Principals sore over pay anomalies

Some 1500 senior secondary school principals in Haryana are ‘upset’ over the appointment of Phool Chand Mullana as president of the Haryana Pradesh Congress Committee. They feel that his appointment may give the former Haryana education minister a legitimate reason to wriggle out of the promises made to Haryana principals with regard to removing anomalies in their pay scales.

Flaunting a copy of “Siksha Lok”, an official publication of the Haryana Education Department that quotes Mullana’s address to principals at Kurukshetra on July 6, 2006 saying “the demand of the principals for a scale on parity with neighbouring states will be implemented.” These principals are now hoping that someone will listen to their “legitimate demands” ahead of the next general election.

But what is more ironic is the fact that Mullana remained in office for over a year after making the announcement, but he did precious little to follow up on what he said. Furthermore, when the former Director, School Education, K. K Khandelwal wrote to the government to concede the demands pertaining to the pay scale of these principals and grant them parity with central scales and those in neighbouring states-Rs 10,000-15,200 instead of Rs 8,000-13,500 which they get now — the state finance department lost no time in raising an objection asking the education department to furnish proof of scales in the neighbouring states.

For over past six months the file was held up because the neighbouring states have failed to respond, despite several reminders by the Director, School Education. And now with Mullana moving over as president of the Haryana Pradesh Congress, 1500 principals of senior secondary schools feel they will have to start all over again in pressing for the implementation of their demands.

According to Haryana School Officers Association spokesperson, Sudhir Kalra, the recommendations of the 5th Pay Commission were adopted by Haryana in 1998 for the JBT teachers and school headmasters (Class 10 Schools), but senior secondary school principals got a minimum scale of Rs 8,000 which was lower by Rs 2,000 in comparison to the recommendations of the pay commission and the scales implemented in Punjab, Rajasthan, Chandigarh, Himachal Pradesh etc.

Interestingly, unlike all other states, school principals in Haryana are designated class II gazetted officers, but if the same person comes to Chandigarh on deputation, he or she becomes a class I officer.

Rotarians encouraged to educate Indians

This was stated by H.K Dua, Editor-in-Chief, Tribune group of newspapers, while speaking at an installation ceremony of the Rotary club, Yamunanagar, here last evening. He was the chief guest at the function.

In his address to the Rotarians he talked about the shining India where there were shopping malls, cars and luxuries. He said India was on the move and the beneficiary section of society was expanding every year. He talked about Kalpana Chawla and Sunita Williams who had become symbols of achievement.

However, his speech was centered on the other India, which is "not shining".

Dua said it was a matter of concern that rowdy and criminal people were sitting in Parliament and legislative assemblies and making laws. He said both money and muscle power were being used to win elections. Quoting the Speaker of the Lok Sabha he said 40 MPs had criminal background and it was a matter of great concern. "Law breakers have become law makers", said Dua. He said MPs were shown asking questions in lieu of money. "MPs ask questions for business houses and common people were no priority for them", said Dua. He said policy makers had created all problems and hence we should not expect any solution from them.

The Editor-in-Chief talked about the problems of corruption, education, caste system and health. He talked about the naxal problem which has infected more than 165 districts in the country. He said education required attention. He said teachers remained absent from schools and wondered why the administration was not taking action against them.

Dua said there were still 90,000 classrooms without blackboards and more than 32 crore Indians were illiterate. He asked, 'can we build India of the 21st century when people are ignorant?". He said policy makers who belonged to the shining India did not show the commitment required for those living in the 'not so shining India'.

He called upon Rotarians to take up the task of educating Indians. He appreciated the work done by Rotarians for the needy and the poor and added that 'still a lot was yet to be done'.

Dua also released 'Chariot', a bulletin of the club, on the occasion.

Earlier, in the evening outgoing president of the club Rtn Kapil Gupta highlighted the works done by the club during 2006-2007. The new president Rtn Dr Vimal Miglani declared his new team: Ravinder Aggarwal (secretary), Sanjay Pahuja (vice-president), Sanjay Panjwani (joint secretary) and Vikas Taluja (treasurer). Atul Gupta was made director, club services. Rotarians for their contribution to the club were also honoured.

Sikhs decide not to allow ‘naam charcha’

Sikh organisations today resolved that they would not allow the much-hyped ‘naam charcha’ of the Dera Sacha Sauda to take place at Ratia on August 5.

Representatives of various Sikh organisations, who assembled at Singh Sabha Gurdwara, Ratia, said they would provide the authorities an opportunity to stop dera followers from going ahead with their plan but in case the police and authorities failed to act, hundreds of Sikh would assemble at Ratia on that day to stop ‘naam charcha’.

Baba Inderjit Singh, head Granthi of the Ajeetsar Gurdwara, presided over the meeting, which was attended by Joginder Singh Aherwan, state president of the SAD (Badal), Baldev Singh Khalsa, SGPC member from Hisar constituency, Avtar Singh, senior vice-president of the SAD (Amritsar), and Mohinder Singh Wadhwa, state general secretary of the Haryana Akali Dal.

Sikhs rued that the state government had been discriminating against them in their ongoing row with dera and scores of Sikhs had been framed during the past two months.

Later, talking to mediapersons, Sikh leaders said they had asked deputy commissioner O.P. Sheoran to get the August 5 ‘naam charcha’ cancelled and withdraw false cases registered against Sikhs at Ratia by August 1. Their representatives would again meet Sheoran on August 1 to know the attitude of the authorities in this regard.

A large number of Sikhs would converge at Ratia on August 5 to prevent ‘naam charcha’ in case the authorities failed to stop the dera followers, they added.

