Mob blocks NH over youth’s death
Jammu, April 21 Eyewitnesses said the victim, identified as 27-year-old Vicky and a resident of Kasim Nagar, was crossing the road when a speeding vehicle hit him. Before the people could caught hold of the driver, he sped away leaving the victim in a pool of blood. As the news spread, nearly 300 people gathered at the accident site and blocked the highway for more than a hour. Raising slogans against the administration, they demanded the arrest of the accused driver. Some of the youths also went on a rampage, damaging windscreens of some vehicles. Due to the blockade, many vehicles, including trucks, were stranded on the highway. Local people alleged that haphazard issuing of driver’s licences was one of the reasons for the recent spurt in road accidents in the city. “These drivers are always in a hurry and drive at very high speed, without any fear of the authorities,” a local resident said. After pacifying the family members of the victim, the police shifted the body to the Government Medical College (GMC) for a post-morten examination. After completing the formalities, the body was handed over to the family for cremation. To defuse the volatile situation, Jammu Additional Deputy Commissioner Rehana Batul and SP (South) Rajeshwar Singh rushed to the spot and assured the people that the accused would be arrested soon. A case has been registered and a manhunt to nab the absconding driver was launched. The police has alerted all the police stations in this regard. |

No separate offices for zonal sports officers
Jammu, April 21 While some ZPEOs have been allotted separate offices in their respective zones, a majority of them have been forced to carry out their duties from makeshift facilities. According to sources, the government, in order to centralise the Department of Youth Services and Sports, had created the posts of ZPEO in 2006 to strengthen the department. In all, 199 posts, including 97 for Jammu division and 102 for Kashmir division, were created but lack of planning in setting up separate offices in all zones and vesting of powers to the ZPEOs had proved to be a stumbling block in the proper functioning of the department. “The officers have to handle domestic activities in addition to centrally sponsored Panchayat Yuva Khel Krida Aur
Abhiyan. It is difficult for a single officer to manage the affairs. The post of ZPEO is thus pivotal in this context,” said a
ZPEO. “Besides the allotment of a separate office complex for the
ZPEOs, the non-issuance of drawing and disbursing powers is another issue being faced by the officers,” he added. “If we have to conduct any activity, we cannot do so due to the paucity of funds. We have to approach the district officer concerned for grant of the same, which is a time-consuming process,” the ZPEO maintained. Jai Pal Singh, Director, Youth Services and Sports, said: “The government is aware of the requirements of the
ZPEOs”. On initiatives taken by the authorities to set up a separate office complex for the
ZPEOs, he said: “There is no such proposal at the moment, as the department has already set up offices for them in private buildings to carry out their duties. The rent is being paid by the department.” |

40-yr-old pond to be revived
Jammu, April 21 Residents and panchayat of Baran village in Jammu have taken an initiative to rejuvenate a dying pond, which is the only water body there. The work is under way to develop the old pond ‘Jatani Talab’, situated in the heart of the village. Balwant Singh, a resident of the village who has been looking after the development work, said, “The pond is as old as the village and it has always catered to our water needs. Unfortunately, it has shrunken considerably over the years due to lack of maintenance and neglect of the authorities concerned. But now after 40 years, a project for its revival has been taken up for the first time.” About the ongoing development works, he said de-silting, boundary lining, weed plucking and digging works were under way. “The work was started about a month ago and about 50 per cent of the target has been achieved. Our aim is to develop the pond on the pattern of a lake. The area of the pond is about 20 kanals, excluding the boundaries. We hope the development of this water body will help in attracting tourists who come to Jammu as our village is only 25 km from the Jammu city,” he added. Sarla Devi, a resident and homemaker said, “We have been performing our rituals at this spot and it is a vital component of our life. The huge fig tree at the bank of the pond is sacred for us.” Dalbir Singh, sarpanch of the village, said the revival of panchayati raj would result into many positive outcomes for the rural society and the development of this pond was one such effect. “It is a project for the complete development of the pond and its surroundings. We will also fortify the chaupal surrounding the fig tree, which has a great significance in the rural society. I hope the work would be completed in two months,” he said. He also urged the authorities concerned to sanction a project for digging out a tube well to support the pond with consistent water supply. |

