Chandigarh, April 4
As against a prohibitive conversion charge of Rs 16,000 per square yard for the buildings located along over 30-metre roads in Gurgaon, the new charges would be affordable at Rs 3,500 per square yard. Similarly, for the buildings along the roads up to 30 metres, the new charges would be Rs 3,000 as against the earlier charges of 14,000 square yards, sources told The Tribune. For Panchkula and Faridabad, the new conversion charges for buildings along up to 30 metres will be Rs 1,500 as against Rs 7,200. On similar lines, the charges for buildings along the roads more than 30 metres have been lowered from Rs 9,200 to Rs 2,000 square yard. For the cities of Sonepat, Panipat and Sohna, the earlier charges of Rs 6,000 for the buildings along up to 30- metre roads, have come down to Rs 1,000. For the other category of buildings, the charges have been lowered from Rs 7,500 to Rs 1,200 per square yard. The earlier charges of Rs 4,000 for buildings along 30-metre roads in the towns of Karnal, Kurukshetra, Ambala,Yamunanagar, Bahadurgarh, Hisar, Rohtak, Rewari, Ganour, Palwal, Hodel and Rewari have come down to Rs 1,000 per yard. The charges for the other category, which were Rs 5,000, will now be Rs 1,200 per square yard. The other municipalities would levy charges of Rs 600 per square yard (down from Rs 2,500) and Rs 800 (Rs 3,500 earlier) for the two categories. Ram Niwas, Prinicipal Secretary, Department of Urban Local Bodies, said the conversion charges would improve the financial position of urban local bodies. |
Expansion of school education hit, courtesy different land norms
Chandigarh, April 4 The department, which has the primary responsibility to look after school education, has a rule, which is at vast variance with that of the agency, which has to allot land for private schools in urban areas. The minimum land required for setting up a secondary and senior secondary school under the Haryana School Education (Amendment) Rules, 2007, is two acres. This stipulation is uniform for urban and rural areas. School managements find even this requirement on the higher side. But as compared to HUDA’s stipulation, the Haryana School Education Rules would seem very liberal. HUDA auctions land varying from four acres to five acres for a high school in its sectors. According to HUDA norms, a primary school can be set up only on one acre. There is no category of land for a middle school. A nursery school can be set up on half an acre. School managements say there are no takers for HUDA school sites because of the high cost involved. The CBSE, which also mandates two acres for a high school, relaxed the norms to one acre in 2008 for Panchkula, Gurgaon and Faridabad, Mohali and Chandigarh in view of the high land prices in these cities. While Chandigarh and Punjab adopted the CBSE norms, the Haryana Education Department and HUDA continue with their old norms. When the Haryana School Education Rules were framed, the land condition was kept the same as laid down by CBSE. But the state has failed to amend its rules to bring them on a par with CBSE norms. In view of the stubborn attitude of the Haryana Education Department and HUDA, hardly any new school sites have been auctioned in the recent past. HUDA had put up two school sites for auction in Panchkula in March. While the reserve price of a five-acre site was about Rs 32 crore, that of the one-acre site was about Rs 8 crore. None of the sites could be sold. Those desirous of setting up schools in Panchkula found the five-acre site price too high, and on one acre site, they said, no high school could be set up as per the Haryana Education Rules. Those running various schools say that if the government allows high schools on one-acre sites as per the CBSE norms, it would bring down the project cost of a school. Survey for upcoming HUDA sectors
Ratia, April 4 The irate villagers, who were opposing the acquisition of their land for the proposed sectors, forced the officials from the District Town Planner (DTP) office, Fatehabad, to make a hasty retreat and even the policemen accompanying them could not withstand the ire of villagers who had assembled in a large number to oppose the survey work. The HUDA has a plan to carve out three residential sectors, Sectors 5, 6 and 11, on the Shehnal road of Ratia town and the government will acquire for this purpose over 600 acres of agriculture land located in Jakhandadi village and nearby areas. “We sent our officials with a police force today as the villagers had not allowed the survey when they visited the area yesterday,” said Arvinder Dhull, District Town Planner, Fatehabad. However, the villagers, who were expecting the visit, assembled there in a large number and forced the officials to return without carrying out any survey work. The irate villagers, including women, grappled with the officials and snatched their level machine, measuring tapes, papers and other equipment. “We will not allow the acquisition of our highly fertile land for HUDA sectors at any cost,” announced villagers, Gurpreet Singh, Avtar Singh, Makhan Lal and others. The villagers later met SDM Harish Bhatia to request that this land not be taken away to create HUDA sectors. An official of the survey team said the area had already been notified under the Control Areas (Restriction of Unregulated Development) Act 1963. He said the purpose of the survey included preparation of dhanis, houses and factories, to be constructed on the proposed land. |
