Bhajan blasts Hooda, seeks people’s support

Former Chief Minister Bhajan Lal appealed to the people of Haryana to back his fight against the Hooda government as he was doing so for the public.

Addressing mediapersons here today, he said the interests of the people of Haryana were above any party or individual and that was why he had launched his struggle.

The people were fed up with the functioning of the government and he understood their feelings.

He appealed to the people to attend his proposed rally at Rohtak on December 2.

Apparently stung by Congress MP Deepender Hooda’s remarks made here earlier this week, Bhajan Lal said the rally would prove who was a novice and who holds a doctorate in politics.

Asked whether the proposed rally would be held under the Congress banner, Bhajan Lal said “it is my rally”.

He described reports of his younger son Deputy Chief Minister Chander Mohan’s alleged involvement in an incident involving forced entry in a house in an inebriated state at Panchkula as a politically motivated disinformation campaign.

In reply to a question he said the INLD had been ousted from the Haryana political field and would remain out in the next Assembly poll too as the people had rejected this party forever.

This is the first time since he lost the race to the Chief Minister’s office in 2005 that Bhajan Lal has spoken so openly against the Hooda government. Not only did he answer questions without a hitch, he also faxed a signed press statement to media offices.

Group of experts to revise courses

The Indian Council of Agricultural Research (ICAR) has constituted a National Core Group (NCG) of experts for revising and restructuring course curricula for masters and doctoral degree programmes in agricultural universities in the country.

The vice-chancellor of Chaudhry Charan Singh Haryana Agricultural University, Dr J.C. Katyal, has been appointed as head of this group.

The group has 11 other members. They have been selected from amongst deans and directors of different agricultural universities and national research institutes in the country.

Katyal has already served as deputy director-general (Education) at the ICAR, which has the mandate for planning, undertaking, aiding, promoting and coordinating agricultural education and research and its application in agriculture and allied sciences.

To fulfil these objectives, the ICAR has over the years developed strong academic linkages with various institutions and professionals of the country to induce vital reforms in agricultural education for improving its quality, relevance and uniformity across the country.

As part of the process, the ICAR recently revised course curricula and syllabi for undergraduate programmes in agriculture and allied sciences.

Funds no problem, yet important projects hang fire

Though about 90 per cent of the funds received for various development schemes in the district have been utilised by agencies concerned, there were still certain important projects hanging in between, awaiting the final nod. Of the total 88 announcements made by the Chief Minister in the past 22 months, 21 projects have still been pending.

At a meeting held recently to review the progress made so far, it was found that a total of 29 announcements made by the CM had been completed while work had been on in 32 others.

It is revealed that the nature of the projects completed had been of routine nature and which were normally carried under the work taken up by the District Rural Development Agency (DRDA) and other agencies with help of the funds and grants sanctioned as per the 12th Finance Commission. A report prepared by the district authorities states that about six of the announcements made by the CM had been found 'not feasible' and had been dropped till further orders. Of the 21 announcements pending, six schemes had been lying with the office of the Chief Secretary and the Secretariat at Chandigarh.

The projects on cards but awaiting the final approval include the upgradation of the General Hospital here. This 100-bedded hospital, however, had been lacking various modern and upgraded facilities and due to this several patients had to turn to private hospitals for treatment. Faced with an acute shortage of medical staff, at least three posts of Senior Medical Officer (SMO) and 51 Medical Officers had been lying vacant.

The authorities have also made a move to set up a regional centre of Kurukshetra University here. But despite transfer of about 85 acres of land , the construction work was still to be taken up.

Another important proposal that had not been cleared finally had been the setting up of a veterinary polyclinic for the milch cattle. Jind is known for 'Murrah' breed of buffaloes. Around 50000 of such cattle were being exported or taken to other states each year. Though the district has 70 per cent of share in the broilers and poultry industry of North India, there had been no major hospital or polyclinic in the district, despite the fact that there had been a need and adequate land available.

When the country is all ready to celebrate its 60th Independence Day and remember the martyrs who made the supreme sacrifice to win freedom and defend the nation’s sovereignty ever since, it comes as a surprise that the authorities of one of the most premier educational institutes of the country, which was set up to groom students to join the National Defence Academy, do not even know when one such martyr laid down his life for his country.

