Jalandhar, October 10 The two families are residents of Valmiki Mohalla in Kishanpura area. The Valmiki community had organized the shobha yatra on the eve of the Valmiki Jayanti. According to the eyewitnesses, the girls were accompanying one of their relatives to Phagwara Gate to join the procession. They were crossing the road between two slow moving multi-excel vehicles carrying tableaux at the time of the tragedy. The driver of the vehicle moving in front of the two girls released the brakes to reverse the vehicle thereby crushing the girls to death on the spot. The organisers had decorated a large number of multi-excel vehicles and were ferrying tableaux at one of the most congested roads in the heart of the city. People who were taking part the procession turned violent after the accident and dragged the driver out of the vehicle and assaulted him mercilessly. They also smashed the windscreen and damaged the vehicle pelting it with stones, according to an eyewitness. Addition Deputy Commissioner of police (headquarters) Navjot Singh Mahal and other senior police officials reached the spot after which the injured driver was rushed to the hospital. Additional police force was also deployed at the spot. The angry mob was brought under control only after an hour. The bodies were handed over to the two families. Mahal, however, said more police force had been deployed in the area to avoid any untoward incident. |

Jalandhar, October 10 Delegates from Punjab, Delhi, Haryana, Kerala, West Bengal, Maharastra, Darjeeling, Jharkhand, Bihar and Uttar Pradesh took part in this convention. Addressing the gathering, Mangat Ram Pasla said despite a capitalist approach of the ruling classes, Marxism and Leninism was still relevant as it was omnipotent. He said the capitalist system was passing through a grave crisis and was unable to come out of it despite their earnest efforts. “Country wide mass-based struggle was the need of the hour and the people must wake up and oppose the capitalist forces ruling the nation,” he added. Dipankar Bhattacharya of the CPI-ML Liberation presented the main resolution of the AILC. Earlier in the day, Harkanwal Singh, member of state secretariat of CPM, Punjab, hoisted the flag. He also condoled on the demise of the thespian Gursharan Singh. VC: No political pressure behind surrendering land
Amritsar, October 10 This sudden reaction from the VC’s side came when the media persons today questioned him about the allegations made against him regarding the surrendered of the prime land, which was worth over Rs 200 crore, ‘on his own’. Putting it straight, the VC threw an open challenge that any person can file an affidavit in the court against him and he was ready to face any kind of inquiry in the matter. “I vacate the land in the morality and teachings of Guru Nanak Dev ji because we never owned that land. My predecessors lacked those moral values and went on forcefully encroaching upon the land, which actually belonged to some NRI family. We were running the college from this place for the past 40 years on rental basis. How could I pounce upon the land which was never ours?” he questioned. The Rent Act was amended by the Government of Punjab in 2001 and a new Section 13B was inserted to help the NRIs to safeguard their properties. The owners of the building, taking strength from the new provisions, filed a new petition for getting the building vacated from the university. “A case was filed and we were verbally directed by the judge to vacate the land. After consulting with our counsel, we decided to do accordingly. However, keeping in view the interests of the students, the university was allowed to stay on the premises for one more year,” he said. “These allegations are absolutely false and in contempt of the Punjab and Haryana High Court judgement of January 2010. The place was not vacated under political pressure. I am ready to face a CBI inquiry in this context,” he challenged. “Moreover, the college was being run from an old dilapidated building and we could not do any repair work. Even the monthly rent of Rs 1800, which we used to deposit in the court, too, was not being accepted for the last three years,” he added The lease of a building on a seven-acre land on Ladowali road in Jalandhar, which was in possession of the Punjab Technical University, got expired in July 2010 and the State government handed it over to the university in December 2010. Now, the university college is being run from a much safer and spacious building. |

Nawanshahr, October 10 "Though the promotions of masters to headmasters have been done by the government, but the promotions to the position of lecturers are still being awaited by the employees. We are waiting for the nod from the Departmental Promotion Committee (DPC)," said Warraich. He also said the meeting with the DPC had been postponed several times during the recent past. The practice of effecting promotions through the DPC is causing great delay; hence, the CM will be urged to change this practice. Promotions should be done by the DPI(S), he added. The State government has revised the pay scales of the teachers on October this year. But, the Fifth Pay Commission has recommended the pay scales from January 2006. So the revised pay scales should also be implemented from the same date. Warraich added that they will urged the government to release three increments to the master cadre employees, to remove the anomalies in their pay scales, to implement the Assured Career Progression (ACP) scheme and full pension benefits after 20 years of service on the pattern of the Centre government. |

