Schoolteachers under the aegis of the Haryana Rajya Adhyapak Sangh today boycotted the evaluation of answersheets during holidays and submitted a memorandum to the secretary of the Haryana Board of School Education, Bhiwani, through the District Education Officer.

Migrants demand better rail connectivity from Faridabad

A Purvanchal Mahakumbh rally organised in Faridabad on Sunday evening. Migrants from UP and Bihar, who have settled here, have demanded better rail connectivity from Faridabad to their home states. The demand was made at a “Purvanchal Mahakumbh” rally organised here last evening by Jai Bharat Nav Nirman Parishad and addressed by Haryana Labour Minister Shivcharan Lal Sharma. Seven caught for impersonation in Jind

The ongoing Open School examinations in the district are not free from the menace of unfair means. Besides registering several cases of cheating, the authorities have arrested seven youths on charges of impersonation in these examinations.

Date extended for review of ‘bungling’ in BPL cards

The district administration has extended the date for review of a case relating to the alleged bungling in issuing of BPL cards in the city and warned of punitive action against officials who had carried out the surveys to verify the identities of the applicants.

Sarpanch gets life imprisonment for woman’s death

A local court today awarded life imprisonment to two persons, including a sarpanch, for killing a woman by crushing her under his SUV. Liquor vends encroach upon green belts; authorities silent

Gurgaon, April 9
A number of liquor vends coming up on vacant government/public land and green belts in gross violation of the specific rules and orders of the courts and competent state authorities indicates that the law-enforcing agencies have completely surrendered before the all-powerful liquor lobby, at least in Gurgaon.

Though the excise policy empowers the police administration to check the liquor vends, the Gurgaon police authorities have turned a blind eye towards the coming up of liquor vends on public places in an illegal manner.

A communiqué sent by the HUDA Chief Administrator to all HUDA Administrators and Estate Officers of the state on March 18, 2011, a copy of which is with The Tribune, clearly states that the liquor vends/shops should not be allowed to operate from open spaces, green belts, parking lots and parks etc under any circumstances.

Even specific orders of the Punjab and Haryana High Court barring encroachments on the green belts have also been disobeyed by putting up liquor vends there.

“It is utterly shameful that the local administration as well as police authorities have made a mockery of the system by mutely allowing liquor vends to come up at public places like green belts, which is not seen anywhere in Delhi, Noida or other areas in the NCR,” points out Nisha Singh, a municipal councillor.

Nisha asserts that the issue has been raised at the meetings of the Municipal Corporation, but to no avail.

“The councillors are told to submit their objections to the establishment of liquor vends in their wards. But nothing happened even after many of us raised our objections. On being asked, we were told that our objections were being forwarded to the Excise Department for necessary action, which is ridiculous,” she maintains.

The unchecked mushrooming of liquor vends is turning out to be a big public nuisance with the people’s representatives expressing helplessness and civil servants - perhaps too scared to stir the hornet’s nest - content merely with passing the buck.

One might look up to the state’s firebrand Excise Minister, Kiran Chaudhary, who had authoritatively put her foot down to assert her department’s right over a chunk of land in the district, hoping that she could streamline her own department’s functioning in the larger public interest.

Teachers not to evaluate answersheets during holidays

Schoolteachers under the aegis of the Haryana Rajya Adhyapak Sangh today boycotted the evaluation of answersheets during holidays and submitted a memorandum to the secretary of the Haryana Board of School Education, Bhiwani, through the District Education Officer.

In the memorandum, teachers have demanded enhancement in their evaluation remuneration and daily allowance on the pattern of the CBSE besides immediate release of their arrears. Teachers have threatened to continue their boycott till their demands are not met by the school board authorities.

Though teachers came to the evaluation centres this morning, they did not evaluate even a single answersheet alleging that they were being made to evaluate the answersheets during holidays, which was a totally “illogical” and “unjustified” act of the board authorities.

“The state government has already declared ‘crop holidays’ up to April 18 but the board authorities have deliberately assigned us the duty of evaluation of answersheets but we don’t want to waste our holidays. If the school board wishes to get our services during holidays, it will have to announce equal number of holidays ahead in place of it,” said a leader of the sangh.

