Jammu, May 1 She visits the Treasury every day with her minor grand-daughter but returns home empty-handed. She has been unable to get the pension for over two months, as the authorities have stopped releasing pensions to those beneficiaries who have not got their PPO verified. Bero Devi is not an isolated case, as a number of pensioners have been facing hardships due to a new order issued by the authorities. Although the State Finance Department has ordered re-verification of all cases to single out “fake” pensioners, genuine people have been facing hardships due to lack of awareness among them. For the past two months, aged pensioners have been visiting different treasuries to complete the process of verification of their pension payment orders. “There is no educated member in my family so I am finding it hard to get my pension verified”, said Bero Devi adding that she was receiving pension of her husband, a class IV employee in a government department, who died 30 years ago. Sources in the Finance Department said there were reports of some persons drawing the pension of dead beneficiaries. The department has therefore ordered the re-verification of all cases. “Reports of fake pension have been received mostly in those cases where beneficiaries directly received their money from banks,” sources said. Over 1.70 lakh people receive pension in the state, out of whom over 1.25 lakh get pension directly from banks. Wali Mohammad Bhat, Director General, Accounts and Treasuries, said verification was necessary under the rules. “In order to minimise inconvenience, all treasury officers have been advised to deal with the issue on a priority basis so that aged pensioners do not face any hardship,” Bhat said. “In case of the physically handicapped or ailing pensioners, officials of the Finance Department have been directed to approach them at their home to get their PPO verified.” |

City hospitals lack bore wells, face water shortage
Jammu, May 1 As per the guidelines of the World Health Organisation, around 500 gallons of water is required per bed every day at a hospital. The huge intake of water in the hospitals of the city often leads to its shortage here. With the onset of summer, the consumption of water increases but no special arrangements are made in the hospitals to cope with the scarcity of water. Dr Dara Singh, Deputy Medical Superintendent, Sri Maharaja Gulab Singh (SMGS) Hospital, said: “The construction of bore well in the hospital can help us cope with the demand of water here. We have in fact forwarded a proposal to the PHE Department in this regard and are awaiting a sanction.” “We use the direct supply of water for our reservoirs. For extra supply of water, tankers are requisitioned. Our priority is to ensure that there is no shortage of water in the hospital,” he added. At the Government Medical College Hospital, the main referral hospital of the city, no proposal has yet been made to get a bore well on the hospital premises. Sources confirm that there is a demand of 4.9 lakh gallons of water per day in the hospital, but it gets just 2.25 lakh gallons, which is half the total demand. Sheetal Trehan, an attendant of a patient at the hospital, said: “There is a perpetual shortage of water in the hospital, which often leads to unhygienic conditions at the facility. The government should pay special attention on hospitals, but its approach is lackadaisical.” MK Kailoo, Executive Engineer, GMCH, said: “Only the SMGS has submitted a proposal for a bore well to the PHE Department but that needs proper assessment to check the feasibility of the terrain and the amount of time it will take to complete it.” SMGS Hospital has forwarded proposal for bore well to PHE Department. Bus passenger sheds taken over by beggars, vendors
Jammu, May 1 Nearly a dozen passenger sheds constructed by the Jammu municipal corporation have either been encroached upon by beggars and hawkers or blocked by fruit-sellers who place their kiosks right in front of the sheds. Most sheds have been rendered useless for daily commuters, who use the public transport system to reach their destinations every day. “These stops have turned out to be a waste of money, as these are not being utilised for the purpose they were constructed. In turn, these have become a favourite spot for fruit sellers, who run their business from there,” says Ranjana Sharma, a college student. Most passengers allege that the sheds have been constructed at spots were passengers generally do not wait for vehicles. “The traffic police should take action against matador and bus operators who break the rules and do not stop their vehicles at these stops. These are for the benefit of passengers and the authorities need to create awareness about them,” says Nitesh Sangral, a local resident. “The authorities should remove these stops, as they serving no purpose. HC Judge opts against availing ‘no work week’
Jammu; May 1 In what may be seen as an unprecedented move, the judge is holding the court for the full transit “no work week” in the city for which the regular case list has been published. This may not be the first-of-its-kind development in the High Court, it has enabled litigants to get a hearing during the transit “no work week”. Delay in disposal of cases and colossal backlog of undecided cases in the High Court have been attributed to the paucity of judges as well as ever-increasing litigation. As per official data, of the 2,77,914 cases pending in different courts across the state, 81,027 are pending for disposal in both wings of the High Court alone. Of these, 39,087 have been marked as main cases, while 41,940 come under miscellaneous category. Currently, only six judges, against the sanctioned strength of 14, are available in the They include Chief Justice Virender Singh, Justice Mansoor Ahmad Mir, Justice JP Singh, Justice Mohammad Mohammad Yaqoob Mir, Justice Muzaffar Hussain Attar and Justice Ghulam Hasnain Masoodi. Jammu varsity may go hi-tech
Jammu, May 1 The system aims at covering not just the campus but also undergraduate colleges and distant education BEd colleges in the far-flung areas. The automation system once installed will take care of all administrative accounts of students and teachers. While the university enrolls around 2,500 students annually, the undergraduate colleges enroll up to 20,000 students per year. These students along with hundreds of BEd students enrolled every year will be brought under the automation system. Right from admission fee deposit to examination results, the information will be posted on individual accounts held by students. This system will have an edge over the conventional system as every thing will be computerised, thereby minimising human resource. “With a large number of students coming to the campus each year, it is becoming increasingly difficult for the administrative staff to handle the pressure. By introducing the automation system, the pressure will decrease and the margin of error will minimise. Every student will have access to their personal and course information in individual accounts,” said Naresh Padha, Registrar, Jammu University. The ambitious project is being estimated to cost around Rs 1 lakh. With technicians being proposed to be invited from outside the state, the Information Technology department will have some relief in terms of technical help. While the server will be located in the Information Technology department, the system will be connected to all departments through the Internet and for research scholars and professors through the WiFi system. The project is slated to take shape in a couple of years as the college authorities are waiting to open tenders in order to find the right suppliers of software and installation infrastructure. The system, when installed, will come under the purview of the Information Technology department. Introduce statistics in higher secondary schools: Forum
Jammu, May 1 Talking to mediapersons here, forum president Sandeep Singh Charak said the education department had failed to introduce statistics in all degree colleges and government schools. “Barring a few government schools and three degree colleges, statistics has not been introduced in any of the education institutes in the state. Statistics, which is a job-oriented course having great demand in the industrial sector, especially in industrial research and practice, has been ignored despite the commitment of the government to focus on introducing job-oriented subjects at college and at higher-secondary level,” he said. Charak claimed that a recent survey revealed that statistics had been ranked fourth amongst the 10 best job-oriented courses in the country. “The government had started postgraduate courses at degree college level in 2006 and it had proposed to introduce statistics at Government MAM College. Though all necessary formalities were completed, it had failed to start the course,” he said. He said all contractual appointments for teaching posts should be made under the guidelines of the University Grade Commission and preference be given to those having higher qualification or possessing PhD in the respective subjects. He, however, threatened to launch an agitation in the near future if the government continued to “ignore” the “genuine” demands of students and scholars of statistics. — TNS |

