City begs for govt attention
Jammu, April 17 Beggars, mostly children, can be seen outside temples and mosques, seeking money from visitors every Monday, Friday or Saturday. Their other hunting grounds include bus stand, railway station, taxi stand, Jewel Chowk and Kachi Chawani, which remain abuzz with
tourists and pilgrims. While begging is banned in the state, the administration has turned a blind eye to the menace as it has failed to take effective steps against the begging mafia that is active in the city. Most children involved are from other states and are being forced into the “profession”. Most beggars hail from other parts of the country and are brought here under a coordinated plan not only to fleece people but also commit petty crimes. The government, however, seems to be sleeping over the issue. “Even if the authorities take these children off the street, it doesn’t have juvenile homes to rehabilitate them. As a result, they are back on the streets, seeking alms,” says an official. They have become a nuisance for people, particularly tourists, as they
pursue them in marketplaces. Their handlers keep a close watch on their activities. Suman Kapil, who runs an NGO, says begging has grown into a trade in the past few years. A syndicate behind the menace ensures that the effluent class, mostly tourists and foreigners, is targeted. There is a need to counsel the beggars and motivate them to shun the practice. “Young girls and children need to be rehabilitated and given an opportunity to grow up into meaningful citizens.” Deputy Commissioner Sanjeev Verma says the administration has taken measures to deal with the menace. They are seeking the help of the police to curb the practice, but a lot needs to be done, he adds. |

Revenue official, 4 others indicted in land grab case
Jammu, April 17 The accused were identified as Narinder Singh, Pritam Singh, Promod Singh, Ashok Singh, all residents of Birpur, and Jamal Din, former Girdawar, Halqa Birpur, and a resident of Bari Brahmana. The official spokesperson said Bishan Singh Jamwal, a resident of Lower Shiv Nagar, near AG’s office, Jammu, had lodged a complaint on April 24, 2007, stating that he besides other co-sharers owned around 300 kanals of land at Pratapkote in Birpur village. Around 94 kanals of state land existed in the periphery of the private land. He alleged that Narinder Singh of Birpur in connivance with the Patwari and other revenue officials started the clandestine sale of the government land and constructed shed and fencing on the land before engaging labour for the reclamation of the land. The complainant alleged that Narinder Singh, a co-sharer of the private land, manipulated the “fard” in connivance with the Patwari and showed the state land in his possession. During the course of the investigation, the crime branch officials found that illegal entries pertaining to the state land were made by the then Girdawar, Jamal Din, in the name of the accused persons. The officials observed that the Girdawar had exceeded his jurisdiction and facilitated encroachment on the state land by abusing his official position, thereby causing loss to the state exchequer. They produced the challan in the court for judicial determination. |

Jammu, April 17 Not just Batmaloo, but the youth from across the state have found a platform to channel their energy in a positive direction through the talent show organised by the Jammu and Kashmir Police. Over 2,000 participants across the state participated in the talent hunt and 54 of them reached the grand finale. These participants belong to the far-flung areas of the state where peace was once a dream for the people. But the things have changed for the better now. Labourer’s daughter Lafeesa (15) of Shopian, who added colour to the show by singing a ghazal, said: “I study in a village school. I had never been to Jammu before, but it seems I can now perform anywhere in the country. It is beautiful outside the Valley also.” The competition started at the district level where the police coordinated with the people and encouraged the youth to the showcase their talent. Astha (12) from Poonch, who gave a kathak performance during the grand finale, said: “I never got a formal training in dancing. I learnt it by watching the television and following different stars in movies. I had never imagined that I would perform in front of such a huge audience.” Samba SSP Israr Khan, who coordinated the competition, said: “We have received a positive response not only in the Jammu region but in the Valley as well. We were initially reluctant to start the auditions in Kashmir, owing to the perception about the police there. But we got a great response in the Valley. After participating in this programme, most people saw the friendlier side of the police.” “Two winners of the season one got a chance in ‘Indian Idol’. Another participant will take part in ‘Bharat Ki Shan’. We encourage the participants to go for further training. This is an initiative to improve the relations between the police and the common man.” Minister of State for Home Nasir Aslam Wani was the chief guest, while DGP Kuldeep Khoda was the guest of honour. Khoda’s wife Indu Koul, actor Sanjay Suri and others were also present. |

