State Cabinet expansion today

The much-awaited expansion of the Haryana Cabinet will take place here tomorrow. The swearing-in ceremony will take place at Raj Bhawan at 6 p.m.

At present there are three vacancies in the Cabinet.

One name which is almost certain to be included in the Cabinet tomorrow is that of MLA from Jind, Mange Ram Gupta, who was the Finance Minister in the Bhajan Lal Cabinet from 1991 to 1996. After the death of industrialist-turned-politician O.P. Jindal, Gupta is the tallest leader of the Aggarwal community in the state.

Another name in circulation is that of MLA from Faridabad, A.C. Choudhary, also a former minister. Choudhary, who is abroad these days, will be returning home early tomorrow, according to sources in his family.

It is unlikely that any more representation will be given to the Jat community, which, the party high command feels, is well represented in the Cabinet led by Bhupinder Singh Hooda, himself a Jat.

It is not known if Hooda will fill all vacancies in one go or would like to keep a Cabinet berth vacant for future expansion and possibly also as a bait to the "have-not" MLAs.

Hooda may also give more representation to the Dalit community because one of its representatives in the Cabinet, Phool Chand Mullana, resigned following his appointment as President of the Haryana Congress. In that case the choice may fall on Udey Bhan, MLA from Hassanpur in Faridabad district. Choudhary also belongs to Faridabad.

The Brahmins too were left without any representation after the then PWD Minister Venod Sharma quit, though Mrs Krishan Pandit, MLA from Yamunanagar, is a Parliamentary Secretary.

The Chief Minister may use the opportunity to reshuffle the portfolios of some of his colleagues. He can also promote a Minister of State as Cabinet Minister. But he may not drop anyone.

Once the Cabinet expansion is out and over, Hooda is likely to appoint political persons as chairmen of certain boards and corporations.

The party men have been getting restive in the absence of official positions for them. Some of the MLAs and party workers may be given Cabinet ranks after making them heads of certain commissions. But Hooda will take his own time to do this.

Major administrative reshuffle

In a major administrative reshuffle, Haryana government today shifted deputy commissioners (DCs) of eight districts, besides carrying out changes affecting secretary and director level IAS officers as well.

DC of Mahendragarh district M.P. Bansal has been posted as managing director of Women Development Corporation. DC Ambala R.P. Bhardwaj has been posted as director, urban development and project director of Swaran Jayanti Sehri Rozgar Yojna.

DC, Bhiwani, Mohinder Kumar has been posted as DC Panipat. DC of Panchkula, Neerja has been posted as MD of Haryana Financial Corporation. DC, Kurukstera, T.K. Sharma has been posted as administrator HUDA. S.K. Goyal, joint secretary in the Revenue department, is DC Kaithal in place of R.K. Kataria, who has become DC Panchkula.

Rajeev Ranjan, who was DC of Panipat, has been posted as joint secretary in the Finance and Planning Departments. Pankaj Aggarwal is DC of Kurukshetra. Suprabha Dahiya is administrator of HUDA, Rohtak. Vijay Dahiya is DC of Jhajjar. Amneet P. Kumar is DC, Mahendragarh, T.L. Satyaprakash of Bhiwani and Mohammad Shayin of Ambala.

S.P. Sharma is the new finance secretary of Haryana. N.K. Jain has become secretary of the Fisheries Department. Samir Mathur is the principal secretary of the Water Supply and Sanitation Department. Sarban Singh is the secretary of the Sports and Youth Affairs Department.

Navraj Sandhu is the secretary of the Health Department. Ram Niwas has become chief administrator, Haryana State Agiricultural Marketing Board. Anil Kumar is the MD of CONFED. Ankur Gupta has become director, Industrial Training and Vocational Education Department. Ashok Khemka has become director, Agriculture Department.

Special secretary, Boundary Area Committee, M.R. Anand, has been given additional charge of special secretary, Cooperation Department. Balwan Singh has been posted as joint secretary in the Animal Husbandry Department. M.S. Sehrawat has been posted joint secretary in the Transport Department.

Pankaj Yadav is the deputy secretary in the Industries, Commerce, Mines and Geology Department. S.P. Srow is the ADC, Ambala. Amit Kumar Aggarwal has been posted as ADC, Rohtak.

Some officers belonging to the Haryana Civil Service were also shifted today. Yudhbir Singh Khyalia has been posted as ADC, Sirsa. Abhe Singh Yadav is ADC Rewari. Narender Singh has been posted as AC, Panipat, Chander Singh as deputy secretary in the Health Department, Hardeep Singh as ADC, Jind and Ajay Malik as ADC, Gurgaon.

