The Town and Country Planning Department, Haryana, has clarified that the land acquired by it is not transferred to builders or developers for development of colonies. Instead, it is always retained by the Haryana Urban Development Authority (HUDA) and utilised for the public purpose defined in the notification after development, stated TC Gupta, Special Secretary, Town and Country Planning Department.

Flesh trade racket busted
Hisar, May 1
The police has arrested a woman, identified as Sunita, who allegedly has been running a prostitution racket here. She was arrested on the complaint of Pana Begum, a resident of West Bengal, who was summoned to Delhi by a relative on the pretext of finding her a job. However, the relative sold her to a person belonging to Hisar for Rs 11,000. She was asked to accompany that person to Hisar for the job.

Youth held for extortion

The police has arrested Naveen of Lakhu Buwana in Panipat district for allegedly demanding extortion of Rs 6 lakh from Jagbir Singh of Braham Colony on Saturday. In his complaint, Jagbir Singh said he had received a call on his mobile and the caller demanded ‘chauth’ of Rs 6 lakh. The caller also threatened with dire consequences, if the amount was not paid.

Long power cuts stare state residents in face

The state is likely to face long power cuts this summer as five thermal units of 1,860 Megawatts (MW) capacity are under forced outage for the next two months.
Both units of 300 MW each at Yamunanagar thermal plant are suffering from a major breakdown after vibrations were noticed in the turbines.

The turbine rotor of unit no. 2 had got bent on 25 September last year after water entered the turbine. Unit no. 1 had also faced turbine vibration and is now on forced outage since March 31.The turbine blades were found to be broken.

The 600 MW unit no. 1 of Khedar (Hisar) thermal plant had also been shut down on April 28 after vibrations were noticed in the turbine. Sources in the Haryana Power Generation Corporation Ltd (HPGCL) said the authorities at Khedar thermal plant had sought 40 days’ work permit to rectify the defect.

To make things worse, the newly constructed units at Jhajjar with 660 MW capacity each are also not able to generate any power due to inadequate coal allocation. Coal India has reportedly refused to sign coal agreements with units commissioned after December 31.

The first 660 MW unit was synchronised on January 11 and declared on commercial operation from March 29 after the trial run. The second unit was synchronised in the last week of March. But due to the inadequate coal supplies, the Jhajjar power plant could generate power for only nine days since the synchronisation of the first unit on January 11.

The sources said the state would be facing a minimum shortage of 288 lakh units daily on account of forced outage of three units.

Perturbed by the situation, the All-India Power Engineers Federation (AIPEF) has already shot off a letter to the Union Power Ministry claiming that it was due to the fault in the design of these turbines that frequent outages were occurring. These turbines were supplied by Reliance Infra and were now causing huge losses to the utilities in terms of loss of power generation and the amount which is being spent on getting these repaired.

The federation demanded that a joint team of Bharat Heavy Electricals Ltd (BHEL) and National Thermal Power Corporation (NTPC) should be constituted to investigate the matter.

Meanwhile, the Central Electricity Authority has set a target of 226267 million units for HPGCL for the financial year 2012-13, which, according to the sources, is unlikely to be achieved. The target of Panipat, Khedar and Yamunanagar thermal plants is 9,700 MU, 7,041 MU and 3,961 MU, respectively.

Malaria spreads tentacles in Sirsa; 32 test positive

Malaria has started spreading its tentacles in Sirsa too early this year.
With rainy season still far away, the health authorities have already discovered 32 positive cases of malaria in the district - 16 of these reported in April. “It is more because of the intensive campaign of making blood slides launched by us,” reasoned microbiologist Sheel Kaushik, who is officiating as Deputy Civil Surgeon (Malaria) for Sirsa. She said over 35,000 blood slides had been made by the health workers in the past four months starting from January 2012.

“Over 600 accredited social health activists (ASHA) volunteers and nearly 50 anganwadi workers were trained by the Health Department to prepare slides of persons suffering from fever,” she added.

The health authorities, meanwhile, will observe the month of June as “Anti-Malaria Month”. Before this, a special drive against malaria will be launched in May. Films on prevention of malaria will be shown to children in schools.

She said the Health Department had identified 26 villages that had been affected the most by malaria in the past and special emphasis would be laid on preventing the spread of the disease on these areas.

