Govt to check pvt disposal units
Sumit Hakhoo
Jammu, April 13 Sources say the step is being taken as it has been found that in some cases, material is being sold to scrap dealers, which is quite dangerous for people as it can spread deadly infections. In the absence of proper disposal facilities set up by the government, private operators who have set up units collect the material from nursing homes and medical laboratories on a daily basis. Small medical laboratories operating in the rural areas continue to one of the major worries of the government, as they often dispose of their biomedical waste in garbage dumps. Nearly 60 private nursing homes operating in Jammu and Kashmir had faced the heat of the government after the Health Department constituted an inspection committee to look into the way the waste material was being disposed of by them. The committee had been asked to submit a detailed report to the government. Officials said the department had already asked the health institutions to adhere to the Biomedical Waste Management and Handing Rules, 1998, which specify the norms for the disposal of waste generated by hospitals. “Most of the waste is not being disposed of scientifically. With the government failing to construct any modern facility, most medical laboratories and nursing homes depend on private operators to clear their waste,” said Nadeem Qadri, an environmentalist. Under rule 5 (2) of the Biomedical Waste Management and Handing Rules-1998 (Amended 2003), it is mandatory for every health institution to set up a biomedical waste treatment facility like autoclave, microwave system for proper disposal of waste. However, very few institutions in the state follow the rules. Minister for Health Sham Lal Sharma said: “We will soon conduct an inspection of common biomedical waste facilities, as there have been reports of some people engaging in the sale of hospital waste to scrap dealers.” Keeping in view the increase in waste generation due to the expansion of health infrastructure in Jammu and Kashmir, the government will soon construct biomedical waste units in Srinagar and Jammu, he said. Tourism promotion a farce at Suchetgarh border
Jammu, April 13 The two-day festival, which began today, organised by the Tourism Department is tipped to offer an array of cultural items to draw tourists. “The Tourism Department organises this festival every year but the festival holds no significance to the villagers. The officials and tourists attend the festival as a mere formality and leave once the one-hour function ends,” says Rajesh Sharma, a village resident. “Plenty of tourists visit the Suchetgarh border but they do not stay here for very long, as the Tourism Department has not developed any infrastructure here. The villagers can benefit a lot if the authorities offer some facilities here,” he added. The Tourism Department has been organising such festivals for the past three years to promote border tourism in the state and generate revenue. Sikander Choudhary, a resident of Suchetgarh village, said: “These festivals are a mere formality. The organisers and tourists come here for one hour, watch some performances and leave. Womenfolk don’t even attend the function as they see it as a waste of time. If they are really serious about developing the village as a tourist destination, they should improve the infrastructure here.” Santosh, a tourist from Bangalore who was on a visit to the border village, said: “We had come to visit the Vaishno Devi shrine. We came here to see the border. For us, visiting the border is an unusual thing. The authorities should have done more to promote tourism here, something on the lines of Wagah border.” The Suchetgarh-Sialkot road was an important trade route between India and Pakistan before Partition in 1947. |

Chamber poll: Race hots up for top post
Jammu, April 13 Gupta had lost the 2009 elections by just 79 votes. While Sharma, the incumbent president, who is optimistic of winning a third term in the office, had secured 594 votes, Gupta had polled 515 votes and Ramesh Gupta 315. In the 2009 elections, the JCCI had 1,500 voters. Sharma said his six-member team had tried to bridge the gap between industrialists, traders and the state government. “Though we can’t help traders financially, we do approach the government from time to time, taking up issues of the industrialists and traders,” he said. Sharma said in the past two and half years of the present team, they had presented three pre-budget memoranda to Finance Minister Abdul Rahim Rather, drawing the attention of the government towards various issues of the industrialists. “Our efforts yielded results, as the state government removed VAT from certain items and reduced it on some other items. Talks are on go get the tax removed from some more items,” he said. He, however, felt that the “Power being the lifeline of the industry and trade, we have always demanded uninterrupted supply. Though the issue has been addressed to some extent, 24-hour supply is yet to be achieved,” he added. Sharma, who first headed the JCCI from 1992-94, said: “Jammu had been plagued by frequent bandhs and strikes. But we decided that trade and industry should not be held hostage to such strikes unless the issues were genuine.” They also took up the matter of ensuring hassle-free entry of traders along with their products at Lakhanpur — the gateway to the state — with the government, he claimed. On the other hand, Rakesh Gupta feels no major issues concerning people of Jammu in general and trade and industry in particular were taken up or pursued with relevant government departments by the team. “The trade and industry continues to suffer on account of inaction and apathy (of present team),” he said. A commerce graduate, Gupta has been promising no less than a moon to his voters. “Freeing trade and industry from the Inspector Raj, family-cum-business club for JCCI members, exemption for green category industrial units from seeking NOC from Pollution Control Board, employees’ provident fund in case of units having 20 employees or more, ownership rights of industrial land to local unit holders, improvement of basic amenities in existing industrial areas of Jammu, Samba and Kathua, and opening of more LoC routes to boost trade are some of my resolutions in the manifesto,” he said. “If elected to power, we will aim at producing the desired results within one year. If members find me deficient in any way, I will resign from the office thereafter,” he claimed. The nomination papers can be withdrawn by April 18. The elections will be held on April 18 and the results will be declared the same day. |

M.Ed paper stumps students
Jammu, April 13 In statistics exam, the students were seen grappling with the three questions even as their teachers tried to calm them down. With duration of three hours, the students wasted almost half-an-hour trying to figure out the answers to the irrelevant questions. There were two questions, which were irrelevant and one was out of syllabus. After the exam was over, the students decided to approach the authorities to take note of the irregularity in the paper. Since, it was a holiday due to Baisakhi, the students could not submit their petition to the controller examination’s office. It was a tedious paper for most students who spent a lot more time on these three questions and missed out on other questions. “I tried to attempt all questions even though three were out of course. But in trying to attempt those three questions, I missed out on the time for other questions. I could have attempted better had I not been distracted by the three questions. I hope we get some benefit of doubt for these questions,” said Kavita Sharma, a student who attempted the final exam today. Except for the mistake in the question paper, the students of M.Ed batch 2010-11 had a good innings with their course this year. Not only has the course finished well within time of one year but the course structure was also adhered to which helped students in completing their course and also studying for their exams. “This year we made sure that all students get proper guidance and course structure in time. We have been successful in completing this course within one year as opposed to previous year when the course took almost three years to finish,” said Dr Jaspal, distance education department. |

Housing Board dweller cries foul
Jammu, April 13 “The leakage of toilet water has been consistent for past many years and is increasing gradually. Consistent seepage has been forcing us to move the articles from one place to other to save them for damages,” said Prakash. He said, “The serious aspect of the leakage was that the ceiling fans could be short-circuited anytime, as the seepage was being collected in the ceiling fan during the nights.” “We deal in physical security items, including modern lockers, fax machines and telephones, and there is maximum possibility of damage to these gadgets.” “I want the authorities concerned to cut off water supply to the defective bathroom and get it repaired at the earliest, so that the goods, records and stationary does not get damaged,” he said. Dalip Thussu, Managing Director, Housing Board, said he would direct the executive engineer for necessary action. “This is a minor issue and our executive engineer would ensure the repairs,” he said. |