Govt staff to strike work
Jammu, April 17 The committee, which represents around 4.50 lakh government employees in the state, has also announced to ghereo the Civil Secretariat on May 9 in Srinagar to lodge their protest. The employees held a rally in the city today to protest the delay on part of the government in implementing the agreement signed with the employees on September 15. The rally started from the Press Club and passed through various areas of the city before culminating at the starting point. The employees are demanding enhancement of retirement age from 58 years to 60 years, regularisation of ad hoc and contract employees in different departments and timely release of the 6th Pay Commission arrears. The committee alleged that the administration was ignoring the full implementation of the agreement, which was signed to end the deadlock over the 6th Pay Commission report and other demands. Ram Kumar, senior committee member, said: “We will go on a two-day strike in May to send a message to the government that they cannot fool us every time. As per the agreement, the coalition government had started the process for regularisation of the employees.” He said the members had sought the timely implementation of the agreement in latter and spirit so that they did not have to adopt the path of agitation. “They also urged the finance department to allocate additional funds to the departments concerned so that the first installment of arrears of the 6th Pay Commission are credited into the GPF accounts of the employees for the current year,” he said. “The removal of pay anomalies of the clerical cadre is an important issue that needs an immediate solution, as it has not been revised for the past several years,” said Abdul Qayoom Wani, another senior member. The speakers demanded risk allowance for employees working in the forest and other departments falling in the purview of high-risk jobs. They also expressed their dismay over the treatment extended to daily wagers of the Power Development Department who had been agitating to secure regularisation of jobs. |

Mystery shrouds man’s death
Jammu, April 17 The deceased, identified as Kaka Ram, son of Om Prakash, a resident of Bhagwati Nagar, was found dead under suspicious circumstances outside the Indira Theatre on the Canal Road. “Preliminary investigation suggests that the deceased might have consumed excessive liquor and died late last night,” a police official said. The locals spotted the body laying outside the Indira Theatre and informed the police. The body was shifted to the Government Medical College and Hospital for autopsy. The police has registered a case and started investigation. |

BJP celebrates win in Delhi municipal poll
Jammu, April 17 Led by BJP state president Shamsher Singh Manhas, party activists distributed sweets and raised slogans in favour of the party. Manhas said it was indicative of the nationwide public sentiment against the Congress. He said the Congress could not mislead voters any more. The Congress stood exposed for its involvement in corruption and repeated attempts to shield anti-national and corrupt elements, he said. Jammu East MLA Ashok Khajuria said this was a clear message for the Congress. The party should now prepare to face the wrath of the people in the coming elections, he said. The political atmosphere in the country wanted change at every level, he added. Jitendra Singh, chief spokesperson of the party, said it was a vindication of the BJP campaign against corruption, scams and price rise suffered by the people under the Congress regime. He said it was also a mandate against the anti-poor policies of the Congress. Youths snatch chain at Saswan Morh
Jammu, April 17 The woman, who was riding a two-wheeler along with her husband, suffered critical injuries after she fell off the vehicle during the incident. The victim was identified as Sheetal Sharma, a resident of Chadwal. The police said the couple were on their way to Chadwal when the incident took place. “Three youths with muffled faces followed the couple on a black colour Pulsar motorcycle. As the couple reached Saswan Morh, one of the youths snatched the gold chain and sped away. The woman fell from the bike and suffered serious injuries,” a police official said. Some passersby shifted the injured to the Sub-District Hospital, Hiranagar, where her condition was stated to be out of danger. The police has registered a case and started a hunt to nab the perpetrators. |

3 students selected for Malta delegation
Jammu, April 17 The visit, which is coordinated by the High Commission of Malta on behalf of the University of Malta, is an attempt to create awareness regarding opportunities in higher education presented by the Republic of Malta. As many as 15 students and five teachers from Jammu and Kashmir, Karnataka, Rajasthan, Haryana and Delhi have been selected for the delegation. The students will depart for Malta on April 23 and will be back on May 4. Among the three students and teacher leaving from Jammu are Puspindar Kaur, Head of Biology Department, Sumedha Chowdhary and Shiv Anand, both class XI students along with Anirudh Bharghav, a class X student. The students will showcase the culture of the state in the course of their interaction with the students of Malta. |

