Jammu, April 30
A fight over collection of forms between two students from the law department and law school led to the university main gates being shut by the students of the department for over an hour. The others in the meanwhile shut the gates to protest against the hooliganism by the students of Law School.

Wasim Mirza, a student of the 8th semester from Law School, reportedly punched Neeraj, a student of the 4th semester from Department of Law, after engaged in an argument while waiting for their turn at the forms sales counter. It is being alleged that action against Wasim would be mild since there are other criminal cases pending against him. The students from the Department of Law went ahead and shut the main gates of the university campus seeking action against Wasim for brutally beating up Neeraj, who was to undergo a medical examination for any internal injuries.

While a police report was being filed by some students, 15 or 20 students blocked the gates, leading to disruption in the flow of traffic on the campus. The exact cause of the tussle between the students is unknown to most students as they got involved in the matter only after Neeraj was punched in the face.

The Dean, Students Welfare, NK Tripathi, who came to take stock of the situation, set up a committee with immediate effect to look into the matter and talk to both students.

“As soon as the students approached me, I set up a committee which will interview both the students and if found guilty either one will face strict action as the university has zero tolerance for such acts of violence,” commented Tripathi. The proposed committee will include members from Law School, Law Department and additional departments.

With traffic movement on the Jammu University campus turning chaotic, the much-talked-about proposal for easing parking pressure mooted by the university over the years has failed to take shape. The university authorities had planned to introduce a “single entry and exit” system for all kinds of vehicles on the campus.

Official sources told The Tribune that red tape and lack of initiative by the authorities concerned have ensured that the proposal doesn’t take off.

“The situation has turned chaotic due to haphazard and wrong parking of vehicles on both sides of the roads on the campus. Traffic snarls have become a routine affair but the administration has virtually turned a blind to the problem,” Sunil Sharma, a student told The Tribune.

He said the number of vehicles entering the campus has witnessed a sharp increase over the years but no concrete measures were initiated to deal with traffic chaos.

A senior official of the varsity said the university had mooted a proposal to deal with the parking problem as well as traffic congestion on the campus.

“It was proposed that all the vehicles coming to the university would be allowed to enter from the main gate while they would leave the campus from the gate near the General Zorawar Singh auditorium. Had the proposal been given a practical shape, it would have definitely yielded good results. The proposal is still gathering dust, thanks to non-seriousness on the part of the administration,” the official said.

The main campus of the university is spread over 118.70 acres. It has six gates for visitors and students. So far, vehicles are being allowed to enter and leave the campus from the main gate. The gate near General Zorawar Singh Auditorium is generally opened whenever there is VIP movement.

If official sources are to believe, over 2,000 vehicles, including two-wheelers, enter the campus on working days.

The Dean, Student Welfare (DSW), NK Tripathi, cited many reasons for the delay in the execution of the proposal, saying “security as well as shortage of manpower was the main cause for the delay.”

“As of now, the varsity has just 110 security guards who have been deployed at different gates. Besides, we are being assisted by 40 personnel of the Jammu and Kashmir police. The university is still facing a shortage of 90-odd security guards,” he said. While admitting that there is a chaotic traffic situation on the campus, the DSW said they couldn’t materialise the proposal on security grounds. “Once we open the General Zorawar Singh Auditorium gate, it requires a lot of manpower and we can’t ignore the security concern as well. A number of VVIPs and VIPs generally visit the auditorium and they leave through this gate. Once open for normal traffic, the VVIPs and VIPs movement will also put students and faculty members to great hardships,” he said.

170 deaths in first 3 months; staff crunch at SMGS hospital

Shri Maharaja Gulab Singh (SMGS) Hospital, one of the oldest health care units in the country, has attained a dubious distinction of registering more than 2,600 deaths in the last three years and more than 170 deaths in the first three months of the current year.

As per the statistical figures revealed by the hospital authorities, there were 63 deaths in the paediatrics department in January this year, 60 deaths in February and 44 deaths in March.