Sainik School, Kunjpura, here has an Ajeet (Gnat) fighter aircraft, similar to the one flown by Indian Air Force’s only Param Vir Chakra winner Flying Officer Nirmaljit Singh Sekhon, on static display on the school premises. An information board is placed next to plane. But there are many glaring errors in the information provided.

The most shocking one is that it is mentioned that Sekhon got the Param Vir Chakra, the nation’s highest gallantry award, for his actions in the 1965 war with Pakistan. Sekhon was not even commissioned into the Air Force in 1965. In fact, he joined the Air Force on June 4, 1967. He got this award posthumously for gallantry shown during the 1971 Indo-Pak war.

Even more shocking is the fact that the school Principal Group Captain Suresh Kumar and the Headmaster Wing Commander S. K. Jaiswal are both from the Air Force and both have been in the school for two years. The error in the information was brought to their notice nearly a year back but it was not corrected.

It was on December 14, 1971, that Sekhon, single handedly, intercepted six Pakistan Air Force Sabre fighter aircraft which were attacking the Srinagar airfield. In a manoeuvring dogfight he managed to score hits on two aircraft but in an unequal battle with the other four aircraft his aircraft was shot down and he attained martyrdom.

Rs 1,217-cr irrigation proposals sent to Centre for approval

To improve irrigation infrastructure and bring 2.38 crore hectares additional area under irrigation in the next four years, the Haryana government has submitted plans worth Rs 1,217 crore for approval with the Central government.

This was stated by veteran congress leader and president All-India Kisan-Khet Mazdoor Congress S.S. Surjewala, MLA, while addressing farmers here yesterday.

He said as many as 46 projects funded by the NABARD had been completed and work on 27 other projects was going on speedily.

Water carrying capacity of Nehru Feeder had been increased from 1,600 cusecs to 2,000 cusecs and efforts were under way to increase it further to 200 cusecs.

Surjewala said work of increasing capacity of Western Yamuna Canal from 1,400 to 2,000 cusecs was in advanced stage and after completion of these projects all areas of the state would get equitable water for irrigation and this would also help in increasing the water table.

He further said 30 per cent construction work of Dadupur Nalvi canal had been completed. Hansi-Butana canal, when completed, would benefit farmers of 16 districts, including Jind and Kaithal.

Notice to Haryana on couple’s murder

Justice Pritam Pal today issued notice to Haryana, its chief secretary, Kaithal SP and other cops for September 17 on a petition filed by Chanderpati, widowed mother of Manoj, who along with his wife Babli, was killed by the relatives of Babli on June 15.

The petitioner prayed that directions be issued to the Haryana government to pay adequate compensation to the petitioner for the murder of her son (Manoj) and daughter-in-law Babli.

It was further alleged that the said killing took place due to unauthorised withdrawal of their security/protection by a team of five police officials, headed by Jagbir Singh, SHO of the Rajound police station. The security was withdrawn despite directions by the Sessions Judge, Kaithal, to ensure safety of the couple.

Incidentally, six of the accused persons had been arrested and the investigation was now being conducted by the SP, Crimes, Madhuban, Karnal.

The petitioner has sought an impartial high-level probe for fixing up the responsibility of the cops behind withdrawal of security.

Renewable energy
Rs 12 cr to be spent on projects: Dy CM

The department of renewable energy, Haryana, will incur a cost of Rs 12 crore during the current financial year to implement various renewable energy programmes in the state.

This was stated by Haryana deputy chief minister Chander Mohan here yesterday.

He said Chief Minister Bhupinder Singh Hooda would lay the foundation stone of Akshay Urja Bhavan on August 12.

The bhavan, spread over an acre, will be constructed in Sector 17, here, at the cost of Rs 4 crore.

He said the department had electrified 45 hamlets of Morni hills. Besides, it had also implemented a special project for the installation of 1,489 of solar energy-based street-lighting system at the cost of Rs 3.82 crore in Ambala, Panchkula and Yamuna Nagar districts having 50 per cent or more Scheduled Caste population.

The deputy chief minister said the department had also implemented a scheme costing Rs 1.68 crore to run computer laboratories on solar energy in 21 schools in Rohtak district. Besides, a number of schemes on solar water heating, solar cooker, solar home lighting systems, energy efficient agricultural pumpsets and institutional biogas plants were being implemented in the state.

