59,000 challans against Bluelines

Even while the notorious Blueline buses are just about 4,000 strong in the national Capital territory of Delhi, yet they have been prosecuted 59,000 times for violating traffic rules indicating that most of them have been challaned several times.

DIGs in charge of Ghaziabad, 7 other cities

In view of the deteriorating law and order situation in eight important metros of Uttar Pradesh, the state government has reportedly decided to upgrade the posts of Senior Superintendent of police (SSPs) to that of Deputy Inspector Generals of police for better policing.

59,000 challans against Bluelines

Even while the notorious Blueline buses are just about 4,000 strong in the national Capital territory of Delhi, yet they have been prosecuted 59,000 times for violating traffic rules indicating that most of them have been challaned several times.

According to the Delhi Traffic police, this year so far 11 lakh challans were issued out. Of these, 59,000 were against these buses. The violations included lane jumping, drunken driving and wrong overtaking. There have been frequent checks by traffic police of speed-governors installed in the buses to curb reckless driving.

However, the control device is not tamper-proof and the transport department should look into it.

This year so far, 64 people have been killed in accidents involving Blueline buses. Last year, the total figure was 100.

According to the statistics, the city has witnessed 1,100 fatal accidents from January one to July 15, 11 short of the figure in the corresponding period last year. The first fortnight of July has also recorded a decline, at 70 against 88 last year in the same period.

The Delhi Traffic police earned a revenue of Rs 38 crore this year so far from prosecuting 11 lakh vehicles for various violations. This includes 59,000 Blueline buses, 3,000 DTC buses, 1.14 lakh trucks, 3.99 lakh LGVs, 10,000 RTVs, 3.30 lakh cars and jeeps and 3.15 lakh two-wheelers.

DIGs in charge of Ghaziabad, 7 other cities

In view of the deteriorating law and order situation in eight important metros of Uttar Pradesh, the state government has reportedly decided to upgrade the posts of Senior Superintendent of police (SSPs) to that of Deputy Inspector Generals of police for better policing. In certain cities even experienced DIGs/IGs could also be posted for improving the law and order set-up.

The state government, in recent months had to face some criticism for the slackness of certain district police chiefs. This had prompted the government to review the whole system as the new Mayawati government is determined to make UP a better-policed state.

The state government has in recent days converted the post of DIG (Prison) into an IPS cadre post. DIGs are proposed to be made district police chiefs in Lucknow, Kanpur, Meerut, Agra, Ghaziabad, Varanasi, Ghorakhuur and Bariely.

The post of DIG range will be upgraded to IG range while post of IG range will be upgraded into posts of Addl D-Gs, who will function as zonal police chiefs, it is learnt

Police officers have themselves mooted this proposal to the government, it is gathered. In support of the suggestion, it was mentioned that such a system is already in vogue in states like Bihar, Madhya Pradesh, Rajasthan, Haryana, where Dy. Inspectors General of police have been made in-charge of the district police set-up. This system will strengthen police system in UP state also, it was stressed.

Police officers of DIG and IG rank will not be influenced by local heavyweights. Besides, they will be able to take quick and independent decisions on the law and order problems, it is felt.

The financial pros and cons of implementing this system are being worked out by the officers of the state police department. The police department right now has a shortage of suitable and experienced officers to be posted as superintendent of police and many times ASPs have to be posted as SPs and even SSPs, it is learnt.

Man gets life in murder case

A court here has sentenced a man to life imprisonment for killing an acquaintance over a trivial dispute three years ago.

Additional sessions judge R K Yadav said the intention of the convict to murder the victim could be inferred from the weapon used, part of body selected to cause injuries and number of blows inflicted.

“That a heavy object was used and various blows were given to victim by the convict Imran on the head of deceased Kavinder are suggestive that it is a fit case where intention is to kill,” the judge said in an order last week.The court, while convicting Imran under section 302 (murder) of the IPC, rejected the defence plea that the crime was caused as part of intense provocation and hence eligible for exemption as under the provisions of the law.

Not even a whisper of fact was made to show that the fatal blow could be traced to the influence of passion arising from provocation and it was not inflicted when passion had cooled down by lapse of time, the court noted.It lent credence to the testimony of an eye-witness, who deposed before the court that he had heard Imran speak of taking revenge against the deceased while inflicting him with the fatal injuries.

As per the prosecution, Imran was overpowered by the victim Kavinder along with another man while trying to take the away the latter’s vehicle on July 6, 2004. Hours later, the accused on finding Kavinder alone in the house, took revenge by brutally hitting him with an iron rail piece causing his instant death.