Jammu, May 1 The morcha welcomed the concern shown by the Chief Minister regarding the burden on the state exchequer due to the practice. At a meeting held under chairman Varinder Gupta, the morcha welcomed the concern shown by Omar Abdullah on the problems being faced by the people of respective provinces when the darbar moved to Srinagar or Jammu. The morcha sought the discontinuation of the practice. “The Chief Minister can bifurcate the Civil Secretariat and other state offices, including the Public Service Commission, the State Recruitment Board, the J&K School Board and corporations to ensure that they functioned at both places. The ministers and commissioners can be posted on a monthly rotational basis,” the morcha suggested. “This will help keep the administration responsive to the public needs and ensure their available to the people of all regions throughout the year.” it added. — TNS |

Jammu, May 1 Talking to mediapersons after being felicitated by the members of the apex body that represents traders and industrialists, Sharma said, “Apart from raising the issues of traders and industrialists at the right quarters, the JCCI will accord priority to various development and beautification projects being executed by the state government in the winter capital”. “A convention centre for traders and industrialists, cable car project connecting Mubarak Mandi with Bagh-e-Bahu and Mahamaya forests, a warehouse at Vijaypur, arterial expressways at Janipur, Canal Road and Bikram Chowk, artificial lake in the Tawi, besides environmental park at Sidhra will be our priority,” he added. “Trade and industry flourishes only when a city has the basic infrastructure and is also equipped with places of tourist interest,” he said. “We will convince the government to complete all these projects at the earliest, which in turn will give an impetus to the trade and industry here,” he said. “Though the projects to beautify the temple city are being executed by the present regime, the JCCI will like to see its early completion,” he said. “We also feel that the much-awaited cable car project should also be taken up on a priority basis,” Sharma added. May Day observed
Jammu, May 1 The labour wing of PDP organised a function and former Chief Minister Mufti Mohammad Sayeed was the chief guest on the occasion. Former Deputy Chief Minister Muzaffar Hussain Beig was the guest of honour. Mufti, while addressing the function, said the government employees received the maximum benefits of the healing touch policy, which was propagated and implemented by the PDP led government after 2002. He said all genuine demands of the employees were addressed during the three year tenure of that government. Indian National Trade Union Congress (INTUC) also organised May Day function at Satwari. Two held for smuggling timber
Batote, May 1 Acting on a tip-off, a Jammu bound Tempo Traveller (JK 14 A 7333) was searched by a joint team of police and forest officials at the Patnitop forest checkpoint and six sleepers besides 26 planks of Deodar were found concealed inside the vehicle. The driver, Paramjeet Singh of Janipura Jammu, and his associate Tasleem Arif Bhat of ward No.3, Batote, were arrested and the vehicle along with the timber was confiscated under Section 6 of the J&K Forest Act. A manhunt has been launched to arrest the kingpin, Nasir Wani, and other accused. — OC |

Husband booked for attempted murder
Jammu, May 1 “In a fit of anger, the man attacked his wife with an iron rod on her head leading to critical injuries,” the police said. It added that the neighbours took the woman to the Sub-District Hospital, Basohli, where her condition was stated to be critical. The husband is at large.
