The Punjab and Haryana High Court has asked the state of Haryana to initiate and complete the process of filling vacant JBT teachers' posts. As many as 10,414 posts are vacant at present.

Rs 37-cr cash rewards given under sports policy: CM

Chief Minister Bhupinder Singh Hooda takes the salute at a march past at the inauguration of the Haryana State Panchayat Sports Meet in Rai on Tuesday. Urvashi Gulati Decks have been cleared for appointing outgoing Chief Secretary of Haryana Urvashi Gulati as State Information Commissioner. Her name for the post was approved at a meeting of a special committee comprising Chief Minister Bhupinder Singh Hooda, Leader of the Opposition Om Prakash Chautala and Education Minister Geeta Bhukkal, which was held here this evening. Gulati will retire on March 31.

HC orders govt to fill posts of JBT teacher

The Punjab and Haryana High Court has asked the state of Haryana to initiate and complete the process of filling vacant JBT teachers' posts. As many as 10,414 posts are vacant at present.

The directions by Chief Justice Ranjan Gogoi and Justice Mahesh Grover came on a petition by Arun Kumar, seeking directions for the appointment of “adequate teachers” in government primary and middle schools.

He had contended that the students-teacher ratio in the schools mentioned in the petition was drastically lower than that prescribed under the Right to Free and Compulsory Education Act, 2009.

As the case came up for hearing, the Principal Secretary, School Education Department, Haryana, filed an affidavit before the court. After going through the affidavit, the Bench observed it “indicates that 1,189 posts of JBT teacher are required to be sanctioned and 10,414 posts out of the sanctioned posts are vacant.”

“Insofar as the 10,414 vacant posts are concerned, it has been stated that recruitment against 544 posts of JBT Urdu teacher is being undertaken separately and a requisition has been sent to the Haryana School Teachers Selection Board for filling the remaining 9,870 posts”.

Referring to the tentative schedule worked out for filling 9,870 posts, the Bench added: “According to the schedule, 322 days (tentatively) are required for completion of the process by the board”.

The Bench added: “We deem it appropriate to close the petition by directing the state to initiate and complete the process in terms of the averments made in the affidavit… and to adhere to various time schedules mentioned in it….”

The Bench also warned the state against major departure from the schedule. “Any such departure will be viewed by this court as a violation of the present order.”

Ram Kumar Beniwal, Under Secretary, Revenue and Disaster Management Department, has been posted as such in the Finance Department.

Amrita Singh, awaiting orders of posting, has been posted as SDO(Civil), Assandh, and GM, HAFED Sugar Mills, Assandh. Satish Kumar Jain,SDO(Civil), Panipat, will also work as Estate Officer, HUDA, Panipat .

Army chief visits native village

Bhiwani, March 27
Army chief Gen VK Singh on Tuesday arrived at his native village, Bapora, 8 km from here, and attended an Army Medical and Inspiration Camp as the chief guest. He patted his subordinate officers for organising the camp and also talked to ex-servicemen, martyrs’ families and schoolchildren during the camp.

The camp was organised by Hisar Cantonment for the welfare of ex-servicemen, their relatives and martyrs’ families on the premises of Government Senior Secondary School, Bapora.

Earlier, South-West Army Commander Lt-Gen Gyan Bhushan, Army medical core chief Lt-Gen G Ramdas, Core Commander Lt-Gen Ashok Singh, Hisar Cantonment GCO Major-General AB Shivane, Deputy Commissioner Nitin Yadav and SP B Satish Balan welcomed General Singh at the helipad at Banwari Lal Jindal Stadium, Sui village, on reaching Bhiwani.

General Singh asked about the health services being provided by the medical core officials to the patients. A few ex-servicemen told him about their grievances related to their pension which, said General Singh, would be removed soon.

Later, he went to an Army Exhibition on the IPS School premises, Bapora, where he saw a performance of Khukhari dance, paragliding, para trooping, etc presented by soldiers. He also posed with NCC cadets and met people present in the ground. The Army chief spent about 20 minutes at the camp before returning to Delhi.

Rs 37-cr cash rewards given under sports policy: CM

Chief Minister Bhupinder Singh Hooda today claimed that after the implementation of the new sports policy by his government, the state government had disbursed cash rewards of around Rs 37 crore among outstanding sportspersons besides giving government jobs to over 400 such talented players.

He was speaking at the inaugural ceremony of the Haryana State Panchayat Sports Meet-2012 at Motilal Nehru School of Sports, Rai, in the district. The government was determined to give sports a definitive push and had introduced a “Bring Medal, Get Job” new edge in its policy for outstanding sportspersons, he added.