Scholars decry varsity’s casual attitude

Jammu, April 21 “There are many cases where students have left their PhD midway for a job and looking for a job or do something more constructive because they had to wait for almost 3 to 4 years for the basic research work to begin. All this begins to frustrate the scholars,” said one of the scholars at the department. Apart from the students leaving the course in between, there have been other cases where students do not feel motivated to complete their thesis on time. “Sometimes my guide talks more about the need for me to get married in time than the progress of my thesis. It is annoying because what ever little time we get for interaction with our guide gets wasted in such meaningless discussions,” said a female student pursuing her thesis in the Economics Department. On the other hand, the head of the department, Dr Jasbir Singh, blames the scholars for the delay in completion of their thesis work. He said despite the efforts of the department, the students fail to take advantage of the state-of-the-art research facilities provided to the scholars in the department. “We have 11 computers, study rooms for the scholars, inverter facilities in all the rooms utilised by the scholars for their research and also updated journal banks for them to refer to. Despite all the facilities being given to them, most of the scholars do not take their PhD seriously,” said Dr Singh. Talking about the allegation of lack of motivation from guides and research readers, Dr Singh said the students got the first choice of earmarking their own guides. “They get to decide not just their guides but also the time frame to complete their work. We listen to all the demands of the scholars and try to fulfil them on time as well but despite this most scholars spend more time in preparing for competitive exams. If they clear the exams, then they leave their PhD in between and, if not, then they blame us after procrastinating for over a year,” said Dr Singh. The scholars said in the midst of this blame game, it is only our research work, which suffers for no reason. If the department would have been supportive, then all this would not have started. |

Youth Cong backs agitating SPOs
Jammu, April 21 In a statement issued here today, Youth Congress leader RS Pathania said SPOs were holding peaceful protest seeking formulation of a comprehensive policy regarding their wages, regularisation, job security and conferring all benefits and facilities upon them as were available to permanent members of a belt force. Pathania lamented that police recruits from Kashmir who raised pro-Pakistan slogans in Police Training School, Kathua, were never touched. But those patriotic SPOs from Ramnagar who have lost their lives and limbs while fighting insurgency and are now demanding decent wages are being silenced by disengagement orders and registering criminal cases against them. |

Speaking on the occasion, Manhas highlighted the problems faced by the people of Jammu and said the sanitation problem was increasing day by day, but the Jammu Municipal Corporation has failed to take measures to remove garbage from the city roads.

Bakarwals meet NC leaders, air grievances
Jammu, April 21 Chowdhary Haroon, vice-president, NC Gujjar Bakerwal Cell, Jammu, said the tribes had expressed their displeasure at the attitude of the police, which had stopped their movement at Nagrota on Thursday. “But the issue was resolved with the intervention of senior NC leader Rattan Lal Gupta, who urged the administration to extend support to the migrating community,” he said. Meanwhile, Devender Singh Rana, political adviser to the CM, and Sajjad Ahmed Kitchloo, MLA, Kishtwar, also met the Bakarwals of Nagrota Assembly constituency. During their meeting with the NC leaders, the deputation apprised them of their migration to the upper reaches of Kishtwar with their livestock and sought help during their stay there by providing adequate ration during the six months of summer. They also demanded compensation for the avalanche-hit members of the community in various areas of Kishtwar. The NC leaders assured the Bakarwals of providing adequate ration to the migrating families at Kishtwar and assistance from the district administration. |

Jammu, April 21 Jammu Janbaz and Kathua Knights advanced into the quarter-final stage from Pool-A, Doda Lions and Doda Daredevils qualified for quarter-finals from Pool-B. From Pool-C, Jammu Royals and Poonch Thunderbolts entered the quarter-finals, while, from Pool-D Jammu Riders and Reasi Royals cruised into the last eight. Meanwhile, in various matches held at Sports Stadium Reasi, Jammu Riders got the better of Reasi Royals by 6 wickets, Reasi Royals sealed a narrow win by 2 wickets over Kings XI Udhampur, Jammu Riders dispatched Udhampur Royals by convincing margin, Reasi Royals prevailed over Udhampur Royals by 91 runs, while Kings XI Udhampur subdued Udhampur Royals by 6 wickets.
