There was commotion among police personnel when Ish Kumar, a warrant officer of the Punjab and Haryana High Court, conducted a surprise check in the early hours yesterday on the premises of the Rampura police station, here, in search of father son duo who were allegedly kept in wrongful confinement at the police station in connection with the murder of an aged farmer, Ganpat Singh (80), who was axed to death at Saharanwas village, 5 km from here, on July 16.

6 marriage party members killed

Six members of a marriage party were killed and eight others injured when the jeep in which they were travelling collided head-on with a truck on the Hisar-Chandigarh road near Sachha Khera village here today.

5-year jail term in looting case

A local court yesterday sentenced five persons to five years imprisonment in a looting case. The accused had forcibly taken away a jeep from the victim after beating him near Khatiwas village on May 21, 2005.

Not many options left for Bhajan camp

By resorting to "conscience vote", an euphemism for cross-voting, during the presidential election, the Bhajan Lal camp is left with no alternative but to quit the Congress. The only question to be answered is whether he and his younger son and suspended MP from Bhiwani Kuldeep Bishnoi would quit the party on their own or they will have to be shown the door by the high command.

The term "conscience vote" had first found place in the Indian political dictionary when V.V. Giri was supported by a large section of the Congressmen at the asking of Indira Gandhi against the party's official candidate for the post of President Neelam Sanjeeva Reddy in the late sixties.

If the Bhajan camp had cross voted only to express its resentment against Chief Minister Bhupinder Singh Hooda, the high command might have condoned it.

Meanwhile, supporters of Hooda are ridiculing the claim of Bishnoi's supporters that their leader deliberately did not ask more MLAs to vote against the party candidate Pratibha Patil. Vice-President of the Haryana Congress media cell Rajinder Singh Pammi said here today that if Bishnoi could influence any other MLA, he would have certainly tried his best to embarrass the Chief Minister. But, he said, the fact was that Hooda had increased the party's tally from 67 to 74.

Already a demand for action against the Bhajan camp has started surfacing in the state Congress. Firebrand Congress MLA from Palwal Karan Singh Dalal today demanded Bhajan Lal should resign as MLA owning up moral responsibility for the debacle of his camp's evil designs in the Presidential elections.

Dalal, who is currently in the UK, said the very fact that 74 MLAs voted for the UPA candidate in Haryana, where the strength of the Congress MLAs is only 67, exposed beyond doubt the tall claims made by Bishnoi, that a majority of the party MLAs in the state were with him.

Congratulating Hooda for marshalling votes for Patil, he said Bhajan Lal's infamous brand of "jor-tor" politics would no longer work as the people now supported leaders who could lead governments that performed.

Another Congress MLA from Rai and former minister Ramesh Kaushik also lashed out at the Bhajan camp for "misleading" the people of Haryana with claims of enjoying the support of a majority of the Congress MLAs in the state. Bishnoi's failure to muster enough support during the presidential elections, he said, had also put a question mark on his proposed Rohtak rally.

HUDA move to cut red tape 
To introduce self-certification of building plans

Plagued with complaints of red-tapism in passing of building plans and harassment for securing a completion certificate, the Haryana Urban Development Authority (HUDA) has evolved a self-certification plan for approval of plans.

This plan gives the public complete liberty to plan homes within the bylaws, get these certified by architects registered with the Council of Architecture and finally, carry out their own checks after completion.

“We are putting our complete trust in the public and the architects by introducing this plan. The entire procedure has been simplified to the extent that repeated visits to HUDA officials have been done away with completely. At different levels of construction, certificates and affidavits from owners to HUDA have been introduced as a system of checks and balances,” explains TC Gupta, Chief Administrator, HUDA.

Under the new system, an allottee will be required to put in an application to the Estate Officer stating his intention to begin construction on his plot after clearing all his dues. “Following this, he will be issued a zoning sheet of the plot indicating buildable areas and other dimensions of construction along with building bylaws, forms and affidavits to be submitted from time to time and carry out physical demarcation of the site. From then on, the allottee’s only responsibility is to submit the affidavits at different stages of construction,” he explains.

In the second visit after demarcation, the allottee and the architect will submit a certificate, along with documents mentioned on the form. This would be treated as a 15-day notice to begin construction. If the allottee is not conveyed any objections within this period, he can begin construction.

Similarly, he would be required to submit affidavits at the stage of excavation and when he reaches the plinth level. Here again, there would be a 15-day break in construction to allow officials a random check if they choose to do so.

