Chandigarh, April 13 Haryana already has a policy for its urban areas. The department concerned has now been directed to publish it within four weeks. The directions are significant as the State has more than 4.5 lakh un-metered water connections in its urban areas. The instructions came on a petition filed by Sarpreet Kaur against the State of Haryana and other respondents to cut down on water wastage by blocking un-metered water connections in the State. Taking up the matter, the Division Bench of Chief Justice Ranjan Gogoi and Justice Mahesh Grover observed: “Insofar as the State of Haryana is concerned, the Haryana State Urban Water Policy - 2012, framed by the State, has been placed before the Court by filing an application. “The said policy, inter alia, provides for conversion of all un-metered connections in the State (in urban areas) into metered connections within one year from the date of notification of the policy. “It is stated that the policy document has been sent to the department concerned for notification. Taking into account the number of un-metered connections in the urban areas of the State of Haryana i.e. 4,55,955, we are of the view that the time contemplated in the policy i.e. one year is reasonable and the State should be allowed to act in terms of the said policy which will now be published by the department concerned within four weeks “Insofar as the rural areas of the State of Haryana are concerned, it is stated by Vinod S Bhardwaj, Additional Advocate-General, Haryana, that the matter is pending before the government. “While directing early finalisation of the policy with regard to the rural areas of the State, we would only like to observe that in the (previous) order dated December 5, 2011, of this Court, it has already been directed that the State of Haryana shall frame a policy for metered connections so as to avoid wastage of water and also to augment the State's revenues. The said directions, naturally, would apply to both the urban as well as the rural areas of the State”. |
IT raid on BJP leader’s house ends
Rohtak, April 13 A team of around 20 IT officials left the house at around 3.30 pm after reportedly scanning all documents related to the movable and immovable assets of Captain Sindhu and his family that has been in business especially of coal mining in Chhattisgarh for the past several decades. Captain Sindhu, who is a relative of a former senior national-level leader, Sahib Singh Verma, made his presence felt in the state politics during the past couple of decades. He had also contested the Lok Sabha and Vidhan Sabha elections in Haryana on the party ticket without success. Speaking to mediapersons after the conclusion of the IT raid, Captain Sindhu claimed that he and his family cooperated fully with the IT team and provided all requisite documents. Expressing surprise over the development, he said he was not aware of the reasons behind the raid. “I have given all details that were sought and I don’t see any political motive behind the raid,” he added. Captain Sindhu revealed that the team had to break open some lockers as some of his family members who owned these lockers were abroad. No one from the Income Tax team was available for comment. |

Chandigarh, April 13 The new order has come into being through the Haryana Development and Regulation of Urban Areas (Amendment and Validation) Act, 2012, which was notified by the state government on April 3 after assent from the Haryana Governor. “In case of licenses issued prior to the notification of the Act, the licensee and the purchaser shall construct schools, hospitals, community centres and other community buildings within a period of four years, extendable by the Director by another period of two years, for reasons to be recorded in writing,” the notification said. If the building is not completed within the specified period, the plot would vest with the government and no compensation would be paid to promoters. “The government shall be at
liberty to transfer such land to any person or institution, including a local authority, for the same purposes on such terms and conditions it deemed fit,” the notification warned. However, the Act makes provisions for the payment of “proportionate cost of construction” to be decided by the state government to promoters whose allotted plot is to be resumed. In fact, in order to frame a uniform and transparent policy with regard to
the construction of buildings on the allotted commercial sites, the state government has clarified that any agreement between the government and the private parties before the notification of the Act would conform to the present Act. The bilateral agreement regarding terms and conditions of the allotment will not be called in question in any court or tribunal or other authority, it said. Investment in Haryana
Chandigarh, April 13 During the discussion, Ghalib apprised the CM that there was a tremendous potential of trade between India and Indonesia. He said 33 Memorandums of Understanding (MoUs) had been signed between the two countries to increase cooperation and development in the areas of infrastructure, education, natural gas, coal, information communication technology (ICT) development, small, medium and micro enterprises and that their visit to India was partly to ensure implementation of these MoUs. At the meeting, Hooda apprised Ghalib that the state ranked number two in per capita income after Goa. He said Haryana would emerge as an education hub. “We are setting up an education city at Kundali near Sonepat,” he said, adding that there were 20 universities in the state catering to the education needs of students of different areas. The Chief Minister asked the Principal Secretary, Chhatar Singh, to explore the possibility of importing coal from Indonesia. Hooda said there was an increased demand of coal due to the setting up of four new thermal power plants in the state. Describing Haryana as the land of opportunity, Ghalib said being adjacent to Delhi and due to its investment-friendly atmosphere, there were ample possibilities of investment in Haryana. Apprising the CM about the quantum of trade between both countries, Ghalib said Indonesia had a target of bilateral trade of $45 billion by 2015, of which a target of $20 billion had already been achieved. He said India, China and Indonesia were among the leading Asian countries and had a similarity in their cultures.

