In an apparent move to make inroads into the INLD stronghold, Chief Minister Bhupinder Singh Hooda announced a bonanza of development projects for the Rania Assembly segment at his “Nav Nirman Rally” organised here today.

Ranjit Singh, a younger brother of INLD chief Om Prakash Chautala, who was the organiser of today’s rally, got instant reward for his efforts as Hooda hinted at fielding him as the next candidate from Rania.

Ranjit Singh had lost the 2009 Assembly election from Rania to a political greenhorn Krishan Kamboj of the INLD by a narrow margin.

“The last time I came here, I had promised to provide a prominent position to Ranjit Singh in my government, if you elected him your representative. Though he could not win the election for some reasons, for me, he is still an MLA. Give him a chance next time, and I promise you he will not have to make any demands for you, but he will himself be in a position to fulfil your aspirations,” Hooda said, leaving no doubts about his preference for his party’s nominee from here in the next election.

Sirsa MP Ashok Tanwar, however, clarified that the party’s defeat in the last election in Sirsa was not due to lack of people’s support, but due to the role of those sitting on the dais, in an obvious reference to the infighting in the party.

Since farmers in this part of Haryana are free during the month of March, a large number of them had come to attend the rally.

Visibly happy at the turnout, Hooda accepted all major demands of the area, which Ranjit Singh placed before him.

The demands included setting up an industrial training institute, a veterinary hospital, a sports stadium, two bridges on the Ghaggar, extension of a canal, a park and laying of Astroturf in the hockey ground at Jeewan Nagar, the native place of Indian hockey skipper Sardar Singh.

Hooda also promised to start a rural court in Rania soon. The local lawyers had launched an agitation on this issue recently.

Taking a dig at former Chief Minister Om Parkash Chautala, Hooda said he was surprised to note that the INLD supremo could not even open colleges in Rania and Ellenabad, both important towns of his home district.

PTI adds: The Haryana Government will construct 175 new substations of various levels and augment capacity of 102 existing ones over the next three years at a cost of Rs 3,083 crore, Chief Minister Bhupinder Singh Hooda said.

The Chief Minister said the government had a plan of Rs 335 crore to strengthen power transmission and distribution system in Sirsa district.

Chautala foresees third front at Centre

Former Chief Minister Om Prakash Chautala has said that the formation of a third front at the Centre is inevitable. Addressing newsmen here last evening, he said the INLD was actively working for setting up such a front as it was now clear that a mid-term poll to the Lok Sabha was inevitable.

He said the people had seen both UPA and NDA regimes. Now it was time that another alternative emerged at the Centre before the next Lok Sabha poll. He said he would try his best to set up such an alliance.

Chautala said the government in Haryana was in a virtual state of limbo. This was evident from the fact that Superintendents of Police were being transferred on a monthly basis. This was one of the main reasons for the deteriorating law and order situation in the state.

As the government lacked direction, the entire functioning of the government had come to a standstill, Chautala alleged.

Criticising the Chief Minister for squandering state resources, Chautala said Bhupinder Singh Hooda was using the state plane and helicopter for short journeys. This was sheer wastage and it showed Hooda had little concern for public funds.

Chautala said the UPA’s economic policies had spelled doom for the farming community. And now small Indian companies were likely to face the same fate.

‘Consent-to-operate’ period for units extended

In a significant decision, the Haryana State Pollution Control Board (HSPCB) has decided to extend the period of “consent to operate” for the industrial units up to five years, depending on the pollution potential.

This decision was taken at a meeting of the board of directors of the HSPCB in Panchkula, near here, recently. While the consent for the green category industries (less polluting industries) would be for five years, the units under the orange category (moderately polluting) would get consent for three years. The highly-polluting red category industries would get the “consent to operate” for only two years.

RR Jowel, Financial Commissioner and Principal Secretary, Environment Department, said from the next financial year, the industrial units would apply for consent before 90 days of the expiry of previous consent. If the unit failed to apply before 90 days of the expiry of previous consent and applied 60 days before the expiry of previous consent, the unit would have to pay additional consent fee at the rate of 50 per cent of the consent fee,he added.

