New Delhi, April 11
Making every attempt to retain power in the three municipal corporations, the BJP has come out with a 'Vision Document 2025' which promises to make Delhi a modern city.

The Vision Delhi 2025, released by Arun Jaitley, reflects the party's plan for making Delhi a 'model city' in the next 13 years by improving physical infrastructure, governance and economic conditions.

The document came three days after the party’s manifesto which was criticized for repeating the promises it had made in the 2007 polls .

"It is the party's vision for the city. The quality of life of people of Delhi must improve and the document will be a guiding principle," Jaitley said.

Describing Delhi as a 'mini India', he said there was a huge scope for improvement in infrastructure, solid waste management, water distribution and providing affordable houses to the weaker section of the city.

About physical infrastructure, the party said it would aim to make Delhi the 'most pedestrian and cycle-friendly city in the world' while ensuring a stress-free commuting environment.

On the power sector, the party said it would plan for generation of 12,000 MW of clean energy in the city by 2016 and make Delhi a 'genset and inverter-free city'.

A sitting BJP councillor from Model Town and his driver have been arrested for allegedly killing a party worker by stabbing him to death during a meeting at Adarsh Nagar railway station last night.

The incident occurred due to rivalry between two factions of the same party.

The killing has happened close to the Municipal Corporation of Delhi (MCD) elections on April 15.

Sitting BJP councillor Madhav Prasad and his driver Manoj and one Anil Yadav have been arrested for allegedly killing Jai Prakash. Prasad is the municipal councillor from Sangam Park (ward number 71) near Model Town.

The police has booked them under IPC section 302 (punishment for murder) and section 120B (punishment of criminal conspiracy). He has been remanded in judicial custody till April 24. If he is not granted bail, he would have to fight the elections behind bars.

Jai's friend identified as Virender Yadav, who is also a BJP worker has been arrested. He has been booked under IPC section 308 (attempt to commit culpable homicide). The police is searching for Jai's acquaintances, Santosh and Balram, who are absconding. They will also be arrested under section 308 IPC.

Sources alleged that Jai's acquaintances beat up Manoj, who sustained injuries to his head.

According to Additional Commissioner of Police (Crime and Railways), Ashok Chand the incident occurred at platform number one of the Adarsh Nagar railway station.

"Madhav was conducting a meeting with his party members at a temple situated below the platform at 10.30 pm. Four people--Jai, Virender, Santosh and Balram--arrived at the temple. An altercation took place between them and Madhav's group. A fight started at the platform and Jai was stabbed several times," said Ashok Chand.

He was taken to the Sunder Lal Hospital by Virender, but doctors declared him brought dead.
