Public can use Metro staff toilets at 4 stations

The Delhi High Court has directed the DMRC to permit the use of Metro staff toilets at Mandi House, Vidhan Sabha, Chawri Bazaar and Civil Lines. The directions come in the wake of a PIL filed on February 2007, asking for toilets inside the Metro trains and in paid areas of Metro stations.

Govt to table road-digging plan in House

Delhi urban development and Public Works Department (PWD) minister A. K. Walia, at a meeting held here today, indicated that the city government would table a resolution in the coming session of Delhi assembly in connection with the issues related to road-diggings, which have become a major problem for civic bodies during the monsoon.

HUDA razes 300 jhuggis
Gurgaon, July 18
The Haryana Urban Development Authority (HUDA) today demolished more than 300 jhuggis and other structures at two places in Sector10. More than a score of police personnel accompanied the HUDA demolition squad. The operation began in the forenoon and continued till the evening. Most of the unauthorised constructions spread over about 3 acres outside the automarket were cleared . HUDA officials said they would return shortly to remove the remaining illegal constructions.

Minority clerics to get computer training

The Delhi Minorities Commission (DMC) has decided to connect minority clerics with the modern world by imparting computer knowledge to them. "The commission is in the process of chalking out a strategy to give the clerics hands on experience on the computers to make them more accessible to community members," chairman of the DMC Kamal Faruqui said.

The deceased as wanted by the Delhi police in the Dilli Haat case of April 26, 2007. The Jammu and Kashmir police had declared a reward of Rs 10 lakh on his arrest.

Following detection of a kerosene scam, the state government has placed under suspension two officials of the Food and Supply Department posted at Hodal and Ballabgarh subdivisions in the district. The action comes after the police seized an unauthorized tanker which had kerosene meant for fair price depots ,near Hodal recently. The tanker was being driven toUP and had no proper papers.

Couple commit suicide
New Delhi, July 18
A couple, who tied the nuptial knot four months ago, allegedly committed suicide by hanging themselves in their west Delhi home, police said. Yashpal, 31, and his 27-year-old wife Suman were found hanging by their tenants yesterday morning at their Uttam Nagar home. Police have recovered a suicide note jointly written by them.

The Delhi High Court has directed the DMRC to permit the use of Metro staff toilets at Mandi House, Vidhan Sabha, Chawri Bazaar and Civil Lines. The directions come in the wake of a PIL filed on February 2007, asking for toilets inside the Metro trains and in paid areas of Metro stations.

Metro Smart Cards for Rs 50

Metro Smart Cards can now be purchased for a minimum value of Rs 50, against the earlier minimum of Rs 100. In addition, a security deposit of Rs 50, which is refundable, will continue to be charged. The value in the Smart Card can be increased in multiples of Rs 50 up to a maximum of Rs 800, DMRC official spokesperson said. At present, 5.23 lakh passengers have purchased smart cards and about 1.9 lakh new daily commuters use the smart cards on the Metro.

The PIL has been disposed of with directions that construction of toilets at six stations be expedited and Metro staff toilets allowed to be used at four locations where it is not possible for DMRC to construct toilets due to space constraints.

According to the DMRC, the Delhi Metro informed the court that toilets in 48 out of the existing 58 Metro stations of Phase-1 had already been provided. The DMRC also clarified in its affidavit that toilets would be constructed at six more stations - Kanhaiya Nagar, Shastri Nagar, Pratap Nagar, Shastri Park, Patel Chowk and Pulbangash. In four stations - Mandi House, Civil Lines, Chawri Bazaar and Vidhan Sabha- it is not possible to provide toilets as these were located underground and there was acute space constraints.

"The court agreed with the position explained by DMRC. The DMRC in its affidavit explained that in emergency, public could use Metro's staff toilets at all Metro stations. In fact, Metro staff has been directed to permit passengers to use staff toilets in emergencies. Standing instructions already exist in this connection. Accordingly, the court directed the DMRC to permit the use of Metro's staff toilets at these four locations by the public in emergency namely Mandi House, Vidhan Sabha, Chawri Bazaar and Civil Lines. The DMRC plans to provide toilets at all 57 elevated and 16 underground stations in Phase II," the DMRC stated. "Generally world over toilets are not provided in Metros due to short-distance travel and hygiene issues. Metro toilets for passengers are maintained by Sulabh at 46 locations and by others at 17 locations. Toilets are not provided in EMU trains up to a distance of 80 km," a DMRC official said

Govt to table road-digging plan in House

Delhi urban development and Public Works Department (PWD) minister A. K. Walia, at a meeting held here today, indicated that the city government would table a resolution in the coming session of Delhi assembly in connection with the issues related to road-diggings, which have become a major problem for civic bodies during the monsoon.

