Congress MLAs may resort to cross-voting

The Presidential poll on July 19 is turning out to be a battleground for a test of strength between Haryana Chief Minister Bhupinder Singh Hooda and his rival senior Congress leader Bhajan Lal.

“There will be cross voting among the Congress MLAs of Haryana”, Kuldeep Bishnoi, Bhiwani MP, who enjoys the backing of his father, disgruntled Congress leader Bhajan Lal, claimed.

If Bishnoi and his father Bhajan Lal could engineer defection of a substantial number of Congress MLAs in favour of the UPA nominee’s rival, it will be a setback for Hooda.

Patil should ideally get the support of 78 MLAs in Haryana including 66 of the Congress. The Speaker, who won the assembly election as a Congress nominee, may also cast vote in her favour. That will make 79 out of the total 90 MLAs supporting her.

The nine-member INLD brigade is expected to abstain from voting and the remaining two legislators are representatives of the BJP.

Bishnoi is not ready to volunteer any figure about the extent of votes that will be cast by Congress legislators in favour of the UPA nominee’s rival, but insists that there will be “cross voting”.

He claimed that “a lot of people” called him up to ask about casting their votes and he advised them to vote “according to their conscience”.

The Chief Minister has been also active to prevent any fissure among the Congress legislators on the occasion of the poll for the President of India.

Repeated press statements about “expansion of the Cabinet after July 19” given by the CM in recent days are understood to be timed to keep the MLAs bound to Pratibha Patil’s candidature for the Raisina Hill office.

A meeting of the CLP and the associated legislators has also been called on Wednesday in connection with the polling the following day.

Chandra Mohan, Bhajan Lal’s elder son and Haryana’s deputy Chief Minister had come to attend Pratibha Patil’s meeting when she came here to address Haryana MLAs seeking their support for the President’s post.

Bishnoi said Chander Mohan could be favouring Patil but father Bhajan Lal had refrained from offering her support.

“My father has also asked the MLAs to vote according to their conscience”, he said.

Legislation to make multi-storeyed buildings safe

With a clear objective to make multi-storeyed buildings safe, Haryana is bringing a legislation, making it compulsory for all building owners responsible for safe working of lifts, escalators and rescue devices. The legislation will be applicable to all lifts, escalators, etc used to carry passengers or goods in the entire state of Haryana. An official of the government said, “The legislation provides for regulation of the construction, installation, maintenance and safe working of lifts and escalators and all machinery and apparatus pertaining thereto in the State of Haryana”.

The legislation, which will come into force after notification shortly, directs every owner who has installed a lift or an escalator in a premise before the date of the commencement of this Act to apply for registration of working for such lifts within two months after the notification. It is now also mandatory that the owner makes arrangement to provide an automatic rescue device for travelling passengers trapped in the lift in an event of breakdown.

The Act says that the owner of a lift or escalator, as the case may be, shall after the completion of such lift or escalator, ensure mandatory third party insurance so as to cover the risk of passengers using such lift or escalator. All lifts will have a life span of 20 years and will need to be replaced after that. The owner of the building where the lift/escalators are operating will have to make arrangements for alternative and automatic power supply to ensure continuous functioning without a gap of more than ten seconds. This arrangement shall however be optional for buildings having height up to 15 meters, but shall be mandatory for other buildings.

Lift inspectors have been given the powers to inspect any lift or escalator and issue instruction to stop use of such lift or escalator if found wanting until such repairs or alterations are made.

The onus of responsibility is not limited to the owners alone, the completion of lift or escalator or maintenance company, as the case may be, may also be prosecuted and held liable for punishment under this Act in case an accident occurs in the lift or escalator due to malfunctioning of any of the safety provisions of the lift or escalator.

However, no court has the power to take cognisance of any offence under this Act except on a complaint made by the Inspector of Lifts and Escalators. Also, no suit or other legal proceedings shall lie against the Government or the Secretary (Power) of the Government or the Inspector of Lifts and Escalators or any officer authorised by the Government.

Rs 700-cr boost for rural development

Haryana government has allocated Rs 700 crore for rural development projects during the current financial year, which is highest ever in a single year in this sector.

Chief Minister Bhupinder Singh Hooda said this while reviewing implementation of his announcements relating to rural development here today.

