Chandigarh, September 6 Keeping in mind the sensitivities of his colleagues, many of whom were his partners in struggle to end the "era of Lals" in the Congress, Hooda saw to it that their egos should not be ruffled too much in the process of sending a message that it is he who will have the last word in the Cabinet. Perhaps this was the reason, why he gave almost equally important portfolios to those ministers from whom certain departments, regarding the functioning of which there were not so flattering reports, were taken away. If his seniormost colleague Birender Singh was divested of the Labour and Employment Department, he was given the more important Department of Excise and Taxation in addition to Finance, which he already had. Usually the two departments are not handled by the same minister because while the former is an "earner", the latter is a "spender" department. Moreover, the Finance Department is considered a watch dog for the Excise and Taxation Department. His another senior colleague, Capt Ajay Singh Yadav, who was a member of the Election Committee as the acting Leader of the Congress Legislature Party in 2005, when the tickets were distributed before the Assembly elections, had to quit the Revenue Department. But he has been given an equally important department of PWD(B&R). Industries Minister Lachhman Dass Arora, about whom there was a speculation before the Cabinet reshuffle that he might be dropped, has been given the Mines and Geology Department, considered to be a goldmine. But Arora was divested of the Industrial Training and Vocational Education Department. Hooda was quick to rectify wherever he realised that some injustice had been done. Last evening his young colleague Randeep Singh Surjewala was divested of the Transport Department and was given the Labour and Employment. It seems Surjewala took it as his insult and protested to the Chief Minister. Late in the night Hooda modified his orders and gave the important portfolio of Power to Surjewala. The Labour and Employment was given to the newly inducted minister A.C. Chaudhary. Hooda seems to have sent a message that he was fully supportive of the efforts of Minister of State for Forests and Tourism Kiran Choudhary to fight the land sharks eyeing the forest land by giving her the charge of Environment Department. This particularly assumes importance in view of a recent missive from AICC President Sonia Gandhi to the state government to take steps to prevent environment from degradation. |

Jind, September 6 A raid conducted by a team of the flying squad of the office of the Chief Minister here on Tuesday followed the action. No arrests has been made so far. According to the details, the raid found irregularities in the allotment of work and release of funds in the work done in the block. The raid it is learnt had followed certain complaints to the CM cell about the alleged embezzlement. It is stated that the checking of the documents and records by the team officials revealed the alleged irregularities and the officials got the case booked yesterday. The Rojgar yojna had been one of the most common programmes of employment in the rural areas and large funds were released for the purpose in the district, each year. This scheme was carried out by the District Rural Development Agency with the help of village panchayats. Under the scheme, a guaranteed employment of at least 100 days in a year was provided to the BPL families registered with the authorities by the government. The compensation given to the beneficiaries included both cash and kind. The kind may include wheat at subsidised rate. It is alleged that the accused had allegedly diverted the subsidised wheat meant for the beneficiaries of the scheme. Uchana is the constituency of the present finance minister of Haryana Birender Singh and incidentally he had once occupied the post of the chairman of the block, during the initial years of his political career. The main target of the scheme had been employment generation and creation of permanent assets in the rural areas, stated a senior official of the department. He said Mewat, Bhiwani, Mahendergarh and Sirsa had been the four districts where a similar scheme under the name of National Rural Employment Guarantees Programme (NREP) had been in existence. |
Work on Panipat-Bawal NH starts
Panipat, September 6 The ambitious project of widening the NHs to four-lane that would largely benefit the entrepreneurs of the region is undertaken under the Centre-funded National Highway Development Project - Phase III. NHAI officials and the industrialists of the area term the project as a future boom as it would give a direct access to Panipat, the major upcoming industrial hub of the country, with Mumbai. At present the industrial transportation from the northern region is routed through New Delhi before reaching Mumbai, Rajasthan,
Ahmedabad or other parts. Due to single lane of the Panipat-Rohtak NH (71-A), the stretch was totally avoided by the heavy traffic carrying industrial and commercial goods. But, NHAI sources informed The Tribune that the estimated 200-km long four-lane highway would be between Panipat and Rohtak. The particular stretch has a length of 73 km. The proposed four-lane stretch would meet NH-71 at Rohtak that connects the Jalandhar- Sangrur-Rohtak road. It would finally touch the strategically important route of the Delhi-Jaipur stretch at Bawal in Rewari that further goes to Maharashtra, Gujarat and other commercial areas of the country. “It would be highly convenient for the industrialists of the area as the widened NH would offer them a congestion free road as there would be no need to enter to the national capital,” said a senior NHAI official. Besides finalising the route, the survey company hired by the NHAI would also examine the need of deforestation, constructions of bypasses, elevated highways and other aspects. Though the widening of the stretch was much needed but issues of litigations by the villagers over the issue of acquiring land worry the officials. |
Murder graph down, says Karnal SP
Karnal, September 6 “All crimes can be solved by early intervention of the police,” he said. He added that in the
Assandh-Nissing belt, the incidents of murder were quite common. From January ’07 till June, there were 12 murders. “But because of prompt police action from June till now not a single incident of murder has been reported,” Chawla said. Chawla said sarpanches of villages had been asked to report to the police if they saw any sign of trouble in their village so that crime can be nipped in the bud. “People have often complained that at night when a call is made to a police station there is no one there. But from now onwards we started a new duty called the sleeping duty. During this duty at least six policemen will always be present in the police station during the night of which one will stay awake to attend to phone calls,” Chawla said. “This way if there is any emergency we can respond in force and prevent things from getting out of hand,” he added. On the incidents of chain and mobile phone snatchings, he said since June there were 28 cases out of which 16 cases had been solved and the culprits arrested. He said the criminals would be chased till they were caught, convicted and put behind bars. “To tackle eve-teasing we are trying a novel approach. Mother or sister of an eve-teaser will be called to the spot and made to take responsibility that such an incident will not happen again. This has dramatically reduced the incidents of eve-teasing outside colleges and schools,” Chawla said. He said a senior citizen cell had also been constituted. “We have received 35 complaints which show the reluctance of sons to keep his old parents with them. In 18 such cases the parents have been taken back by their children,” he added. |

