Jairam Ramesh announces Rs 4 lakh for each village

Farmers up in arms against land acquisition by HUDA

Farmers of Jakhandadi village located on the outskirts of Ratia town in Fatehabad are up in arms against the acquisition of land for upcoming sectors of Haryana Urban Development Authority (HUDA).

The villagers forced a team of the Town and Country Planning Department, which wanted to conduct a survey of the fields, flee for the third time today. Hundreds of men, women and children came out in protest and forced the team officials to return without doing the survey.

The villagers later held a demonstration and sat on a dharna outside the SDM’s office. They submitted a memorandum addressed to Chief Minister Bhupinder Singh Hooda to the SDM expressing their resentment against the proposed survey.

“Over 500 people have constructed their houses in the area after arranging funds by raising loans. There are some shops, small industrial units and rice mills on the land,” said Gurpreet Singh, village sarpanch.

This is the third time that the villagers have thwarted the attempts of the department to conduct a survey. Earlier, the teams were made to flee twice on April 3 and April 4.

The villagers had roughed up the team members and snatched their equipment on April 4.

HUDA has a plan to carve out three residential sectors - sector 5, 6 and 11 - on the Shehnal Road of Ratia town and for this the government has to acquire over 600 acres of agriculture land falling under Jakhandadi village and nearby areas.

SDM Harish Bhatia said the purpose of the survey was to identify the number of houses and other structures on the land sought to be acquired.

He said the authorities had no plan to demolish anyone’s house, but they planned to acquire the land for HUDA sectors under the provisions of law.

‘Nirmal Bharat Abhiyan’ to be launched soon

Union Minister for Rural Development Jairam Ramesh today announced Rs 4 lakh to each village to ensure overall development of the gram panchayats in the country and stated that the ‘Nirmal Bharat Abhiyan’ would be launched soon.

Honouring 330 gram panchayats of the state for making their village a “nirmal village” here today, the minister disclosed that the Centre had provided a budgeted allocation of Rs 99,000 crore to the Rural Development Ministry during the current fiscal and one per cent of total budget (Rs 990 crore) would be given to the Panchayati Raj Department. He said an equal amount would also be contributed by the state government.

The minister said the restructured Total Sanitation Campaign called ‘Nirmal Bharat Abhiyan’ that targets to eliminate open defecation in rural areas would be launched after finalising the details within the next two-three weeks and the village panchayats concerned would be made responsible for implementing and maintaining their village as ‘nirmal’.

Under the programme, the Union and the state governments would provide monetary assistance for setting up pucca toilets in all houses in rural areas and each beneficiary would have to spend only Rs 600 to Rs 700. It would be covered under the Mahatma Gandhi National Rural Employment Guarantee Act Scheme and the Union and the state governments would provide Rs 5,400 and Rs 1,000, respectively for this purpose.

He also called upon the PRI representatives to take up this assignment as a pious work not only as government duty and said the sanitation and the nirmal programme were related to the self-respect and honour of women.

e-panchayat system soon: CM

e-panchayat system will be implemented in the state and the village cluster of 5,000 population will be provided computer systems for monitoring developmental programmes in the first stage, said Chief Minister Bhupinder Singh Hooda at the Nirmal Gram Puraskar distribution function and the Panchayati Raj Sammelan here on Saturday.

He announced a grant of Rs 10 lakh to each elected member of the Zila Parishad for development, appointment of 800 Gram Sachiv and Panchayat Development Officer in all villages having population of more than 5,000.

Stating that all villages in the state would become ‘nirmal gram’ by March 2015, Hooda said: “Haryana is the first state where 11,000 safai karamcharis have been appointed in villages and the state government so far has spent Rs 143 crore on construction of toilets in villages.”

The All-India Jat Aarakshan Sangharsh Samiti will meet on April 29 in Kaithal to decide the next strategy regarding the proposed move to revive the agitation to seek reservation in government jobs in the state and the Centre.

Commandant Hawa Singh Sangwan, state president of the samiti, said the meeting would be crucial in the manner that despite the assurance and the Jats suspending the stir a few months back, the authorities concerned appears to be interested in keeping the matter lingering without any justification.

He said while a review of the agitation so far would be done, the samiti would make every effort to unite and gather the support of the Jat community in various states besides Haryana on the issue. Claiming that the samiti had been firm on the decision of reviving the agitation from August 15, he said this time the agitation would be carried out at the national level and for this the samiti had already started the groundwork.

He added that Bhagat Singh Dalal, national president of the samiti, had already launched a campaign from Malegoan town of Maharashtra from April 20. This campaign would be carried out in 13 states where the Jats had a presence in either history or at present and this drive would end by August 15.

Sangwan said the meeting would also decide if the Jat community would lend support to Baba Ram Dev and Anna Hazare’s agitation on the issue of black money, corruption and the Jan Lokpal.

NHRC comes to rescue of dilapidated school building

The National Human Rights Commission (NHRC) has come to the rescue of the dilapidated girls’ school building in Rohtak, with the Haryana Government preparing an estimate of Rs 8.73 crore after the commission’s intervention.