She appealed to people to see that water was not allowed to stagnate in or around their premises. The violation, she said, will attract the provisions of section 214 of the Municipal Act, 1973, whereby fine up to Rs 2,000 can be imposed for violation.

Karnal, May 1
An injured labourer died in the Char Chaman locality here last night when a leaking LPG cylinder caught fire and engulfed the entire premises in which more than 50 labourers were sheltered.

The deceased, Rupan Thakur (25), was living in one of the rooms in the building along with his family and was unable to walk as he had got his leg fractured last month.

The gas cylinder was leaking but the inmates were unaware of it and as soon as one of the family members of Rupan lit the gas, it caught fire and engulfed all the rooms before the fire brigade reached the spot.

There are eight rooms in the building occupied by labourers, who ran out of the house in panic but Rupan could not escape due to his fractured leg and all efforts to save him proved futile, eyewitnesses said.

The fire brigade and local people fought the flames for about half an hour and had to struggle hard as the house was located in a narrow lane. However, the fire was not allowed to spread to the adjoining buildings and a major catastrophe was avoided.

The police said one person died due to the fire caused by a leaking gas cylinder as he could not run out due to a leg injury. Ghanshyam, nephew of the deceased, said "the cylinder suddenly caught fire and two or three persons tried their best to rescue my injured uncle but could not”.

World Labour Day
Workers hold rallies, pay tributes to martyrs

On the occasion of World May Day, hundreds of workers today took out a march in the town and raised slogans against the pro-rich and anti-poor policies of the government.

Rich tributes were paid to martyrs who made sacrifices during four-year agitation of labourers in the US from 1886 to 1890 and to those four labourers who were hanged during this period.

Earlier while addressing a rally at the local Kumhar Dharamshala, the union leaders, including SN Solanki, Daryao Singh Kashyap, Balbir Dahiya, Ishwar Singh Rathi, Mahender Singh Bhanwala, Sheelak Ram Malik and Rajinder Rathi, alleged that the labour laws were being amended and also violated in the developing countries by the MNCs of the developed countries. They also took a pledge that such anti-poor and anti-common man policies of the government would be opposed.

KAITHAL: On the occasion of International Labour Day, a large number of MNREGA labourers, part-time and those working on contact basis in various departments marched in a procession to the mini-secretariat here on Tuesday to submit their charter of demands to the Deputy Commissioner. Protesters carrying banners in support of their demands under the banner of the Sarvkaramchari Sangh and CITU raised slogans against the government for its failure to implement labour and employees welfare schemes. The protesters threatened to continue their protest till the arrival of the DC to receive their memorandum. Later, ADC Dinesh Singh Yadav accepted the memorandum.

KURUKSHETRA: “The International Labour Day is the most appropriate occasion to prove ‘work is worship’, ‘worship is work’ and ‘work works’ is the two word success story,” said Dr MM Goel, Professor of Economics and Dean, Faculty of Social Sciences, Kurukshetra University, here on Tuesday.

Prof Goel said, “The adage ‘work is worship’ deserves attention of workers of all shades and creed in the knowledge economy of today. This is necessary and sufficient condition for increasing the productivity of labour consisting of skilled and unskilled workers in various vocations and professions.”

Let workers work for eight hours only and create work for those who don’t have work and are unemployed. We need to assure the young minds jobs and employment and pollution-free working environment consisting of good governance, recruitment, retention and respect (3Rs) of the human resource management (HRM) for their work which is worship and vice-versa, said Prof Goel.

Petrochemical Complex gets new ED

Sanjiv Singh has taken over as Executive Director of Panipat Refinery and Petrochemical Complex today.

The Refinery and Petrochemical Complex located at Panipat comprises of 15 MMTPA Refinery, an Aromatic Complex producing Para-Xylene and PTA, Naphtha Cracker and associated downstream MEG and Polymer producing units.

Prior to his elevation, Singh was General Manager (Technical Services) for the Naphtha Cracker Complex at Panipat. A Chemical Engineer from the IIT, Roorkee, supplemented with a diploma in management, Singh has over three decades of experience to his credit in the Hydrocarbon Industry.

