5 booked for murder after 14 months

Keeping in view the changing political scenario and to keep intact its own base at the ground level, the Bhartiya Janata Party (BJP) held a state-level meeting of its active party workers here today.

President of the party Rajnath Singh called upon the party activists to work hard towards realising the dream of making the party able to storm into power independently in the next elections.

Addressing the gathering that was neither too huge nor very thin, he asked the workers to work hard and associate themselves with the issues relating to the common people.

He said there was no alternative to the concept of emerging stronger in the political arena. The present state government had also failed to come up to the expectations of the electorate and there was anger and unrest among various sections of society, he alleged.

Without elaborating any particular issue about the functioning of the present Congress government in the state, Rajnath blamed the government for not providing even the basic amenities, including adequate water and power supply. He said Haryana, an agricultural state had been among those where the governments had failed to safeguard the interests of the farmers, who constitute the majority of the population.

He said while the government was shying away in giving proper MSP for the crops to the farmers, the union government had been importing wheat at a rate, which was nearly double of what was given to the growers here.

He said the party could not realise the dream of coming into power independently till its worker base was made strong. The party should be able to connect itself with the people especially the masses in both rural and urban areas.

The party adopted several resolutions which included demand to ensure security and freedom of the country, immediate solution to the water and power shortage problem, control over rising inflation, improvement in the law and order situation, special packages for the farmers and agriculture sector, generation of employment opportunities and a campaign against the corruption in public life.

Party leaders declared to give unemployment bonus of Rs 1,000 to the unemployed and raise the old age pension to Rs 600 per month, if the party came to power in the next elections in Haryana.

Surjewala seeks central varsity status for HAU

Chairperson of the Haryana Public Accounts Committee Shamsher Singh Surjewala said here today that his panel would make a strong plea to the Centre to accord the status of a central university to the local Chaudhary Charan Singh Haryana Agriculture University.

Talking to newspersons after visiting the university along with members of the committee he said the Prime Minister had announced recently that 13 agricultural universities in the country would be given the central university status. HAU was the most deserving university for elevation to this status.

He said HAU had a proven track record and its present budget of Rs 160 crore should be doubled. The present allocation was not adequate to meet its requirements. Consequently, its research, teaching and extension activities were suffering. The situation needed to be remedied.

Surjewala said the panel members had visited various farms of the university during their two-day visit and they were satisfied with the research work in progress. But they were unanimous in their opionion that the university needed a massive dose of finance to carry on the research work.

The former minister who also heads the Kisan Khet Mazdoor Congress said farmers were facing a lot of problems for the past several years due to economic changes in agriculture. However, the Centre was apprised of the problems and satisfactory solution could come up soon.

He said the support price of wheat should be raised to Rs 1000 per quintal. Likewise, the MSPs of other crops should also be raised proportionately.

Saraswati river: Research throws light on its origin

In a recent development, geologists working on the ONGC-sponsored ‘River Saraswati project' have noticed fresh evidence of sweet water oozing out from aquifers near the ancient temples near Kalayat in Kaithal district.

Sharing initial research of the site in Kaithal, exclusively with The Tribune Dr A. R. Chaudhari, Reader in the Geology Department, Kurukshetra University, confirmed that the interesting phenomenon had a ‘feasible’ connection with Saraswati river paleo channel.

The geologist is working as a state coordinator for the ONGC for its ambitious project on tapping sources of fresh water in Haryana.

On Friday a team headed by Dr Chaudhari and the volunteers of Haryana Saraswati Nadi Shodh Sansthan had taken samples of fresh water and sediments from the Chiman Giri Kund.

‘This phenomenon strengthens the logic that higher reaches of Himalayas is the source of Saraswati, once considered as the mythical river.

It appears that the aquifer here is getting recharged from water in the upstream catchment regions as the area around Kaithal has not witnessed any heavy rains in the past few days,'' he observed.

He said water was coming out at a rather fast rate of about 12 litres per minute and its flow and sweetness was also improving day by day.

The seepage of fresh water had earlier taken place in 2005 in the nearby region of the existing place.

On the recent development, he said the water that was coming out was less muddy and apparently potable.

Preliminary examination of the sand revealed that the sand was well sorted and had abundance of dense minerals which would provide evidence regarding the paleo channel which was yielding water, he said.

Further, this also proves that the aquifers related to the Saraswati which the ONGC is planning to explore for water in collaboration with Kurukshetra University are being recharged and chances of finding huge quantities of sweet drinking water are perceptibly high, he added.

Tributes paid to Bansi Lal

Former chief minister Bansi Lal was paid tributes at three different functions held in his home district on his 81st birth anniversary.