And if the unit failed to apply before 60 days of the expiry of previous consent and applied before 30 days then the unit would have to pay additional 100 per cent consent fee, he added.

The consent to operate would be granted or refused within three months - up to March 31 for the next financial year. The new units would apply for consent to operate 30 days before the commissioning of the projects for trial consent, he stated.

Meanwhile, the board has decided that from the ensuing financial year, the consent would be renewed by the District Level Clearance Committee or Head Office of the HSPCB by the first week of April, 2012 based on the previous test results so as to ensure that industrial units which were complying with the pollution norms were having valid consent to operate in advance.

The renewal of consent would be subject to the condition that they would submit the fresh analysis report under Water and Air Acts within three months to avoid penal action.

The board has also decided to grant No-objection Certificates (NOC) to industrial units or projects which were covered under Environment Impact Assessment (EIA) notification simultaneously on submission of proof that such units have applied for environmental clearance to the competent authority. Currently, the board was issuing NOC only after grant of environmental clearance by the competent authority.

Cyber treasury on anvil in state

The Haryana Government plans to develop an online receipt system known as “Cyber Treasury” in the state to improve service delivery to various depositors intending to make any payment to the government.

A spokesman of the Finance Department said here today that the new system would not only facilitate payment through Internet banking for customers of various empanelled banks, but also help in generating verified challans to deposit cash in the empanelled banks. With the implementation of this ambitious project, depositors would not be required to approach the treasury for getting the challans verified. The facility would be provided to those departments, which intend to collect the receipts from various persons and then deposit the same with the treasury bank.

At present, tax and non-tax government receipts are received through the process of filling relevant challans and depositing the amount with the treasury bank branch concerned. Although for the purpose of VAT deposit, the online facility for making payment through Internet banking is available, its scope is limited to those depositors who have an account in a branch of the designated treasury bank. In some departments, the payments are collected at the department level and then deposited in the treasury through challans.

He said to develop this online receipt system, all departments would submit the required information to the Treasuries and Accounts Department by April 5 either through email, treasures@hry.nic.in <mailto:treasures@hiy.nic.in> or by mail to Director, Treasuries and Accounts Department, Haryana, 30 Bays Building, 2nd Floor, Sector-17 C, Chandigarh.

Cong has forsaken manifesto: INLD

INLD Secretary-General Ajay Chautala said that Chief Minister Bhupinder Singh Hooda had consigned the Congress manifesto to the dustbin after coming to power. Addressing a public meeting at Ladwa, near here, he said all important issues mentioned in the manifesto-- a separate high court for Haryana, bringing river waters through the SYL Canal and abolition of VAT and Form 38-- had been forgotten completely.

Before the assembly poll Hooda had also promised to give employment to each family and the establishment of four new towns on the Gurgaon pattern.

However, there was never any mention of these issues now in Hooda’s speeches, Chautala said.

The INLD leader said the latest expose of Rs 10.67 lakh crore coal scam by the UPA government had raised the possibility of a mid-term poll in the country.

The coal block allocation scam, the 2G scam, Devas scam and the CWG scam had exposed the extent of corruption in the UPA government, he added.

Holding Congress President Sonia Gandhi and Prime Minister Manmohan Singh responsible for these scams he said they owed the people an explanation on how scams of such magnitude were allowed to be perpetrated under their rule.

Chautala said there was a high possibility of the opposition forcing the government’s ouster in the light of the latest coal expose. Once that happened, a mid-term poll was the only remedy, he added.

The INLD leader expressed displeasure over the deteriorating law and order situation in Haryana. He said five murders taking place in 10 hours in the Chief Minister’s home district of Rohtak was proof enough that the law and order situation in Haryana had been deteriorating rapidly with the government not taking any steps to curb crime.

He said Rohtak and Hisar districts were the worst-affected areas.

SCs still at receiving end, says CPM

Members of the Scheduled Castes were still facing social and economic discrimination despite several welfare measures taken by the government. This was the main view that emerged from a state-level convention organised by the Haryana CPM here today to get a first- hand account of the impact of government schemes for Scheduled Castes.