Whereas in the gynaecology and obstetrics department, there were three deaths in the first month of the year and four deaths in the two consecutive months.

The records reveal that there were 842 deaths in the paediatrics department in 2009-2010 and 37 deaths in the gynaecology and obstetrics department in the same year.

The number of deaths rose to 885 in the paediatrics department in 2010-11 and 34 in the gynaecology department. The next year the figures decreased to 762 in the paediatrics department and 25 in the gynaecology and the obstetrics department.

“There is a lack of proper referral policy in the state which leads to immense pressure on the staff of the hospital. The SMGS is a tertiary care hospital and we are not here to take care of serious cases only. But the health care centres at the peripheral level refer patients to the hospital without any reason. Even if the patient is alright they send him to the SMGS citing the reason of lack of staff. It leads to acute pressure on the staff here and finally deteriorates the quality of work,” said Dr Dara Singh, Deputy Superintendent, SMGS.

“Also all the critical cases come to the SMGS only. So, when the number of critical cases is high, the chances of increase in death rate also increases,” he added.

Sources confirmed that there is an acute shortage of staff in the hospital that affects the quality of health care being provided to patients there. There is a shortage of around 500 staff members in the hospital.

Against the 174 vacant posts of junior nurses, 16 nurses are working on the consolidated basis and there are 33 vacant posts of safai karamcharis in the hospital of which nine have been filled on the consolidated basis.

Reasi auto-rickshaws flout safety norms

Lives of thousands of schoolchildren are daily put to risk as the auto-rickshaws ferrying them ply in the area without following any safety measures.

Though the district administration had a few months back launched a major crackdown against the auto-rickshaws which ferry schoolchildren daily, it has failed to curb the menace.

These overloaded vehicles have become quite visible in the morning and evening hours. Owing to poor service of the public transport, parents depend on auto-rickshaws for to and fro transportation of their schoolchildren.

Minors are packed in these auto-rickshaws like sardines. One or two students could be seen sharing the driver's seat, oblivious of the risks involved. And their schoolbags and lunch boxes hang on the hooks fitted to the sides of the vehicles, causing discomfiture to the other road users.

“The authorities concerned open their eyes only after an accident has occurred. So parents must ensure that auto drivers they hire follow the safety rules. They must see to it that autos ferrying their children have a side door and conform to other safety measures. Though it may be fun for children and may seem cheaper transport for parents, overcrowding children in autos is dangerous,” said Sanjeev Kalaria, a local resident.

“It is an open secret that more and more auto operators try to accommodate maximum number of children to multiply their earnings. The administration, too, has failed to check this menace. Children travelling by these vehicles are always at a risk. It is high time that serious steps are taken to end this menace,” said Rajinder Parshad.

“We have seen children hanging on these three-wheelers running on full speed. Our administration should have strict rules and regulations in place to monitor and impose fines on erring drivers till the time we hire a four-wheeler,” Dali Suri, a parent, said

Admitting the overloading of auto-rickshaws, MS Chowan, Additional Superintendent of Police, Reasi, said the department was planning to conduct a special drive against overloaded auto-rickshaws. Overloading is a crucial issue since it involves the safety of children. Schoolchildren are ferried to and fro in auto-rickshaws in the town every day.

Notorious criminal held

The Pacca Danga police today arrested a notorious criminal under thr Public Safety Act (PSA). He was involved in several cases of "attempt to murder" in the city.

The arrested person has been identified as Dheeraj Sharma, alias Nikroo, of Dogra Hall.

The SHO, Pacca Danga Police Station, Bharat Bhushan Sharma, said the arrested person was involved in four cases of attempt to murder and had recently attacked a person with a sharp-edged weapon.

“We executed his arrest warrant under the PSA and he has been sent to jail,” the SHO said.