Yadvender Singh, state auditor of the association, said teachers would not tolerate the “anti-teacher” policy of the board and launch a state-wide campaign against it if their demands were not met soon. He said teachers had been demanding 75 per cent quota for promotion to headmaster, restoration of the LTC facility and a policy for regularising the services of guest teachers but the state government was not paying any heed to their demands.

Chief Secretary Pradeep Kumar Chaudhery said here today that he would make serious efforts to provide a transparent, efficient and accountable administration in the state. Interacting with mediapersons for the first time after assuming charge as Chief Secretary, Chaudhery said his job would essentially be to properly implement priorities set by the political leadership so that the benefit of schemes reached the people it was meant for.

Stating that a review meeting of all DCs and SPs would be convened shortly, Chaudhery added that beginning tomorrow he would take review meetings of all departments to assess various schemes and programmes. “I intend completing the entire exercise by April 17,” he added.

On being asked about his agenda as Chief Secretary, he said he neither had set a programme nor came with a pre-conceived agenda.

Chaudhery said providing timely information under the Right to Information (RTI) Act was mandatory and also a statutory obligation. He said he would optimally utilize his experience at the Centre to strengthen the administrative system in the state. Holding that Haryana ranked among the top states which had attracted maximum investment, he said concrete steps would be taken to maximize investments.

“Education is the key to address developmental challenges faced by a nation and it is the only sector that can not only bring about democratic consolidation but also social cohesiveness and sustained growth at various levels.’’

This was stated by a former Speaker of the Lok Sabha, Somnath Chatterjee, in his address as the chief guest at the 15th convocation of Maharshi Dayanand University (MDU) here today. Chatterjee called upon the young graduates to work steadfastly for nation-building and facilitate creation of a society marked with justice and a secular-democratic system aimed at promoting human excellence.

The former Speaker extolled the virtues and necessity of promoting education especially emphasising on women’s education, which in turn will facilitate empowerment of women in society. He called for integrity in public life and advocated good governance for strengthening and sustaining parliamentary democracy.

Stressing on the fact that the youth had the capacity to contribute meaningfully to the political system, he urged upon the students to be receptive to new ideas, take bold initiatives, and be sensitive towards societal, community and national concerns.

Further, he asked them to be committed to values and ideals, stay on the path of truth, justice and probity, take a stand against social evils and serve the nation.

Renowned classical vocalist Pt Jasraj was conferred the honorary DLitt degree on the occasion for his outstanding contribution in the sphere of Indian classical music. Notably, Pt Jasraj originally hails from Pili Mandori village in Haryana.

Chief Minister Bhupinder Singh Hooda, who was the guest of honour, gave away medals and merit certificates to 152 toppers of various streams and courses. Congratulating the new graduates and medallists, he highlighted the efforts of his government to promote education in Haryana.

MDU Vice-Chancellor gave away PhD degrees in various faculties to 256 candidates as well as postgraduate degrees to 451 candidates.

CEOs’ conference begins in Surajkund today

A three-day conference of Chief Electoral Officers of all states and Union Territories will be held at Hotel Rajhans at Surajkund, Faridabad, from April 10 to April 12. Sumita Mishra, Chief Electoral Officer, Haryana, said SY Quraishi, Chief Election Commissioner of India, would inaugurate the conference on April 10.

She said on the first day of the conference, discussion on various issues related to electoral rolls would be held. On the second day, discussion on expenditure monitoring, including issues for states where elections have recently been held and these are shortly proposed to be held, expenditure monitoring of Rajya Sabha State Council Elections and issues concerning continuous revision of electoral rolls, summary revision and annual training calendar, discussion on Electronic Voting Machine (EVM) related issues, including completion of data entry and physical verification of EVMs through EVM-tracking software, status of compliance of instructions of the commission about security and shortage of EVMs and new directions of technology intervention in election management, would be held.

She said on April 12, a special session would be held in which five states that had recently gone to the polls would share their experiences. Preparedness for election in states going to the polls in the next 12 months would also be reviewed.

Migrants demand better rail connectivity from Faridabad

Migrants from UP and Bihar, who have settled here, have demanded better rail connectivity from Faridabad to their home states. The demand was made at a “Purvanchal Mahakumbh” rally organised here last evening by Jai Bharat Nav Nirman Parishad and addressed by Haryana Labour Minister Shivcharan Lal Sharma. Former UP Chief Minister Jagdambika Pal Singh also spoke on the occasion. The parishad has units in various states and champions the cause of migrants.