Non-teaching staff denied ACP scheme benefits

Even as government employees eagerly await the report of the sixth Pay Commission, non-teaching employees of private affiliated colleges in Haryana are unfortunately clamouring to get the benefit of the Assured Career Progression (ACP) scheme which was implemented as part of the fifth Pay Commission’s report.

As a result, these employees continue to retire in the post to which they were appointed after putting in several decades of service.

Secretary, Haryana Private Affiliated Colleges Non-Teaching Employees Union, Sushil Rajpal said the Finance Department had issued written instructions to private aided and recognised educational institutions to grant higher standard grade to those employees who did not have a chance of promotion and were likely to retire on the post to which they were appointed.

Later, the nomenclature of higher standard grade was changed to the ACP. However, the government’s instructions were implemented in some private institutions like polytechnic colleges but the private affiliated colleges under the control of the higher education commissioner, Haryana, have been denied this benefit without any reason or justification, he said.

For non-promotional posts this was the only benefit these employees would get throughout the length of their decades long service. Most of these employees are on the verge of retirement and any more delay in granting this benefit would deprive them of their once in a lifetime chance of a higher scale, Rajpal said.

He appealed to the Chief Minister to direct the higher education commissioner to implement the government directive.

Shops to remain open on Sundays

Following consistent demands from various market associations and residents of the town, the district administration has finally proposed to allow the shops to remain open on Sundays.

The district authorities have also asked the market associations to submit resolutions to change the off day on some other given day.

Market associations had locked horns with the district administration over the opening of a shopping mall on Sundays.

As per the Shops Act, all commercial establishments in the district have to remain close on Sundays. For the last few weeks shopkeepers are demanding to change the off day from Sundays.

“Due to the official orders for closure of shops on Sundays we are loosing revenue and also the regular customers who prefer shopping on their holiday,” said members of the market associations.

Last month, the administration had challaned several shops of the mall those had violated the shops act by working on Sundays and directed the management to abide by the rules.

Official sources said the mall operators too had demanded Sunday as a working day for shoppers’ convenience.

SDM Shakti Singh informed TNS today that in an attempt to streamline the smooth functioning, the administration had proposed to change the off day to Wednesday. He clarified that as per rules all shops in the town would have same weekly off day. Once these resolutions are submitted, these would be sent to the labour department for the final nod, he added.

According to another plan, the administration had proposed to divide the town in two zones and to observe offs on different days. But the proposal was shelved as the same was not acceptable to certain members of the associations.

Unique system to check power theft

The Uttar Haryana Bijli Vitran Nigam (UHBVN) has started work on the projects aimed at supplying power through ‘High Voltage Distribution System’ (HVDS) and the Low Voltage Distribution System(LVDS) in order to check power pilferage and theft. While at least five villages have been already covered, the nigam targets to have such a system in about 22 villages of this district by end of October. The nigam has also announced to segregate the feeders of domestic and tubewell connections in all the villages by end of the current financial year.

According to a spokesperson of the nigam the decision of converting the present supply system into the HVDS had been based mainly on the fact that the present system has been unable to check power theft.

Jind is among those districts where the line loss and power theft had been highest with almost 78 per cent of power supply going as wastage and unrecoverable as far the bill recovery was concerned.

Senior officials of the department claim that the new system of HVDS and the LVDS would not allow theft of supply directly from the power lines and one has to take help of the proper channel if the power was required.

It is stated that if any consumer tries to get power with kundi the high voltage would damage all the appliances and if it is LVDS, one would not be able to run any appliance directly if there was no proper system installed, which was otherwise possible through a proper connection only.

The department has identified as many as 22 villages and three residential colonies of the Jind town for provision of such a system for the current financial period.

The nigam has also decided to get tough with the stubborn type of power thieves, with the announcement of implementing the provisions of the amended Electricity Act, under which the consumer caught red-handed would get booked under non-bailable criminal case.

Bishnoi seeks community’s support

Rebel Congress MP Kuldeep Bishnoi said today he had “chosen a difficult terrain” and sought the support of community in achieving his goal.

Speaking at a function held here on the birth anniversary of founder of the Bishnoi sect Guru Jambheshwar he said his father former chief minister Bhajan Lal who was seated on the dais was his idol. He said he often wondered how a man who began his career selling ghee and chundhari (a kind of chunri used by village women in Haryana and Rajasthan) had scaled such heights.

He said his father told him he always worked harder than others and achieved whatever he desired through struggle and perseverance. Bhajan Lal remained at the function throughout but he did not speak. The once firebrand politician Mani Ram Godara was also seated on the stage.

Bishnoi did not fail to take up social issues.