Two sent to judicial custody

Fatehabad, July 29
The police today arrested Sukhwinder Singh, president of the Shri Guru Granth Satkaar Sabha at Kulan in the district, and Harpal Singh Dulet, another office-bearer of the sabha.

According to reports, Sukhwinder Singh was coming from Punjab in a car along with four others, when the police stopped their vehicle at a barrier.

The police produced the two before a Tohana court, which later remanded them to a 14-day judicial custody.

The police had earlier booked Sukhwinder Singh along with 249 others on July 12, when they had allegedly tried to invade ‘naam charcha ghar’ of the Dera Sacha Sauda at Ratia to stop dera followers from performing ‘naam charcha’.

He came to limelight when he led the preparations for the proposed July 11 conclave at Ratia.

Though Akal Takht later postponed the conclave, but Sukhwinder Singh went ahead with a meeting of Sikhs at Ajeetsar Gurdwara on that day, albeit on a smaller scale.

Earlier, the police had arrested three persons from Aherwan and Ratia in this connection, who were later released by the court on bail.

Habeas corpus writ dismissed

The Punjab and Haryana High Court has dismissed the writ of habeas corpus earlier filed by Prabhati Lal, a resident of Sharanwas village. She is a relative of Rameshwar and his son Pradeep, who were allegedly kept in wrongful confinement at the Rampura police station, here, in connection with the murder of an aged farmer, Ganpat Singh, who was axed to death at Saharanwas village on July 16.

The writ has been set aside on the basis of the station house officer’s deposition made before the high court at Chandigarh on July 26.

The SHO said Rameshwar and Pradeep, who were asked to join the investigation of the case, were brought to the police station on July 20 for interrogation after which they were allowed to go home. Pradeep’s bloodstained trouser and vest, which the police had earlier recovered from his residence, was dispatched to Forensic State Laboratory (FSL), Madhuban, for chemical examination.

Simultaneously, warrant officer Ish Kumar’s report too formed the basis of the High Court’s order of dismissal of the writ. Ish Kumar had conducted a surprise check in the early hours on July 21 on the premises of the Rampura police station where he found no trace of the alleged detainees after which he gave a clean chit to the police personnel.

The SHO said they were awaiting the FSL’s report, which would decide the future course of investigation.

50 pc quota for Mewat residents

Mewat, July 29
The Haryana government has reserved 50 per cent seats in the polytechnics and ITIs situated in the Mewat region for the residents of the area so that they can get technical education and become self-reliant.

This was stated by Governor A.R. Kidwai yesterday while addressing a public gathering on the occasion of inauguration of health and kisan mela at Buraqua village in the Mewat district.

The mela was organised by Human Resources Development Institute, Faridabad.

Lauding the efforts of the institute in organising the mela, he informed that medical check-up of all school going children would be conducted during the fair with the assistance of private practitioners to enable them to lead a healthy life.

The Governor also distributed 50 sewing machines to widows and poor women and tri-cycles and artificial limbs to 20 physically challenged persons.

The Governor said successful implementation of education, especially the technical education besides animal husbandry and horticultural schemes were imperative for the development of this area. — UNI

Hooda promises due representation

The Kashyap Rajput Community would be given its due representation in the organisational set up of the Congress party and participation in the government of the state.

Chief Minister Bhupinder Singh Hooda assured this to the Kashyap Rajput Samaj, while addressing its state-level mahasammelan as the chief guest at the Government College, here, today.

He said the Kashyap Samaj had rendered yeoman’s service to the society and keeping in view this devotion and dedication of the Kashyaps the government had resolved to give due honour and participation to the samaj in the government and in the party. — PTI

BSP has no base in Haryana, says Mulana

The recently appointed Haryana Pradesh Congress Committee chief Phool Chand Mulana said Mayawati’s political jugglery, which led her to the victory in UP, would not have an impact in Haryana.

Talking to mediapersons here today, Mulana said the Bahujan Samaj Party (BSP) has been unable to win over the people here, especially the Dalits. Mulana emphatically added that the BSP had lost its credibility in Haryana.

Mulana said loyal workers of the Congress would be given due representation in the party. He said he would try his best to give 33 per cent representation to female workers in the party organisation.

On the occasion, the Gujjars from the district gave Rs 5 lakh to Bhansla for the families, who lost their members during the recent Gujjar agitation.

He also appealed to the members to educate their children so that they could take important positions in society.

7 more HAF companies for Sirsa

In the wake of the ongoing dera-Sikh row and presentation of an investigative report against the dera chief by the CBI on July 31, seven more companies of Haryana Armed Forces (HAF) were today deployed in the district.

Besides, the paramilitary forces have already been positioned in different sensitive areas of the district.

Hundreds of dera followers from different places, who converged at the dera, here, to attend the monthly religious discourse were reportedly asked to stay here till the CBI files the report.

SP Vikas Arora said the additional paramilitary forces had been deployed to maintain law and order situation in view of the increasing tension.

All vehicles entering the district, especially from Punjab side, are being frisked by the police and other personnel.

In fact, his love for honing the talents of youngsters have brought Kaushik to Chandigarh, where would be guest of honour at a function to be organised by the Haryana Cultural Affairs Department to pay tributes to legendary singer Mohammad Rafi at the Tagore Theatre here on July 31.

During an interaction with The Tribune here today, Kaushik refrained from criticising the reality shows on the entertainment channels. "The commercialisation of music had always been there. However, in the wake of the spurt in the realty shows on the TV channels, the commercialization has assumed alarming proportions," Kaushik said. Kaushik, who shot into fame with the musical score of Sat Hindustani, the first movie of the superstar Amitabh Bachchan, had tasted success at the regional-level also with Haryanvi film "Chandrawal" setting new standards for the regional cinema.