The residents lamented during the rally that they faced hardship when they visited their home states due to lack of train connectivity from Faridabad.

Sharma assured the audience that he would take up the issue with the Railway Minister.He further said that his government would soon initiate construction works regarding the proposed beautification of Gochi drain. Also, he asserted that migrants who had settled here would be accorded full honour by the government and their colonies would be provided with propoer civic amenities and infrastructure.

The rally was organised in Sector 52 in the NIT Assembly segment constituency, which is represented by Sharma. A sizable chunk of the population in Faridabad, especially NIT, consists of persons hailing from Bihar and UP. Either they have settled here or are migrants. A majority of the labour force is from the two states.

Blind murder case cracked, wife, 2 others held

With the arrest of his wife and two others, the blind murder case of Angrez Singh, a resident of Halalpur in the district, on the night of April 6 has been cracked.

Stating this to mediapersons here today, the district police chief, Parul Kush, said the arrested persons had been identified as Manoj Kumar, alias Moji, son of Gyan Singh, a resident of Ghararsi, Kurukshetra district, and Vikram Singh, son of Balbir Singh, a resident of Kalwan village, Jind district, and Kavita, wife of Angrez Singh, a resident of Halalpur village.

Parul Kush said during interrogation, Manoj Kumar told the police that he had illicit relations with Kavita, wife of Angrez Singh, for the past four months. He had met her at a marriage at Kirmach village. He, with the connivance of Vikram Singh, came up with a plan to eliminate Angrez Singh, he added.

He further told the police that when Angrez Singh was returning home on his bicycle from his workplace, Mahalaxmi Feed Factory, on the night of April 6, both of them stopped their motorcycle in front of his bicycle and attacked with knives and a broken beer bottle. After killing him, they threw his body in a nearby wheat field.

The police has recovered a motorcycle, two mobile phone sets and the pieces of a burnt mobile phone set.

They were produced in the local court here today and Kavita was remanded to judicial custody while Manoj and Vikram were remanded to police custody for two days.

Open School Examination
Seven caught for impersonation in Jind

The ongoing Open School examinations in the district are not free from the menace of unfair means. Besides registering several cases of cheating, the authorities have arrested seven youths on charges of impersonation in these examinations.

Five youths, Sunil of Mandi khurd village, Rakesh of Bhupender Nagar, Mandeep of Sheetalpur Colony, Vikas of Shahpur and Surender of Karamgarh, were arrested by the exam officials at Gopal Vidya Mandir examination centre on Sunday on the charges of appearing on behalf of other candidates in the Plus Two examination of the National Open School.

It is learnt that though five of the accused were arrested, five others identified as Rajesh, Satish, Shakti, Vikas and Rajpal managed to flee from the centre before the officials could take any action after a complaint was lodged.

The officials concerned were able to apprehend two youths, Sushil of Kharal village and Satbir of Khanpur village, for impersonating as examinees at Agarsen School examination centre in the town.

However, two other accused who were also appearing on behalf of others fled before the officials swooped at the centre, it is learnt.

Though no official figures have been released regarding the booking of UMC cases in these exams in the district, it is learnt that at least 18 cases have been registered so far.

Date extended for review of ‘bungling’ in BPL cards

Faridabad, April 9
The district administration has extended the date for review of a case relating to the alleged bungling in issuing of BPL cards in the city and warned of punitive action against officials who had carried out the surveys to verify the identities of the applicants.

The Deputy Commissioner directed the Municipal Corporation of Faridabad to issue fresh notices to the card holders in all its three zones in the city to testify their identities afresh so that names of the undeserving beneficiaries were struck down from the list.

The district administration has launched an exercise to detect the ineligible persons who have procured the cards through dubious means. Some of the culprits are said to be patronised by local politicians. There were allegations of genuine persons being denied the BPL cards.

The Joint Commissioners have been asked to submit their reports to the Deputy Commissioner after hearing the cases of the card holders by May 4.

According to the earlier schedule, the reports were to be submitted to the Deputy Commissioner by the first week of April.

