A former MLA of Ambala City and senior advocate Faquir Chand Aggarwal (95) died after a brief illness here today. He remained the president of the Ambala Bar Association for three terms. He was popularly known as Lala ji.

7 injured in bee attack
Jhajjar, August 19
Seven students of a local government college were injured, three of them seriously, when a group of bees attacked them in the college premises today. The seriously injured girls were rushed to the PGIMS, Rohtak, while the others were admitted in the Civil Hospital.

“I want coordination and cordiality, and not collision.” This is what Haryana Chief Minister Bhupinder Singh Hooda had to tell the top brass of the district administration and the police of Gurgaon early this week, after he came to know that the two wings of the administration were fighting for the supremacy over each other.

The Chief Minister’s intervention came after the serious differences between the Gurgaon district administration and the local police came in open after the district witnessed large-scale violence following the death of two Kanwarias, who were crushed to death by a truck on the Delhi-Jaipur highway on August 7.

The intervention by the highest quarter also confirmed the apprehensions expressed by certain quarters when the institution of police commissioner was introduced in Gurgaon a few months ago.

These quarters had felt that the new system would lead to the duplicity of authority in a district, leading to subsequent weakening of the control of a civil authority over the uniformed force, a crucial feature of a society, which upholds the rule of law.

It was pointed out that even in metropolitan cities, the police commissioners have to work under the civil administration. Even in Delhi, the police commissioner is under the control of the Lieutenant Governor, a civil authority.

However, since Gurgaon is fast emerging as a mini metropolitan town, the traditional system of policing was found to be inadequate to cop with the demands of the fast growing city.

Therefore, the commissioner system was introduced. The police in the city was put under the charge of an IG-rank officer.

To take care of these apprehensions, the Gurgaon police commissioner was not vested with magisterial powers. Still, serious differences of opinion arose between the police and the district administration over the handling of various law and order issues, necessitating intervention by the Chief Minister.

Ex-minister accuses govt of wasting public money

Former Haryana minister Sampat Singh today accused the state government of wasting Rs 350 crore from the state exchequer on the Bhakhra mainline Hansi-Butana multipurpose link channel, popularly known as Hansi-Butana canal.

The Supreme Court on August 16 stayed the construction of the canal while hearing a petition filed by the Punjab Government.

Talking to mediapersons here today Sampat Singh said the Indian National Lok Dal (INLD) had warned the state government against going ahead with its project well in advance as the project was bad for several technical and legal reasons.

But, he added, that the Congress government did not pay heed to the advice of the INLD because it wanted to divert people's attention from the Sutlej Yamuna Link (SYL) Canal, an issue on which it had failed miserably.

Elaborating his allegations, the former minister said that the Supreme Court had given its final verdict on the SYL on June 4, 2004, in which the apex court had given date-bound programme for the construction of the canal in the Punjab territory.

But the then Amrinder Singh government, in league with the Congress government at the Centre, passed the controversial Punjab Termination of Water Agreements Bill on July 12, 2004.

He maintained that the present Haryana ruling leaders, who were in opposition at that time, advised the central government to file a reference in the Supreme Court, though the INLD was against it, as the questions raised in the reference had already been answered by the apex court.

His party, Sampat Singh added, had told the government that the only way of improving farmers' lot was to bring SYL waters to the state and the construction of the Hansi-Butana canal would be of no use.

He said his party's stand had been vindicated by the Supreme Court's stay order but it was unfortunate that the state government's impractical project had drained the state exchequer to the tune of Rs 350 crore in the process.

Hooda government misinforming people: INLD MP

The Congress government in the state has been reduced to a regime of announcements, as it has not been able to implement any of the projects announced by it. To hide their failure, the state leadership is trying to seek credit for the works accomplished by the previous Om Prakash Chautala regime.

This was stated by Rajya Sabha member and INLD general secretary Ajay Singh Chautala, while addressing a ‘Meet the Press’ programme here today.

He asserted that the present government in Haryana had failed on all fronts during the first half of its tenure. Giving specific official figures to prove his point, the INLD leader maintained that the previous Chautala regime had generated nearly 1560 MW of additional power for the state.

“This was made possible with the commissioning of the sixth, seventh and eighth units of the Panipat Thermal Power Plant, augmentation of the capacity of the Western Yamuna canal hydroelectric power project, besides increasing Haryana’s share in the Central pool as well as various joint venture power projects,” he maintained.

Ajay Singh pointed out that as against the concrete results shown by the Chautala government, the present regime had not been able to commission even a single power generation unit.

Coming down heavily on Chief Minister Bhupinder Singh Hooda, the MP accused him of trying to misinform the people of the state by claiming the credit of various works accomplished by his predecessor.