He instructed all departments concerned to strictly adhere to the latest guidelines on road-diggings issued by the Delhi government. The meeting was attended by senior officers of the MCD, PWD, Urban Development, Delhi Jal Board, MTNL and other private telecom companies.

The minister has expressed his concern over the incidents of road cuttings at various places despite a ban enforced by the city government in view of rainy season. The accumulation of 'malba' and garbage resulting from road cuttings is becoming a cause of hindrance and accidents on roads.

Walia stated that various agencies had been undertaking road cuttings with dig and restore technique and in most of the cases the roads were not being restored properly.

He has directed all the concerned agencies to submit a list of road cuttings undertaken during last one year with dig and restore technique.

Sealing: Sarodist Amjad Ali gets breather

Sarod maestro Amjad Ali was today granted three weeks time by the Supreme Court to produce a no objection certificate from the Archaeological Survey of India (ASI) to consider his plea for de-sealing a portion of his house, which allegedly was constructed in violation of ASI rules.

Amjad Ali, whose bungalow was located in Sadhna Enclave near Lal Gumbad, a protected monument was proceeded against by the MCD for the recently constructed portion, for allegedly violating the ASI rules, which prohibit any construction within 100 meters radius of a heritage building.

But Amjad Ali's lawyer submitted before a Bench of B N Agrawal and P P Naolekar that his client had not made any construction in the house but carried renovation.

He sought the de-sealing of his bungalow, claiming that he had not violated any law in carrying out the renovation.

The musician, who was living in the house since 1988 was not aware of the bar on carrying out the renovation or construction under the ASI rules within the stipulated limit when they were carried out and came to know of it when the MCD issued notice to him in December 2006 and subsequently sealed the premises, his lawyer said.

He said Amjad Ali had immediately approached the ASI for a no objection certificate on January 18 ,but till date it was not provided to him. In view of his plea, the ASI was also asked by the court to consider his application as per rules.

As per the 1992 amendment in the ASI rules, no construction could be made within the 100 meters limit of a protected monument. The musician moved the application before the Supreme Court in view of it monitoring the safety of protected monuments against encroachment as sought in a PIL by environmentalist lawyer M C Mehta, moved way back in 1996.

Viral, dengue stalk Noida

Viral, diarrhoea, dengue and jaundice seem to have gripped Gautam Budh Nagar district. Most of the children are victims of diarrhoea while rows of viral fever patients are seen in hospitals these days.

But patients of Hepatitis A and jaundice are also trooping into hospitals. As district hospital lacks facility for treatment of dengue, patients are thronging private hospitals. Some dengue and fever patients are going to ESI hospitals. Shivalak Hospital in Sector-34 is reported to have sent blood samples of seven dengue patients for analysis. A number of dengue patients are admitted in some other private nursing homes also.

The raining season, according to doctors, is conducive to the spread of virus. Most of the ailments, including jaundice, are caused by drinking polluted water. The cut fruit and vegetables and 'chat pakoris' being sold in the open also cause these seasonal ailments, say the doctors.

Drinking polluted water may cause Hepatitis A also. There is much in common in symptoms of diarrhoea and jaundice, say the doctors.

In ESI hospital in Sector-24, a serious dengue patient was admitted recently. Similarly in Shivalik Hospital in Sector-34, samples of seven suspected dengue patients have been sent for analysis to National Institute of Communicable Diseases, New Delhi.

Though the results of tests are awaited, patients continue to be treated for dengue on the basis of dengue symptoms, according to Dr Ravi Mohan.

Minority clerics to get computer training

The Delhi Minorities Commission (DMC) has decided to connect minority clerics with the modern world by imparting computer knowledge to them. "The commission is in the process of chalking out a strategy to give the clerics hands on experience on the computers to make them more accessible to community members," chairman of the DMC Kamal Faruqui said.

"We will organise a workshop soon to give them computer training. This will help them connect with the people of their area," Faruqui said. "If the religious heads of gurdwaras, churches and mosques become computer-friendly, the complaints can be solved or can be forwarded to us through online," he said.