Sarpanch gets life imprisonment for woman’s death

Fatehabad, April 9
A local court today awarded life imprisonment to two persons, including a sarpanch, for killing a woman by crushing her under his SUV. Convict Dharamvir Malik, sarpanch of Chandrawal village, allegedly nursed a grouse against a villager, Anil Sharma, for seeking information under the RTI regarding discrepancies in the distribution of social security pension.

The information sought under the RTI had led to the registration of a criminal case against Malik and some others, which infuriated the accused.

On February 9, 2011, Malik along with an accomplice, Satbir, hit Anil’s father, Jagdish, with his Innova vehicle.

When Anil’s sister-in-law, Sonu, rushed to the scene to save her father-in-law, Malik allegedly ran his vehicle over the woman, injuring both Sonu and Jagdish seriously.

Sonu later died on the way to hospital while Jagdish’s legs were crushed under the tyres of the vehicle.

Additional District and Session Judge LN Jindal held Dharambir Malik and Satbir guilty of the offence and sentenced them to imprisonment for life and a fine of Rs 6,000 each.

Death due to negligence: 3 docs booked

The police today booked Dr VK Jain, Senior Medical Officer of Community Health Centre (CHC), Ratia, and two other doctors for causing death to a youth due to their negligence.

The police has also booked 15-20 people for attack on Jain. Balwant, a Class X student, was injured when an electric pole fell on him on the Tohana road of Ratia town last month.

The electric pole had fallen due to felling of trees by a contractor. The boy later died in Fatehabad and the angry kin has been staging a dharna and a demonstration in front of the CHC ever since his death.

On March 27, the angry kin had attacked Jain when he tried to pacify them.

The police today also booked the contractor, whose negligence resulted in the electric pole falling on the boy.

Acting on another complaint lodged by Jain, the police booked 15 to 20 persons for assault and preventing a government servant from performing his duty.

Wanted criminal arrested in Rohtak

Rohtak, April 9
The local police has arrested Ishwar Pandit, a dreaded criminal wanted by the police of three states in 22 cases. He has been remanded in police custody for a day by a local court.

He was nabbed near the local Sugar Mill colony on Sunday evening. With a cash reward of Rs 10,000 on his head, Pandit had been dodging the police for the past about 23 months when he had come out of jail on parole.

Pandit has been booked in 22 cases, including at least six murders, seven cases of car snatching and several cases of loot and ransom. The police said Pandit, who hailed from Rohtak, used to ply a cycle rickshaw in the city before taking to crime.

Though a majority of the cases have been booked in Haryana, he was also wanted by the police in Rajasthan and Delhi in various incidents of crime.

Constables take online promotion test

Over 5,000 constables appeared in the two-day online B-1 test on April 7 and April 8 for promotion as head constables.

Haryana DGP Ranjeev Dalal said here today that it was for the fifth time that online B-1 test had been conducted in the state.

Haryana was the first state in the country to introduce the online promotion test in the Police Department.

Dalal said the question paper was generated instantly. As many as 120 questions are randomly picked by the system from a database of more than 12,000 questions. As no two candidates could get the same set of questions, there was no need for having any secrecy prior to the examination.

Police station set up to curb power theft

A separate police station for handling cases of theft of power and canal water has been established in the Canal Rest House complex here.

The provision for setting up separate police stations to deal with crime of this nature had been made by the government as normal police stations were unable to pay attention to complaints of this nature. Thus, FIRs were never investigated properly and the accused got away easily.

The power utilities too have been pressing for such police stations so as to discourage those who stole power.

Irrigation Department officials said it would now be possible to prosecute farmers stealing canal water speedily. This would serve as a deterrent.

Eligible families to stay on BPL lists: CM

Ferozpur Jhirka, April 9
Chief Minister Bhupinder Singh Hooda has said the names of eligible families would not be deleted from BPL lists and the old-age allowance scheme.

In compliance with the directions of a court, notices have been issued to ineligible persons, he said, adding that some people with vested interests were misleading others by spreading rumours. Hooda said construction of the Nagina-Tijara (Rajasthan) road would begin soon.

He said the government was committed to the development of Mewat and many development projects were in progress there. The government had so far spent Rs 3,200 crore on Mewat. — PTI
