Kurukshetra, March 18 “I advocate the demand for elections to student unions as these throw up young leadership,” he said. “The students should be acquainted with the functioning of legislatures and I will hold a one-day mock session of the Haryana Assembly in which 90 students, selected from across the state through competition, will participate and 10 top student leaders will be sent abroad for learning more about the parliamentary system,” he added. The Speaker also pleaded for frequent exchanges of students and youth groups for improving ties between India and Pakistan and announced that a delegation of 50 students of Kurukeshtra University would be sent to Pakistan by the Haryana Government. The Chief Minister said the youth were the strength of the country and “educated, able and competent” youth leadership must come forward to lead the nation. He said the country lacked “political scientists”. The government was encouraging youth leadership and 2012 has been declared as “Year of Youth” in Haryana, he said. As many as 1,064 students from 532 colleges participated in the “Bharatiya Chhatra Sansad” of the Haryana chapter and the students were enthusiastic about the idea but critical of the sloppy manner in which the event was organised. A commotion was created a few minutes before the arrival of the Chief Minister as a large number of students, who were not given the opportunity to speak, thronged the stage and the organisers had a tough time in pacifying them. Ravinder Singh, a student of SA Jain College, Ambala, said they had been taken for a ride in the matter of registration. However, the concept was good and should be developed to nurture our democracy. Another student, Vinayak, complained that only eight to 10 students were allowed to make brief interventions while a majority of the participants were mute spectators during the two-day Parliament. Further, no student union leader was invited to the ‘Chhatra Sansad’. The thrust of the discussion was on “Youngistan” (India of Youth) and shaping the new leadership. Earlier, Hooda inaugurated the Golden Jubilee Reading Hall in Kurukshetra University. The five-storeyed building will accommodate about 800 readers. A grant of Rs.7.5 crore from the state government, the UGC and university budget has been utilised for the construction of this building. |
Finally, 1,503 test positive for hepatitis C in Ratia
Fatehabad, March 18 The health authorities in Fatehabad have received reports from the PGIMS that have been sent to the Director-General of Health Services (DGHS), Haryana, for further action. Teams of medical experts from the PGIMS and the state Health Department had conducted a door-to-door survey of Ratia and surrounding villages in February. The survey was ordered by Chief Minister Bhupinder Singh Hooda, who was apprised about the problem during the Ratia bypoll. Dr RB Jain, a professor of community medicine at the PGIMS, led the team, which included Dr RP Verma, a professor of general medicine, Dr PS Gill, an associate professor in the Microbiology Department and Dr Ramesh Verma, an associate professor in the Medicine Department at the PGIMS. The survey teams took blood samples of 7,469 suspected cases and found 1,848 persons positive for hepatitis C during rapid tests carried out in Ratia. However, these samples were sent to the PGIMS for the enzyme-linked immunosorbant assay (ELISA) test, considered a confirmatory test for hepatitis C. “We have received reports from the PGIMS, which said 1,503 persons have tested positive in the ELISA test,” confirmed Dr Suraj Bhan Kamboj, Civil Surgeon, Fatehabad. He said the decision regarding providing treatment to these patients would be taken at the level of the DGHS. The treatment of hepatitis C, which is transmitted through blood, is quite costly - Rs 4 to Rs 5 lakh for 48 weeks medication - and its beyond the reach of the common man. What is hepatitis C?