Presently, the mode of complaints is postal or personal delivery, resulting in delay in their redressal. But the computers would provide fast and better networking among local people and the commission through the gadget to be installed at religious places across the city, he said.

There are about 2,000 Muslim clerics and 1,000 each religious leaders from Christian and Sikh communities who will be asked to join the classes. Since the cash-starved commission is unable to fund the installation of computers, help of NGOs is being sought in the matter. "The need for computer scheme was felt after the commission found that there was a huge communication gap between the people and the minority panel," he said.

CM meets Ajmer pilgrims

Delhi Chief Minister Sheila Dikshit visited the annual Urs camp for Ajmer pilgrims at Burari in North Delhi.

The camp, which would continue for three weeks, is offering a number of amenities to the pilgrims who have come from different parts of the country. A traditional 'chadar' was also sent by Dikshit as an offering to Ajmer Shareef Dargah. The camp at Burari is offering free stay, water, electricity, bathroom facilities, medicines and ambulance for the pilgrims.

Wanted in Dilli Haat case

The special cell of Delhi police has claimed to have killed a nutralised Pakistani Lashkar-e-Toiba commander Khalid-ur-Rehman in a joint operation. The deceased as wanted by the Delhi police in the Dilli Haat case of April 26, 2007. The Jammu and Kashmir police had declared a reward of Rs 10 lakh on his arrest.

On April 26 ,three terrorists of LeT were arrested from outside Dilli Haat along with a large quantity of explosives. According to the police, it was through their inputs that they got a lead to the operation chief Ammar, alias Khalid-ur-Rehman.

On July 16 ,a team from the special cell was sent to Jammu and Kashmir. The team succeeded in locating the hideout of the terrorist. He had taken refuge in the house of one Asaf Ali Ganai at Bhadarwah, Doda.

Today at 4 a.m ,Asaf's house was surrounded and Ammar was asked to surrender. According to the police sources, the alleged militant jumped into the neighbouring house and killed one woman there. There was firing from both the sides and Ammar succumbed to the bullet injuries on the spot, claims the Delhi police.

The alleged terrorist was operating in Jammu and Kashmir since 1998. He was involved in a large number of cases in the valley. He was also part of the assassination bid on Chief Minister Ghulam Nabi Azad.

A huge quantity of arms and ammunition was found from the hideout.

Jessica case: HC raps Delhi Police

The Delhi High Court today came down heavily on the Delhi Police's special investigation team (SIT) for its report on the Jessica Lall murder case and questioned its impartiality in the way it probed the case.

It also took exception to the filing of a second FIR in the case, while the first fir still existed.

"This is the first case in the criminal justice system where a separate FIR has been filed in a case while an FIR was still existing. Does it not lead to safe inference that you (Delhi police) were trying to assist the accused," a division bench comprising justice R S Sodhi and justice H R Malhotra said.

The bench also questioned the relevance of SIT report on the laxity in the investigation of Jessica Lall murder case.

"We have not judged your investigation report. The report is nothing but a rotten piece of paper. It is absolutely nothing. We do not know the purpose behind it," the bench said.

"We are very very aware of what is happening. You think we do not know what's going on but we are well aware," the court said, while pulling up the Delhi Police.

The bench was referring to the FIR, which was filed by Delhi Police against its officials for not properly conducting the investigations in the case.

The FIR was lodged after the Delhi High Court took suo motu cognizance on the media reports showing alleged laxity on the part of Delhi Police.

Ex-ADM to be booked

Passing a verdict on a panchayat election petition, Chief Judicial Magistrate Ashok Kumar Singh has ordered the Surajpur police to register a case under Section 420, 467, 468, 471 and 120 of the IPC against a former ADM, the Assistant Director Factories and the district panchayat president.

Among the accused are former Additional District Magistrate (F&R) Rajesh Yadav, Asstt Director Factories R.S. Chandel and District Panchayat president Lok Singh Khateek.

During the district panchayat elections held about one-and-a-half year ago, it has been alleged that rules were violated and elections were not held according to law.

Subash Kumar, advocate, who fought the panchayat election from ward number 13 as a Bahujan Samaj Party candidate, has alleged that the election officer and the assistant election officer had changed the election symbol of Subash Kumar with that of Lok Singh Khateek, the winner, a day before the  polling without informing him.

As many as 16 other candidates had also contested the panchayat poll.