Addressing the convention, CPM Central Secretariat member Sri Niwas Rao said it was imperative to fight vested interests who were creating a wedge in society by promoting polarisation along caste lines. He said unless these forces were warded off, members of the Scheduled Castes could never benefit from any government welfare measures.

Haryana CPM secretary Inderjit Singh cited government statistics regarding the literacy status, sources of income, levels of income and employment opportunities for members of the Scheduled Castes. He said the state government was in a state of denial and was presenting a wrong picture of social discrimination being faced by Dalits.

The convention passed a resolution, saying that lack of political will, corruption and mind-set of the bureaucracy were the major hurdles in the implementation of schemes for the welfare of Scheduled Castes in Haryana.

It decided to bring together various political and social organisations together to fight against all kinds of prejudices, including those based on caste, gender or economic status.

HUDA warns plot defaulters of penalty

HUDA has cracked the whip on plot allottees by setting March-end as the deadline for them to clear dues. Amneet P. Kaur, HUDA administrator, has warned the defaulters of punitive action after the stipulated period. It includes the imposition of penal interest rates and resumption of plots.

HUDA has slapped notices on as many as 1,180 defaulters.

The allottees have taken possession of plots, but have not paid the balance money of the cost price to HUDA for several years.

HUDA’s outstanding dues on account of the arrears of the allottees totals Rs 35 crore.

HUDA norms stipulate that an applicant for a plot has to make 10 per cent of the payment on its cost price along with the application form. Subsequent to approval of the application, or win at an auction, he has to deposit 15 per cent of the cost price. He is then given possession of the plot, subject to the condition that he would pay the balance money in six annual instalments.

HUDA officials allege that a good number of allottees indulge in nitpicking and move courts on flimsy grounds after taking possession of plots. Thus they avoid making the payments for several years, causing revenue loss to the government agency, they added.

Budget not oriented to growth: FCCI

After the Faridabad Industries Association aired its concern over the Budget proposals for 2012-13, the Faridabad Chamber of Commerce and Industry (FCC1) has said it is not “growth-oriented”.

Expressing reservations, the FCCI said the proposals did not inspire confidence. “The Budget was a big let-down for all sections of society, including industry,” it added.

The Chamber said this during an interactive session organised by it on the Budget. The programme was attended by about 150 industrialists.

FCCI president Ramesh Jhawar said the proposal to increase service tax and excise duty by two per cent would jack up prices of a large number of commodities and therefore the move had a tendency to depress the economy.

Although the FCCI appreciated the move to raise the income tax slab for individual taxpayers, it was miffed at the status-quo approach towards the women taxpayers.

371 mandis get ready for procurement

Haryana Food and Supply Minister Mahendra Pratap Singh said elaborate arrangements had been made in 371 mandis for the procurement of wheat and other crops for the central pool .

The minister said Haryana expected 118.61 lakh metric tonnes of wheat out of which about 70 lakh metric tonnes would be procured on the minimum support price (MSP) by the procurement agencies. The Food and Supplies Department would procure 33 per cent, Hafed 30 per cent, CONFED 7 per cent while the FCI would procure 10 per cent.

He said state government agencies would procure wheat at the minimum support price of Rs 1,285 per quintal, barley at the minimum support price of Rs 980 per quintal, gram at Rs 2,800 per quintal, masoor at Rs 2,800 per quintal and mustard at Rs 2,500 per quintal.

Narcotics smuggling ‘deadliest’ terrorism

Smuggling of narcotic substances and fake currency into India from across the border was the "deadliest" form of terrorism that was ruining the youth and posing a grave threat to the economy and the security of the country, chairman of the All-India Anti-Terrorist Front, Maninderjit Singh Bitta said today.

"We must rise above party politics and sink petty differences to meet this challenge and defeat the designs of elements indulging in such nefarious activities. An all- party meeting should be called to finalise the strategy to fight these problems collectively," he added.

Bitta said the Union Government should exert pressure on the United Nations to ensure the safety of nuclear weapons in Pakistan and also ensure that these did not fall into the hands of terrorists as this could spell doom for the entire region.