The Chief Minister said state government had spent Rs 1, 267.37 crore during the last two years for executing various schemes relating to development of villages. He said Haryana Rural Development Fund Administration Board released Rs 353 crore for executing rural works like construction and repair of veterinary hospitals and dispensaries, school buildings, chaupals, panchayat ghars and community centres.

The Chief Minister said Rs 39 crore had been earmarked for repair, maintenance and construction of veterinary hospitals and dispensaries during the current financial year. He said Panchayats had been given the administrative power to execute development works costing up to Rs 3 lakh.

He asked officers to avoid red tapism and ensure timely implementation of projects. He said strict action would be taken against those who would keep files pending. He added that delay in implementation of projects deprived people from benefitting from a scheme.

Kidwai award for Dr Mishra

The Indian Council of Agricultural Research (ICAR) has conferred its prestigious biennium Rafi Ahmed Kidwai Award for 2005-06 on project director of the Karnal-based Directorate of Wheat Research (DWR) Dr B. Mishra.

He had been selected for the award that carries a cash award of Rs 3 lakh and a citation for his outstanding contributions to rice and wheat research in the country.

An eminent agriculture scientist of international repute, Dr Mishra is known for his pioneering work research work on salt tolerant rice varieties. He is also instrumental in developing and adopting hybrid rice technology and facilitating development.

Known for its outstanding contribution in the release of high yielding varieties of rice and wheat for different agro-climatic zone, he has coordinated two largest networks of rice and wheat in the country.

A senior scientist at Karnal-based central institute, he has been instrumental in release of 144 new rice varieties and nine hybrids suited for different rice ecologies.

His efforts led to the development of seven new varieties and one rice hybrid which is widely sown in lakhs of hectares of salt-affected areas of the country.

Yamini (CSR 30), the super fine scented basmati-variety is the world's first variety suitable for the salt affected areas. Popularity of the variety can be measured as about 50 per cent farmers from saline areas, including Jind, Kaithal and Kurukshetra districts sow the hybrid, said the DWR sources.

Ami Lal, station house officer of the Kosli police station, has been suspended and sent to the lines by SP Ram Singh Bishnoi for dereliction of duty.

Simultaneously, the SP has deputed ASP Ved Prakash Godara to conduct a departmental enquiry against him.

It is reported that following a tip off, personnel of the crime branch of the Delhi police had recently conducted raids in Loola Ahir and Surehli villages near Kosli to nab certain criminals who were hiding there and who were wanted in some heinous crime case which had recently been committed by them in the Delhi area.

The request made by the crime branch personnel for assistance from the Kosli police was allegedly spurned by the SHO. Thus, they could not lay their hands upon the wanted criminals who managed to escape their dragnet. But they were able to seize a revolver from the possession of one Kehar Singh who had allegedly harboured the criminals.

The SP said he had gathered authentic information that three hardcore criminals, Sandeep, Narender and Sunil Sharma, all residents of the Narnaul area of Mahendergarh district had visited the Kosli area recently. They were proclaimed offenders and wanted by the Jaipur Police in a case of attempt to murder, which they had committed in the Sham Nagar area of Jaipur recently. Similarly, the Narnaul police in a case of rape committed last year also wanted them.

ASI nabbed for taking bribe

Haryana State Vigilance Bureau has caught ASI Mahavir Singh posted in Karnal red-handed while accepting bribe.

A spokesman of the Bureau said Singh was nabbed while taking Rs 3, 000 from a liquor dealer Tara Chand, resident of Taprana district, in lieu of running a liquor bar.

In another case, Halqua Patwari Shyam Sunder of Barhi Bassi, Sahjadpur in Ambala district has been caught red-handed while accepting illegal gratification of Rs 5, 000 from Tajender Singh, of village Baragarh, district Ambala, for registration of 'intkaal' of Arvinder Kaur’s the land at Manglor village.

He said apart from this, Vigilance Bureau had also caught Jagpal Singh, Sub-Divisional Clerk posted in the office of the Haryana State Agricultural Marketing Board, Gurgaon, while accepting a sum of Rs 6, 700 as bribe from Ajit Singh, resident of Kherki Majra, district Gurgaon, in lieu of getting a bill passed. — UNI

Three youths, working in a metal factory of the Bawal area, were crushed to death when their motorcycle collided head-on with a tanker on the Delhi-Jaipur highway near Asahi India Factory, 12 km from here on Saturday evening.

The deceased were later identified as Maninder and Rajesh of Jetrawas village and Sat Pal of Bawwa village, near Kosli.