Additional District Magistrate Rajesh Yadav was appointed  as Election Officer for this Panchayat elections, while R.S. Chandel was appointed as Assistant Election Officer, Subash Kumar said.

The police intercepted a tanker on July 17 which was carrying kerosene for sale through the fair price depots in the district. The assistant food and supply officer(AFSO) and inspector were not present at the time of offloading ,but it was shown on papers. The tanker was taken to a pump, where the oil was poured into another tanker and it was being made ready to travel to U.P for supply the Kerosene to a party in an illegal manner. The depot of the company where the tanker was required to be offloaded has been located near YMCA chowk here on the main Mathura road.

Three killed in road mishaps

Two persons on a motorcycle near Chitthera village in Dadri were knocked down by a truck hurtling down rashly. Both died on the spot.

In another accident, a man was crushed by a truck near Mohindra Dairy in Dadri, while his companion was seriously injured.

Both the trucks have been impounded and all the three bodies have been sent for postmortem.

According to police, Jai Prakash of Narasenpur village, a teacher in primary school in Bodaki, was n his way to Badoki yesterday morning along with his companion on motorcycle number UP-13-8535, when he was hit by truck No UP14J-8579.

In another accident, at 1.30 afternoon, a truck coming from Ghaziabad side hit motorcycle number 13-D-5996. The motorbike rider Neelu alias Surinder of Sikundrabad was killed and pillion rider Gopal Yadav was grievously injured.

Couple commit suicide

New Delhi, July 18
A couple, who tied the nuptial knot four months ago, allegedly committed suicide by hanging themselves in their west Delhi home, police said.

Yashpal, 31, and his 27-year-old wife Suman were found hanging by their tenants yesterday morning at their Uttam Nagar home. Police have recovered a suicide note jointly written by them.

According to police, their suicide note read: "We are committing suicide at our wish and no one should be held responsible for it."

"The couple tied the knot in February this year and had no enmity with anyone. They were also financially sound," a relative told police. "The reason behind this extreme step is not known yet and investigations are underway. We have sent the bodies for post-mortem and have informed their parents," Deputy commissioner of Police Robin Hibu said. — IANS

GGSIPU increases B.Tech seats

In a clearly expansive step forward, the Guru Gobind Singh Indraprastha University (GGSIPU) has increased the intake of students in its Bachelor of Technology (B. Tech.) programme from 3,340 to 3,820 for the 2007-08 academic session.

The seat increase is largely due to the addition of three new engineering institutions in the Capital - Government Engineering College at Jaffarpur, Gobind Ballabh Pant Government Engineering College at Okhla and Bhagwan Parshuram Institute of Technology at Sector-17, Rohini - all are affiliated to GGSIPU. The Government Engineering College at Jaffarpur will be offering a B. Tech. in Civil Engineering (with an intake of 60) and B. Tech. in Information Technology (with 60 seats).

Prof. K.K. Aggarwal, vice-chancellor, GGSIPU, said, "It has been a constant endeavour of our University to offer academic programmes, which are designed in accordance with the industrial requirements. Keeping in mind the boom and requirements of the construction industry, we are pleased to introduce Civil Engineering at the Government Engineering College, Jaffarpur."

Meanwhile, the Gobind Ballabh Pant Government Engineering College will also offer B. Tech. programmes in two disciplines, with an intake of 60 seats each - B. Tech. in Mechanical and Automation Engineering and B. Tech. in Electronics and Communication Engineering. On the other hand, Bhagwan Parshuram Institute of Technology, a self-financing institution, will offer 60 seats each in four sectors: B. Tech. in Computer Science & Engineering, B. Tech. in Electronics & Communication Engineering, B. Tech. in Electronics & Electrical Engineering and B Tech in Information Technology.

BJP blames govt for unsafe roads

The BJP Delhi Pradesh president Dr Harsh Vardhan today accused Delhi Chief Minister Sheila Dikshit of 'failing' to provide safe roads in the Capital.

The BJP Pradesh president said that the Chief Minister who could not provide safe roads to the citizens in nine years rule had no right to continue in her office. He alleged that there was an atmosphere of anarchy, bribery and open loot on the roads of Delhi. "After compromise with Blueline buses, the innocent citizens continue to be killed on the roads. After how many deaths on the roads will she frame and implement a 'Safe Transport Policy' for the citizens of Delhi?" Dr Harsh Vardhan alleged.

He said that the responsibility of safety of life and property of the people was with the police and the government.