Police recruitment from Sept 10
Chandigarh, September 6 These vacancies included 485 posts of Computer Operator Constable, 227 posts of Constable (Operator) in Telecommunication Wing, 100 posts of male Constable Bugler, 46 posts of male Constable in Mounted Armed Police, one post of male Nalbandh Constable and for sports persons, there would be 97 posts of male Constable and 24 posts of female Constable. A spokesman of Police Department said that the benefit of reservation would be given to those candidates belonging to the Scheduled Castes and backward classes who are residents of Haryana. Other relaxations will be given as per rules and instructions of the State Government. In case of sportspersons applying for the post of Constable, outstanding sportspersons, only those who have secured position in the National School Games, national-level tournaments organised by recognised national federations or who have obtained 1st and 2nd position in state- level tournaments organised by recognised federation or association will be put through physical efficiency test under the existing recruitment rules. The sporting skills of candidates, who clear the physical efficiency test will be tested through the trial games or competitions. Those who are found up to the desired standard will be permitted to appear in interview. In case sportspersons of required standard are not available, such seats shall not be filled. A candidate against whom a criminal case stands registered and is under investigation or pending trial or who has been convicted by a court of law need not apply. Registration of candidates for recruitment will begin on September 10, 2007, at 9 am at the designated Selection Centres. |

Ambala, September 6 Talking to mediapersons at the residence of former Naggal MLA Jasbir
Mallour, Ajay Chautala said the mid-term elections may take place after the Budget session of 2008. “The Indo-US nuclear deal has led to differences between the Left and the Congress,” he said. Chautala had come to Ambala to oversee preparations for the ‘samman’ rally to be held on September 25, the birth anniversary of Devi Lal. “The arrangements for the rally have begun on a war footing. We have begun district-wise meetings for the ‘samman’ rally. Yesterday, a meeting of Yamunanagar and Kurukshetra districts was held while today I am going to meet party workers of Panipat and Karnal districts. We expect a historic turnout at the rally,” he said. He said among others Dr Farooq Abdullah, Prakash Singh Badal, Mulayam Singh Yadav, Amar Singh, Jayalalithaa and Chandrababu Naidu were expected to address the rally. Ajay Chautala said the people of Haryana were upset with the Bhupinder Singh Hooda government. “The Congress government has only made false promises. Everyday there is a talk of investments of thousands of crores, but the ground reality is that there is lack of development,” he said. He said a number of announcements made by Bhupinder Singh Hooda had not been implemented. “There has been no improvement in power generation even though during our government 1,560 MW extra power was generated. An announcement for Ballabhgarh gas based power project was made but no work had started there,” he said. Chautala stated that the SEZ policy was anti-farmer. “When we come to power, we will acquire land only for government purposes. The SEZ policy is faulty since there is no guidelines about the rehabilitation of all those who are dependent on agricultural produce,” he said. |

