Woman conspires to kill father for flat

New Delhi, July 19
Three persons, including a woman, have been arrested on charges of being involved in the murder of Sufi Mohd. Hanif, who was found killed in his house in Hauz Qazi on July 15.

The woman had hatched the conspiracy to kill Mohd Hanif, who was her father, for flat. The police said a ligature mark was clearly visible on the neck of the body.

Hanif had gone for Haj Yatra in 2006 and before leaving, he had promised to give his flat to his daughter Kesar Bano. However, the deceased later changed his mind. Kesar Bano allegedly wanted to grab the flat and took the help of her two sons-in-law.

According to the police, Kesar Bano's sons-in-law — Shakeel and Mohd Lukman — reached Hanif's house and intimidated him to execute the sale papers in the name of Kesar Bano.

When the deceased refused to do it, the alleged accused strangulated him with a 'tabiz'. The police claimed to have recovered the 'tabiz' and the papers of his house from the possession the accused.

Noida boy abducted

Armed criminals abducted a 16-year-old boy from outside his house in Barola village under Sector-49 police station in broad daylight.

Old enmity is believed to be behind the abduction. The boy, Nipun, son of Yoginder Singh Rofa, a class IX student of Summerville school, was returning home from his school yesterday afternoon.

As he got down from the school bus and was walking towards his house, he was abducted by some armed assailants.

When Nipu failed to reach home for sometime, Yoginder informed the police. Yoginder told the police that he had old enmity with some people in Javer town and he suspected the same people to be behind the kidnapping of his son Nipun.

The police have sent a number of teams to various locations to recover the boy. Yoginder Singh Rofa also originally belongs to Javer village where he had old enmity with some people. He himself was released from jail recently in a case under section 302.

NRI’s residence looted

Three armed persons barged into the residence of an NRI family in DLF area and looted cash and car worth more than Rs 15 lakh in the wee hours today.

The three of them were heavily armed and they held the whole family hostage.

According to Mittoo Nandy, wife of C.Nandy, owner of the house in DLF, she was attacked by the miscreants when she tried to raise the alarm.

The criminals are said to have taken away about 1,200 US dollars and Tata Corolla car with them. They ransacked the house for about two hours. The police have registered a case in the matter.

In a similar operation, three armed persons entered the adjoining houses owned by NRIs and looted goods and cash worth about Rs 50 lakh, a couple of days back. The inmates of the houses were held hostage.

The developments come as a blot on the record of the police, especially when the police commissioner system has been put in place.

Accountant robbed of cash, car

Five armed criminals looted a car and Rs 12,000 from an accountant of Sadar Tehsil last night.

The criminals drove away along with the kidnapped accountant. Near Dujana, they threw him down in jungle from the car after tying his hands and feet.

Satish Bhatti, originally from Bodaki village, lives in Alfa-I sector of Greater Noida.

After shopping, as he opened the door of his Wagon R car, five criminals surrounded him.

The criminals put guns on his earpits and pushed him into his own car. They beat up Satish, tore his dress and blindfolded him.

Satish heard his tormentors talking that they had been given a Rs 10-lakh contract for kidnapping him.

The kidnappers had been paid Rs 5 lakh and the remaining Rs 5 lakh they would get when they handed him over to the second team, they said.

After carrying him in his car for some time, they dropped him in a jungle blindfolded. Somehow Satish Bhatti reached the Badalpur police post from there Kasna police were informed.

It took them over two hours to reach the spot of incident.

Four incidents of loot have taken place at the same spot, but police have yet to take the matter seriously.

Badshah Khan hospital getting facelift

The state government-owned Badshah Khan (BK) civil hospital here is getting a facelift these days after the visit of the parliamentary secretary (Health) of the Haryana government, Dr (Mrs) Krishna Pandit.

She directed the hospital administration to improve the standard of services and hygiene in the hospital. A sum of about Rs 6 lakh has been spent to improve the services so far.

This 200-bedded hospital has been faced with staff shortage and lack of super specialty treatment and diagnostic facilities.

The parliamentary secretary, during her visit to the hospital, found the state of things not up to the mark and ordered the office of the Chief Medical Officer (CMO) to improve the get-up of the hospital.

The hospital authorities have since then not only replaced the bedsheets and other worn-out items, but have also got done fresh paint and whitewash in all the wards and the rooms, stated Dr Ravinder Mathur, the officiating principal medical officer (PMO).

He said that while about Rs 4 lakh had been spent from the hospital budget, another Rs 2.5 lakh had been contributed by the District Red Cross Society.

A total of about 700 to 800 patients visit the OPD of the hospital daily. While the civil hospital requires drastic changes to facilitate various super-specialty services, there is no trauma centre to provide immediate care to the victims of road accidents.

"The burns ward of the hospital is also neglected and does not have proper facilities," claimed an employee of the hospital.

He said serious patients were normally referred to Delhi or private hospitals from here.