DDA to pay compensation for missing file

The Central Information Commission has directed the Delhi Development Authority (DDA) to pay a compensation of Rs 50,000 to a city resident for causing mental torture and anxiety by giving him misleading information on his property file.

Subhash Chander, who was promised a piece of land or cash compensation in 1989, had filed an application with the Delhi Development Authority seeking inspection of file notings in connection with the allotment of a plot in lieu of his property acquired during the Emergency in 1975-77.

Chander, who had made repeated requests, was told in October 2006 that the file had been traced and he could inspect it but when he went to the authorities, he was informed that the file was not available.

Aggrieved by the Delhi Development Authority’s response, he approached the CIC with the letter of the civic body which said since the case was of 1989 and the records being old, it was very difficult to locate the file.

What seems glaring in this case is that this letter shows that the department went back on its word. The commission fails to understand how this commitment had been made earlier and was changed subsequently, information commissioner O P Kejariwal said.

The commission allowed inspection of file to the applicant under the Right To Information (RTI) Act after the Delhi Development Authority categorically admitted before it that the file was finally located and was available.

The information panel was, however, very angry with the DDA which had stated that the file was not traceable.

From the reason given in the letter, it would seem that the officer concerned feels that the department almost has a right to misplace or lose a file only because it is old, the commission observed.

It also advised the officer, who had sent the letter to the applicant, to go to the national archive at Janpath here to see how more than 200-year-old records are preserved.

The CIC expressed its sympathies to the appellant who for years went through a period of great anxiety and uncertainty because of the callousness of the department.

It asked the Delhi Development Authority to pay a token compensation of Rs 50,000 to the applicant saying that this amount could be recovered from the persons who had handled the file so casually.

SC to examine MPD 2021 from today 

New Delhi, July 22
The Supreme Court will start examining the new Master Plan Delhi 2021 (MPD 2021) from tomorrow. The government has permitted commercial activities from residential areas to protect traders from sealing. The government has also provided a protective umbrella to illegal constructions in the national Capital.

A bench, headed by Justice Arijit Pasayat, has decided to examine the issue of providing infrastructure like basic amenities water, electricity, and parking space to make the MPD 2021 workable in the metropolitan city.

A batch of petitions is pending in the Apex court challenging the validity of new MPD 2021 on the grounds that it was aimed at protecting and sheilding land mafia and land grabbers in the city who have indulged in large scale unauthorised constructions in Delhi and Resident Welfare Associations (RWAs) have been left out in the cold.

The process of sealing of commercial premises operating from residential areas has virtually been given up by MCD.

The apex court will also hear the application of chartered accountants association seeking directions to the authorities not to seal the offices of CAS as other proffessionals like lawyers and doctors have been given protection from sealing.

The Supreme Court has pulled up the Central government for notifying MPD 2021 without providing adequate infrastructure for the residents of the city, who were already facing severe crisis of water, electricity, parking space, roads and both the civic bodies – MCD and NDMC — have been directed to seal all the commercial premises which are not protected by MPD 2021. – UNI

Teenager’s body identified, three held

With the arrest of three persons, the Najafgarh police today claimed to have identified the body of a teenager, which was recovered in a highly decomposed form on July 11. The body was identified as of one Indal Kumar, 16.

On the basis of the tailor mark on the shirt of the deceased, the police started following the case and reached Muzaffarpur in Bihar. It was learnt that one boy Indal Kumar had gone to meet his cousins in Najafgarh. After conducting a raid at the possible hideouts of the cousin, Shatrudhan, who is a fruit merchant, the police nabbed him from New Delhi railway station with alleged co-accused Pawan.

According to the police, on interrogation, the accused allegedly revealed that they along with another boy, disposed of the dead body of Indal to escape the prosecution. The accused revealed the police that the deceased died due to electrocution while helping Shatrudhan in painting his house. They dumped the body at an isolated spot. The cycle rickshaw and rope used in the crime has been recovered at their instance.

Temple likely to get stolen ‘kalash’

The lost silver ‘kalash’ of the famous Hanuman temple of Connaught Place is going to be recovered soon.

The police today claimed to have nabbed the person behind the theft that took place on March 26.

According to the police, during preliminary investigations it was found that the placement of the 12 kg silver ‘kalash’ was such that only an acquainted can manage to steal it.

While all the former employees of the temple were being investigated, the police came to know about one Damodar, whose father has been working in the temple for the past 20 years.

Damodar himself had worked in the temple.