Abortion: In-laws turn outlaws
Fatehabad, September 6 The police today arrested husband of the woman in this connection. In her complaint before the police the woman alleged that she was married to Anil Kumar, a resident of Hisar, on March 6, 2006 and her parents had given enough dowry at the time of marriage. But, the greed of her in-laws, she alleged, was not satisfied and they started demanding a Maruti and Rs 1,50,000 in cash from her parents. When her parents expressed their helplessness to meet their demand immediately, they allegedly started harassing her. She alleged when her mother and a brother came to Hisar on July 12 to intervene in the matter, her husband and other members of his family started beating her and her brother. She had a two months pregnancy at that time and her condition deteriorated after the beating. She was shifted to the Community Health Centre, Bhuna, where she suffered abortion on July 18, 2007. After efforts to resettle the woman with her husband failed, she lodged an FIR with the police on August 12. The police has arrested the husband and was investigating the role of others in the incident. |
Petition on minimum wages dismissed
Chandigarh, September 6 The petitioner, Delhi-based Apparel Exporters and Manufacturers Association with over 10 lakh workers, had contended that the rate of minimum wages as on January 1, 2006, was Rs 2,447.32. It was raised to Rs 2,484.28 with effect from July 1, 2006, and then to Rs 2,553.58 with effect from January 1, 2007. The petitioner contended that without giving any opportunity to the petitioner the Haryana government issued a notification on June 27, 2007, fixing arbitrary rate of minimum wages by giving an increase of Rs 1,000 per month. The petitioner said there was no corresponding increase in the cost of living as reflected in the consumer price index (CPI). The state government, in its reply, had submitted that the notification on the issue was in accordance with the directions of the Supreme Court and there was no need for giving the petitioners an opportunity of hearing. |
International conference ends
Rohtak, September 6 Head, Department of English, and convener of the event Prof S.P.S. Dahiya maintained that the conference reflected the concerns of individual in a globalised world dominated by materialistic urges. Delegates presented papers on various aspects of Diaspora experiences reflected in new English literature, feminist concerns and women’s emancipation, themes of violence, oppression, cultural, diversity in Indian literature, the post-colonial impact in fiction, trends in black literature and quest for identity and belonging. The international conference concluded today with a common resolve of the delegates to work towards building international solidarity and humane world through literature. |
MC issues notice to environment society
Yamunanagar, September 6 The MC has objected to private advertisements on the tree guards being erected by the HES, which had planted thousands of trees in the district with the help of public. Public and private organisations had been funding the tree guards. In a large number of cases it was observed that the donor private organisations displayed their advertisements on the tree guards. The notice issued by the executive officer of the MC stated that the advertisements on the tree guards were in violation of the Haryana advertisement bylaws. The MC has asked the HES to remove the plates bearing advertisements or else the MC would do it and the HES would have to pay the charges. Prof S.L. Saini, the brain behind the HES, who has been awarded several awards by the Haryana government for his tree plantation campaign was not available for comments.

Wrong question papers distributed
Panipat, September 6 Interestingly, as many as 223 students of class X took the exam without noticing that the question papers were not meant for them. The students attempted the test without any resistance. SDM Shakti Singh said the matter was reported to the board and the district education officer (DEO) had been asked to submit a detailed report. An official said there was no mention of class on the packets in which the question papers were stocked. |
2 liquor vends set ablaze
Rewari, September 6 Both the liquor vends, one inside the village and the other on the outskirts of the village, were completely gutted. The agitated villagers demanded immediate arrest of the employees of the liquor vends. The employees had allegedly inflicted grievous injuries on a village youth, Bajrang Singh, on September 4, when he, along with others, were pressing their long-standing demand of removal of the liquor vends from the village. The villagers also expressed resentment at the inept handling of the case by the Rampura police, while reiterating their demand of removal of the liquor vends. SP Ram Singh Bishnoi said criminal cases have been registered against the villagers. |
Panchayats fail to fulfil target
Yamunanagar, September 6 In 2005, the Education Department had announced an award of Rs 50,000 for panchayats, which would achieve the target. There are 469 panchayats in the district. Thousands of children, most of them belonging to the lower segments of society, were not attending schools, said sources. The department under the Sarv Siksha Abhiyan (SSA) had announced the prize in 2005 but till date no panchayat had qualified for the award, said a senior district official. An official associated with the SSA said several campaigns to motivate panchayats and villagers to send children to schools had been launched in the past and more such campaigns would be carried out in the future. |

Cong leader fires in air, held
Jagadhri, September 6 According to the police, Anand Bansal, a Congress leader from Hoshiarpur, lost his cool when a Haryana Roadways bus, on its way to Ambala did not allow his car to pass. When he finally overtook the bus, he forced the vehicle to come to a grind halt. As soon as the driver and the conductor of the bus alighted, Bansal took out his licensed pistol and fired six shots in the air and used threatened them. This resulted in a traffic jam on the Yamunanagar-Ambala road. Ultimately, the police arrived on the spot and held the leader. A case was registered under Sections 308, 352, 353 and 332 and the Arms Act against the minister.