Hooda also claimed that Haryana was the first state in the country to implement the talent-hunt programme of Sports and Physical Aptitude Test (SPAT) for all students in the age group of eight to 19 years to choose as many as 5,000 promising players. The number of students applying for SPAT had increased from around 80,000 in 2010 to more than 17 lakh this year, he added.

“Every effort is being made to popularise sports in rural areas so that hidden talents can be groomed for competing at the national and international level sports events,” he said.

Urvashi Gulati to be Info Commissioner

Decks have been cleared for appointing outgoing Chief Secretary of Haryana Urvashi Gulati as State Information Commissioner. Her name for the post was approved at a meeting of a special committee comprising Chief Minister Bhupinder Singh Hooda, Leader of the Opposition Om Prakash Chautala and Education Minister Geeta Bhukkal, which was held here this evening. Gulati will retire on March 31.

The government has not yet opened its cards on who would be the next Chief Secretary. Though Raj Kumar, Financial Commissioner and Principal Secretary, Revenue, is the senior most IAS officer in the state after Gulati, the name of PK Chaudhary, who is currently on deputation with the Union Government, is also making rounds.

While Raj Kumar has about another five months to retire, Chaudhary, if he becomes the Chief Secretary, will have about 18 months before he retires. If Chaudhary is appointed Chief Secretary, it would not be the first case of supersession during the tenure of the present government. Earlier, Prem Prashant was made the Chief Secretary, superseding KC Sharma.

Hindus protest ‘conversion’ bid in Kaithal

A large number of RSS, Vishav Hindu Parishad, BJP and Bajrang Dal activists assembled in the local tourist complex late this evening when they got the information that some foreign mercenaries were staying at the complex and they were luring Hindu Dalits to convert to Christianity.

Keeping in view the sensitiveness of the issue, A. Mona Sreeniwas, Deputy Commissioner, and SP Simardeep Singh reached the complex where a large police force was already present for the safety of the foreigners. The entry of private persons, including media, was restricted. The officials had finished a round of talks with the foreigners and were busy having talks with the representatives of the Hindu organisations.

The administration was making efforts to verify the allegations levelled against the foreign mercenaries and ensure their safety.

Some representatives of Hindu organisations asked the foreigners the purpose of their visit and they were reportedly told that they were visiting slums and Dalit bastis to create awakening among people about AIDS, malaria and other diseases.

Norms for grant of CLU for residential purposes

The Town and Country Planning Department has formulated policy parameters regarding grant of the change of land use (CLU) residential purposes for the residual pockets falling within the licensed colonies or sectors developed by HUDA.

A spokesman of the department said here today the site should be an isolated or residential pocket, which otherwise could not be beneficially used by HUDA independently upon its acquisition.

The CLU permission for residential use would only be considered where 90 per cent of the sector area had either been acquired by HUDA or licensed under the provisions of the Haryana Development and Regulation of Urban Areas Act, 1975.

These requests would be considered only where basic facilities like road, water and sewerage were available.

The maximum area to be considered for the CLU permission for a residential house should not exceed 500 square yards.

However, if the site beyond 500 square yards was still unusable, the area to be considered for the CLU would be decided on merit.

Operation demolition on in Gurgaon

Gurgaon, March 27
The Gurgaon district administration and the Town and Country Planning Department have launched a special campaign against illegal constructions in the district.

PC Meena, DC, has directed the District Town Planner (Enforcement) and other officials concerned to demolish the illegal constructions wherever these are seen. Under the campaign, a squad of the district administration led by DTP (Enforcement) Dilbag Singh has demolished illegal constructions at various places in the Bilaspur, Bhora Kalan, Garhi Harsaru, Sadhrana and Bhondsi areas.

Today itself, the demolition squad removed about 195 DPC-level structures, 10 boundary walls and eight buildings under construction in seven colonies, which were coming up illegally. Of the seven illegal colonies, six were in the Bhora Kalan area and one in the Bilaspur area.

On Monday, the squad removed about 850 illegal constructions from the Bhondsi area, including 278 boundary walls, 316 DPC-level structures and 17 buildings under construction. On Thursday, 253 illegal constructions were demolished in and around Garhi Harsaru and Sadhrana villages. These included 12 houses under construction, two offices of property dealers and 218 boundary walls. The campaign is going on in full swing.