Garbage dump at railway station greets visitors to Jammu city

A small portion of the ground in front of the local railway station is being used as a garbage dump, giving an ugly look to the face of Jammu city, which is visited by lakhs of pilgrims and tourists every year.

Surprisingly, the open area is on the back of the office of the SSP, Railways, situated near a taxi stand. The dump is a breeding ground for bacteria causing various diseases. Shopkeepers and security forces deployed in the area dispose of their waste at the site.

With a lack of coordination between the Jammu Development Authority (JDA), Railway authorities and the Jammu Municipal Corporation (JMC), the area has become a safe haven for stray dogs, which pose a threat to people moving in the area every day.

The entire area near the taxi stand is full of heaps of garbage and sometimes it becomes difficult for passengers to walk through the area as they just can’t hold their breath for long to avoid foul smell emanating from the garbage.

“While the authorities claim that they are working on a proposal to make the local station a model railway station, looking at the condition of the site, it seems claims are just pure rhetoric,” said Ambika Sharma, a local resident.

While the government has set pilgrim tourism as its main attraction of the state and is projecting the city as a pilgrim town, most of the people often go back with dirty images of the city on their mind. “It’s high time that the authorities take care of sanitation as the station is the main entrance to the city. Even thousands of foreign visitors also come to the state,” said a local resident, Kripal Singh.

Many of the people say the local shopkeepers are major contributors to the garbage dump. The railway authorities are also to blame for paying only lip-service and not doing enough to maintain cleanliness on the station premises.

Jammu generates nearly 350 tonnes of garbage daily and it is expected that there will be a tremendous increase in solid-waste generation in the next decade. “As there is a shortage of manpower and a lack of coordination among the JMC and the JDA, it seems there will be no immediate respite from the open dumping of garbage in the area,” said a regular visitor to the area.

The set with a palanquin, “Bedi“, “Daryaas”, “Toran” and the folk other designs prepared on the walls created an atmosphere of a marriage ceremony of Dogra culture.

The pangs of separation of a daughter from her family in the “suhag”, the joy of the happiest ceremony of the life “marriage”, through the “ghorian” and a lot of humour through “sithnian” held the audience captivated for at least three hours at Brigadier Rajinder Singh Auditorium of the university.

As many as 15 colleges affiliated to Jammu University took part in the programme where the young participants mesmerised the audience with their remarkable performances.

The “suhag” such as “Mein Tugi Aakhi Rayeean Babalji, Dhiyan Door Nayeen Deyo”, “Paawe-Paawe-Paawe Door Vi Na Deyeen Babla, Jitthe Kaan Uddya Vi Na Jaave”, “Babal Dharm Karendeya Migi Rakhi Lai Ajj Di Raat Ve” and “Dhiyan Hoyian Lat-banwarian, Kusai Naukar De Lad Laa” virtually moved the audience, particularly the youngsters.

The Cosmic College of Education, Lakhanpur, and Kalra College of Education, Kud, Patnitop, shared the first prize, while the team from the Government College for Women, Parade, Jammu, and the Trikuta College of Education were adjudged second and third respectively.

The Registrar, Jammu University, Naresh Padha, who was the chief guest on the occasion, appreciated the young participants in their traditional attires and presenting the melodious folk songs related to the marriage ceremony. He said the culture was the essence of life and identity of a society.

Jasbir Singh, chairman, campus cultural committee, presided over the function while Neeru Sharma, co-chairperson, was the guest of honour. The set was beautifully designed by Vijay Atri.

6 held with weapons

The Pacca Danga police claims to have arrested six persons with sharp-edged weapons from different parts of the city.

The arrested persons have been identified as Durga Singh, Kamlesh Gupta Chanchal Singh, Sahib Iqbal, Rahul Singh and Akash Malhotra.

Sources said a police party conducted a raid on the residence of Sahib Iqbal who was suspected to have been involved in a theft case. “The police recovered sharp-edged weapons from his residence and he was put under sustained interrogation,” sources added. He disclosed to the police the names of other persons who had sharp-edged weapons.