While the late leader’s daughter-in-law tourism minister Kiran Chaudhry held one at his ancestral Golagarh village near here, Bansi Lal’s son Ranbir Singh, Congress legislator, organised one at Bhiwani itself.

Suspended Congress MP from Bhiwani Kuldeep Bishnoi too did not lag behind and addressed a function at Charkhi Dadri.

Chaudhry said Bansi Lal was the architect as well as builder of modern Haryana and her late husband had assisted him in this stupendous task of building a new state.

In Dadri Kuldeep Bishnoi said at an appropriate time he would set up a university at Bhiwani in memory of Bansi Lal.

At a press conference he was more aggressive and challenged Chief Minister Bhupinder Singh Hooda to contest against him from any constituency in the state and prove who was more popular.

In Bhiwani Ranbir Mahendra described his father as a great political leader and announced he would strive to realise his father’s dreams with the help of his followers. He said the trust set up in his father’s memory planned several social welfare activities.

KAITHAL (OC): The birth anniversary of late Ch Bansi Lal, a former Haryana chief minister, was celebrated at the local Panchayat Bhavan here on Sunday.

Chuhar Singh, a former member of the Haryana SS Board, said that to honour Bansi Lal, the government should set up a memorial at some historical place so that the coming generations could know about him.

Fatehabad (OC): Rich tributes were paid to former Haryana Chief Minister Bansi Lal on his 81st birth anniversary at a function organised at the Ram Sewa Samiti dharamshala on Sunday.

A veteran Congress leader and a former close associate of the late leader, Mani Ram Godara, who was home minister in the Bansi Lal government from 1996 to 1999, led the party leaders in paying their homage.

Party workers also distributed fruits to patients at a local general hospital.

Speakers described Bansi Lal as the builder of the modern Haryana and said he was a visionary leader and an able administrator.

Gillankhera said minister of state for forests Kiran Chaudhary had directed the party workers to observe the day throughout the state.

Four held for withdrawing money on forged documents

Fatehabad, August 26
The police yesterday booked four persons, including two bank officials, for allegedly withdrawing money from the account of a person by forging documents. A criminal case of cheating, forgery and criminal conspiracy was also registered against the four persons.

Earlier, Chief Judicial Magistrate Lal Chand Kamboj had directed the police to book the persons after Prem Chand, resident of Ahelisadar village, had filed a criminal complaint in the court.

Prem Chand, an aged person, had alleged that the branch manager and an official of the local branch of a nationalised bank had fraudulently withdrawn Rs 1.05 lakh from his account in connivance with two others.

He said he had Rs 1,71,536 in his account on July 30 after withdrawing Rs 50,000.

When he went to withdraw a further sum of Rs 50,000 on August 17, he was told that he did not have the requisite money in his account and that his balance was only Rs 16,536.

When he inquired the matter from the bank officials, they said they received an application purported to be written by him (Prem Chand) authorising one Pawan Kumar to collect his chequebook as he could not come to the bank due to a fractured leg.

The bank officials claimed that they received cheques signed by him on August 6 and August 7 and someone who presented the cheques withdrew the amount. Prem Chand said he neither suffered a fracture nor he authorised anyone to collect the chequebook or payment from the bank on his behalf.

The police has booked the branch manager, another official of the bank, Pawan Kumar and another under Sections 419, 420, 465, 467, 468, 471 and 120-B of the IPC.

Haryana Notifies Rules
Time-bound clearance of industrial units

Chandigarh, August 26
The Haryana government has notified rules to provide single-point, time-bound clearance required for the establishment and operation of industrial undertakings.

Besides, the government has also constituted a high-powered clearance committee, headed by principal secretary to the Chief Minister, for receiving composite applications for the grant of clearance for the industrial units with a proposed investment of Rs 30 crore and above.

A spokesman for the Haryana industries and commerce department said the other members of the committee included principal secretaries of the excise and taxation, power, town and country planning, industries, labour and environment departments. The director, industries and commerce, would be the member secretary. The committee would be the final authority in granting clearance and these would be binding on all authorities concerned and such authorities would issue the required clearances to the entrepreneur within three days of the receipt of orders of the committee.

The state-level clearance committee headed by the principal secretary, industries, would have five other members, comprising principal secretaries of the power, excise and taxation, town and country planning, labour and environment departments. This committee would be responsible for the clearance of projects with investments between Rs 5 crore and Rs 30 crore. The district-level clearance committee, headed by the deputy commissioner, would deal with the clearance of projects below Rs 5 crore. — TNS

Sanskrit Day celebrated

The Sanskrit language is prosperous in history-related important knowledge as our saints have expressed their views in this language on the basis of their experiences.