During interrogation, the alleged accused revealed that he had stolen the ‘kalash’ and sold it to one jeweller in the Mohaba district in Uttar Pradesh for Rs 1 lakh.

A team has been dispatched to Uttar Pradesh recover the ‘kalash’.

In another case in the city, a vehicle thief has been apprehended. Asif, 26, was arrested with one stolen Bajaj scooter.

According to the police, the scooter was allegedly stolen by Asif from Shahdara.

Family gets Rs 7 lakh in accident case

A motor accident claims tribunal (MACT) has directed the New India Insurance Company Ltd to pay Rs 7 lakh to the family of an engineer who was killed in an accident six years ago.

The tribunal awarded relief to the family of 35-year-old Alok Kumar, who succumbed to injuries after his car collided head-on with a Tata Sumo in 2001.

The insurance company was directed to pay the amount to Avantika Aggarwal, Kumar’s wife, son Sahil and parents.

According to the prosecution, on August 30, 2001, Alok Kumar and Avantika were driving along the national highway near Dharuhera in Rajasthan when the sports utility vehicle (SUV) driven on the wrong side of the road by one Vinod Kumar Yadav, hit their vehicle.

Avantika, who was injured in the collision, had remained in hospital for over a month.

Kumar, who worked with the Indian Forest Services for four years before joining Modi Revlon in 2000, had died on the spot.

New method to remove fibroids

For millions of women living with painful uterine fibroids, surgical procedures, including removal of the fibroid or even hysterectomy, are becoming a thing of the pastbecause of the increasing use of fibroid embolization treatment, claim medical experts.

Fibroids are the most common type of abnormal pelvic growth in women. Uterine fibroids are non-cancerous growth in the uterus. These are frequently found in women between the ages 30 and 45 years. Rarely uterine fibroids may undergo malignant degeneration to become a sarcoma

Fibroids develop because of overgrowth of smooth muscle and connective tissue in the uterus. Also a genetic predisposition exists. Exact cause of fibroids is not known but evidence suggests that growth increase in presence of increased estrogen levels in the body. Tumours grow when taking birth control pills containing estrogen and during pregnancy. Normally, after menopause when estrogen is no longer produced, tumours tend to shrink and even disappear naturally. According to Dr Jaya Agarwal, Gynecologist at R G Stone Urological Research Institute, the symptoms produced by fibroids include heavy menstrual bleeding, pain in the lower abdomen usually at time of menses, lump in abdomen, infertility or repeated miscarriage and pressure symptoms. If fibroid is on anterior wall of uterus, it may press the urinary bladder and cause increase frequency of urination.

Fibroids in women can be diagnosed by doing pelvic examination of patient, ultrasonography, or MRI in selected cases.

Dr Jaya suggests various treatments for the cure. If the fibroid is small and not causing any symptom then no active management is required. Just regular check ups by ultrasonography are advised by the doctors.

IGNOU to extend fellowships to more nations

Indira Gandhi National Open University (IGNOU) will soon extend its Commonwealth of Learning (COL) Rajiv Gandhi fellowships to more countries in the grouping.

The COL, which provides fellowships to institutions under this scheme, has agreed to increase the number of fellowships and extend it to more needy countries following a proposal by IGNOU in this regard.

The COL identifies institutions for capacity building in distance education and provides funds for the purpose. IGNOU conducts the capacity building by taking academic staff under the fellowship programme.

The modalities on how many new countries will be included for the programme and how to extend the programme are yet to be finalised. Two programmes – MA in distance education and PG Diploma in Distance Education–are being offered under the fellowship.

Exhibition on mathematical skills

The two-day annual mathematics competition, ‘Mathamity 07’, concluded at Amity International School, Noida yesterday.

The valedictory function was attended by Arvind Ranade, senior scientific officer, Vigyan Prasar. Ranade applauded the efforts of students and encouraged them to be inquisitive about everything around them. He said that there is a need to motivate students towards application-based learning and these exhibitions are the perfect platform for the students to get knowledge of subjects.

Ranade announced the winners of the competition and distributed prizes amongst the winners.

Renu Singh, vice-principal, Amity International School, Noida, proposed the Vote of Thanks and said, “We at Amity are always committed to the overall development of the child and we regularly organize such exhibitions so that students get practical knowledge of the subject.”

Mathamity was a symposium meant for students of Class XII and an exhibition on mathematical skills in which students from Nursery to Class XII have displayed their talent.

It was inaugurated on July 20 by B.D Acharya, advisor, ministry of science and technology and Amita Chauhan, chairperson, Amity International Schools.