The DC has again advised the general public not to fall prey to the lucrative offers of property dealers. He appealed to the people, especially the prospective buyers, to enquire about the legal status of the land where they plan to buy a plot. He urged the people to inform the district administration about the illegal colonies coming up in their area so that timely action could be taken against the guilty.

Nuclear energy has a great potential for the development of a nation and its use is entirely safe, Dr A. Sivathanu Pillai, Chief Controller of Defence Research and Development Organization (DRDO), said here today.

Addressing the ninth convocation of the National Institute of Technology (NIT), Kurukshetra, Pillai, who is also the CEO and MD, Brahmos Aerospace, New Delhi, said: “We have a ‘Technology Vision 2020’ evolved by 500 scientists working for two years, giving a roadmap to make India a developed nation.

He explained the development of war systems such as Brahmos, Agni, Prithvi, Akash and Nag.

Dr Chandra Shekhar, Director, Central Electronics Engineering Research Institute (CEERI), Pilani, exhorted the students to work for larger objectives.

In recognition of their outstanding contribution, Dr Plillai and Dr Shekhar were conferred the D. Sc degree (honoris causa).

As many as 78 students were awarded medals and certificates. As many as 498 students were awarded the B.Tech. degree and 198 the M. Tech degree. As many as 74, 59 and 14 students were awarded the MBA, MCA and Ph.D degrees, respectively .

Two students, Suneer Angra and Sonal Bansal, were awarded medals for being the best all-rounders.

Kidney scam
Witness turns hostile

Panchkula, March 27
The CBI received a setback as one of the witnesses in the multi-crore kidney scam turned hostile in the Special CBI Court here today.

Rohtash, one of the witnesses, told the court that he was a compounder with Dr Upendra and used to do daily chores of changing bedsheets in the hospital. He and bank official Amit Kurich, Assistant Manager, Standard Chartered Bank, were cross-examined by the public prosecutor. The cross-examination was later deferred for the next date of hearing. Meanwhile, the CBI today filed its reply in the application moved by Dr Upendra Kumar, accused in the multi-crore-kidney scam, seeking trial of 31 persons who had allegedly received kidneys or had arranged the same against payment.

Denying his role in the kidney scam, Dr Upendra had urged the court that all 31 persons should be summoned and tried under the Transplantation of Human Organ Act, 1994, as well as other provisions of the law along with the other co-accused. He had maintained that the CBI had recorded the statements of 31 persons (recipients and their relatives) under Section 161 in which they had made confessions that they were involved in receiving kidneys against payment and without authority and as such they had violated the law.

Kin protest over death due to negligence

Angry over the death of a student, allegedly due to the negligence of doctors, kin of the victim today held a demonstration in front of the community health centre (CHC) at Ratia in Fatehabad.

The annoyed kin manhandled Dr VK Jain, SMO, who had to call the police.

Balwant, a Class X student, was injured when an electric pole fell on him on the Tohana road of Ratia town on Saturday.

Kin alleged that doctors at the CHC did not provide any treatment to Balwant and after bandaging his arm, asked them to take him to some private hospital in Fatehabad.

The kin today staged a dharna outside the CHC demanding action against doctors and compensation for the victim’s family. They attacked Dr Jain, when he tried to mediate. Later, it took several hours for MLA Jarnail Singh to persuade the angry kin end their stir.

Dr Jain said he was only trying to persuade the victim’s kin that doctors were not at fault and it was the grievous injury that led to the boy’s death.

Woman found hanging, kin allege murder

A middle-aged married woman was found hanging from her in-laws’ house at Kamla Nagar here this morning. Though her in-laws have claimed that she had committed suicide, the victim’s kin have alleged that she had been murdered.

The police said Poonam(40), wife of Dharmender, was found hanging from a ceiling fan in her house. Though the police was told that she had committed suicide after a dispute early this morning, the victim’s kin, who hail from Samchana village in the district, have accused her in-laws of murdering her.

Married about 17 years ago, she had three children, two sons and a daughter. The police has arrested the victim’s husband.

BSF trooper found hanging

Gurgaon, March 27
A BSF constable was yesterday found hanging from a tree in the training camp of the paramilitary force at the Bhondsi centre, near here, the police said.

Kamal Singh (35) of the BSF’s 150 Battalion was found hanging from a tree at the training centre in Bhondsi, about 10 km from here.

It seems to be suicide though no note was recovered, said an official. The deceased was married and hailed from Alipur village in Hisar district of Haryana. Kamal returned to the camp after leave on March 18 and looked disturbed, Arvind Dahiya, SHO, Bhondsi, said. — IANS