Stating this at Sanskrit Day celebrations, organised by the Haryana Sanskrit Academy at Kurukshetra University here today, chief guest deputy commissioner T.K. Sharma said in spite of the fact that Sanskrit language was the most scientific language and had ability to strengthen unity of our society, in comparison to other languages, it had not been accepted by society.

Dr Rameshwar Dutt Sharma, Director, Haryana Sanskrit Academy, said Sanskrit was a soul of India and that was why the religious literature had been written in this language, which was commonly known as the language of culture.

Principal Ratna Ram Malik emphasised on the need of launching a movement for uplifting this language. The devaluation of moral values among students was mainly due to lack of awareness regarding Sanskrit among the people.

Pandit Gulamdastgeer Ali Virajdar, national general secretary, Vishwa Sanskrit Pratishthan, Mumbai, laid stress on the need of including modern thoughts in Sanskrit literature. Pandit Virajdar also released a Sanskrit book written by Captain Ram Bhagat Sharma from Mohendragarh.

Pandit Virajdar, T.K. Sharma, Kurukshetra Universtiy, Ambedkar Study Centre, director and former deputy commissioner, Kurukshetra, Dr. R.B. Lagyan and Haryana Punjabi Sahatiya Academy, director, C.R. Moudgil were honored by Dr. Rameshwardatt Sharma by presenting them mementoes.

Kalka-Shimla railway line repaired

Chandigarh, August 26
Traffic on the Kalka-Shimla railway line will be restored from tomorrow. Almost two weeks ago, a section of the line near Koti railway station was washed away in flash floods.

Railway engineers have been working over time to restore the line. Four JCB machines and a strong work force had been pressed into service to restore traffic on the line which is vying for UNESCO heritage status.

On the night of August 13, the rivulet running under the railway track, had swelled with a gush of water following a cloudburst. A concrete structure supporting a stretch of the Kalka-Shimla railway track spanning the rivulet crumbled into the surging waters.

Senior divisional commercial manager, Ambala division, Karan Singh, said trains would start running from tomorrow. However, there would be a speed caution for the repaired section of the line.

5 booked for murder after 14 months

The alleged killers of a sadhu, Narain Giri, alias Baba Dhani Ram (55), who were roaming free for the past 14 months, have now been booked for the sadhu’s murder on a directive of the Punjab and Haryana High Court.

Gajraj Singh Yadav, brother of the deceased and resident of Baliar Khurd village, had earlier filed the petition.

The police has registered a case of murder, destruction of evidence of the crime and rioting under Sections 302, 201, 148 and 149 of the IPC against the accused - Umesh, Rajpal and Ram Avtar, all residents of Baliar Khurd village, Hukam Chand of Budani village, and Jeetu of Khijooriwas village of Rajasthan.

It is alleged that after killing Giri, his body was thrown into a well by the accused to give it the shape of death by drowning. The body was fished out from the well on June 20, 2006 after which the police treated it as a case of death by drowning.

Thus when Gajraj failed to secure justice from the police, he approached the high court. He asserted that the accused, who were rioting in a state of inebriation, were denied entry into a village temple by Giri in May, 2006 which eventually led to Giri’s murder.

Non-teaching staff of school dismissed

The management of Sant Nishal Singh Public School dismissed 90 non-teaching staff of the school last evening and outsourced their services to a private company.

The dismissed staff of the school formed an association and staged a dharna at the residence of the deputy commissioner today. They also threatened to stage a dharna outside the school and DC office from August 29 if the management did not take back the dismissed employees.

The association said said the employees were dismissed as they had demanded minimum wages of Rs 3,510 from the management and had held a dharna on August 24.

On the other hand, the management said the number of dismissed employees was less than 40. “We have outsourced the services of housekeeping, security and transportation as we want to give full attention to the teaching work in the school,” said Dr Waryam Singh, chairman of the school management committee.

The association said a prior notice should have been given to the employees.

Trader robbed of 1.25 lakh, jewellery

Five to seven masked men robbed a trader of Rs 1.25 lakh and gold jewellery on gunpoint in the wee hours today.

The incident created panic in Yamunanagar and Jagadhri as this was the 20th incident of its type in the past 17 days.

Prof Vishesh Bansal said the masked men entered the house, located in Pansari bazaar, using a ladder at around 1.15 am.

The men remained in the house for more than 45 minutes and took away all they could lay their hands on.

SP C.S. Rao, DSP Kamal Deep and forensic team inspected the crime scene. Bansal said the men, who were in their late twenties, were speaking local language.

Trench to protect crops

Yamunanagar, August 26
The Forest Department will dig a 10-feet deep and 3-km long trench between Madhubans and Kalesar, here, to protect human population and crops from wild animals especially elephants of Kalesar national forests. The department will also erect two watchtowers.

Villagers of the area had complained that the elephants were causing a lot of damage to crops and property.