After the commission came down heavily on the Education Department for its alleged apathetic attitude regarding the “unsafe building” on a complaint filed by the Human Rights Cell of the Haryana BJP, the government moved into action by demolishing the dilapidated building and made alternative arrangements for the students in two shifts. Sources said the administrative approval of the budget estimate was expected soon following which work would be started on the school building.

The BJP had moved the NHRC following a report in The Tribune on the plight of Girls Senior Secondary School, Rohtak, on September 14 last year. Alleging administrative apathy, the report had highlighted how around 2,300 students had been studying in the shadow of fear.

Though the building was declared “condemned” a few years ago, the department concerned had neither provided an alternative place nor any work had begun on the construction of the new building, the report had highlighted.

After the BJP moved the NHRC, the commission sought a report from the department concerned. Following a directive from the NHRC, the state government sent Additional Director (Education) Ashwani Kumar for an on-the-spot assessment.

Disfavouring the continuation of classes in the school premises, Ashwani Kumar said the building was in a dilapidated condition and these classrooms were not fit for holding classes. After the submission of the report to the government by the Additional Director (Education), the Education Department prepared a detailed estimate for the construction of the new school building.

Stubble Burning
Awareness drive for farmers

To make farmers aware of the ill effects of stubble burning, the Agriculture Department here has launched a special drive. Teams of the department have been visiting different villages of the district to desist farmers from indulging in this practice.

“The agriculture authorities began this drive on April 16, as the harvesting season picked up, and they will continue their it till the end of this month,” said Deputy Commissioner J Ganesan.

Burning of stubble after harvesting of wheat crop is a common practice among the farmers in Haryana.

The stubble burning has several ill effects on the environment and it also deteriorates the fertility of soil.

It pollutes environment, burns the fodder used by cattle, burns friendly pests and micronutrients in the soil and deteriorates soil quality. The government has banned this activity and the district authorities have invoked Section 144 of the Criminal Procedure Code to implement it.

Ganesan said the teams of the Agriculture Department have been informing the villagers that burning of wheat stubble is punishable under the law and farmers could land in jail for a term of six months under the Environment (Protection) Act, 1986.

INLD holds protest at Sirsa grain market

Amid allegations of irregularities in wheat procurement, the INLD organised a protest at the Sirsa grain market today. Led by Padam Jain, district president of the party, activists and grain market traders owing allegiance to the party reached the market committee office here and raised slogans against the authorities.

Gurdial Mehta, former president of the Grain Market Traders Association, alleged that the procurement process had hampered badly due to poor lifting of the purchased wheat. He alleged that the lifting contractor, who enjoyed political patronage, demanded Rs 600 to Rs 1,000 per lot from traders for lifting. He said traders had not received payments for the procured wheat for the past 10 days.

Meanwhile, inclement weather and yesterday’s showers have added to the woes of farmers and traders and have hampered the procurement process badly in the area. Showers in Tohana and Jakhal in Fatehabad has dampened heaps of wheat and bags filled with wheat last evening. — TNS

Yet another witness shot dead

Just hours after Sushil’s father Kuldeep and his gunman Ram Niwas were shot dead by some unidentified persons while they were on their way to depose before a court in the Sushil murder case, another witness in a property dispute case was gunned down in the district late last night.

Sardara Singh of Bhadar village in the Matlauda segment of the district, who owned a property business on Asandh Road, was found dead on the Jatal Road late last night. The body, which had gunshot injuries, was spotted by the police. The sarpanch of Bhadar village confirmed the identity of the deceased.

Family members of the deceased said last night when Sardara Singh, who was in his mid-forties, did not return home, they made various calls on his mobile phone but did not get any response. However, at 3 am, a police team from Asandh police post arrived at the sarpanch’s house and took him along to identify the body of Sardara Singh.

They said Sardara Singh was to appear in a local court two days later in a property dispute case. They apprehended that the party against whom Sardara Singh was to depose might have got him killed, a fact which has not yet been corroborated by the police.

The police has registered a case against unidentified persons and started the investigation.

Residents of Bhadar village blocked the Panipat-Asandh Road for hours today and demanded prompt action by the police. They also blocked the road outside the Civil Hospital where post-mortem examination of the deceased was conducted. It was only after assurances by senior police officials that the villagers lifted the blockade.

Sonu Verma, a 21-year-old student of Kurukshetra University and a local resident, has topped in the third year examination of the BAMS course, whose result was declared recently. Scoring a hat-trick, she has joined the league of those who have topped in any course for the third time consecutively.

Hailing originally from Kothkhurd village of the district and a resident of the Housing Board Colony here, Sonu at present is enrolled in Shri Krishna Government Ayurvedic College at Kurukshetra. Daughter of an official of the Public Relations Department, she had topped in the first and second years of the five-year course of the university earlier. — TNS

5 IPS officers promoted to ADGP rank

The Haryana Government has promoted five IPS officers to the rank of ADGP with immediate effect. They are Dr Kushal Pal Singh, Anant Kumar Dhul, K Selvaraj, Sheel Madhur and Ram Chander Jowel.

Rajvant Pal Singh, IPS, who is on inter-state deputation from Andhra Pradesh to Haryana has also been given the higher administrative grade along with his batchmates of the Haryana Cadre as he has already been granted pro forma promotion as the ADGP by the Andhra Pradesh Government. — TNS
