‘Ban on 6-month loan anti-farmer’
Bhiwani, August 4 Stating the decision of Fatehabad Cooperative Bank of banning providing six-month loan to the farmers, as ‘anti-farmers’, the state president of Cooperative Cell of the Bhartiya Janta Party, Om Prakash Maan, has demanded immediate suspension of the managing director of the bank. In a statement issued here today, Maan said the step would send the farmers to the verge of starvation.

Gurgaon, August 4 Bhardwaj said all these mobile courts would be funded for the first three years by the Union
Government. The first mobile court was formally inaugurated by the Chief Justice of India (CJI), K.G Balakrishnan. Terming the mobile court as a novel experiment, he said this type of court would prove useful for economically backward and poorly educated people of the area. At the same time, the CJI cautioned the people of Punahana and nearby not to misuse their rights. He congratulated the state government for taking a lead in establishing a regular mobile court. While speaking on the occasion, the Chief Justice said there is no doubt that there were not enough courts in India. Though some substitute courts like Lok Adalats and Special Adalats have been set in various parts of the country, yet they are not able to deal with the increasing number of litigations. He stressed the need for setting up courts near the people in order to provide them easy and speedy relief. The concept of regular mobile court is a first step in this direction. The Haryana Chief Minister Bhupinder Singh Hooda said the decision of setting up first mobile court in Mewat had been taken as it is the most backward area of the state. He said the government had initiated this project from this area as it was found in a survey that the literacy rate of the area was far below the national average. The women literacy rate was only 4 per cent, which reflected the backwardness of the people of the district. |

Jind, August 4 The wind shield of the bus was damaged in the incident. The blockade was lifted after intervention by police officials and local village panchayat. The police reportedly booked a case against some unidentified persons. The incident took place at about 7.30 am this morning when a roadways bus, coming from Panipat, was made to stop at the village by some students and youths. While the students had a heated verbal exchange with the driver and conductor over stopping the bus, some locals resorted to stone throwing. The passengers of the bus got down in panic as wind shield of the bus was smashed due to stone pelting. On this, drivers of buses of other routes passing from the spot stopped and blocked the road by parking the buses to protest against the incident. The bus staff declared that they would not lift the blockade until the police arrested the miscreants and ensured safety of the buses and the staff. The issue was, however, resolved after the police and the local Sarpanch intervened and assured that action would be taken against the persons resorting to violence. But the blockade led to inconvenience to other vehicles passing from there, as they were caught in a traffic jam for over 30 minutes. “The tussle between daily commuters especially the students, who have passes and the roadways bus staff, are common in the district, as many long-route buses avoid halting at villages, leading to resentment and protest by such commuters”, claimed an employee of the transport department. The General Manager, Haryana Roadways, Panipat, Girish Arora said he did not know about the incident but he admitted that shortage of staff had been there. |

Surajkund, August 4 Members of Gujjar community from several states like Rajasthan, Uttar Pradesh, Delhi, Jammu and
Kashmir, Madhya Pradesh and Uttarakhand took part in the mahapanchayat. In another resolution the mahapanchayat anointed Bhadana as Gujjars' national leader and authorised him to spearhead the agitation to get ST status for the community. Bhadana was the convener of the mahapanchayat. Speaking on the occasion Bhadana said he had quit the BJP as the party had failed to give a positive assurance on accepting the demand for ST status for the community in Rajasthan. According to him, no leader directly associated with any political party had been invited to the mahapanchayat. He announced that he would not accept any public post and not take foodgrains in his diet till the issue was resolved. He further clarified that he would not join any political party or float any new party. He also said he would not contest election from Rajasthan till the issue of demand for ST status was met. Bhadana announced setting up of a memorial for those killed in Gujjar agitation in Rajasthan and added that a sum of Rs 31,000 would be given to each of the bereaved families. Meanwhile, sharp division among the Gujjar leaders surfaced today in connection with the agitational programme of the community relating to demand for ST status. In his speech Bhadana lamented that leaders like Col. Kirorimal Baisla had tried to scuttle the mahapanchayat. Significantly, Col. Baisla had led the Gujjar agitation in Rajasthan. Bhadana said he did mot care for leaders like Col. Baisla when the members of the community were with him. He made a reference to Col. Baisla in the background of some anxious queries regarding his absence.He was invited for the mahapanchayat but he wanted to bring some political leaders which was not acceptable as it was a non-political event, Bhadana added. The participants had started trickling into Faridabad district since yesterday night. They had stared gathering at the venue of the mahapanchayat since morning and waited well past 2 pm till the event got over. |
Show-cause notice to CMO