The mishap occurred when the youths were returning to their villages after doing duty in the factory.

Tanker driver Ganga Ram of Janacholi village had absconded soon after the accident, but was today arrested by the police, which booked him for rash and negligent driving.

Sarpanch kidnapped, assaulted

The sarpanch of Jodhpuria village was allegedly kidnapped and beaten up severely after being held captive by a member of the panchayat of the same village.

Injured Ram Kumar was admitted in the hospital on Saturday after being rescued by the villagers.

The police has registered a criminal case against 10 persons, including panchayat member Lal Chand and three women members of his family.

Kumar told mediapersons that he was on his way back home with his son when Lal Chand and his accomplices kidnapped him and took him to their house. — PTI

Journalist’s murder, 3 surrender

Three of suspects in the case of murder of a journalist surrendered at a local court today. The court later sent them to one day judicial remand.

The police will make efforts to secure their custody when they will be produced in the court.

Yashpal, Deepak and Gagan have surrendered. There are three more suspects, including two women Rishu and Praveen, in the case registered under Sections 148, 149, 323, 324, 450, 302 and 506

Raj Kumar Bawa, a journalist with a Hindi daily, and his son Jitendra were killed while four others were injured when the six suspects allegedly attacked them with sharp-edged weapons on the night of July 10. Condition of the injured was stated to be stable.

A 24-year old man was killed while 11 others were injured when a milk truck rammed into an auto-rickshaw near Panch Mukhi Hanuman mandir here last evening. The victims were on their way to attend a satsang.

Sanjeev, a resident of Mustfabad died on the spot. The Injured, Kiran, Sarla, Rammurti, Bohti and Ajmer, were admitted in a private hospital, while the other injured were taken to a government hospital.

A postmortem examination on the body was performed today before it was handed over to the family members. A case has been registered.

The Division Bench of Chief Justice Vijender Jain and Justice Mahesh Grover today reserved order on the plea by gram panchayat of village Bibipur and other panchayats seeking to stop the construction of the Hansi-Butana canal.

The panchayats had averred that the construction of the said canal would lead to the flooding of the area and almost 40 villages would be affected seriously.The counsel for Haryana said the government had taken all precautions to prevent flooding.

Relief to BEd students

The Division Bench of Chief Justice Vijender Jain and Justice Mahesh Grover today issued notice of motion to Haryana, Kurukshetra University and others over an appeal by Shri Vaishno Devi Shiksha Samiti and others against the order passed by the single bench of the court.

The court also allowed the students of the samiti and three other colleges to appear for B.Ed exams to be conducted by the KU and Maharishi Dayanand University. The operation of Justice Hemant Gupta’s order, which had been challenged before the Division Bench, was also stayed.

Justice Hemant Gupta, while hearing the petition by the colleges, had on July 12 held that the admissions to these colleges were illegal and in contravention of regulations. These colleges had then sought that the order by the state admission and fee committee, dated December 20, 2006, should be quashed.The committee had found that quality of teachers appointed by these colleges was not up-to-the-mark.

The petitioners today averred in appeal that Justice Gupta had “erred in not considering the matter in law covered by the Supreme Court in State of Maharashtra vs Sant Dhyaneshwar Shikshan Shastra Mahavidalya and Division Bench judgment of this high court in Mange Educational and Charitable Trust Vs Haryana”.

Acquisition process

Guvinder Singh, a resident of Chanderpuri near Ambala Cantonment, today demanded that HUDA leave out residential plots in colonies, which were already developed, from the acquisition process.

Gurvinder said he had bought a plot in Vidya Nagar Colony in 2001. He claimed that HUDA acquired the plot, while built houses were left untouched. He added that the HUDA had already acquired 21 plots scattered all over the colony.

"I do not understand the logic behind acquiring vacant plots in fully developed residential colonies. The plots are located in different areas of the colony and hence no harmony of development can take place," he opined.

BJP will not brook indiscipline: Gupta

The Bharatiya Janata Party district in charge Gian Chand Gupta today said indiscipline within the party would not be tolerated.

Gupta was addressing a special meeting, which was presided over by district president Sushil Aggarwal. Among others, Ratan Lal Kataria, Faqir Chand Aggarwal, Veena Chibber, Ravinder Dhawan and Puneet Sarpal were present.

It was decided in the meeting that ward committees for Ambala Cantonment and Ambala City would be prepared by July 30.