After joining Indian Oil in 1981 as a Graduate Engineer Trainee, he has worked in various key assignments at Mathura, Barauni and Panipat refineries. In addition, he was also worked at the Centre for High Technology (MOP&NG) and NNPC, Nigeria, as a technical expert. — TNS

Home delivery of RCs, DLs in Gurgaon

The Gurgaon district administration today started the home delivery of vehicle registration certificates (RCs) and driving licenses (DLs) through speed post in the Gurgaon subdivision. Applicants will have to pay a fee of Rs 20 for this new facility.

A spokesman for the district administration said the applicants who would apply for their vehicle RCs or DLs from today would get these delivered at their doorstep. For starting this new service, the District IT Society had signed an MoU with the Postal Department. A separate counter was being set up at the e-Disha Centre of the local mini-secretariat, which would be manned by an official of the Postal Department. At the time of dispatch of the documents, intimation would be sent to the applicant through SMS. Initially, the areas falling under the Gurgaon and Manesar tehsils would be covered under the programme.

The Superintendent of Post Offices (Gurgaon division), Jagdish Chander, said the department would take the responsibility and deliver the documents to the applicants in time.

Sale of MCG land to private builder sparks row

The sale of a chunk of land belonging to the Municipal Corporation of Gurgaon (MCG) to a private builder has snowballed into a major controversy, with several Municipal Councillors accusing the Mayor team of favouring the builder for vested interests.

The councillors have maintained that the builder was seeking the land on lease, but the Mayor team decided to sell off the land, a move which would reportedly benefit the builder to the tune of Rs 100 crore. “There was no need to sell the land as the MCG has more than 1,200 crore with itself and has given Rs 150 crore to the Municipal Corporation of Faridabad…moreover, the clandestine manner in which the proposal was got cleared at a recent MCG meeting reeks of a major bungling,” said Gurgaon Municipal Councillors Mahesh Dayma, Subhash Singla, Shashi Dua, Seema Pahuja, Rama Rani Rathee, Deepak Indora, Anup Singh, Virendra Singh and Ravinder Kataria, in a joint statement issued here.

They alleged that the Mayor team did not even name the builder while discussing the agenda at the MCG meeting, though the matter of the DLF seeking a chunk of the MCG land located in Wazirabad village on lease had come up at previous meetings.

The group of Municipal Councillors said they had brought the matter to the notice of the local Municipal Commissioner and would also complain to the Haryana Chief Minister and the Lokayukta.

The Mayor team presented a proposal to sell a chunk of land measuring 3,029 square yards located in Wazirabad village to a private builder at a recent meeting of the MCG.

When several councillors opposed the move, voting was conducted. Of the 35 municipal councillors, 17 voted in favour of the proposal, while 13 voted against it and five abstained from the voting.

Gurgaon Mayor Vimal Yadav maintains that it had been decided to sell the said chunk of land as it was of no use.

“The land was lying practically unused and the proposal to sell it has been approved after being tabled in the House and passed by a majority of members, which is perfectly lawful,” he asserted.

Kavita murder case solved, accused held

The local police has cracked the Kavita murder case and arrested the main accused, Dharambir, of Takhana village. Kavita aged 18 years was found murdered under mysterious circumstances in her house on Friday when she came for lunch in the noon and the police and neighbourers were baffled by the shocking incident.

The police was able to reach the culprit on the basis of suspicion raised by Roshni, mother of the deceased, who alleged that Dharamvir tried to have a relationship with her daughter.

The police said Dharambir was arrested and on interrogation, he confessed that he was having a one-sided affair with Kavita and tried to have a physical relationship with her.

Kavita was alone in the house and when she resisted the attempt of the accused, he slit her throat with a sharp-edged weapon.

The deceased Kavita, the eldest of the five children, was working in a rice mill and had come home for lunch at Karnali Gate when Dharambir slit her throat in the afternoon. She cried for help but the culprit fled before neighbours reached her house.

Roshni said she had gone to work in the morning and came home when she found her daughter lying dead in a pool of blood in the house.

SHO Traveri Baljeet Singh said a case of murder under Section 302 has been registered against the accused.

The accused got admitted one of their accomplice at Bansal Hospital on the pretext of suffering from stomachache and later at night, the attendants of patients called the doctor and complained that the condition of patient was serious and looted the doctor at gunpoint.

