On April 5, a decomposed body of a 34-year-old French woman, Laurence Canut, was found in room No. 203 of the Hindustan Guest House at Paharganj. The room had been booked under Manzoor's name. He was absconding when the body was discovered by the police on the afternoon of the same day.

Kashmiri youth held in French woman’s murder case

Manzoor Ahmed (40), owner of a Kashmiri handicraft shop in Paharganj, has been arrested in a French woman's murder case. On April 5, a decomposed body of a 34-year-old French woman, Laurence Canut, was found in room No. 203 of the Hindustan Guest House at Paharganj. The room had been booked under Manzoor's name. He was absconding when the body was discovered by the police on the afternoon of the same day.

Before her death, Laurence stayed at the Hare Rama Guest House in Paharganj. According to an employee and the entry registry of the guest house, she booked room No. 113 at 12 noon on March 19. She had arrived from the Hotel Crowne Plaza.

"She left the guest house at 11.40 am on March 21. In the registry she had written that she was headed to Chandigarh. Then on March 30 at 11.30 am she arrived from Amritsar and booked room No. 112. The column in the register, where she had to write her departure details are empty. The room where she last stayed has been sealed by the police," said the employee, who didn't want to be named.

Additional Commissioner of Police (Central) DC Srivastava while speaking to The Tribune said, "On Sunday, we nabbed Manzoor from Srinagar and brought him to Delhi via flight. He was presented before the Duty Magistrate yesterday and was sent to judicial custody for a day. Today, we were seeking Manzoor's custody for seven days, but the court remanded him to three days."

A case of murder has been registered at the Paharganj police station. The police is waiting for the post-mortem report of Laurence to ascertain the exact cause of her death, which is still shrouded in mystery.

"We are questioning Manzoor and are trying to discover the motive behind the woman's murder," said Joint Commissioner of Police (Central Range) Taj Hassan.

Twenty years ago, Manzoor Ahmed arrived to Delhi from Kashmir and began a small business at Paharganj.

Ajit (name changed), who is a tour operator at the same locality, said, "Manzoor started his career as a tout for a handicraft shop. He used to stand near the street and convince customers, especially foreigners, to buy his products."

Manzoor, over a period of time, became a well-known entity among most businessmen at Paharganj. "About six years ago, he opened his own handicraft shop near the same area, where he had once worked as a tout.

But, like most Kashmiris working here, Manzoor became famous for his skills to attract foreign tourists. He would help them by arranging their stay in a hotel or booking their tour in different destinations across the country," said Ajit.

A police official said Manzoor lived in different guest houses at Paharganj. "He didn't have a home of his own in Delhi," said the official.

"Manzoor would keep his shop open for eight months and then closed it for the next four months in a year. He would return to Kashmir, where he would sell his products during the tourist season. About one and a half months ago, he had returned to Delhi," added Ajit.

Girls attempt suicide, claim father mistreated them

Two sisters allegedly attempted suicide by swallowing sleeping pills at Madipur after their father mistreated them.

The incident occurred on Friday afternoon. However, it came to light today after the girls, Deepika (20) and Priyanka (16), were discharged from Saint Stephen's Hospital at Tis Hazari.

The girls were found unconscious by their grandmother. She rushed them to the hospital. They were discharged today.

But the girls have refused to return home, claiming that their father Darshan Kumar had tortured them. They were subsequently taken to their aunt's residence at Sabzi Mandi, according to sources.

Sources added that Deepika alleged that after their mother died in 2006, Darshan regularly beat her and Priyanka.

Deepika has also alleged that her father was in an illicit relationship with a woman. He would often ask Deepika to leave the house. Priyanka also claimed that her father tortured her and asked her to leave the residence.

Darshan, however, refuted the allegations. He said that he never hit his daughters.

Maternal cousin of the girls Sandeep Gupta said, "I was shocked to know that my sisters took such a step. When I asked them the reason, they alleged that their father used to regularly beat them. After they were discharged from the hospital, I took them to my house."

The police has started investigating the case based on the statements of the girls.

East Delhi: Rebels make it tough for senior Cong leaders

Senior Congress leaders have a tough fight for the East Delhi Corporation as rebel candidates and contenders of Peace Party may share their vote bank. Consequently, the BJP may emerge stronger in municipal wards like Jafrabad, Chauhan Bangar, Dilshad Colony, Subhash Mohalla, Bhajanpura and Maujpur.

Senior Congress leader and former deputy mayor Razia Sultana is contesting from Chauhan Bangar against BJP heavyweight Shaheen Saini. Though Chauhan Bangar is a Muslim-dominated municipal ward, Congress rebel Asma, who is contesting on BSP ticket, may make inroad in Sultana's vote bank. Though most likely Asma will not win, she will reduce the vote share of the Congress candidate. Her husband Aftab was in Congress. When refused ticket, he got his wife fight the election from BSP.