Police tribute to freedom fighters

The Haryana police is upbeat over the one-hour musical drama, a light and sound show, that it will present tomorrow to commemorate the 150th anniversary of the First War of Independence of 1857.

Director-general of the Haryana police R.S. Dalal told the TNS here today that this would be the first gigantic effort by any police force in the country, in which about 750 policemen, including 300 women, would participate, to pay a tribute to the heroes of the war.

The purpose of the show, he said, was to make members of the Haryana police ‘sensitive policemen’ by inculcating in them the knowledge of history of the sacrifices made by those who were martyred in the struggle for the country’s freedom.

The idea of the show was first mooted at a meeting convened by Chief Minister Bhupinder Singh Hooda to formulate plans for celebrating the 150th anniversary of the First War of Independence.

Dalal promised to Hooda that the Haryana police too would contribute to the celebrations in its own way. The responsibility was given to additional director-general V.N. Rai, who not only conceived the show and but also wrote its script. The show will be jointly directed by Vidhu Khare of the National School of Drama, Delhi, and Sanjeev Lakhanpal of Karnal. It has been choreographed by Sunita and Kavrish. Sham Sahota of Karnal has composed the background music.

Dalal said all 750 participants took part in rehearsals of the show without any interruption their normal duties. He said later the show would be presented in other cities of the state also. Governor A.R. Kidwai will be the chief guest at the show to be presented tomorrow in the Haryana Armed Police Complex, Madhuban, at 8 pm.

CBI inspects security arrangements

A team of CBI officials today inspected security arrangements made for protection of witnesses of journalist Ram Chander Chhatrapati murder case and rape case against the dera chief.

The team headed by the DSP (CBI) Satish Daggar, inquiry officer of the cases, also met the SP to discuss security aspect of the witnesses.

The CBI officials who came in the morning after reviewing the security arrangements at the residence of a victim of the rape case and family members of Chhatrapati, left in the evening.

The Haryana Police had provided security to the witnesses under directions of the CBI.

The investigating agency felt the need of providing security to the witnesses after it filed charge sheets against the dera chief pertaining to the three cases.

Twenty to be honoured today

The Rajiv Gandhi National Youth Development Organisation and Haryana Pradesh Kisan Khet Mazdoor Congress will honour 20 prominent achievers of Haryana on the occasion of late Prime Minister Rajiv Gandhi’s birth anniversary.

This was announced by Haryana transport minister Randeep Singh Surjewala at a press conference here on Thursday. He said a function would be held at Panchkula on August 20 for this purpose.

While Chief Minister Bhupinder Singh Hooda would be the chief guest in the function, Satyavrat Chaturvedi, member, Congress Working Committee, would be the guest of honour. Santosh Yadav, mountaineer, Seema Anthil, athlete and Ranbir Singh, freedom fighter and member of the Constituent Assembly are among the 20 who will be honoured.

Former MLA dead

A former MLA of Ambala City and senior advocate Faquir Chand Aggarwal (95) died after a brief illness here today. He remained the president of the Ambala Bar Association for three terms. He was popularly known as Lala ji.

A judge of the Punjab and Haryana High Court, Justice Nabab Singh, was present at the cremation of Faquir Chand. He paid rich tributes to the departed soul. He said Lala ji was a great and simple person of immense legal learning.

Among others who attended the cremation included District and Sessions Judge, Ambala, B.M. Bedi and senior advocates Ajay Jain, Davender Bansal, Harish Bakshi, Satish Jain, Man Singh Kakran, J.S. Kohli, D.S. Punia, S.M. Sharma, Kiran Bala Jain, Jasmer Chand and Sandeep Sachdeva.

Former MP of Ambala Rattan Lal Kataria, president of the Anti-Terrorist Front Viresh Shandilay, president of the Ambala Wholesale Cloth Merchant Association Harchanran Singh Bhatia and former MLA Veena Chibbar expressed grief over the demise of Faquir Chand.

7 injured in bee attack

Jhajjar, August 19
Seven students of a local government college were injured, three of them seriously, when a group of bees attacked them in the college premises today.

The seriously injured girls were rushed to the PGIMS, Rohtak, while the others were admitted in the Civil Hospital.

Sources said while cleaning the college campus during an NSS camp, the students inadvertently touched a beehive.

Three girls - Reena, her sister Meena and Somia - were badly stung by the bees, while the four others identified as Monika, Manoj, Kapil and Mangal were admitted to a local hospital.

However, quite a scene was created at the Civil Hospital when the medical staff on emergency duty was found absent and the victims were asked to get syringes themselves.