Leader of Opposition Om Prakash Chautala had not given his consent to the appointment of Urvashi Gulati as Haryana Information Commissioner.

The revelation came a week after the Punjab and Haryana High Court summoned Gulati’s appointment file. Taking note of the fact, the Bench of Acting Chief Justice MM Kumar and Justice Alok Singh today put Gulati on notice. Notice has also been sent to the State of Haryana on a petition filed in public interest by RTI activist Sanjay Tayagi.

As the petition came up for hearing, the Bench of Acting Chief Justice MM Kumar and Justice Alok Singh perused the relevant file and noticed that Chautala had, indeed, recorded a protest. Referring to the March 27 meeting on the issue, Chautala had stated that he was not supplied the agenda. Even the names of those in the consideration zone were kept away from him.

Chautala had further stated in his note that a fresh meeting of the committee be called with specific agenda, after disclosing to him the names of candidates to be considered. But his dissent note was overruled by the committee after observing that there was no procedural requirement of circulating the agenda beforehand. The extracts of the same were read out from the file by the Advocate-General, Hawa Singh Hooda, in the open court.

The perusal of file by the Bench also indicated that the names of the other three candidates, purportedly considered by the selection committee, were not even referred to in the proceedings of the meeting.

Hooda tried to persuade the Bench that circulation of agenda before holding the meeting was not a requirement under the Right to Information Act. Apparently not convinced by the arguments raised by the Advocate-General, the Bench observed it had perused the relevant file pertaining to the selection and was of the view that notice was required to be issued to the respondents.The development is significant as the high court is apparently trying to ascertain whether a transparent procedure was followed before notifying the appointment of Urvashi Gulati. The petitioner had earlier alleged that transparent procedure was not followed by the state government.

Haryana pensioners seek parity with Punjab counterparts

The Haryana Civil Pensioners Welfare Association has sought higher pension after every five-year slab on the pattern of Punjab, Himachal and Chandigarh and urged the state government to pay additional pension of five, 10, 15 and 20 per cent after attaining the age of 65, 70, 75 and 80 years respectively.

Haryana was part of Punjab prior to reorganisation like Chandigarh and merged areas of Himachal and all the states which shared the legacy of Punjab are getting higher pension on the Punjab pattern but the same was being denied to Haryana pensioners, President of the association, HP Babber said.

“Even the state of Andhra Pradesh has given additional 15 per cent pension after attaining the age of 75 years but the employees in Haryana who serve the government for decades and contribute to the development are being discriminated against in comparison to their Punjab and Himachal counterparts,” he lamented.

Babbar said prior to reorganisation of Punjab on November 1, 1966, all the employees were getting the same pay scales, allowances and pension but now the pensioners in Haryana were at the receiving end and their just demand for additional pension on the Punjab pattern was being ignored by the government.

After reorganisation of Punjab, the employees were allocated to Punjab and Haryana in the ratio of 60 and 40 and realising the problems of pensioners and the additional financial burden due to rise in the cost of living, the Punjab Government granted five per cent additional pension to employees after attaining the age of 70 years and 10 per cent after 80 years.

However, it reconsidered the issue after sometime and followed a uniform pattern allowing five, 10, 15 and 20 per cent increase after attaining the age of 65, 70, 75 and 80 years, respectively, he said and urged the government to see reason and accept the just and genuine demand of the pensioners.

Nod to Bhagat Singh’s statue at Sirsa

The Haryana Government has approved the proposal to install a statue of Shaheed-e-Azam Bhagat Singh at Shaheed Bhagat Singh Stadium, Barnala Road, Sirsa.

An official spokesman said Chief Minister Bhupinder Singh Hooda during his Sirsa visit on January 20 and 21 had made the announcement to get a statue of the martyr installed. He said the statue would be installed by the Panchayati Raj Department.

He said canal-based water works costing Rs 18.73 crore were being constructed at Ellenabad. A sewerage plant costing Rs 15.82 crore was also under construction. Sanction had been accorded to set up water works at Dabwali and Kalanwali costing about Rs 6.95 crore and Rs 12.71 crore, respectively.

The Town and Country Planning Department, Haryana, has clarified that the land acquired by it is not transferred to builders or developers for development of colonies. Instead, it is always retained by the Haryana Urban Development Authority (HUDA) and utilised for the public purpose defined in the notification after development, stated TC Gupta, Special Secretary, Town and Country Planning Department.