Bishnoi supporters hoist yellow flags on houses

Congress loyalists who switched sides to join the camp of rebel Congress MP Kuldeep Bishnoi have started hoisting the yellow flag of Bishnoi's proposed political outfit.

Bishnoi would be addressing a public meeting in Mustfabad on September 7 here.

A large number of his supporters today replaced the Congress flags from their houses and cars with the yellow flag. Bishnoi supporters said that 'jhanda badlo abhiyan' (change flag) would be soon started in the state.

Prominent among those who replaced Congress flag include Satpal Kaushik, a secretary of the Haryana Pradesh Congress Committee (HPCC). Flag of the Congress party used to be seen hoisted on the house of Kaushik in Jagadhri. But today the yellow flag was spotted atop his house.

Lehri Singh, a former MLA who had unsuccessfully contested the last assembly elections from Radaur on Congress ticket too hoisted the yellow flag on his house. There were reports that a large number of Bishonoi supporters have hoisted the yellow flag on their houses and cars.

State tourism dept awarded

Haryana Tourism department was awarded for its publicity material at the 23rd convention of Indian Association of Tour Operators (IATO) held in New Delhi yesterday.

Minister of state for tourism Kiran Choudhry here today said the publicity material was displayed in the lobby of Ashoka Hotel and was visited by many delegates and people from tourism and travel Industry. She said a five-member delegation participated in the convention.

Commissioner and secretary, Haryana Tourism, Keshni Anand Arora made a power point presentation covering the various aspects of tourism in Haryana.

Kiran invited IATO to participate in the Pinjore Heritage Festival, which would be organised at Yadvindra Garden, Pinjore, in October this year. She said president, IATO, Subhash Goel, made a special mention of the efforts put in by Haryana for promoting tourism. Union minister of state for civil aviation Praful Patel also mentioned the role played by the Haryana government in organising various fair and festivals for promotion of tourism in India.

Army men delay special train
Demand water, power supply on board

A military special train going to Jalandhar was delayed at the Ambala Cantt railway station when Army personnel on board demanded the supply of water and power supply in the train.

The incident took place around 5.50 am when the train arrived at the Ambala Cantt railway station. The Army personnel on board the train told railway officials at the railway station about the lack of supply of water and power. They demanded that an immediate provision should be made for fulfilling the requirements on the train.

Railway officials had made necessary arrangements by 7.30 am but the Army personnel demanded the restoration of full power supply in the train. Thereafter, the train left for the remaining journey late in the morning. It left for Jalandhar more than five hours behind schedule. Additional divisional railway manager R.K. Saxena said the military special train had arrived at the Ambala Cantt railway station at 5.50 am. “After the restoration of water and power supply was demanded, the train was made ready by 7.30 am,” he said.

“Some Army officials had gone to meet some relatives who were staying locally. They returned to the station superintendent’s chamber at 8.45 am. They told the railway officials that full arrangements for power supply had to be made. Thereafter, complete charging of batteries for power supply was carried out. The train left at 11.35 am,” he said.

Board’s semester exams start today

The Board of School Education, Haryana, has made elaborate arrangements to check copying and other malpractices during the semester examinations commencing from tomorrow.

To check outside interference during examination session, Section 144 of the CrPC had been promulgated by the respective district magistrates, sources said, adding that 1,809 centre superintendents and 16,000 supervisors had been deputed on duty.

For effective checking of centres, 404 flying squads had been formed. Sources said 11,12,961 candidates would appear at 1,809 examination centres. The examinations would be conducted both in morning and evening sessions and in the first semester examination 9,00,697 candidates would appear. As many as 2,12,264 re-appear candidates of second semester would also take the examination.

Drug peddler still at large

Even after two days of recovery of drugs and two pistols from the residence of a known drug peddler, Ajaib Singh (65), in Jandwala Jattana village, the police is still unable to arrest him.

The police version of raid has also raised suspicion as the drug peddler ran away when the police party, including four police personnel and the ASI, reached his house and he was not even chased.

The drug peddler has been declared notorious in Odhan police station following his activities.

The arrest of the drug peddler is vital to provide his possible links in view of the drug mafia prevailing in the district and neighbouring districts of Punjab and Rajasthan and how drugs and arms were smuggled from border districts of Hanumangarh and Ganganagar in Rajasthan despite a police check post.

The police reports too pointed out that a high profile drug mafia was involved in the drug smuggling. Surprisingly, so far its only small drug peddlers, which were seen behind the bars. However, high profile mafia remained elusive from the police.

The police said Ajaib Singh’s house was raided on a tip off. It had also seized 2 kg of opium and two .315 and .312 bore pistols on Sunday.

The tehsildar had also joined the police as his presence was required to complete the legal formalities under the NDPS Act.
