Prime witness in murder case shot dead in Panipat
Security guard also killed, SHO suspended
Manish Sirhindi
Tribune News Service

Panipat, April 27
Kuldeep Singh, an ex-sarpanch of Nara village, and his security guard, Ram Niwas, were gunned down by some persons near Guru Gobind Singh Public School on the outskirts of Nara village early this morning.

Kuldeep Singh was the father of Sushil Kumar, who had been allegedly killed by notorious criminal Surinder Kala and members of his gang in May 2009. He was on his way to depose before the court against Kala in the case when the incident took place.

Kuldeep was accompanied by two other villagers, Rajesh and Dharampal, who also sustained bullet injuries in the incident. Fearing for his life, Kuldeep had in the morning approached the Matlauda SHO to provide him additional security for the day, but was refused permission. The single gunman had been provided to Kuldeep by former IG of Rohtak range V Kamaraj as his life was under constant treat from Surinder Kala and his members of his gang.

Immediately after they left the village, an SUV stopped them and the occupants started firing at them. Kuldeep Singh and Ram Niwas were killed on the spot while Rajesh and Dharampal sustained injuries and were later taken to the Panipat Civil Hospital from where they were shifted to a private hospital.

Following the incident, IG, Rohtak Range, Alok Mittal reached the district and placed SHO Matlauda Vikram Singh under suspension for being negligent in performing his duties and refusing to provide additional security to Kuldeep Singh. The IG also interacted with Rajesh and Dharampal at the Civil Hospital and asked the district police to initiate action against the assailants.

The Sushil murder case had rocked the district in May 2009 in which Surinder Kala and nine of his accomplices had been booked by the police.

It was only in August last year that Kala surrendered in a Gurgaon court and was brought to the district on transit warrants where he faced several other cases along with the Sushil murder case.

District police chief KK Rao said the police suspected the involvement of Surinder Kala in the incident as Kuldeep was going to depose against him in the court.

Meanwhile, the court hearing the Sushil murder case issued non-bailable warrants against three other witnesses in the case as they had failed to turn up for hearing after the firing incident.

Prahladgarh murder
Mahapanchayat tomorrow

Tribune News Service

Bhiwani, April 27
The Bhiwani police’s claims on solving the murder mystery of Rajbir near Prahladgarh village in the district on March 20 have not gone down well with the victim’s kin as well as villagers.

They allege that the police has fabricated the story by roping in those three youths who already have criminal backgrounds to slap one more criminal case upon them.

A mahapanchayat has been convened for April 29 in Prahaldgarh village. Elders and residents from 21 nearby villages would discuss the further strategy to be adopted in the mahapanchayat.

The case assumed importance after INLD secretary-general Ajay Singh Chautala tried to link it with the hospitalisation of Chief Parliamentary Secretary Ram Kishan Fauji with symptoms of poisoning.

Villagers say that Subhash, who was injured in the attack and whose cousin (Rajbir) was murdered, has not identified the arrested persons. But the police is not finding his testimony trustworthy. Meanwhile, the police obtained custody of the third accused, Rajesh, alias Mota. He was already in Bhiwani jail for another criminal case.

Hospital biomedical waste dumped in open
Sushil Manav/TNS

Fatehabad, April 27
Despite explicit laws for its management, biomedical waste is being thrown in the open by the General Hospital authorities here.

The hospital authorities have been dumping
biomedical waste in a corner from where it is later lifted by a contractor managing biomedical waste from this district.

Heaps of waste containing syringes, intravenous sets and other items can be noticed in the General Hospital every morning.

Under environmental norms, all government and private hospitals are required to keep their hospital waste in three coloured bags given by service providers.

Red bags are for packing plastic waste, which is autoclaved, chemically treated and sliced up before it is disposed of to scrap dealers .

Yellow bags are meant for packing items like placenta, infected bandages, cotton, body parts and small animals, which are incinerated at the facilities installed by service providers at a temperature between 850°C degrees and 1100°C. Blue puncture-proof containers are used for packing sharp-edged items like needles, glass bottles etc.

However, the rules are being flouted with impunity by the hospital authorities.

Hondh Chillar panel to probe Gurgaon incidents as well
Saurabh Malik/TNS

Chandigarh, April 27
Nearly 27 years after many Sikhs were brutally killed in communal violence at Hondh Chillar village in Rewari district, the Punjab and Haryana High Court today extended the scope of the Justice Garg Commission for probing similar incidents in Gurgaon.

The HC ruled: “The ends of justice would meet if area of reference made to Justice TP Garg is expanded and instead of carrying it to the area of Hondh Chillar, the claim in respect of Gurgaon district, including Pataudi, is also considered by the commission. The HC had earlier dismissed a bunch of petitions seeking probe by a retired HC judge with the CBI’s assistance .”

The dismissal order came after the state of Haryana told the HC that one-man commission, appointed to look into the matter, would submit its report in six months.

As the petitions filed in public interest by New York registered “Sikhs for Justice” and “All-India Sikh Students Federation” came up for a hearing about a month ago, the state told the Bench that the retired judge from the Allahabad High Court, Justice TP Garg, had already been appointed to probe the Hondh Chillar massacre.

In their petition against the state of Haryana, Rewari Superintendent and another respondent, the petitioners had earlier sought a probe by a retired HC judge. The CBI assistance for the retired HC judge was also sought. The petitioners, through counsel Navkiran Singh, asserted the victims’ belongings were burnt and even a gurdwara was reduced to ashes.

But, the state on January 16, 2006, pronounced compensation only for the deceased. No compensation was provided for other losses. Navkiran Singh said the FIRhad not been investigated properly.