Murder of blind girl solved
Jalandhar, October 10 The accused allegedly attempted to rape her after forcibly taking her to a sugarcane field in Rajjowal village. The Superintendent of Police (Detective), Gurmit Singh, said Gopi, on October 6, caught the girl while she was returning home. The accused forcibly took her to the fields and attempted to rape her in an inebriated condition. In order to conceal his identity, Gopi had covered his face with a cloth. During the scuffle Gopi was unmasked and the girl recognised him. The enraged youth took her ‘dupatta’ and strangled Nisha to death and dumped her body in the field, he added. The Deputy Superintend of Police, Adampur, HPS Khakh, said Nisha’s sister, Sulekha Kumari, had lodged a complaint regarding the disappearance of her sister on October 7 at Adampur police station. On October 8, the police found the body. The police found that Gopi developed friendship with Vimal Rajat and on that fateful day the duo had consumed liquor together. Gopi found Nisha, Vimal Rajat and his son in the Rajjowal village that day. He asked his friend, Kamaljit Singh, a resident of Kathar village, to drop Vimal Rajat and his son at their home in Deantpur village on his bike, so that the girl could be alone, the DSP added. |

Attackers’ sketches released
Jalandhar, October 10 The police has also put an alert and provided the sketches to the police authorities of the surrounding areas. The SP said traps have been laid to nab the suspects. The media fraternity has lodged a strong protest in Jalandhar, on Sunday, demanding the arrest of the assailants. Dilbag Singh, a Noormehal-based journalist, was attacked by some miscreants with sharp-edged weapons on October 4. The journalist was hospitalised at the the Community Health Centre of Noormehal. A case of attempt to murder was registered at Noormehal police station on victim’s complaint. |

Batala, October 10 He was later released after two hours. Ashwani Sekhri, ex-MLA, Congress, came in support of his workers and alleged that the police was biased. Jagdish Sawhney, MLA (BJP), Batala, criticised Sekhri saying that the Congress workers were involved in violence against the BJP workers. While talking to the media persons here on Monday, Vidya Sagar, SHO, Civil Line Police, Batala, stated that the police was working strictly in accordance with the law in an un-biased manner. The police has registered cases against the people involved in the clash under Sections 324, 323, 148 and 149 of the IPC.

Construct to get better compensation
Pathankot, October 10 The farmers and landlords, who are holding agricultural lands or have vacant plots measuring more than 1,000 yards, have already started constructing buildings on their lands as they have came to know that the state government is planning to acquire private lands for the project. More than two dozen buildings are coming up at the Dung-Matti village. The landowners have engaged round-the-clock labourers to construct the buildings and structures as quickly as possible. The landowners will be paid certain amount if their lands are acquired by the government and that too at a rate fixed by the state government. The compensation will be more if the land is not vacant; government will pay more if there is a building or some structure on the land. RS Saini, Executive Engineer of the Shahpur Kandi Barrage, when contacted, said that he would hold an inquiry. He said that approximately four acres of land was required for setting up a reservoir. The land will be acquired as per the directions of the government and compensation will be given according to the rates fixed by the state government. The Shahpur Kandi Barrage project is proposed to be built on the River Ravi about 11km downstream of the Ranjit Sagar Dam. It will be a concrete dam with a height of 54.5 m above the deepest foundation level and 34.5 m high above the average river bed. The barrage will not only help the state of Jammu and Kashmir to get its share of irrigation water but will also boost the power generation at the Ranjit Sagar Dam. The barrage is likely to generate 168 MW of power. Former Prime Minister PV Narsimha Rao laid the foundation stone of the Shahpur Kandi Barrage in 1995 at an initial cost of Rs 126 crore only. The cost of the barrage is now estimated to be Rs 1700 crore. |
