Activists of the National Integrated Forum of Artistes and Activists (NIFAA), led by its president Pritpal Singh Pannu, and other organisations like the Pratima Raksha Samman Samiti, the Haryana Sikh Sangat, Bhartiya Vikas Parishad and the Apna Vichar Manch today burned the effigy of the chairman of Godfrey Philips, a tobacco company, here for using martyr Bhagat Singh’s photograph in a advertisement for their bravery awards on August 15.

NIFAA had demanded an apology from the company, which Godfrey Philips officials agreed to tender initially, but when the deadline for apology expired on August 25, NIFAA decided to act against the company. A delegation of the protesters also met the DSP in this regard.

“When the country is going to celebrate the 100th birth anniversary of Bhagat Singh on September 28, a tobacco company using his photograph in its advertisement is disgraceful,” Pannu said.

“What message are they sending to the youth of the country? Are they saying that Bhagat Singh’s bravery was because he was a smoker? The message they are trying to send out is that to be brave one has to smoke cigarettes,” Pannu added.

Pannu said Bhagat Singh throughout his life had advocated that the youth of the country should stay away from intoxicants.

“Moreover, he was a Sikh. How can a tobacco company use a Sikh person’s photograph in an advertisement without permission. Nobody has the right to use the image of Bhagat Singh in whatever way they want,” Pannu said.

Pannu said if the company did not apologise, they would stage a dharna in front of the office of the local distributor of the company and stop the sale of cigarettes. Later, they would also stage a dharna in front of the company’s head office in New Delhi, he added.

More woman cops for Jind

Jind police stations will soon witness a raise in the strength of lady constables, which will help in creating a better communication level between the women complainants and the police officials.

Up to now the number of female cops in the police stations is less than 5 per cent of the total strength of the staff posted there, thus making these a nearly male bastion.

The total number of women cops in the district is less than 40 at present. A woman station house officer (SHO) is still to be posted in the district.

Senior police officials said the strength of woman constables working was inadequate in comparison to the crime and complaints related to females received or registered by the respective police station in a year.

Though the Police Department here has adopted Wide Area Network (WAN) system to modernise and improve its internal functioning, functional staff is still short here and several sanctioned posts have been lying vacant.

SP J.S. Lamba told The Tribune that it would be ensured that each police station in the district had at least two to three lady constables or head constables.

There are a total of 10 police stations in the district. The main problem here is not just the shortage of lady cops but there is also a need to raise the number of police stations and police posts in view of workload.

Out of 37 policewomen, there are just two sub-inspectors (SI) and assistant sub-inspectors (ASI) each and 33 constables.

No official survey or study had been conducted to know the exact demand of woman police officials, so far, claimed sources in the department.

Against a total sanctioned staff of about 1,176 cops of various ranks, the district still has a shortage of about 91 posts, which include nine posts of SI’s, five posts of ASI’s and 57 posts of constables.

The overall functional capacity of the Police Department has dropped to just half of the total staff strength, as nearly half of the cops are normally deployed on the VIP duty, which includes duty as gunman or security at office or residence of senior officials and other VIP’s.

Lok adalat can also be a medium of solving a marital discord and saving a marriage.

This was exhibited in the recently concluded lok adalat, which made a couple to reunite and resolve all tangles that had made their marital life a hell for the past over three years.

The 117th lok adalat held here on August 25 solved as many as 1,303 pending cases, including eight cases relating to the Hindu Marriage Act.

Pinki, resident of Omnagar of Amarheri village of the district, had got married to one Rajesh of Tosham of Bhiwani in 2004, but her dream of having a blissful life soon got shattered.

Her husband did not behave in the manner that she had expected and used to allegedly torment her through various means, including beating and misbehaving with her after consuming liquor on regular basis.

While the couple got blessed with a son soon after marriage, the marital discord came to the district court, seeking legal action.

This matter was, however, referred to the court of additional district and sessions Judge J.S. Jangra by district and sessions Judge Dr B.B. Prasoon under the lok adalat scheme.

A rich and time consuming counselling session by the judge and the counsellor to the couple, however, proved conclusive and helpful in making the couple sink in their differences.