On his disclosure, the police conducted subsequent raids and arrested the other five persons with sharp-edged weapons. — TNS

Govt flayed for not empowering panchayats

Sarpanchs and panches of the Marh block alleged that the government was not serious in redressing their dilemmas.
A handout issued here today read that although the government had issued various orders for the devolution of powers to the panchayats, nothing had been implemented so far.

“As per a Cabinet decision, the government has ordered devolution of functions and activities of 14 departments to panchayats, but none of the department, except the rural development department, is discharging these functions as per the mandate given to halqa panchayats,” read the handout.

It further alleged that the state government had not conferred them with any financial powers and the panchayats had been limited for supervision purpose only.

Panches and sarpanches urged the government to execute the orders, which had been issued to empower the Panchayti Raj Institutions in the state.

Bindia Sharma bagged the girls’ title in the 8th Udhampur District and 5th Reasi District Sport Climbing Championship held at the Sprawling Buds School, Chinore, here today.

Bindia, who entered the girls’ category this year, survived a stiff competition against Rupali Verma. Abhay Singh and Aksha Singh clinched the sub-junior boys’ and girls’ title, respectively.

Amandeep Singh and Shubam Khajuria finished second and third in sub-junior boys’ category, while Avantika and Monika Sharma secured second and third position in sub-junior girls’ category.

In boys’ category, Sumit Singh toppled Bhanu Partap Singh to bag the title, while the third place was gained by Anuj Bhardwaj.

Ashwani Sharma, Member Legislative Assembly, was the chief guest. Sanjit Khajuria, Asssistant Director, Doordarshan Kendra, Jammu, was the guest of honour. — TNS

Similarly, in the girls’ section of the same age group, Khushi secured the first position while Raeset and Arshi stood second and third respectively. In the u-18 age group (boys), Rinku, Parveen

Kumar and Sunny Sharma bagged the first, second and third slot, respectively, while in the women’s section, Geeta secured the first position. Jasmeen and Nisha finished second and third respectively.

In the men’s section, Rakesh Kumar secured the first position while Khem Raj and Sham Lal stood second and third respectively. Sawar Malik, Tinkush Sharma and Shakeel Hussain fetched the fourth, fifth and sixth position respectively. Bashir Ahmad was the organising secretary of the sporting event.

In the second main bout, wrestler Kulbir Singh of Kot Bhawal, Jammu, defeated Sona of Amritsar. In the third main bout, Onkar (BSF, Kashmir) of Kathua defeated Bobari of Jammu while in the fourth bout Mohammad Akram of Jammu defeated Swarn Singh of Kot Bhawal, Jammu. — OC

Jammu and Kashmir Police (JKP) XI dispatched Bagh-e-Bahu Cricket Club by 28 runs to seal a berth in the quarterfinals of the ongoing Rajiv Gandhi Memorial T20 Cricket Cup being organised by Young Star Cricket Club at MA Stadium here.

Electing to bat first after winning the toss, JKP XI accumulated 147 runs in the stipulated 20 overs. Skipper Rajesh Gill top scored with 42-ball 50 containing 5 hits to the fence, while Naresh and Naushad contributed 29 runs apiece. Amit Sharma chipped in with 17 runs.

For Bagh-e-Bahu Cricket Club, Aman was the chief destroyer who took four wickets, while Ashu, Vicky and Rocky shared one wicket each.

In reply, Bagh-e-Bahu Club skittled out for 128 runs in 19.2 overs.

Rocky (19), Tony (17) and Arun (15) were the notable contributors. For JKP XI, Shamsher Singh Manhas scalped three important wickets, whereas Rajesh Gill and Nitu clinched two wickets each.

Naushad and Sunil also took one wicket each. Rajesh Gill of JKP XI was adjudged the man of the match.