Sirsa, March 18 These startling facts have come to light in the information provided by various depots of the roadways under the RTI to the Haryana Public Interest Society, Sirsa, recently. The society has taken up the issue with the state government, seeking its intervention in the matter. According to the Haryana Government’s notification dated May 13, 2011, the mileage norms for condemnation of roadways buses (Leyland and Tata) have been enhanced from the existing six lakh kilometres to seven lakh kilometres. Information provided by the Hisar depot of the roadways said that 102 out of 199 buses have already crossed their limit of seven lakh kilometres on road and 27 out of these have been involved in accidents. In Jind, 82 buses have crossed their condemnation age and out of these, 40 have been involved in accidents. Similarly, in Yamunanagar, Rohtak, Gurgaon, Narnaul, Kathal and Rewari, as many as 81, 63, 63, 43, 73 and 49 buses have crossed their seven-lakh kilometre life and out of these, 36, 36, 21, 18, 15 and 35 buses, respectively, have caused accidents. The situation is no better in the remaining depots of Haryana and some buses have travelled up to 11 lakh and even 12 lakh kilometres and still not withdrawn from the roads. Some of the depots have informed the society that the transport authorities have given fitness certificate to their “aged buses”. “Not only the commuters, but the drivers and conductors plying these buses are also at the receiving end as the roadways authorities deduct money from their salaries for giving lesser mileage per litre of diesel. The authorities fail to appreciate the fact that fuel consumption is more in old buses,” said Kartar Singh, President of the Haryana Public Interest Society, Sirsa, who has taken up the matter with the higher authorities. CBI's stand sought on plea to try 1,577 teachers
New Delhi, March 18 Special Judge Vinod Kumar has issued notice to the CBI, seeking its reply by March 21, on a plea by co-accused Narain Singh Ruhil who alleged that 1,577 "undeserving candidates" who got selected were the "ultimate illegal beneficiary" of the conspiracy and were still having the benefits. "Issue notice of this application to the CBI for March 21," the judge said. The plea, filed through advocates Ravinder Singh Ruhil and Amit Kumar, alleged that the CBI had deliberately not made the beneficiary teachers accused to "protect the real culprits, who are very influential persons". "It is surprising on the part of the CBI that the proposed accused, who have been ultimate beneficiary of alleged crime have neither been made witness nor accused. This shows biased, inconclusive and unfair investigation of the CBI," the petition said adding that 1,577 candidates out of over 3,000 appointment were undeserving. It said prosecution has examined 63 witnesses out of 140 till date and on the basis of their depositions, it was "apparent" that all undeserving candidates, who have been appointed as the JBT teachers, have been part of the alleged conspiracy as "main motive of the commission of the alleged offences was to give benefit to those undeserving candidates". "Final outcome of the alleged committed offence i.e. their appointment as government employee is still in existence, ....which can not be stopped without their implication as accused in the present trial proceedings," it said. The petition said according to the investigating officer's statement to the court, it was "admitted position" of the CBI that appointment of these teachers was "bogus". "This court may kindly be pleased to proceed against all 1,577 undeserving selected JBT teachers (named in the charge sheet) in the interest of justice," the petition said. The court had earlier found prima facie evidence against Chautala, his MLA son, Ajay Chautala, and others, including IAS officers Vidya Dhar and Sanjiv Kumar, who were made accused by the CBI after he blew the lid over the JBT recruitment scam. Congress likely to renominate Batra for Rajya Sabha
Chandigarh, March 18 A staunch Hooda loyalist, Batra, a two-time MLA from Rohtak, was nominated to the Rajya Sabha first in August, 2009. The seat had fallen vacant following the resignation of former Union Law Minister Hans Raj Bhardwaj, who had been appointed Governor of Karnataka. Sources said Batra’s re-nomination is likely to be given the go-ahead with no names having been forwarded from any other quarter and the dissident camp within the Congress, too, not in its usual combative mode. Also, the Hooda camp reasons that Batra is the “obvious choice” for the simple reason that he has served only half a term as MP since he was nominated in August, 2009. Besides, Batra is seen as a leader of the Punjabi community and was probably the first member among Punjabi Khatris to be offered the Rajya Sabha ticket by the Congress in Haryana in his last term. Sources said the Hooda camp was keen on continuing with Batra not only to maintain the caste balance but also to keep the Punjabi community, the second largest in the state after Jats, in good humour because it went unrepresented in the 2009 Lok Sabha elections. Over 50% college girls found anaemic in Sirsa
Sirsa, March 18 The health authorities started their drive at the women wing of Government National Post Graduate College in Sirsa from Friday. Dr Poonam, a medical officer, who headed the health team, advised girls to maintain healthy food habits and avoid fast food. “Our teams have so far tested blood samples of nearly 425 girls and over half of them have been found anaemic,” said Dr CP Dadhich, Deputy Civil Surgeon, Sirsa. “We are giving them anti-helminthes drugs for de-worming and tablets of 60 milligram ferrous sulphate and 400 microgram folic acid (IFA) for a period of 90 days to treat them of anaemia,” he added. Under the drive, the health authorities have initially taken up three government colleges at Sirsa, Ellenabad and Dabwali for the drive. The Health Department will test blood haemoglobin levels of 1,960 college girls in Sirsa, 100 in Ellenabad and 232 in Dabwali in the first phase. What is anaemia?

