Traffic disrupted for 5 hrs on NH
Jammu, April 29 Two persons, including the driver of the tanker, suffered injuries in the mishap. The police said a tanker carrying aviation fuel, which was on its way to Udhampur from Jammu, overturned after the driver lost control of the vehicle while negotiating a curve on the highway around 11 am. “Normal traffic remained affected for several hours as the overturned tanker blocked the movement of vehicles in both directions. Thousands of vehicles remained caught up in a traffic jam as policemen faced tough time managing the traffic,” a police official said. Thousands of litres of aviation fuel spilled on to the road after the accident. He said the vehicles coming from Udhampur were diverted to the Katra road, which also witnessed a long traffic jam. All Udhampur-bound vehicles were also diverted to the Katra road from the Upper Domail area. The commuters and passengers, including Vaishno Devi pilgrims and tourists, had a harrowing time as they remained stuck in a snarl-up. The traffic remained disrupted till 4 pm. An eyewitness claimed that certain area residents pilfered aviation fuel from the scene of the accident right under the nose of the police. The injured were shifted to the Government Medical College and Hospital, Jammu, where their condition was stated to be stable. |

Sharma re-elected JCCI president
Jammu, April 29
Sharma defeated his rival Rakesh Gupta by 82 votes, while Arun Gupta defeated sitting JCCI executive body member Manish Gupta by 231 votes. Sharma secured 974 votes, while his rival candidate Rakesh Gupta bagged 892 votes. Sham Lal Langar was elected as senior vice-president and Anil Gupta as junior vice-president. Deepak Aggarwal was elected as secretary, whereas Bharat Bhushan Gupta was named the new treasurer of the chamber. Junior vice-president Anil Gupta polled 928 votes, while his rival Sanjay Mahajan got 902 votes. Arun Gupta secured 1,043 votes and his rival candidate Manish Gupta 812 votes. Deepak Aggarwal, contesting for the post of secretary, got 1,042 votes and his rival Rahul Mahajan bagged 835 votes. After a day-long exercise, Anil Kapahi, Election Commissioner, declared the results around 11 pm. YV Sharma’s supporters burst into jubilation and carried him outside the counting station. While addressing his supporters after the results, Sharma said his focus would be on all-round development of Jammu, especially on beautification, provision of ultra-modern infrastructure to attract tourists to the region and getting maximum benefits, concessions and incentives for trade and industry. “Tourism is an important employment generating field and my team will work for the development of this sector, which can improve the economic condition of people He said trade and industry was passing through a tough phase and he would take up the issue with the state government to provide concessions and announce a major package for the industry. “We will make efforts to make Jammu an investment destination and take up problems like scarcity of power with the government. I appeal the traders and business community to remain united,” Sharma concluded. |

GMCH’s Oncology Department offers little succour to patients

Cancer has made a strong impact in the state but the hospital lacks specialised nursing staff to take care of the patients. “The patients with the disease require extra care but due to the absence of basic amenities in the department, they are forced to go elsewhere for treatment,” said a doctor working at the hospital. The patients who visit the hospital for radiotherapy have to share beds due to lack of infrastructure. “The department lacks specialised nursing staff. Under the norms, nurses need to have specialised training to deal with the requirements of the patients. The department currently has just two nurses who have gained knowledge with experience,” the doctor added.
As one enters the oncology and the radiotherapy departments of the hospital, leaking water from the roof and stench from the public utilities greet the visitors. Hygiene is a casualty in the department as a single bathroom is used both by male and female patients. The Committee on Estimates in its 42nd report tabled in the state Assemble recently had pointed out the non-utilisation of Rs 300 crore meant for the purchase of linear accelerator required for the treatment of cancer. The machine was to be installed at the GMCH for the treatment of cancer patients from across the state. However, it had not been procured even though funds had been released for the purpose two years ago. RS Chib, Minister of Medical and Technical Education, said: “I am not aware of the lack of facilities in the Oncology Department of the GMCH. We will find out the shortcomings and fix them.” |

Zonal sports officers await due pay grade
Jammu, April 29 Sources say after the reorganisation of the Department of Youth Services and Sports, 199 posts of ZPEOs, including 97 for Jammu Division and 102 for Kashmir Division, were created by the government, through its order issued on December 6, 2007, and were placed in the pay scale of 6,700-10,700 (pre-revised). However, the ZPEOs expressed dissatisfaction and demanded a pay grade of 8,500-13,500 in line with their counterparts in the School Education Department. The pay anomalies of PETs and PEMs in the Department of Youth Services and Sports had earlier been removed by the government through its order issued on July 19, 2006. By virtue of the order, they were brought on par with their counterparts in the School Education Department. The ZPEOs, in a recent meeting, decided to meet Sports Minister RS Chib for an early redressal of their grievances. These include removal of pay anomalies, grant of drawing and disbursement powers, establishment of offices, creation of district offices in newly created districts of the state and effective measures for the collection and utilisation of School Games Fund. The department had also impressed for the removal of pay anomalies and had urged the government for an early upgrade of these two categories of posts from Rs 6,700-10,700 to 8,000-275-13,500. |