On NCTC (National Counter-Terrorism Centre), he said the main issue was fighting terrorism effectively but the states should be consulted on the issue before implementing the decision.

However, he questioned the rationale of enacting another law when the killers of former Prime Minister Rajiv Gandhi and dreaded Pakistani terrorists like Afzal Guru and Kasab had not been hanged even after a death sentence had been awarded to them by the court.

The Haryana Chief Minister Bhupinder Singh Hooda today said that Chandigarh was a part of Haryana and Punjab had no right to claim it.

Speaking to mediapersons here today after attending to public grievances at the local Canal Rest House, Hooda claimed over the years the people of Haryana had struck an emotional chord with Chandigarh and it was improper for any state to put an exclusive claim over it now. To another query, he said the favourable policies initiated by his government had helped major industrial companies, including Maruti Suzuki, to set up base and exapnd their work in the state over the years. — TNS

Girls to be sensitised on fraud NRI weddings

With a view to curbing the menace of women being deserted by their overseas spouses, the Haryana Government has decided to sensitise young girls on “fraud” NRI marriages.

Acting on the directive of the Ministry of Overseas Indian Affairs (MOIA), the state government’s senior bureaucrats will hold a brainstorming session on March 28 here to chalk out a strategy to discuss the problem.

Official sources said a strategy of holding seminars and debates on the “pros and cons of marrying an overseas Indian” in schools and colleges would be finalised in association with the departments of women and child development, education, information and public relations and the state commission for women.

The meeting is an offshoot of a communication from Ranjana Kale, Economic Adviser in the MOIA to Haryana Chief Secretary Urvashi Gulati.

25 labourers jailed for arson

Gurgaon, March 24
Twenty five labourers in Gurgaon were yesterday sent to police custody for indulging in vandalism and arson at a construction site in the city on Friday, the police said.

The police also filed a criminal case against the contractors concerned for not providing proper safety equipment to workers.

“We have filed a criminal case against the officials of Larsen and Toubro (L&T) and Alufit for forcing labourers to work without providing safety equipment. We have also sent 25 workers to jail for the vandalism and arson that they indulged in on Friday," a police official told IANS.

Angered over the death of co-worker Babul Hasan (25) from Baghpat (UP), labourers at a construction site of L&T and Alufit had pelted stones at private vehicles and torched a police Gypsy on Friday. — IANS

Man gets life term for murder

The Jhajjar Session Court has sentenced a man to life imprisonment after holding him guilty of killing a woman at Jassaur Kheri village located in Bahadurgarh subdivision nearly two years ago.

The court also slapped a fine of Rs 5,000 on him.

The police said following a suspicion over her character, Sanjay, alias Surender, of Jassaur Kheri village had allegedly stabbed his aunt Rekha to death at her house in the village on May 14, 2010.

Later, the Aasaudha police arrested Sanjay after registering a case of murder against him on the complaint of the deceased’s sister Pushpa of Nangloi (Delhi) in this connection.

ASI caught taking bribe

Karnal, March 25
The Vigilance Department has caught an ASI for allegedly accepting a bribe of Rs 15,000 for “hushing up a case”.

ASI Satish kumar had picked up Harjit of Mathana village in Kurukshetra, who works as a driver, for allegedly selling stolen articles on March 16. His mother, Anita, approached the police. The ASI told her about the case against Harjit and demanded Rs 50,000 for diluting the charges and finally the deal was struck for Rs 15,000.

A trap was laid to nab the ASI who had asked Anita to come to NDRI Chowk with money. When she reached NDRI Park and handed over the money to the ASI, the vigilance caught him. — TNS

3-yr-old falls into tub of hot water, dies

Sirsa, March 25
In a freak accident, a three-year-old boy died after he fell in a tub of boiling water at Malikpura village in Sirsa today.

The child, Harman, was playing with a ball with another boy of his age, when the ball fell in the tub of boiling water in his residence.

He was shifted to government hospital at Dabwali from where the doctors referred him to Ludhiana.

However, he died on the way to Ludhiana.