Jammu, April 17 A 3-day adventure film festival will also be held in Jammu wherein renowned adventure films in mountaineering, rock and sport climbing, skiing, white water sports and allied games will be screened. Absconding patwari held in Bishnah

Jammu, April 17 Earlier, the police arrested two persons identified as Himmat Singh, a retired Girdawar and a resident of Ratnal village in Bishnah, and Dev Raj, an ex-serviceman and a resident of Bishnah. The Patwari, Ramesh Saini, who is presently serving in the Irrigation Department, was evading his arrest since April 8. About 29 fake PRCs, seven files for making state subjects, 16 blank forms and some other material were recovered from the possession of the accused. The accused used to charge between Rs 3,000 and Rs 5,000 from each individual for making fake permanent resident certificates. |

Home guards stage dharna
Jammu, April 17 Raising slogans against the government for turning a blind eye to their demands for over five years, the protesters threatened to intensify their agitation if their demands remained unfulfilled. Association president Kamla Sharma said J&K was the only state in the country where the home guards were getting a measly Rs 545 per month. She said they had been protesting for the past six years but the government was not paying heed to their problems. Sharma said the state government had been receiving huge funds from the Centre in the name of home guards but was not utilising the same for the benefit of the personnel. She demanded a compensation of Rs 2 lakh each for the home guards and urged the Chief Minister to give the benefits on a par with the home guards of Bihar, Punjab and Haryana. |

Governor opens phase-II of JPL
Katra, April 17 Inaugurating the second phase of the Jammu Premier League (JPL) T20 Tournament at Sports Stadium in Reasi, the Governor said providing better sports infrastructure and opportunities to the young people was one of the top priorities of the state government. “I would ask the Youth Services and Sports Department and the Sports Council to work cohesively in giving a new impetus to the sports culture in the state. Our boys and girls are second to none in talent. They only require proper nurturing and facilities,” he said. The tournament is being organised by 16 Corps under the Sadbhavana programme of the Army in association with the State Youth Services and Sports Department. In all, 16 teams, divided into four pools, are participating in the Tawi Cup-2012. The Governor unveiled the trophy, tossed a coin and released pigeons at the inauguration ceremony. In his welcome address, Lt Gen AS Nandal, GOC, 16 Corps, gave details of various initiatives being undertaken by the Army under the Sadbhavana programme. The inaugural match of the tournament was played between Reasi Royals and Jammu Riders. Minister for Youth Services and Sports RS Chib said the JPL would give a fillip to the sport in the state. Reasi MLA BR Sharma, Adviser to the CM Mubarak Gul, Director, Youth Services and Sports, Jai Paul Singh, senior Army officers, Jammu and Kashmir Cricket Association members, prominent citizens, sportspersons and a large number of students were also present. The winner will receive a cash award of Rs 5 lakh, while the runners-up will be richer by Rs 3 lakhs, followed by Rs 1 lakh and Rs 50,000 for teams finishing third and fourth, respectively, in the tournament. The man of the tournament will receive Rs 60,000 in cash. The quarterfinals of the tournament will be held on April 21 at Reasi, Jammu, Doda and Poonch, while the semifinals will held on April 23 at Jammu. The grand finale is scheduled on April 27 in Jammu. |

Hiranagar, Samba clubs in hockey semifinals
Jammu, April 17 In the first quarterfinal, Hiranagar Hockey Club got the better of Vaid Hockey Club 4-0. All goals were scored in the second half. Abhinandan Singh drew first blood in the 40th minute, while Varinder Singh slammed another goal in the 49th minute. In the 55th minute, Abhinandan scored another goal to make it 3-0. Digvijay Singh scored the fourth goal in the 66th minute to seal the issue. In another match, Samba Hockey Club got a walkover against Khalsa Club, Jammu. The department fetched the inaugural set 25-11 and then followed it up with 25-8 win in the next set. Law School spikers had no answer to the brilliance of Physical Education Department players and lost the third set 25-8.