On the other hand, BJP votes are united. Its contender, Shaheen Saini, may prove stronger. She has following in both, Muslim as well as Hindu communities.

Similarly, Ajit Chaudhary, a senior Congress leader in the MCD, is being given tough fight by his rival BJP candidate Ram Narain Dubey in Dilshad Colony in east Delhi. Chaudhary is the sitting councillor from Dilshad Garden, but has been given ticket from Dilshad Colony as his ward has been reserved for women candidates.

It was Chaudhary Ajit who had exposed the Ghogha Dairy scam when the Congress was in power in the MCD. He has a good image in the party as well as among the voters of his ward. Bin the new ward he is facing threats from the rebel candidates.

Jafrabad ward is somewhat secure for the Congress as its heavyweight Zamir Ahmed Munna, who has been representing the area for the past many years, has a good understanding with electorates.

Sources say that he will give a tough fight to BJP heavyweight Jai Kishan Gupta. Zamir has support of the area MLA Matin Ahmed.

SP manifesto talks of BRT, parking problem

The Samajwadi Party (SP) released its manifesto today. It is the only party that has spoken against BRT and promised to construct parking lots in each colony of Delhi, if voted to power in the Municipal Corporation of Delhi election.

A senior leader of SP said BRT was mentioned in the manifesto to woo the voters of middle as well as high classes as they were the only sections of the society that had criticised the BRT and demanded removal of the project. Besides, parking is a major problem in Delhi, he added.

The SP has also assured of transparent administration in the MCD.

Further, the party promises free education to children till Class V. The party also promises that it will construct radials to get rid of traffic lights as far as possible.

Primary health centres for children and adults, group insurance scheme up to Rs 2 lakh for primary school students and a sewage project are some other poll promises.

The manifesto, which lauds the victory of the party in the recent UP elections, has a list of decision taken by the newly-elected Chief Minister of UP Akhilesh Yadav.

Its Delhi unit president Usha Yadav said Assembly elections in UP had confirmed that people did not like Congress.

"They like parties that believe in development and SP is known for its development works in Uttar Pradesh. If given a chance in Delhi, it will change the face of the Capital," she said.

Interestingly, though the party is asking voters to elect it to power, it is not in a position to get majority vote share in any of the three corporations as it has fielded only 105 candidates for a total of 272 wards.

The manifesto says that the party fielded 128 candidates, but the State Election Commission rejected 23 nominations for want of proper documentation.

Cong misusing official machinery, alleges BJP

In a letter written to the Delhi election commissioner and police commissioner, BJP has complained against Congress for allegedly misusing government resources in the campaigning for municipal elections.

The party has objected to Congress using government sites on the BRT corridor, Akshardham, Bhairon Marg and Ashok Vihar for campaigning.

The party has also demanded the Delhi police to lodge a case against Congress for violation of the model code of conduct and misuse of power by the government.

The party has also alleged that a Congress MLA was misusing officials of the Delhi State Co-operative Bank for the victory of a particular candidate. Gupta claimed that an employee of the bank was seen campaigning for Congress and was handed over to the police. He demanded that police should take legal action against the candidate and the MLA.

"Congress is the ruling party in Delhi. The legislator of the party, Bijender Singh, is misusing officials of the Delhi State Co-operative Bank for ensuring the victory of the Congress candidate from Ward No. 44 (Kamruddin Nagar) Jai Bhagwan Kaushik because the aforesaid legislator is an officer of the bank," said Delhi BJP president Vijender Gupta.

"We have demanded the police commissioner of Delhi BK Gupta to take immediate legal action against Jai Bhagwan Kaushik, the employee of the bank, legislator Bijender Singh his son Mandeep Singh and other persons involved," he said.

Earlier also, BJP had complained against Congress for making public announcements on communal lines after it urged the Muslims not to divide their votes by supporting the saffron party.

IGNOU opens admission to courses on water

The School of Agriculture (SOA) at Indira Gandhi National Open University (IGNOU) has opened admission to its two popular courses on water conservation-- diploma in watershed management (DWM) and certificate in water harvesting and m0anagement (CWHM)-- for the coming academic session.

These programmes are meant for students interested in learning the basic knowledge and skills for water harvesting, conservation and utilisation. It also includes basic aspects of agriculture like soil erosion and its management; integrated farming systems like crop husbandry, animal husbandry, agro forestry etc.

