressed after losing his leg in a train accident a few days ago.

Sources claim that Prem Sagar was found hanging at his residence in West Azad Nagar at 7 am today.

Sagar had met with an accident at Shahabad railway a few days ago and lost his leg. He had bouts of depression and was unable to cope with his pathetic state.

MCD razes properties in S. Delhi

New Delhi, May 15
The MCD continued its drive against unauthorised construction in the Capital by demolishing illegal portions of five properties in South Delhi.

The drive was carried out by the building department with the help of local police.

Five properties in Sangam Vihar, Molar Band Extension and Tajpur Road localities faced the action, a press release said.— TNS