Sirsa Resident in Pak jail
Sirsa, April 13 Madan Lal, a Sirsa resident, went missing from here on June 24, 1967, and was last seen in Pakistan’s Bahawal Nagar district jail in June, 1984. He had gone to Ellenabad for some work, but never returned. In 1970, a communication from a human rights organisation also confirmed Madan Lal’s presence in a Pakistan jail. Suraj Bhan, who runs a flourmill at Sirsa, contacted the External Affairs Ministry and sought its help. The ministry, in its letters dated September 9, 2005, and August 16, 2007, informed Suraj Bhan that Madan Lal reportedly entered Pakistan territory in 1967 and was lodged in Lahore’s Kot Lakhpat Jail. He was last seen in Bahawal Nagar Jail in June,1984, after which his whereabouts were not known. During a recent visit to India by Pakistan advocate Awais Sheikh, who is pursuing Sarabjit’s case, Suraj Bhan requested him to take up his brother’s case. Suraj Bhan and his sister, Usha, also met Pakistan human right activist Ansar Burney on his visit to India and sought his help. Awais Sheikh said in his writ petition that he met the Jail Superintendent, who said Madan Lal was not in his prison. “We have no idea whether our brother is dead or alive. My only wish is that I am able to meet Madan Lal in this life,” said Suraj Bhan in a chocked voice. |

Karnal, April 13 Sumit defeated Jordan's Ihab Almatbouli by 20-13 in the 81kg category to ensure his place in the national squad that will participate in the London Olympics. The village residents celebrated Sumit’s feat by distributing sweets and dancing to the drum beats. Buoyed by his success, Sumit’s uncle Viond, who coached him during his initial years, said it was early on that he spotted a great boxer in Sumit and encouraged him to take up the sport. The decision taken then proved to be right when Sumit made it to the Olympics. His grandfather, Ranbir Singh Sangwan, elated
by Sumit’s feat, said he could not have asked for more, adding that he wanted to see Sumit box
at Olympics. Sumit’s father, Shalender Sangwan, said the hard work put
in by Sumit had finally paid off and the family was now confident that Sumit would bring home an Olympic gold. |
319 sportspersons honoured at KU
Kurukshetra, April 13 Dr Dalel Singh Chauhan, Director Physical Education and Sports, Kurukshetra University, said cash awards worth Rs 41,76,000 were given to the outstanding sportspersons of the university who had won medals at North Zone as well as All-India Inter-university Tournaments and participated in International tournaments during the session. Chattha said the Haryana Government was doing its bit to promote sports by giving cash prizes to extraordinary sportspersons, but more was needed to be done at the level of schools, colleges and universities. Lt Gen Dr DDS Sandhu (Retd), Vice-Chancellor, said the university bagged the third position among 240 universities in India at the All-India Inter-university level in overall performance in sports events.

Rohtak gets special police station
Rohtak, April 13 A spokesperson said the new police station will function from the Jagdish Colony here. All complaints of power and water thefts would be lodged here. Such police stations had already been established in Gurgaon, Hisar, Jind, Kaithal and Karnal districts. A total of 40 policemen, including an SHO, will manage this station, which has been authorised to cover the complaints of neighbouring Sonepat and Jhajjar districts also.

Mahant found murdered in Jhajjar village
Jhajjar, April 13 The Jhajjar police has registered a case of murder on a complaint of ashram follower Surender. The police also recovered a blood-stained axe from the spot. The incident came to notice this morning when Surender went to the ashram to meet Mahant Chetna Nand. He found the mahant’s body lying in a pool of blood on a cot in his room. The police reached the spot and sent the body to the Civil Hospital for a postmortem examination. The body bore injury marks on the neck. Forensic experts collected blood samples from the spot. |
2 killed in car-bus collision
Rewari, April 13 The victims were going to Tajpur village, near Narnaul, to participate in the mourning ceremony of a relative there while the bus was on its way from Narnaul to Rewari. The driver fled after abandoning the bus. Grief-stricken traders and shopkeepers downed their shutters in Ganj and Katla Bazars here. |

Rewari, April 13 The mother and her two daughters were admitted to the Safdarjung Hospital in Delhi where Babli and Muskan died this morning while Kashish was under treatment.