The diploma programme consists of eight courses of four credits each-- seven theory courses and one project-- while the certificate programme consists of three theory courses and a practical training at a water harvesting agency.

The programmes have been supported by the department of land resources, ministry of rural development.

The eligibility for the diploma programme is 10+2 or the learner should have completed Bachelor Preparatory Programme (BPP) from IGNOU. For the certificate programme, the learner should be 10th pass. However, 10th pass students can enroll simultaneously for the BPP and the diploma programme.

The diploma programme can be completed in minimum one year and maximum four years while for the certificate programme, the minimum duration is six months and maximum two years.

JNU hostellers end strike

Eight days after women hostellers at Yamuna Hostel, Jawaharlal Nehru University (JNU), started a hunger strike against a former warden allegedly involved in irregularities, the university administration finally responded on a positive note, ending the agitation today.

The university today released a circular assuring the agitating students that the administration was in the process of finding a new warden for the hostel. It further stated that the process of providing the new warden with a residential accommodation will also be completed in one month.

"If the new warden will be provided accommodation in the hostel, it means the former warden will have to evacuate the premises within this month. We finally got what we aimed for. We have been also assured that the proposed meeting of the management committee will look into the irregularities regarding the holdup of salaries of hostel workers by the former warden," said Vibha, a hostel student union member and one of the fasting protesters.

Vibha had to be hospitalised on the fifth day of the strike after she collapsed due to weakness. A cheerful Vibha today said, "We still have to be vigilant with the hostel committee and make sure that the hostel karamcharis get their deserving money. Many investigations regarding other irregularities also have to be taken up."

Over 30 women students of Yamuna Hostel had been sitting on a relay strike since April 1, demanding that their former warden Najmul Arif, who was sacked last year after being held guilty for violating workers and students' rights should be asked to vacate her hostel accommodation immediately.

Three days after the strike began, a circular on the issue was released that said that very soon, a management committee meeting would be called and the matter would be tabled. However, the circular was very vague according to the students and hence the strike continued. According to resident students, the former warden was terminated from service on December 9, 2011.

A fact finding committee last year concluded that the charges of violating workers and students' rights, forging employment records, withholding refundable security deposits of vacating students and even physical abusing and harassing several workers on the former warden; were indeed true."

Maid torture: Doc couple sent to judicial custody

New Delhi, April 9
A Delhi court today sent to 14 days judicial custody a doctor couple who had gone to Thailand for a vacation last month after allegedly locking up their 13-year-old maid in their house with very little food.

Metropolitan Magistrate Sudhir Kumar Sirohi sent doctor couple, Sanjay Verma and Sumita Verma, with an alleged middleman Mahadev to 14 days' judicial custody.

"The accused, Sanjay Verma, Sumita Verma and Mahadev are sent to judicial custody till April 22," said the court.

The Delhi police claim the couple had locked the minor girl in their flat in Dwarka, west Delhi, on March 25 when they left the country for vacation. The police said that Mahadev had handed over the girl to a placement agency after bringing her from her native place in Jharkhand.

The girl was rescued on March 30 after neighbours saw her crying in the flat's balcony.

An FIR was filed against the couple under the Juvenile Justice Act, Bonded Labour System (Abolition) Act, Child Labour Prohibition and Regulation Act and the Indian Penal Code. — IANS

Order in case against CM reserved

New Delhi, April 9
A Delhi court today reserved its order on the application for withdrawing a case against Delhi CM Sheila Dikshit for alleged violation of the electoral code of conduct in 2008.

Metropolitan magistrate Vijeta Singh reserved order for April 19 on the Delhi police plea seeking withdrawal of the case. The court on that day will also decide whether to accept an intervening application filed by BJP leader Vijay Jolly.

Jolly, who contested against Dikshit from the Gole Market constituency in the 2008 Assembly elections, opposed withdrawal of the case against her by the police.

"Prima facie, the court is satisfied with the maintainability of application under Section 321 (withdrawal from prosecution) of the CrPC. The view, however, is only prima facie... list for orders on April 19," said Singh. — IANS

The Delhi Pradesh Congress Committee (DPCC) has expelled five leaders for six years from the party for their anti-party activities. They have been working against official candidates in the Delhi municipal elections.

The expelled leaders are Varsha Monga, Vikram Singh Gautam, Sangeeta Behl, Rajiv Behl and Nafisa KhatoonThey have been involved in anti-party activists as they were denied tickets for the municipal polls.

Monga, Gautam and Sangeeta are contesting as independent candidates from Andrews Ganj, Kalyanpuri and Subhash Nagar wards, respectively.

Sangeeta's husband Rajiv was expelled for campaigning for her while Khatoon is leading the electioneering for her husband in Sultanpur Majra.