Panipat, August 4 SIC has also issued a show-cause notice to Dr Neh Lata Singh, the CMO, who is also the first information officer of the Bhim Sain Sachhar Hospital, Panipat, asking why the proceedings of imposing a penalty at Rs 250 per day should not be initiated against her for delaying to act on the application. Under the RTI the “defaulting”' officials can be penalised up to Rs 25,000 and for not providing information in time. P.P Kapoor, state convener of the Indian Federation of Trade Unions (IFTU), had asked for the information about the details of the labourers/workers, who had died in the industrial accidents, construction activities, roads accidents etc from January 1, 2006- November 17 2006 at the civil hospital. Kapoor told this reporter here today that he had asked for information to enable the families of the deceased to get legal monetary help from their employers. He had deposited a fee of Rs 50 on November 21, 2006 but no information was provided to him within the stipulated time period. After the CMO office failed to furnish the desired information, the applicant approached the SIC on March 2 which asked him to approach the first appellant authority i.e the Director General, Health Services, to get his grievance redressed. Acting on Kapoor's appeal, the first appellant authority directed the Panipat CMO on March 28 to release the details within three days. The CMO office claimed that the desired information was provided to the applicant on March 17 by the assistant public information officer of the hospital. But in the written orders the SIC observed that the CMO had failed to furnish any such documentary proof confirming the dispatch of any official communiqué. Taking a strong exception on the CMO's version that the applicant should approach the departments of home, labour etc to get more details about the workers, the SIC observed that the public information officer of the hospital should had forwarded the letter in case it lacks further information. Meanwhile, SIC had directed the CMO to provide free information to the applicant and present in person at the next hearing scheduled for August 22. |

Bhiwani, August 4 Seeking resignation of the officials responsible for taking the decision, Maan said the cooperative banks were determined to follow the decision in the entire state so they should sternly be directed that easy and immediate loan facility be provided to the maximum number of farmers to enable them to buy seed-fertilisers for their better produce. Threatening of launching an agitation if the decision is not withdrawn within a week, Maan said their agitation would include demonstration outside the offices of the deputy commissioners. The BJP leader alleged that the cooperative banks were giving step-motherly treatment to the farmers by realising interest from them by changing the loans of defaulter farmers into MT loan (three-year-term loan) from March 31, 2005. He said the state government should implement its own decision and farmers should be allowed to pay only the principal amount. He disclosed that the state government, in its decision, decided to condone the interest of those farmers who were held defaulter in June-2006, but on the other hand the government was betraying farmers by realising interest after summing it up in the principal loan into three-years term loan from March 31, 2005. Demanding interference of the chief minister, Maan said the government should review its decision of March 31, 2005 and those district cooperative banks who had ceased to provide loans to the farmers should immediately lift their ban. |

Bishnoi himself said his father had made his choice clear and did not need to mention the name. Bhajan Lal, however, came to the defence of his elder son Chander Mohan, who is Deputy Chief Minister in the Council of Ministers headed by Bhajan Lal’s arch rival Bhupinder Singh Hooda. On the unsavoury controversy involving Chander Mohan relating to an incident at Panchkula recently, Bhajan Lal said it was a conspiracy by his political rivals to malign his son. |