State selected to boost e-governance in civic bodies
Faridabad, March 18 Under the JNNURM, the ministry finances 50 per cent of the total expenditure on the projects. Suresh said the ministry had selected the MCF for implemention of e-governance as a pilot project in the state. Faridabad was selected for the project, a few days ago, during a meeting of the ministry's secretary with representatives of the municipal bodies across the country in Delhi, said D Suresh who represented the MCF at the meeting. He said the project in Faridabad would cost Rs 16 crore. While 50 per cent of the money would be borne by the ministry, 20 per cent of the money would be provided by the state government to the MC. The corporation would bear 30 per cent of the cost. He further said as per the project the MC would create 13 computerised “felicitation centres” in its jurisdiction limits to cover all its 35 wards. Its officials would be present at the centres so that the public could have direct interface with them for redressal of grievances. The public could directly deposit the taxes and other levies and procure official documents at the proposed centres. |
Dispose of old cases on priority, says Justice Kannan
Fatehabad, March 18 He said delay often defeated the very purpose of justice and hence it was the duty of all to endeavour for providing speedy justice to litigants. He said the Lok Adalats were the best medium to settle old pending cases through mutual compromise between warring parties, and the judges and the lawyers should make the best use of these. He said the Lok Adalats also afforded the poor and needy people an opportunity to get speedy and cheaper justice. He said the best aspect of the Lok Adalats is that no party is a loser, and there is finality of judgments as there is no appeal against orders passed in these. Justice Kannan exhorted lawyers to discharge their duties with dedication and honesty as this would increase the credibility of the entire judicial system. He also appealed to them to be cordial with litigants. The additional district and sessions judge, LN Jindal, Chief Judicial Magistrate Mahender Singh and civil judges Ajay Prashar and Amit Kumar were present on the occasion. Upender Gera, President of the District Bar Association, welcomed the judge and presented a memorandum of demands to him. Missing boy’s body retrieved
Sonepat, March 18 The body has been sent to the PGIMS, Rohtak, for a post-mortem examination. It is learnt that Gaurav had gone to Murthal village on March 3 to witness a kabaddi match, but did not return home. A missing case in Gaurav’s case was registered. Later, it was changed to a case of kidnapping allegedly by Krishan and Deepak of the same village. Both accused were arrested by the police. During interrogation, they confessed to having murdered Gaurav and buried him in the field. It was suspected to be a case of some old enmity. In another incident, Harbir Singh (36), brother of a Congress leader, was found lying dead in his house in Gohana town this morning. His body has been sent to the PGIMS for a post-mortem examination and a case of murder has been registered against unidentified persons on the complaint of the victim’s brother, Amarjeet Singh Dhillon. |
Chautala foresees mid-term poll
Faridabad, March 18 Addressing a rally here, organised by the INLD, which was christened “Parivartan rally”, Chautala said the authority of the UPA was eroded on account of scams of its government being exposed on a regular basis. Also, the people were reeling under a general increase in the prices due to mismanagement of the economy. The reverses faced by the Congress in the just-concluded elections in five states was an indicator of the “negative mood” of the public towards it, he added. He criticised the functioning of the Congress government in Haryana. “It has failed on all fronts, and the ruling party has not fulfilled its poll promises,” he said, adding that the Congress was in total disarray. It was constantly losing support, even of those who once supported it. He alleged that industrial units were shifting from Haryana on account of the “faulty” policies of the government. According to him, the law and order situation in the state had deteriorated. He asserted that the INLD will form government on its own in the state in the next poll. |

Chandigarh, March 18 The Health Minister said 1251 ultrasound or genetic clinics and 67 genetic counselling centres had been registered under the pre-natal diagnostic techniques (PNDT) Act, including 50 in the government sector. He said 177 ultrasound machines were seized and sealed by the authorities concerned during 13,798 inspections in various ultrasound clinics across the state . The registration of 327-ultrasound centres had been suspended or cancelled, he added. Rao Narender Singh said district task forces had been constitutedfor strict implementation of this Act. |

Karnal, March 18 The centre with four computers to impart computer training to jail inmates was inaugurated by Justice SS Saron of the Punjab and Haryana High Court at the Karnal jail here yesterday. Justice Saron lauded the unique endeavour and
said computer training would enhance the skills of prisoners and open avenues for better employment and also help in their rehabilitation after undergoing the sentence. “Unemployment is a major reason that drives people to follow the wrong path and their proper education will go a long way in making them employable,” he observed. The Karnal jail, which is the biggest jail in Haryana, was the first jail in the state to start a computer-training centre, Jail Superintendent Sher Singh said. |
Four youths booked on rape charge
Rewari, March 18 The girl was medically examined last evening, which confirmed sexual assault. Sources said Ravinder, a property dealer here, developed intimacy with the girl who was enticed away in the first week of this month and kept in illegal confinement in a room adjoining Yadav Nagar here. She was repeatedly raped there by the four youths for several days before she was allowed to go . The girl was threatened with dire consequences if she opened her mouth in this regard. However, when the youths again made a bid to contact the victim, she complained to the police last evening, seeking stringent action against the culprits The girl, a resident of
the surrounding Kathuwas village, is married to a youth in Narnaul. A senior police official said a manhunt had been launched to nab the culprits. |

Faridabad, March 18 "The Babu Jagjivan Ram Baba Saheb Ambedkar National Congress Party will work to fulfil the dreams of my grandfather," Kirti said at a press conference. She said the party was planning to field candidates in Haryana, Bihar, Andhra Pradesh and Madhya Pradesh in the 2014 Lok Sabha general elections. Kirti, who won from Jhajjar in 1987 and was a minister in Haryana , said she had stayed away from politics all due to family problems.