This procedure would be repeated at the time when the construction reaches the roof level.

On completion of construction, the allottee would have to submit a final completion plan along with certificates stating that proper procedures and specifications have been followed, along with photographs of the construction carried out. The Estate Officer would be required to issue a completion certificate within three working days after the submission of the completion plan.

“Since we are relying completely on the allottee and the architect to furnish information, we have introduced a clause stating that the occupation certificate would stand cancelled if any violations are detected till the time these are rectified.

Also, action against the architect would be initiated for professional misconduct and recommendation to deregister him from the Council would be made,” he adds.

Taking a cue from similar procedures in place in Chandigarh, Greater Noida and Noida, the department has improved upon these to ensure the benefits reach the public. “The scheme had met with partial success in two of these cities because there was checking by officials at the completion stage. We have done away with that as well to make a success out of it since we want to save the public any inconvenience,” Gupta asserts.

As of now, the making of zoning sheets for the residential areas has begun and the present system of passing plans would be continued as an alternative till the time the sheets for the plots are not ready.

Nandgarh seeks withdrawal of false cases against Sikhs

The Jathedar of Takht Damdama Sahib Balwant Singh Nandgarh today demanded that the state government should withdraw all false cases registered against Sikhs in Haryana in connection with the Sikh-dera row. He also warned the state government that no more case should be registered against Sikhs otherwise they would resort to agitation throughout the state and the government would be responsible for consequences while addressing a congregation of Sikhs from Punjab, Haryana and Rajasthan at a gurdwara at Odhan, about 20 km from here.

One of the five Sikh high priests, Jathedar Balwant Singh alleged that the police was hand in glove with the dera and it had been implicating Sikhs in false cases. The SGPC has formed a penal of advocates to fight the cases of Sikhs implicated by the police in different district of Haryana.

He said that five Sikh high priests had yet not decided to accept any new apology from the dera chief. Although he said before sending a new apology the dera chief should first send a letter to Akal Takht admitting that he had committed sacrilege by imitating Guru Gobind Singh and wanted to apologise for his act by personally appearing before Akal Takht. Then only is there any possibility of resolving the conflict.

He maintained that it was a long fight, urging the Sikhs to keep restraint and not to get influenced by the miscreants who wanted to take advantage of the crisis.However, he praised all Sikhs who had been involved in the protest during the visit of dera chief at Ghukanwali.

He said it was clear from the very beginning that the central agencies were behind the whole crisis.

The head of gurdwara Shri Guru Granth Sahib, Baba Baljit Singh Dadu, said if dera followers attacked them, then they would have to act in self-defence. The same thing happened in Ghukanwali. Other prominent persons who addressed the gathering included SGPC member Tek Chand and also Baldev Singh.

Besides it, Sikh leaders of Rajasthan said they had urged the Rajasthan Government not to allow dera chief to hold a discourse scheduled to be held there in the first week of August.

Warrant officer raids police station

There was commotion among police personnel when Ish Kumar, a warrant officer of the Punjab and Haryana High Court, conducted a surprise check in the early hours yesterday on the premises of the Rampura police station, here, in search of father son duo who were allegedly kept in wrongful confinement at the police station in connection with the murder of an aged farmer, Ganpat Singh (80), who was axed to death at Saharanwas village, 5 km from here, on July 16.

Kumar had been appointed warrant officer by the High Court following a writ of habeas corpus filed by Prabhati Lal, a relative of the alleged detainees - Rameshwar and his son Pradeep (25).

However, after a thorough search, the warrant officer found no trace of the alleged detainees at the police station and gave a clean chit to the police personnel.

Meanwhile, a senior police official said Rameshwar and his son Pradeep were brought to the police station for interrogation on Friday after which they were allowed to go home.

Prior to this, the police also dispatched the blood stained clothes of the deceased as well as Pradeep’s blood stained trouser and vest, which the police had recovered from his residence, to the forensic state laboratory, Madhuban, for chemical examination.

Besides, the police had also seized an axe from Rameshwar’s house which was purportedly used in the crime.

The suspects were distant relatives of Ganpat Singh. A huge delegation of Rameshwar’s supporters, including numerous women, headed by the village sarpanch met SP Ram Singh Bishnoi here on July 19 and vouched for the innocence of Pradeep and Rameshwar.