The hospital required at least three more doctors of various fields besides a radiologist, whose post had been lying vacant for some time.

Against a total sanctioned posts of 50 nurses, the hospital has only 24 nurses on roll, while 12 have been outsourced to meet the requirement.

However, the services of maternity and the eye treatment have been one of the best in the city, claimed a senior doctor.

He said the hospital does not charge for the delivery or caesarian operations. There are at least 200 deliveries done in the civil hospital every month.

He said the services and facilities were likely to improve drastically after the new block of the hospital was ready.

It is being constructed and would be able to provide private wards to the patients in near future. A total of three such rooms are available at present.

Man convicted of gunning down neighbour

New Delhi, July 19
A Delhi court convicted a man of gunning down his neighbour in South Delhi nearly four years ago due to enmity over property-related court cases filed against him by the deceased.

Additional Sessions Judge Vinod Kumar convicted Mahavir Singh, a resident of Sarita Vihar, after finding him guilty of shooting Vedu Pehalwan, with whom he was involved in a property dispute.

The court, however, acquitted three other accused for want of evidence. It would pronounce the quantum of sentence, to be awarded to convict Mahavir, on July 21, the next date of hearing.

Meanwhile, the court had issued summons against three key prosecution witnesses — Karamveer Singh, Kirpal Singh and Kashmira Singh — for deposing falsely in the case.

According to the prosecution, the deceased Vedu Pehalwan, on the evening of August 20, had gone to watch a wrestling competition, organised in his neighbourhood on the day of 'janmasthmi'.

The accused, who was waiting on the rooftop of a house, sprayed bullets on Pehalwan after spotting him. He was declared dead at a city hospital, the prosecution said.

An FIR under various sections including 302 (murder) and 34 (common intention) of the IPC was lodged against the accused. — PTI

Love triangle murder: Three held

With the arrest of three people, the Delhi police has claimed to have worked out a murder case of Timarpur.

The body of the deceased, later identified as Dharam Singh, was found lying in a drain in the Nirankari Colony.

Due to the publicity, the deceased was identified by his son. Dharam Singh used to stay with one Neelam after his first wife died.

However, Neelam developed illicit relations with another person, Shiv Bahadur. This created animosity between Dharam and Shiv.

According to the police, Neelam decided to get rid of Dharam and planned to kill him along with her son, Shiv and one of Shiv's friends.

Neelam allegedly intoxicated Dharam and all three of the accused took him to a nala and smashed his head with a stone.

HC declines to quash FIR in excise case

The Delhi High Court has declined to quash a First Information Report (FIR) against a government officer for allegedly allowing a distillery owner to evade the excise duty causing loss worth lakhs of rupees to the department.

Directing the accused Ram Niwas Tyagi, excise inspector, to co-operate with the investigating agency, justice A K Sikri said, “I am of the view that at this stage investigation can not be thrown out accepting his plea that he cannot be charged under the Prevention of Corruption Act.”

“Instead of doing his duty to prevent wrongful activities, Tyagi involved in illegalities. Due to his active omission and commission in connivance with a middle man, the state has been put to a wrongful loss,” Justice Sikri observed.

In a revision petition, Tyagi challenged the FIR saying that he could not be booked under the PC Act as the police failed to recover any evidence relating to corruption charge.

The court also rejected the bail plea filed by co-accused Shyam Sunder, a middleman, in the case.

According to prosecution, Tyagi, as the officer in charge, was posted at Moti Nagar liquor godown in March last year.

He had illegally allowed a truck belonging to m/s Glasgow Distilleries Ltd to unload 609 cartons of Indian-made foreign liquor at the bonded warehouse of the distillery owner without entering it in the stock register.

Prez poll: Delhi legislators cast vote

Delhi assembly speaker Chaudhary Prem Singh and Chief Minister Sheila Dikshit were among the first of the National Capital Territory of Delhi legislators to cast their vote in the Presidential election here today.

Ch. Prem Singh was the first to cast his vote in the polling station at the Vidhan Sabha here as the voting began at 10 am. He was followed by other legislators, including the Chief Minister, Leader of Opposition in the assembly Jagdish Mukhi and city Congress chief Ram Babu Sharma.

Later, the Election Commission officials said that 67 of the 70 MLAs of the Delhi Vidhan Sabha, barring Ramvir Singh Bidhuri of the Delhi Nationalist Congress Party, Shoaib Iqbal of the Lok Janashakti Party and Dayanand Chandela of the BJP had cast their votes.

The polling, which commenced at 10 am in the Old Secretariat, began on a brisk note with all the Congress MLAs and almost all BJP MLAs casting their votes in the first three hours of polling.

The Congress has 47 MLAs in the 70-member state assembly, while the BJP has 20 MLAs. The NCP has one seat in the house, while the Ramvilas Paswan's Lok Janashakti Party has one seat (Shoaib Iqbal) and independent one (Ranbir Singh Kharab).