Anomalies in voter’s IDs harry residents
Rajouri, April 29 As a result, those seeking the voter’s ID have been forced to run from pillar to post to get their cards. Also, some cards prepared by the authorities are full of discrepancies due to the callousness of those collecting information from the booth level officers. Amit Sharma, a local resident, had applied for a voter’s ID two years ago. When he finally received a voter’s ID, he found an error in the date of birth on the card. To top it all, his sister’s photograph was used on his card. “This card is of no use to me as it bears my sister’s picture and wrong information about my date of birth,” he said. Also, his wife Dimple Sharma was shown as Dimple Gupta in the voter’s ID. Similarly, Baldev Sharma had applied for a voter’s ID four years ago. His card, too, was full of mistakes, including an error in the date of birth. Senior BJP leader Kuldeed Raj Gupta raised concern over the callous attitude of the booth level officers and those engaged in the collection of information. He has asked the authorities not to harass people. He said people would be forced to take to the streets if no action was taken. Rajouri Tehsildar Tilak Raj Khajuria admitted that there was a “very high rate of mistakes” in the voter’s IDs. He said the agencies engaged in the printing of the cards were based in Jammu or Delhi. “I have received 20,000 new voter’s IDs, which will be distributed in my constituency soon,” he added. He said the process to correct mistakes was on. People with discrepancies in their voter’s ID can fill out a form in the municipal office to rectify the mistakes. The process of correcting mistakes and preparing the final draft of cards will continue till May 16, he added. |

Jammu, April 29 Savita did her schooling from Government Higher Secondary School, Rehari, and went on to graduate from Government College for Women, Parade. She got married in 1981 and started taking care of her home thereafter. “I was 21 when I got married and shifted to Delhi. I had never thought that I would achieve something this big one day. My husband was active in politics here, which prompted me to join social work. I ended up joining politics thereafter,” said Savita Gupta while talking to The Tribune over the phone. “My family had always been my priority but on getting elected as a councillor, I realised that I could contribute to the society. Before the completion of my first term, the World Consumer Voice chose me as the best councillor of New Delhi in February, 2007,” she added. Savita was elected from ward No. 160 of Amar Colony, South Delhi, after beating Taruna Kataria of Congress by 4,600 votes in the civic body elections recently. “This will be my third term as a councillor and first term as Mayor and my priority will be to provide best civic facilities to the people of my constituency.” Jammu had always been her first love as it was there that she had spent her childhood. In spite of staying away for so long, the city remained close to her heart, she added. Savita’s brother Arvind Gupta said: “She was quite reserved by nature initially and was a good homemaker. But her leadership qualities ensured that she made a mark in the political arena. Her son is a Chief Engineer and daughter works as a teacher in Delhi.” |

Jammu, April 29 On November 24, 2006, the accused enticed the minor deceased, Suraj Kumar, with a promise of giving him a toffee and took him away with them. Sodomy committed on the minor resulted in his death. His body was found in the fields of Thakur Dass. The police had registered a case and later filed a chargesheet against the accused. The Principal Sessions Judge, Jammu, while acquitting the accused took serious note of the conduct of the then SHO, RS Pura police station, who was also the Investigating Officer of the case, observed that “The material witnesses have turned hostile and have supported the prosecution story, including the mother of the deceased. There is no nexus shown of the accused with the commission of offence. One aspect of the case is noticeable that the case has been investigated by the Investigating Officer, Kuldeep Khajuria, the then SHO, who has not been examined by the prosecution. The FIR was lodged directly under Sections 377, 304, RPC, whereas, the case under Sections 377, 302, RPC should have been registered against the accused. The Investigating Officer deliberately and intentionally has not registered the case under Section 302 of the RPC but instead registered the same under Section 304, RPC, and extended an aid to the accused for charging lesser offence.” “The investigation conducted by the Investigating Officer is unknown to the law, at the very first of the registration of the case and commencement of the investigation and finally alleging proof of the case within the ambit of Section 304, RPC. As his mother had left some cookies of rice flour for him as breakfast, he is tempted because it is his favourite dish. He wants to gulp all in one go, as he is hungry. But, to his dismay, his friend Pinki comes to disrupt him. He hides the cookies and makes some silly excuses to get rid of her as early as possible. He could not even cherish his success properly when Bablu, his another friend, comes to disturb him. He also makes him leave home soon with the help of some lame excuses. The moment he was about to finish his hunger by eating his choicest breakfast, Deepu enters, in shock, he hides the cookies in a flowerpot and encounters her. He tells her that he had finished his breakfast and now his stomach is full and he wants to take some rest, but actually he was dying of hunger. On this, Deepu reveals that actually she had brought some delicious dishes for him considering that he must be hungry but now as he does not need them, she will share all that with her other friends. Ashamed of his greed, Gopi was left with no choice but to repent. The cast includes Gopi Sharma as Gopi, Sachin Saini as Bablu, Kritika Bhau as Pinki, Deepshikha Sharma as Deepu and Chander Pratap Singh as Chachu. Gopi Sharma and Kritika Bhau are young scholars of the Ministry of Culture, who have been awarded national scholarships by the Centre for Cultural Resources to undergo training in acting under Balwant Thakur.