He was responding to the SC observation on the Pinjore-Kalka project published in The Tribune on Monday. Gupta added that as per the policy framed on the intervention of the High Court in October 2007, and, later, slightly modified, the government could consider excluding land, purchased or was in the ownership of a developer or individual applicant, prior to issuance of Section 4 notification of the Land Acquisition Act from acquisition proceedings. This was only true in cases where the application otherwise fulfils all parameters for grant of licence.

Gupta stated that the state government was taking decisions on grant of licences and to exclude the land from acquisition proceedings in accordance with this policy.

As far as the grant of licence to the private developers is concerned, the land is always purchased by the developers from farmers at the mutually agreed price before the licence application is submitted, he added.

Under the Haryana Development and Regulation of Urban Areas Act, 1975, the licence is granted only to the owners of the land and this ownership is not on account of transfer of land from HUDA or the government.

In cases where the individual owners do not want to part with their land but intend to seek permission or licence, the same is allowed under the policy provided they have financial and technical capacity.

He also pointed out in some cases where landowners did not have financial or technical capacity, they enter into collaboration agreements with some colonizers for grant of licences but this was not a mandatory condition.The government had been following the policy to consider excluding the land from acquisition proceedings since the year 1991 with a brief interruption from 1996 to 1998.

Skeleton found in charred van in Jhajjar

Jhajjar, May 1
The local police recovered a human skeleton from a charred Maruti Omni van on the banks of a canal near Matanhel village here today. The skeleton has been sent to the Civil Hospital here for a post-mortem examination.

The incident came to notice this morning when some villagers spotted the charred van stationed near the canal. They rushed to the spot and found a human skeleton lying inside the van. The villagers immediately informed the police which reached the spot and extricated the skeleton from the van. Later, a team of forensic experts also visited the scene of crime and collected some bones from there. “On the basis of engine and chassis numbers of the van, it is learnt that the van was bought from a Maruti showroom in Delhi two years ago. A police team has left for Delhi to get information about the owner of the van,” said Devender Dangi, PRO of the Jhajjar Police. — OC

She was arrested on the complaint of Pana Begum, a resident of West Bengal, who was summoned to Delhi by a relative on the pretext of finding her a job. However, the relative sold her to a person belonging to Hisar for Rs 11,000. She was asked to accompany that person to Hisar for the job.

The man left her with Sunita, who wanted to force her into prostitution. Pana Begum was asked to accompany a customer to the Town Park here. However, Pana grew suspicious and raised an alarm for help.

Shakuntala Jakhar, an activist of the Janwadi Mahila Samiti, came to her rescue and took her to the police station. The police registered a case against Sunita on Sunday. Pana Begum has been sent to the Borstal Jail for safe lodging.

The police said it was looking for the man who had brought her here from Delhi.

Youth held for extortion

The police has arrested Naveen of Lakhu Buwana in Panipat district for allegedly demanding extortion of Rs 6 lakh from Jagbir Singh of Braham Colony on Saturday.
In his complaint, Jagbir Singh said he had received a call on his mobile and the caller demanded ‘chauth’ of Rs 6 lakh. The caller also threatened with dire consequences, if the amount was not paid.

By investigation of the call details, the police succeeded in nabbing the caller and also recovered the used mobile phone and a SIM card from his possession.

He was produced in a court yesterday and was taken in police custody for further investigation.

State makes metered water connections mandatory

Chandigarh, May 1
Mandatory metered connections to consumers in domestic and commercial sectors and to convert existing unmetered water connections into metered ones are some of the steps taken by the Haryana Government to conserve water and prevent its wastage.

According to Haryana state urban water policy for 2012 notified today, consumers will be billed on the basis of volumetric consumption of water instead of flat rates, a spokesman of the Public Health Engineering Department said. It also aims at providing metered connections to consumers in domestic, commercial, industrial and institutional sectors and convert existing unmetered water connections into metered connections within a period of one year from the date of notification of the policy, he said.

Applicability of policy is mandatory for all types of consumers - domestic, commercial, industrial and institutional sectors in private, semi-government and government premises, the spokesperson said. — PTI
