Meenakshi Mehra, an Independent candidate from Khera (Ward Number-140), near Najafgarh, is trying to do a Maharashtra in Delhi. Taking a clue from parties like the Shiv Sena and Maharashtra Nav Nirman Sena, Mehra has made "Delhi for the original Dilli manus" her major poll plank and hopes to ride the wave of local support.

Political heavyweights in the city today hit the streets in favour of their parties as the campaigning ends on early morning tomorrow. Senior leaders participated in padyatars and public meetings appealing to the electorate to vote in favour of their party candidates.

After a spate of robberies and snatchings that triggered panic in North Delhi, three persons have been arrested for allegedly committing the crimes. The accused are identified as Shailender (32), Sidhant Verma (32) and Pramod (25).

Student killed in accident

An accident claimed the life of a 23-year-old student and left his friend injured, when the Toyota Corolla Altis car they were travelling in rammed into a road-divider and overturned near the Hauz Khas Metro station early this morning.

Ramneet Singh (23), a business management student, was killed in the accident. The police had rushed him and his friend, Neha to the AIIMS Trauma Centre, but the doctors declared Ramneet brought dead on arrival. The girl was soon discharged.

According to the police, Ramneet was driving the car and his friend was sitting next to him. They were returning to their residences after attending a wedding at Gurgaon.

A police officer said, "The accident occurred at 4.40 am. The car was being driven at a high speed and it rammed into a road-divider opposite the Laxman Public School. The accident site is near the Hauz Khas Metro station."

Sources claimed that immediately after the accident, Neha telephoned her mother who informed Ramneet's parents. They thereafter reported the matter to the police.

When the police reached the site of the accident, it saw Ramneet was lying unconscious on the seat. His head had burst open. The car was stained with blood marks and there were pieces of flesh near the door.

Ramneet and Neha were taken to the AIIMS Trauma Centre. He died when he was brought to the hospital. A case was registered under IPC section 279 (rash driving or riding on a public way) and section 304A (causing death by negligence).

His body was handed over to his family after the postmortem at the same hospital. It was cremated at the Green Park cremation ground.

He lived with his parents and elder brother at Hauz Khas Apartments. His father, Surender Pal Singh operated a hardware store at Yusuf Sarai. A maid employed in their house said, "Ramneet returned from Australia two years ago. He was studying there, but his mother called him back to India when he fell ill a number of times. She also became worried when there were news reports about the locals attacking Indians," the maid alleged.

According to her, Ramneet returned to Delhi two days ago after being on vacation in Singapore. He went there with a friend.

"After he came back, he told his mother that he would be staying with a friend named Sandeep, because the air-conditioning in the house was not functioning properly. Yesterday, he came back home at 4 pm and went for a wedding at 8 pm," she said.

Car hits bike, BPO staffer dies

A 25-year-old BPO employee was killed when a speeding car rammed into the rear of the motorcycle he was riding on at Krishna Nagar in the wee hours of today.

Prashant Sharma (25) was returning to his residence at Mansarovar Park from a call centre at Noida, where he worked, around 2.30 am.

Sharma was at Kanti Nagar Chowk when a speeding Maruti Eeco car crashed into his motorcycle.

The police reached the site, after being informed about it. They saw Sharma lying in a pool of blood. The car had overturned and the driver, Ranjit Kumar, was injured.

The injured were rushed them to the Swami Dayanand Hospital at Shahdara, where Prashant was declared brought dead. Prashant's body was given back to his family after the postmortem.

Kumar, who hails from Bijnor in UP, was arrested after being discharged from the hospital. A case has been registered against him at the Krishna Nagar police station. He is booked under IPC Sections 279 (rash driving) and 304A (causing death by negligence).

Poll: Independent candidate talks of ‘Dilli manus’

Meenakshi Mehra, an Independent candidate from Khera (Ward Number-140), near Najafgarh, is trying to do a Maharashtra in Delhi. Taking a clue from parties like the Shiv Sena and Maharashtra Nav Nirman Sena, Mehra has made "Delhi for the original Dilli manus" her major poll plank and hopes to ride the wave of local support.

"Outsiders corner a large chunk of job opportunities, leaving the domicile population with very little options. This is injustice and we will fight against it," said Mehra.

Mehra's family had filed a case in the Supreme Court, demanding that the Delhi government provide reservation in jobs to the "Dilli manus" (original Delhiites), as most other states.

"We want the Delhi government to provide reservation to the original 'Dilli manus' in all kinds of local jobs. Similarly, seats should be reserved for them in educational institutions," she added.

Khera, a ward reserved for women, is witnessing a keen contest. Besides Meenakshi, Rajkumari from BJP, Nirmala from Congress, Pushpa from BSP and Pavitra from INLD are in the fray. The constituency is dominated by the Dagar community.

However, rights of the 'Delhi manus'is not the only issue Meenakshi is talking about. A social worker, she claims that it is the dream of developing her ward that has brought her to politics.