They promised to adopt the required change in their daily life and behaviour pattern in order to resume their marital life again.

Pinki had been living separately for the past over a year and had registered a case under the Dowry Act against her husband and her in-laws.

District and session Judge said a special cell had been created under the name of ‘Samjhauta Sadan’ in the district court complex where services of the legal experts and social counsellors were available to tackle such issues.

He said the help of social activists and socially responsible persons was solicited in solving marital and discords of such nature.

The weekly meeting of the sadan is held every Friday and the decision here could not be challenged in any other court.

Meanwhile, out of 2,230 cases taken up for solution, as many as 1,303 were settled. These were resolved simultaneously at Jind, Narwana and Safidon towns.

A total of 24 benches have been established for the purpose.

Transfer of 30 villages to HP demanded

Panchayats of more than 30 villages of the Ghaar area of the district passed a resolution demanding transfer of their villages to the adjoining Himachal Pradesh so that the villagers could get power, water and jobs at Sultanpur village, about 50 km from here, today evening.

A second meeting of the panchayats has been called for September 2 at Mughalwali village where the final draft of the resolution will be prepared, which will be sent to the union government, Haryana and the Himachal Pradesh government. Representatives from 52 villages of the area are expected to take part in the meeting.

Members of over 30 panchayats and opinion leaders gathered at Sultanpur village in the afternoon and passed the resolution in which they demanded transfer of the villages to the jurisdiction of Himachal Pradesh.

An 11-member committee, Ghaar Chetra Sangharsh Samit, under the leadership of Sultan Singh, former sarpanch of Kathgarh, would be constituted during the second meeting to take the demand to its logical conclusion, said Hridya Ram, sarpanch of Mughalwali village.

Villagers alleged that the Haryana government and the district administration had failed to provide even the basic infrastructure in the area. According to them they were not getting power and drinking water supply. Roads were in a very bad condition and there were no proper medical facilities in the area.

Sarpanch of Bihta village Amar Singh said in Himachal Pradesh there was ample power supply and that too at lower prices. Nar Singh of Rohlaheri village alleged that even after repeated agitations and memorandum to the administration no development was taking place in the area.

Villagers said the details of the works to be done by the samiti had been worked out and soon it would be sending the resolution to the governments concerned. Sadhaura MLA Balwant Singh (INLD) agreed with the complaints made by the villagers and alleged that the Congress government had not done any development work in the area.

College gets library after 35 years

It took about 35 years for the Government College, Jhajjar, to get a dedicated library building in the campus.

The proposal for the library was set in motion in 1972 when the need for a separate building was felt by college authorities.

Chief Minister Bhupinder Singh Hooda was scheduled to dedicate the library to the college students on August 27, but the inauguration was postponed due to some unavoidable reasons.

However, college authorities now have decided that they would start the functioning of the new building without waiting for any VIP for the inauguration.

Records lying with the college authorities revealed that the state government had given the go-ahead to the proposal in 1978 and sanctioned Rs 2.65 lakh for the construction of the library building, but the file gathered dust in the state Public Works Department at Rohtak.

Later, another proposal was mooted and the UGC issued a matching grant of Rs 1.20 lakh in 1982. But the red tape of the government department did not allow the file to move for another five years.

However, the project was renewed in 1987 and the estimated cost was increased to Rs 14.64 lakh. But the project again failed to take off.

The Education Department, however, made yet another attempt to revive the project and the construction work finally started in 1998. But this time funds became a constraint and the contractor left the job midway citing higher construction cost than the estimated amount, said Ramji Lal, English lecturer and in charge of the library matter.

The estimated cost was revised to Rs 28.73 in 2003 and even after that it took four more years to get the building in shape. Rs 1.20 lakh matching grant issued by the UGC is still not utilised.

College principal H.S. Balhara said the new library building would provide a better environment for studies.

Campaign against sex education

The All-India Shiksha Bachaao Aandolan Samiti will intensify its agitation against introduction of sex education in our country.

Stating this here today, samiti national convener, Dina Nath Batra said social workers, parents and teachers would gherao the Delhi Assembly in support of their demand of banning sex education.