Governor for compulsory NCC training in schools, colleges
Chandigarh, April 4 Pahadia was speaking at a function organised to honour those 34 NCC cadets of Haryana who had participated in the Republic Day Parade and the Prime Minister’s Rally in New Delhi. The Governor also honoured these cadets and said that a cash prize of Rs 5,100 would be given to each of them. Referring to many other countries where NCC training is compulsory for students, Pahadia suggested to Chief Minister Bhupinder Singh Hooda, who was present on the occasion, to take up this issue with Government of India for its consideration. He also suggested that, initially, NCC training should be made mandatory in some schools and colleges in the state. While congratulating the cadets, Pahadia said the NCC was a key organisation of the youth in the country and it played a significant role in protecting the country and rendering its services for various social causes. The Chief Minister said the aim of NCC was to infuse a spirit of discipline and leadership among the youth. Describing the NCC as the third line to safeguard the country, Hooda said they not only protected the country but also spread awareness in society by launching campaigns against various social evils. Hooda said it was a matter of pride that every 10th soldier in the defence forces belonged to Haryana. He said besides education, every youth should get NCC training as it was the youth who could play a vital role in the formation of a strong nation. He said he himself was a student of Sainik School, Kunjpura, and knew very well the value of a disciplined life. The Chief Minister said the state government would provide every possible help in strengthening the activities of NCC in the state. Education Minister Geeta Bhukkal also congratulated those who were honoured and said that youth constituted more than 65 per cent of the total population. |
HC stays grant of retail liquor licence
Chandigarh, April 4 The Bench of Justice MM Kumar and Justice Alok Singh also fixed May 16 as the next date of hearing in the case. Challenging the action of the Deputy Excise and Taxation Commissioner Ravinder Kaushik in granting the licence for 2012-13 to Gulati, petitioner Sukhwant Singh of Kaithal district has described it as “illegal and liable to be set aside”. In his petition filed through counsel AS Sullar, the petitioner has asserted, “The private respondent (Gulati) was not eligible to participate in the bids invited by the official respondents, the State of Haryana and others, for the allotment of a retail liquor outlet, as he is holding the post of a member of the of Haryana Backward Classes Commission and is getting all the benefits as permitted to him by the State of Haryana, such as use of a blue beacon vehicle, salary and usual allowance. “Being a Commission member, he is holding the office of profit and comes under the definition of a public servant, which bars him to engage in any private business, other than his job”. The petitioner, in his plea, also alleged misuse of official position. “The private respondent has got the retail liquor licence in his favour in connivance with the official respondents and by misusing his power in the capacity of the member of the Commission.” Elaborating, he alleged “when the invitation of tenders was closed, the respondent entered the room of the Deputy Commissioner and inquired about the highest bid by the other bidders. |
European media ‘more open’ to Indian cinema now
Kurukshetra, April 4 Lauding the role of film festivals, Prof Werner maintained that MIFF would not only create awareness among students of mass media and the faculty, but also create positive thinking among viewers. Professor Warner maintained that European media was paying more attention to Indian cinema now as European viewers were being attracted towards Indian movies. He was all praise for ideological studies and the centuries-old Indian culture and traditions. The second day of the festival was more educative for students and the audience as it showcased “Celebrating Art in Cinema”. The first session marked the telecast of a film, “Energy Enigma Exile Husain 95”, a short film on the life of MF Husain. It was followed by another short film, “Faces”, on noted artist Himmat Shah and was produced and directed by Vinod Bhardwaj. Another short film on media attracted the attention of viewers. An engaging film on “Raghu Rai’s India”, produced and directed by Suresh Kohli, captivated the audience. Raghu Rai’s depiction of the Indian culture, thought processes, festivals and customs was marvellous. It drew a lot of applause. Prof Rajbir Singh, Chairman, MIFF, and Director of the institute, said it was a feast for the eyes to watch the film on Raghu Rai. The presentation of the play, “Stree Patra”, by the “Bandit Queen” actress Seema Biswas in RK Sadan last evening kept the viewers spellbound. The play is an adaptation from Rabindranath Tagore's short story “Stree Patra”. The solo play was enacted by the renowned theatre personality on the first evening of the festival. |

Woman drowned as car falls into canal