Meenakshi's agendas for municipal elections include better roads and power situation and cleaner drinking water for the Khera constituency. Keeping in mind the poor connectivity to this rural ward, she is also promising better transportation facility. To attract youths, she is promising free of cost sports facilities for the under-privileged population.

"Sports play a vital role in the overall human development and I will strive to provide better sports facility in every locality of the Khera constituency," said Meenakshi.

Heavyweights out on streets, pressing flesh

Political heavyweights in the city today hit the streets in favour of their parties as the campaigning ends on early morning tomorrow. Senior leaders participated in padyatars and public meetings appealing to the electorate to vote in favour of their party candidates.

The polling will be held on Sunday that will seal the electoral fate of 2,400 candidates, many of whom are independents. Both the major parties--the Congress and the BJP-have pulled out all the stops to come to power in the MCD. They have taken the MCD elections as semi-final as the assembly elections will be held next year. Following trifurcation--East Delhi MCD, South Delhi MCD and North Delhi MCD--the municipal elections have become all the more important that may affect the assembly polls next year.

Delhi Chief Minister Sheila Dikshit along with her cabinet colleagues and Union minister Ajay Maken campaigned in many municipal wards. She addressed a public meeting at Arjun Nagar in Safdarjung municipal ward.

Likewise, the leader of the opposition in Delhi Legislative Assembly Vijay Kumar Malhotra, Delhi BJP president Vijender Gupta and saffron party's other senior leaders did padyatra in favour of their candidates.

The BJP organized more than 150 public meetings in entire Delhi since the campaigning began in which its senior leaders participated. Former national president Rajnath Singh, former Chief Minister of Uttarakhand B.C. Khandoori, Shatrughan Sinha, Rajiv Pratap Rudy, Smriti Irani, Satya Narain Jatiya, Hukum Dev Narayan, Ajay Bhatt, Vani Tripathi, Shahnawaz Hussain, Rameshwar Chaurasia, and others attacked the Congress in the public meetings.

Both the parties are afraid of their rebels. However, the Congress is more upset as the BSP, the SP and the Peace Party candidates have made inroads in its stronghold in many places. They are basically strong in East Delhi and in the wards where Muslims and the people of Bihar and UP are in large numbers.

Sibal promises better education

Senior Congress leader and Union cabinet minister Kapil Sibal today accused the BJP-ruled MCD of multi-level corruption for its failure to build multi-level parking lotsin time.

Campaigning for the party today, the minister said if voted to power, improving the quality of education would be the first focus. “We will first work for the betterment of education," said Sibal.

Sibal slammed the BJP for bad governance of the MCD and poor state of roads, sewerage, parks and parking lots.

Alleging that there is a shortage of 70,000 desks for students in municipal schools, Sibal said the schools lacked basic infrastructure. "There are around 10 lakh students in municipal schools. Over two and a half lakh sit on the ground," said the minister. He suggested running the schools on public-private partnership.

On the matter of 1,500 resettlement colonies , which were provided with provisional certificates by the Congress government ahead of the Assembly elections in 2008, he said they could not be regularised because of inefficiency on the part of the MCD.

"The decision to regularise these colonies was taken in 2007. Accordingly, the urban development ministry had asked people to submit their building plans with the corporation. But the plans have not been cleared by the MCD till today," he said.

Countering the BJP's frequent allegation that the Congress government does not provide funds for development works, Sibal said Rs 14,100 crore had been given to the MCD in the past five years by the state and central governments, but several municipal projects were still incomplete.

3 held for robberies

After a spate of robberies and snatchings that triggered panic in North Delhi, three persons have been arrested for allegedly committing the crimes. The accused are identified as Shailender (32), Sidhant Verma (32) and Pramod (25). Shailender and Pramod are residents of Jahangirpuri and Mayur Vihar, while Sidhant is from Shahibabad in UP.

The police claims to have solved two robbery cases, one attempt to robbery case, two cases of chain snatching and motorcycle thefts.

"We have recovered four motorcycles, three countrymade pistols with 10 cartridges, one i-10 car and jewellery items," said DCP (North District) IB Rani.

On March 24, one Raj Rani had complained to the police about a robbery. She disclosed to them that she with her daughter-in-law and two other relatives were strolling at Shakti Nagar. Two motorcycle-borne men approached them and the pillion rider fired a gun in the air.

They snatched the daughter-in-law's mangalsutra and stole her diamond rings.

"We checked the jail release of criminals based in Delhi and NCR. The CCTV footages of the site of the incident were examined by us. We apprehended one of the accused, Shailender on March 31," added Rani.

Shailender confessed to the police that Sidhant was the mastermind behind the robbery in Shakti Nagar. He was also arrested from Sahibabad on April 9. The police subsequently arrested the third accused, Pramod from Mayur Vihar on April 12.