On the urja bhavan, he said it would be a futuristic office building with sustainable building concepts, including energy efficient, solar active and solar-passive architectural applications like solar chimneys, evaporative cooling, solar power and water recycling.

It’s no man’s rule in state: Sampat

Former Haryana minister Sampat Singh said the state of affairs in Haryana indicated as if there was no government. He described the situation as no man’s rule in Haryana.

He said the manner in which the people had been resorting to roadblocks, demonstrations and even burning of public property at the slightest provocations of late, it reflected a deep rooted resentment among people against the lackadaisical attitude of the government.

Talking to mediapersons here today the INLD leader said in a democracy, the least people expected of a government were some basic infrastructures like irrigation, power, roads and transport and some basic facilities like education, health and welfare schemes besides maintenance of law and order so that people could work without fear. But the state government had failed to provide any of these.

Sampat Singh alleged that the power situation was worst in rural area getting 6-hour power supply in 48 hours. It was more due to lack of proper management than due to shortage of power.

The former minister said the government was completely not serious about the irrigation problems of the people.

He maintained that 25,000 posts of teachers were lying vacant but the government was appointing guest teachers to run its schools.

Director gets 7-yr RI for raping student

The director and owner of Guru Dronacharya Sanskrit College, Sat Narain, has been sentenced to seven years’ rigorous imprisonment with a fine of Rs 5,000 by district and session judge C.B. Jaglan for sexually assaulting and blackmailing a student of the college.

According to the prosecution, a girl student of the Prabhakar class from Anaj Mandi joined the college in 2005 and soon she was employed as a clerk in the college by the director.

The director raped her and took her nude photographs, which he used to blackmail the victim. Thereafter, she was repeatedly raped and blackmailed.

However, on April 7, 2006, the girl’s mother happened to reach the college and found the director trying to sexually assault the girl. She raised the alarm and managed to rescue the girl.

On the complaint of the girl, the police registered a case and arrested Sat Narain.

‘INLD won’t allow Reliance SEZ in state’

Former Chief Minister and INLD chief Om Prakash Chautala said the Haryana government was pushing the state farmers towards slavery by giving their land to Reliance for establishment of special economic zone (SEZ). He asserted that the INLD would not allow Reliance to set up an SEZ in the state at any cost.

“We are prepared to make any sacrifice to prevent the government and the company from establishing SEZ in the state by compromising the interests of farmers,” Chautala said while addressing a state-level rally of the party’s ex-servicemen cell here yesterday.

Chautala alleged that the Congress government in the state was working against the interests of the farmers to benefit the Reliance company. He even linked the move to set up SEZ in the state to the East India Company establishing its units in the country.

Claiming that the establishment of SEZs would not serve any purpose, Chautala maintained that it would not even provide jobs to the people of the state, as was being claimed by the government. — TNS

19 ex-servicemen honoured

The Haryana Government has honoured 19 ex-servicemen by ‘Sanad and Stick Award’ for their outstanding contribution in the field of ex-servicemen welfare.

This was stated by secretary of Haryana Rajya Sainik Board Brig K.S. Badhwar (retd) here yesterday. He said the Governor of Haryana Dr A.R. Kidwai and Chief Minister Bhupinder Singh Hooda jointly honoured 19 ex-servicemen with this prestigious award at Haryana Raj Bhawan Chandigarh.

Badhwar said the amount of the award had been increased from Rs 500 to Rs 2,000.

Mahavir Singh Jakhar (Ambala), Rohtash Singh (Bhiwani), Manfool Singh (Fatehabad district), K.B. Narang (Faridabad), Sant Ram Dahiya (Gurgaon district), Ram Kumar (Hisar), Chander Singh (Jhajjar) and Randhir Singh (Jind) were honoured with this award.

Similarly Kirpal Singh (Kaithal), V.P.S. Lathar (Karnal), Surender Singh (Kurukshetra), Mahender Singh Badesra (Narnaul), Maan Singh (Panchkula), Balwant (Panipat), Chanderhas Yadav (Rewari), Tek Ram Narwal (Rohtak), Inderjeet Singh (Sirsa), Jasbir Singh (Sonepat) and Jogender Singh (Yamunanagar) were also the recipient of this award.