The Delhi Government would be compelled to withdraw teaching of sex education from the Union Territory of Delhi, he added.

Batra said that a PIL would be filed in the Delhi High Court shortly against introduction of sex education while the samiti had already launched a signature campaign and a memorandum signed by five lakh signatories including students, teachers and principals would be submitted to our Prime Minister very soon.

The samiti has also published 38 booklets against introduction of sex education in schools and these booklets would be distributed among 6000 educationists in our country.

Drunken man vandalises temple

A drunk man last night vandalised a small temple in Pushpa Complex on the Delhi Road, here. Eyewitnesses said a man in his forties entered the temple under the influence of liquor and damaged the idols with a heavy blunt instrument.

Even though a police van was parked less than 100 metres away, the cops did not apprehend the culprit.

In the morning trustees of the temple and Vishwa Hindu Parishad leaders gathered around the temple and blocked traffic on the road.

The blockade was lifted after the in charge of the police post promised to write an FIR and arrest the culprit.

Several local social and religious organisations have condemned the incident and criticised the police for its inaction.

Siwach murder accused shot

Sonepat, August 27
Dalit leader Rakesh, alias Lara, who was one of the main accused in the Baljeet Siwach murder case in Gohana, was shot dead by three unidentified youths near a school in the town late tonight.

The assailants fired six bullets and fled on the motorcycle. Lara was rushed to the PGIMS at Rohtak but died on the way.

Lara, the main accused in the murder, was later acquitted by the CBI court. The murder had led to the burning of over 100 Dalit houses in Gohana.

Meanwhile, three battalions of police were called from Karnal to avoid any untoward incident in Gohana. Hundreds of Dalits had blocked Samata Chowk in protest against the murder.

Surjewala welcomes CM’s announcements

The president of the All-India Kisan Khet Mazdoor Congress and veteran Congress leader, Shamsher Singh Surjewala, has welcomed the announcements made by the Chief Minister for the benefit of farmers at Gohana rally yesterday.

While addressing a press conference here today, Surjewala said the grant of royalty at the rate Rs 10,000 per year for the next 33 years to farmers whose land was acquired by HUDA and HSIDC was a historical decision.

He further said the decision of the Haryana government would become a trendsetter for the other state governments.

The decision would boost the morale of farmers and they would make efforts to make India once again a food surplus country.

International award for NIT director

The director of the National Institute of Technology (NIT), Kurukshetra, Dr M.N. Bandyopadhyay, has been selected for the Socrates International Award.

The award would be presented by European Business Assembly (EBA) on September 24 in the UK, said an official communiqué.

The award is being given to Dr Bandopadhyay for his large professional activities in the field of engineering and his personal contribution to the intellectual development of modern engineering society as well as social activities.

Socrates International Award is one of the highest degrees of international recognition of achievements in professional activities. Award ceremony will be represented by business, scientific and cultural laureates of European countries.

He will receive the award from director-general of the EBA John Netting.

Dr Bandyopadhyay has handled many research and consultancy projects and has published more than 50 research papers in reputed journals/conferences at national and international level.

He is also the author of seven books on electrical engineering.

Sabha demands licence for mela

The office-bearers of Sanatan Dharam Sabha threatened to go on a hunger strike if the district administration did not issue them a license to celebrate the Vaman Dwadhasi Mela.

While several groups from within the sabha have applied for the licence, working president of the sabha Jeet Ram said his group had the legal right to arrange the mela as most of the office-bearers and members of the sabha were on his side.

A meeting of the sabha was held today under the chairmanship of former MLA Fakir Chand Aggarwal. They later submitted a memorandum to the city magistrate. — OC

Chief minister Bhupinder Singh Hooda today said an extensive campaign for environment conservation would be launched in the state in which more than four crore saplings would be planted during current year.

While addressing concluding ceremony of the 'Taru Yatra' campaign of the District Rural Development Agency (DRDA) here, he expressed concern over the degradation of environment due to shrinking green cover in the state. The CM said 20 villages in each district would be selected under the plantation drive. He said eight more herbal parks would be set up in the state.