DUJ demands 60% interim relief

Representatives of journalists and non-journalists, in a meeting, have demanded immediate announcement of 60 per cent interim relief by the new wage board, headed by Justice Narayana Kurup, and a time-bound schedule for its implementation.

The meeting, organised by the Delhi Union of Journalists (DUJ) yesterday, held that due to the severe erosion in wages in the newspaper industry, the interim relief had become imperative. The wage board is slated to hold a meeting in Kochi in Kerala on August 2.

DUJ president S K Pande said the meeting also expressed concern over unfair labour practices in some newspapers, including the targeting of employees under the wage board, and the "total silence" of the state machinery.

Cable operators, discoms told to approach regulators

With cable operators and private discoms locked in a dispute over payment of rent on use of electricity poles here, the Delhi government has asked them to approach the respective regulatory bodies to sort out the matter.

"We have asked the private discoms not to snap off the cables of operators for at least the next two months so that they can approach the appropriate authority for redressal of their grievances," a senior Delhi government official said.

Rakesh Mehta, principal power secretary of the Delhi government, in a meeting held recently, also directed the cable operators to enter into an agreement with discoms and suggested they could pay Rs 500 rental per pole per year, a proposal which has been rejected by the power firms.

The meeting was held between private power firms like NDPL and BSES and city cable operators who had approached the Chief Minister Sheila Dikshit on this issue.

Rejecting the offer of Rs 500 rental per pole per year, discoms cited a Delhi High Court order of 1996-97 which empowered them to impose rent with an increase at the rate of ten per cent per year on cable operators for using poles.

There are around 1,800 cable operators across the city providing services to lakhs of households.

However, the Cable Operators United Front, which has cried foul over the discom's decision, has cited an order of the Telecom Regulatory Authority (TRAI) issued in 2003, which put a ceiling on the maximum fees operators can charge from their subscribers.

Pirated DVDs, CDs seized

Acting on a tip-off by the Indian Music Industry (IMI), the Delhi police carried out a raid at a shop in Palika Bazaar in the Connaught Place area yesterday.

Sanjeev Kumar, the owner of the store, was arrested on the spot and the police seized 245 Playstation DVDs, 240 MP3 CDs, 900 Warner DVDs and 1,379 DVDs of various films.

Commenting on the seizures, Vijay Lazarus, president, IMI, said, "The Palika Bazaar area is the hub of piracy in the city and it is a major challenge for us to bust the piracy network operating in the city.

Piracy makes its presence felt with every new music launch. IMI through its anti-piracy operations has always promoted and encouraged the development of musical culture.

Noida Ghaziabad top in stamp duty collection

Noida and Ghaziabad continue to top in collection of stamp duty in Uttar Pradesh. Noida had out done Ghaziabad in the stamp duty collections last year.

So the highest target for stamp duty collection for the year at Rs 1,180 crore has been allotted to Noida followed by Ghaziabad with Rs 905 crore.

Highest collections of stamp duty in Ghaziabad and Noida is reflective of tremendous property boom in these two districts adjacent to national Capital.

Last year, Noida had out done Ghaziabad which was leading in stamp duty collections in the state for the past number of years.

In past three months, first quarter, G. B. Nagar has collected over Rs 166.26 crore stamp duty, while Ghaziabad has collected Rs 157.84 crore. Agra with Rs 44 crore is at the third slot and Meerut at fourth place with Rs 43.98 crore.

According to Additional Commissioner Stamps, the value of property in Noida and Ghaziabad has gone so steep that even if there is less sale of property, stamp duty collection will not come down.

Proposal to streamline transport

About 4000 Blueline and 3000 DTC buses plying on the Delhi roads should be immediately hooked to the GPRS system, suggested PHD Chamber.

This involves installation of a black box in every vehicle with a backend support of comprehensive data of the vehicles like name of the owner, route, and other details. This will help monitor violations by the drivers.

PHD Chamber proposed this IT-supported Intelligent Public Transport Management System to solve traffic problems of the metropolitan city at a meeting with the senior functionaries of the Delhi Government recently.

"This is an initiative that we have proposed as part of our corporate social responsibility (CSR) and reflects our commitment to usher in the much-needed commuter-friendly, safe and world-class transportation system," says Sanjay Bhatia, president, PHD Chamber.

The Chamber proposal suggests that the project can be implemented on PPP model at a cost of Rs 150 crore annually for the next 10 years without any direct cost to the Delhi Government. The cost will be recovered from the advertisement rights on traffic intersections.

"We shall be submitting a paper on the problems of traffic and transport to the Delhi Government shortly. This inclusive model of development is perceived keeping the common man as the focus and to help spill over the benefits of IT-driven technologies," says Bhatia.

Apart from streamlining the transport system, it will eliminate subjectivity and corruption. The proposal also envisages issuance of a smart card to drivers, which will automatically record violations and cancellation of the driving licence after three defaults.