6 marriage party members killed

Jind, July 22
Six members of a marriage party were killed and eight others injured when the jeep in which they were travelling collided head-on with a truck on the Hisar-Chandigarh road near Sachha Khera village here today.

The police said the marriage party was returning to Manimajra after the wedding ceremony at Barwala in Hisar district. The dead were identified as Vijay (11), Gyani Ram (55), Ravi (16), Chhatarpal (26), Sunil (16) and Bunty (12).

Vijay, Gyani Ram and Ravi were residents of Manimajra, Chattarpal was from Sultanpur district in Uttar Pradesh while Sunil and Bunty belonged to Jind city. — PTI

President of All-India Kisan Khet Mazdoor Congress and the party MLA from Kaithal Shamsher Singh Surjewala today demanded that farmer, whose land is required for any development purpose, should be compensated strictly according to the market prices of the said land.

Addressing a rally at the New Grain Market, here, today, Surjewala demanded a change in the constitution to enable the farmers to retain the permanent ownership of the land.

On the deteriorating financial status of the farmers, he spoke against the sale of land owned by the farming community.

He said it was seen that after selling their landholdings farmers were left with no source of income. “Lands are not meant for sale,” he added.

Though the rally was organised by the farmers’ cell of Congress of Karnal but the event turned out to be a political function.

As the speakers failed to discuss the core issues related to farmers and labourers, the farmers’ leaders focused their speeches either nailing Chautala and the BJP government or elaborating the various development schemes launched by the Hooda government.

Terming it unfortunate, the MLA said the loan settlement scheme was a non-starter.

He blamed DCs, who chair the loan settlement boards for not propagating the scheme meant for the debt-ridden farmers.

He also urged the banks to offer loan to farmers and deprived class of the society at low rate of interest.

Meanwhile, the guest of honour of the rally and the general secretary of AICC, Satyavrat Chaturvedi, Karnal MLA Sumita Singh and independent MLA from Pai Tejinder Mann failed to turn up at the rally.

Cooperative minister Meena Mandal talked about the progress made by the state government.

Speaking on the occasion, state transport minister Randeep Singh Surjewala focused his speech on the alleged atrocities meted upon the residents of Haryana during the past regime.

The power plant at Yamunanagar would be completed within next three months. The Dadupur-Nalwi canal project would be completed in next one-and-a-half year where as the Hansi-Butana canal link would be operational by March 2008, 
he claimed.

He said the state government would soon launch a project on the falling water table in the state.

5-year jail term in looting case

A local court yesterday sentenced five persons to five years imprisonment in a looting case. The accused had forcibly taken away a jeep from the victim after beating him near Khatiwas village on May 21, 2005.

According to information, Sunil, son of Sube Singh of Sisod village, had lodged a complaint that five robbers had forcibly taken away his vehicle after beating him up. The police identified the accused as Kanwar Pal, Krishan, Anil, Bijender and Pawan, all residents of Rewari district and arrested them.

The court of ADJ, M.C Mehra today convicted them for robbery and sentenced them to five years jail besides imposing a fine of Rs 1,000 on each convict.

Gujjars to form manch

Gujjars of the state have decided to form a state-level manch (platform) so that they could unite for their political, social and economical causes.

A mahapanchayat of Gujjar leaders of the state has been called at Khadri village on August 5. Leaders from other states, including Uttar Pradesh, are expected to participate in the panchayat.

Congress general-secretary Bhopal Bhatti, while addressing Gujjar leaders at the village advocated the need for such a platform.

Dr Balesh Verma has been appointed convenor of the mahapanchyat. He said outline of the proposed manch had been worked out.At a function in Deodhar village, members of the community honoured freedom fighters as part of the 150 years’ celebrations of the freedom movement.

The police conducted raids and arrested an addict youth, Dimple, of the same locality.

The accused revealed that he first robbed Vidya’s jewellery and later stabbed her to death with a knife.

No clue to Muskan abductors

Even after the rescue of Muskan, the police has been unable to track down her abductors. The quick response of the police forced abductors to set the girl free late last night.

Two motor cycle-borne youths abducted Muskan (9) when she was standing near her house in Sector 9, Ambala City, last night.

The youths dropped her near Garawara village and fled, leaving their motor cycle behind.

The police suspected that the motor cycle used by the abductors had been stolen.

According to information, the Ambala police cordoned off the village after the recovery of the motor cycle. It carried out search for the abductors throughout the night with the help of villagers.