Sonepat, April 4 However, her husband managed to come ashore. Her body was today recovered by a team of divers about 1 km away from the place of incident. The victim’s body was handed over to her family members after a post-mortem examination. The Sonepat tehsildar along with a team of 15 divers reached the spot and started searching for the body. The car was taken out with the help of a crane. Sanjiv said they were returning from Manju’s parental village, Kasanda. “ I lost control over the car after I went almost blind due to sharp headlights of a vehicle coming from the opposite direction and the car fell into the canal,” he added. It is worth mentioning that a road has been constructed between the West Yamuna Canal and Delhi water Channel from Panipat to Delhi which is increasingly used by all types of vehicles. However, no protection has been provided on both sides of the road by the Haryana and Delhi governments. |
Relative dupes youth of Rs 2.25 lakh
Panipat, April 4 The matter came to light when Harbhajan Singh approached the district police chief with a complaint against Vijay, his wife Ranjana, who were distantly related to him. The duo had assured his son, Harjit, that they could get him a visa and work permit for London. Following this, he paid them Rs 2.25 lakh in December 2009 on a promise that the day his son would board a flight to London he would pay them an additional sun of Rs 75,000 and on getting a job in London, his son would pay them Rs 3 lakh. Harbhajan Singh told the police that the accused sent him an electronic ticket and asked them to reach the Delhi airport on July 23, 2011. There, Vijay and Ranjana met them and stated that the original ticket was with the travel agent, Ahmad, who was on his way to the airport. Harbhajan Singh said the travel agent never reached the airport and they had to return home. He said when he asked Vijay and Ranjana to refund the money that he had paid them, the two started using tactics to avoid him and ultimately stopped taking his calls. |

Karnal, April 4 The matter came to light when a team of power utility raided the two markets, located on the railway road, and found six shop owners in the Nirmal market and one in the SAD complex drawing direct power from the poles. While two shopkeepers in the Nirmal market were caught selling the power drawn directly from poles to other shopkeepers for a fixed amount every month, one was caught indulging in the same practice in the SAD complex. After the power officials imposed a hefty fine of Rs 3.99 lakh on the erring shopkeepers, they approached the Deputy Commissioner, alleging that the local JE, Sunil Kumar, had provided them with the direct connections for which he used to charge a fixed amount every month. Considering the gravity of the allegations, the Deputy Commissioner ordered a probe against the JE. It was also learnt that the power authorities had forwarded a complaint against erring shopkeepers to the district police to register a criminal case against them in case they failed to pay the fines imposed on them. Meanwhile, all attempts to connect the JE on his mobile proved futile. |

Complain about choked sewers at toll-free number
Sirsa, April 4 “Calls made to this number will lead the caller to the interactive voice response system, where consumers can register their complaints,” said a spokesman of the department here today. Once a complaint was received, the authorities would have to redress it in a time-bound manner. Complaints regarding leakage of pipes or erratic supply of drinking water would have to be resolved within two days while complaints regarding the sewer system will get the department’s attention within three days. The spokesman said the accountability of senior officers would be fixed in case officials working under him were unable to redress grievances in time. |
Over 60 hurt as truck overturns
Hisar, April 4 On its way back, the truck hit a car and overturned. Several persons were trapped under the truck and were extracted from the wreckage with the help of a crane. The injured were brought to the local General Hospital. However, the number was so large that many had to a accommodated in the corridors. Fortunately, all injured persons survived despite serious injuries. The truck had been divided vertically into three compartments to accommodate 60 passengers. Although trucks cannot be used for transporting people, dera followers find this as the cheapest mode of transport. |
Punjab ex-DSP gets jail in land dispute
Fatehabad, April 4 Mukhtiar Singh, a resident of Sadhanwas village, had filed a criminal complaint in the court that Ashok Moon, then an SHO, and Purshotam Lal, an inspector, kidnapped him and kept him under their illegal custody at various places in Punjab in December, 1993. He said he had a dispute over a piece of land with Devender Singh, then a DSP in the Punjab police, and the accused allegedly acted under his influence. Additional District and Sessions Judge LN Jindal found former DSP Ashok Moon and former Inspector Purshotam Lal guilty and sentenced them to imprisonment for three years each. |

Karnal, April 4 Granting bail to Anand Prakash Sharma, Chief Judicial Magistrate Rajan Walia observed that he had only dubbed a “terrorist as terrorist” and did not attract Section 153, IPC. This section is invoked for promoting enmity between different groups on ground of religion, race, place of birth, residence, language, etc and doing acts prejudicial to maintenance of harmony but the accused was neither carrying a weapon nor had spoken a word against any religion. Anand Sharma exercised his democratic right to make his voice heard by the Chief Minister and others present at the function but he was whisked away and his lone voice was silenced. |