Livestock census to take place next month

The Haryana Animal Husbandry and Dairying Department will conduct 18th Livestock Census in the state from September 15 to October 15.

While stating this here today, the Haryana Animal Husbandry and Dairying Minister, Harmohinder Singh Chatha, said that the census was being conducted under the guidelines of Central Government as part of National Programme.

Chatha said that the department had already started gearing up itself for conducting the fresh livestock census in a systematic manner.

He said that the livestock census being conducted in the entire state would help the government in formulating programmes and policies for promoting livestock production and further improvement in the already available high quality animal infrastructure in the state.

With a view to conducting it successfully training would be imparted to the staff and senior officers of the department and they would train the required staff for the ensuing census work. — TNS

Panchayats to prepare mid-day meals

The Haryana Government will entrust the responsibility of preparing mid- day meal in 300 villages in Sirsa district to panchayats concerned with a view to ensuring quality of meals.

While giving information in this regard today, an official spokesman said now mid-day meal was being provided through village panchayats in 464 primary schools of the district.

The spokesman said more than 1 lakh children were being benefited from mid-day meal scheme in 563 Government Primary Schools of the district.

The Haryana government has announced cash awards worth lakhs of rupees for Punjabi writers for 2007-08.

Stating this, Punjabi Sahitya Academy director C.R. Mudgil said applications had been invited from writers for Baba Sheikh Farid Puraskar, the Ragi Dhadi and Lok Gayak Puraskar, etc. for 2007-08.

He said application forms could be obtained from his office (H. No. 106, Sector 8, Panchkula) by hand or by post. The last date for receipt of applications is August 31.

He said a cash award of Rs 1 lakh would be given to the winner of the Bhai Santokh Singh Purasakar, Rs 51,000 for the Baba Sheikh Puraskar and the Sant Taran Singh Vehmi Purasakar, respectively. Also, a sum of Rs 21,000 would be given for the Ragi and Dhadi and Lok Gayak Puraskar. — OC

Threat to blow up Ambala, Amritsar rly stations

Ambala, August 10
A letter threatening to blow up Ambala Cantonment and Amritsar railway stations on August 15 was received here today.

The letter was found in the mail box of a vernacular daily at the GPO, Ambala Cantonment.

The letter has sent security agencies in a tizzy. Signed by a person claiming to be “commander-in-chief Mohammad Pasha”, the letter has been handed over to the superintendent of police K.V. Ramanna.

In the letter, which is a computer printout, the person has warned residents of Haryana and Punjab of grave consequences in the next couple of days. It claims that the Panipat train explosion was their first successful operation. — TNS

Over 300 students from 45 schools took part in a painting competition at Bal Bhavan today.

In five to eight years’ category, Shweta came first, Payal Rana second and Nidhi Kashyap third. The consolation prizes went to Mansi Siwach and Siddharth.

In nine to 12 years’ category, Sakshi was adjudged first, Ravi Kant second and Meenakshi Sharma third. The consolation prize went to Mohammad Saqib and Ashina Bhatia.

In 13 to 16 years’ group, Nidhi Kanojia bagged the first prize, Aman Bhatia second and Harpreet third. The consolation prize went to Nitika and Krishan. In physically challenged students category (five to eight years), Arshdeep came first, Devender Kumar second and Anmol third.

In 11 to 18 years, Neha got the first prize, Charu second and Aman Garg third.

In mentally challenged children category (five to eight years), Preeti came first, Apoorva second while Suraj third. In 11 to 18 years’ group, Supreet Kaur was adjudged first, Suman second and Surya third. — TNS

Teacher molests girl, held

Sirsa, August 10
The police today arrested an alleged teacher for outraging the modesty of a girl student, studying in class four of the Government Primary School situated in Ellenabad town.

The father of the girl, in his complaint, alleged that the JBT teacher, Ram Parkash, a resident of Bhagwan village, Nohar tehsil (Rajasthan), had been outraging the modesty of his daughter for the last few months under threats that if she revealed the matter to anyone she would be eliminated.

He said his daughter revealed the matter yesterday only.

The police after arresting the accused have started investigations. — PTI

Man drowns in canal

One person was drowned in the Narwana branch canal near Jansui head today.

The incident took place when Hukum Chand (50), a resident of Kalera village, had gone to take a bath. He apparently slipped and fell into the canal. He body has not yet been recovered.