To underscore the size of the gathering expected to turn up at the event, Bishnoi said the area of the proposed rally measured 84 acres. Bishnoi said they chose Rohtak as the venue for the first state-level programme of the group to give Hooda a message. “Bhajan Lal had never discriminated against any area when he was Chief Minister of Haryana. The popularity of Bhajan Lal among residents of Rohtak will be demonstrated in the rally on December 2”, Bishnoi said. Bishnoi said he and his father had so far attended programmes in 44 of the 90 Assembly segments of Haryana. They intended to visit the remaining 46 constituencies by November and then hold the rally in December, Bishnoi, a LS member representing Bhiwani, said. “We have no time for the Congress high command”, Bishnoi said. In reply to another question, he said there was no possibility of the group led by his father merging with another party. Dharam Pal Malik, Congress MLA and a former PCC chief, who was present on the dais, said the Congress in Haryana was synonymous with Bhajan Lal, thereby indicating that throwing his hat with Bhajan Lal did not amount to leaving the Congress. |

Glassware manufacturers challenge process patent Ambala, August 4 The scientific glassware manufacturers here received a bolt when they were served notices from Hemant Goel, a resident of Baroda, who has been granted patent for the glass-blowing process as well as for the double chuck lathe machine. The manufacturers have now geared up to challenge the process patent and an appeal in this regard is going to be filed in the patent office at Mumbai soon. Ashwani Goel, president of the Ambala Scientific Instruments Manufacturers Association, said the patent office at Mumbai has granted them a hearing date on August 17. “We are going to present our case before the patent office. We are going to strongly challenge the patent," he said. Goel stated that the glass-blowing process for manufacturing scientific glassware had been in practice for the last 50 years. “While the patent was granted to Hemant in 2005, glassware manufacturers have been using this process for the last five decades. This process was introduced in Ambala at ‘Kanch Ghar’. It was learnt at London and then perfected here. Moreover, Mohan Lal Gupta learnt this process in Lahore," he stated. Regarding the double chuck lathe machine, Goel pointed that the machine was not only being used here, but was also being manufactured by at least 15 persons in Ambala. “The machine is an integral part of the glassware manufacturing process and we have been using it for the last few decades," he said. Scientific glassware like flask, burette and pipette are manufactured in Ambala Cantonment. Several scientific glassware items are being exported to different countries in the world. The estimated turnover of the scientific glassware manufacturers in the region is around Rs 50 crore. Goel said the patent threatened the livelihood of the glassware manufacturers, who operate on slim margins. “In this fiercely competitive world, it will not be possible to bear the additional costs of royalty. It will directly hamper the growth of the scientific instrument manufacturers," he said. The glassware manufacturers of Ambala are not alone to face this problem. A delegation of the All-India glassware equipment manufacturers association, led by its president Anil Garg, visited Ambala Cantonment to discuss this issue. The patent issue has directly affected scientific glassware manufacturers in Ambala, Bangalore, Chennai, Hyderabad and Agra. |
Action against Chander Mohan sought Ambala, August 4 Talking to mediapersons here today, Katariya said it was shameful that a senior leader of the Congress misbehaved in such a way. He said the chief minister should take action against Mohan. Katariya said the BJP Ambala unit would take out a torch procession on August 9 to protest against the entity people policy of UPA Government. He said the BJP would protest before the Parliament on August 20 in which a large number of workers of the Haryana BJP would take part. |
Specialised markets to come up in 7 cities Chandigarh, August 4 While stating this here today, a spokesman of the board said specialised markets for flowers would be set up at Gurgaon, Sonipat, Panchkula and fish markets at Bahadurgarh and Gurgaon. Similarly, specialised market for timber would be set up at Jagadhri and apple market at Panchkula. The setting of these markets would give further boost to the already flourishing markets of that particular place as it would provide better marketing facilities to the farmers. It would also draw the farmers of the adjoining states to market their produce in these high-tech markets, he added. He said new grain markets would be set up in Ambala Cantt, Pataudi, Narnaul, Jullana, Rasulpur (Sadhaura), Jakhal, Danoda Kalan, Extension of Mandi Ismailabad and new vegetable markets would be established at Hisar, Rewari, Ambala City, Hansi and Babain. New grain and vegetable markets would be set up at Ganaur, Bhuna, Extension Mandi Farukh Nagar and Babain. |