Three-yr-old girl found dead

Body of a three-year-old girl was recovered by the police on top of a building in Sector 12, RK Puram, last night. The girl went missing at 6 pm and her body was found at 8.30 pm.

The father of the girl, a taxi driver in the city, was residing in the garage of the same building with his family. The case is suspected to be of rape and murder, though the police are denying the possibility of sexual assault.

Car stereo thief held

The New Delhi police today claimed to have solved eight cases of theft, with the arrest of one Mohd Farman.

The alleged accused was caught while the police was on patrol and Farman was allegedly trying to steal equipment from cars parked around the area. On interrogation, he allegedly confessed to have stolen a number of car stereos. A whole bunch of duplicate car keys has been recovered from him.

The Indian Council For Cultural Relations (ICCR) is holding a three-day Malhaar Festival at the Kamani auditorium here from August 6 to 8 with a galaxy of well-known performing artistes scheduled to pay tribute to the romance of the rainy season.

The festival will be kicked off with Varsha Mangal, a Kathak performance by Shamista Mukherjee capturing the moods and imagery of the monsoon. On the second day, it will be two well-known vocalists, Madhup Mudgal and Gurninder Harnam Singh to pay tribute to the wet season in Amrit Varshani.

The festival will conclude with the scintillating performance of T. R. Dhandopany, a percussionist and G. S. Rajan on the flute.

Painting exhibition

Studio Vasant here is presenting ‘MANTHAN-2007’, a painting exhibition by Pankaj Mohan Aggarwal. The exhibition will open on July 23 and continue till August 1 at Triveni Art Gallery, Triveni Kala Sangam, Tansen Marg.

‘India in the Making’

Osian’s is holding its much talked-about exhibition, “A Historical Epic—India in the Makingg” at the Visual Arts Gallery, India Habitat Centre here from July 19 to 26.

As is apparent from the title, the exhibition has on display artifacts, photographs, posters and paintings tracing the development of the nation since its Independence.

Gallery Espace holds expo

The Gallery Espace here is holding an exhibition of the recent works of four well-known artists entitled “(Sub) Urban Texts” from July 21 to August 3. The participating artists are Indrajit Prasad, Madhao Imartey, Sudarshan Gupta and Sukhjeet.

Book release function

The Indian Council of World Affairs here is hosting a book release function of Muniza Agha-Fawad’s book on the famous Pakistani artist, “Ghulam Rasul–Another Migration” followed by an exhibition of Ghulam Rasul’s paintings at the Sapru House here on July 26. The book on the famous artist will be released by Satish Gujral.

Ghulam Rasul whose paintings are part of many an international collection did his Master’s degree from Punjab University in Lahore in 1964 and later taught art and history at both Punjab University and Northern Illinois University USA from where he had obtained an MFA in 1972.

‘Images Beyond Infinity’

Gallery Art Positive is presenting ‘Images Beyond Infinity’, a solo exhibition by Ankur Rana, at Shridharani Art Gallery, Triveni Kala Sangam, here from July 21 to 31.

The images are not mere objects. Ankur’s paintings are imaginary as well as real and they always refer to something that is itself both an object and an image. This owing to the decorative style he has developed in the course of his association with designing Kashmiri shawls. His style becomes essentially a combination of occidental colour scheme and traditional motifs, in contrast to the surface and texture and subtle juxtaposition of tone and colour.

Artist’s tribute to people of Goa

Gallerie Nvya here is also presenting “Kokum Dreams”, a solo show of recent paintings by artist Anoop Kamath from July 27 to August 14 at the Academy of Fine Arts and Literature here. The exhibition is the artist’s tribute to the little-known people of Goa.

‘High On Art’ by over 40 artists

Barclays and YaWeDo International bring to Delhi a unique art exhibition titled ‘High On Art’.

‘High On Art’ is a group show of works by more than 40 contemporary Indian artists at Visual Arts Gallery, India Habitat Center, here from July 27 to 31. The show will include more than 50 paintings and drawings in diverse media such as oil on canvas, mixed media, watercolours, charcoal on paper and acrylic on canvas.

Curated by well-known art historian Bhavna Kakar, the exhibition captures the essence of the artists’ spirit when they are ‘high on art’ and the audience’s experience when ‘they are high on the artist’s art’.

Through their creations, artists will express pain, joy, trepidation, dilemma, exuberance, anxiety, and pathos in their own personalised language.

The sense of freedom in each artist is celebrated through diverse languages and media. The result is a stunning spectacle of artworks.

A part of the proceeds will be donated to Khushii, a non-government organization working for the underprivileged.
