A newborn baby boy was found abandoned at Boh village early this morning. The few-hours-old baby was found in a drain running along the common village road. The photographer of a vernacular newspaper, Devdutt, and his friend Brajinder Singh, were taking a morning walk when they heard the cries of the baby.

Keen to keep the caste matrix in Haryana in its favour and check attempts at community-based consolidation against it, the Congress today appointed a new PCC chief and a working president in the state.

While Education Minister Mullana has been appointed president of the Haryana Pradesh Congress Committee, Kuldeep Sharma, son of senior party leader Chiranji Lal Sharma, has been appointed working president.

Eversince former Chief Minister Bhajan Lal resigned as PCC chief over being "sidelined" in appointments to the PCC, the Congress in Haryana did not have a full-time preisdent. Ramprakash had been functioning as working president of the state unit for the past several months.

In appointing Mullana, who belongs to Dalit comunity and Kuldeep Sharma, who is from the Brahmin community, the Congress has sought to check attempts by rebel MP Kuldeep Bishnoi, who has blessings of his father Bhajan Lal, to create an impression that the Hooda government had welfare of a particular community at its heart. The rebel MP has been making attempts to wean away party workers loyal to his father and gain support of various communties. The BSP has also been making attempts to gain support in Haryana and the Congress is keen not to lose its support among the weaker sections.

The appointments have come when the Hooda government has completed nearly half of its term and the Lok Sabha elections are nearly two years away. Observers said that Mullana, who is a four-time minister, is expected to follow an "independent line" and take help of his deputy when necessary. He will resign from the cabinet and serve the party.

Asked about some party workers attending rallies organised by Bishnoi, Mullana said the disciplinary action committee of the party will look into such matters.

Distancing himself from allegations levelled by some state Congress leaders about Deputy Chief Minister Chander Mohan having voted against the UPA nominee in presidential election, Mulana said there was no basis for such conlusion. Admitting that the UPA candidate got less-than-expected support from Haryana, he, however, said that the votes polled by the nominee were more than the strength of the Congress Legislative Party.

Mobile court attempts to reach the unreached

Haryana has taken the first step to take “Justice on wheels” to the people in the remote areas of the state. Chief Justice of the Punjab and Haryana High Court, Justice Vijendra Jain, said that Punhana town in Mehwat district would become the country’s first circuit court on wheels, functioning as a regular court and thereby “reaching the unreached”.

Accompanied by three other High Court Judges and Haryana Chief Minister Bhupinder Singh Hooda, Justice Jain said the decision to introduce a mobile court in Punhana was taken due to extreme backwardness of the area where the literacy rate among Muslim women was below 3 per cent and among men at fewer than 33 per cent.

Giving out details, Justice Jain said the mobile court would have staff on the pattern of a regular court like prosecutor, reader, judgement writer etc. He clarified that it would not be another lok adalat, but a full-fledged court on wheels and one would be able to appeal against its judgment in District Court. The mobile court would be presided over by an Additional Civil Judge (senior division)-cum Sub Divisional Judicial Magistrate. This court will be inaugurated by Chief Justice of India K.G Balakrishnan on August 4 and would become operational from August 6.

Justice Jain said that the mobile court would function four days a week at four different locations, including Punhana, Shikrawa, Indana and Lohanga Kalan and at the court’s current location of Ferozepur Jhirka for the remaining two days of the week.

The centres for the mobile court have been fixed in such a manner so that they are within a radius of 10 km for all litigants.

This court will be equipped to receive plaints, miscellaneous civil and criminal applications, grant bails or remand accused to custody, execute decree, pass sentence, deliver certified copies of judgements etc.

Justice Jain explained that the mobile court would function in a specially designed bus that will accommodate 10 persons, where the presiding officer will also be provided a retiring room at the back of the bus.

This epoch-making step would be replicated in different parts of Haryana and even in Punjab once the experiment is proved to be successful.

Referring to the huge backlog of cases in courts, Justice Jain said strict orders had been issued that no case over 10 years should remain pending in districts courts and all pending criminal cases, over 5 years old, must be decided within two years. All new cases would be decided within 2 years as “I strongly believe that justice delayed is justice denied”.

Party will gain from his experience: Hooda

Chief Minister Bhupinder Singh Hooda today claimed there was no conflict within the Congress party in the state.

“There is no conflict”, the Chief Minister told reporters here when asked whether removal of Ram Prakash from the post the HPCC working president had anything to do with the infighting within the state unit of the Congress party.

On Phool Chand Mullana’s appointment today as the HPCC chief, the Chief Minister said Mullana had a long career as a politician and the party would gain from his experience.

Asked when Kuldeep Sharma, appointed working president of the HPCC today, was re-inducted into the party after his expulsion on the eve of the last Lok Sabha polls, Hooda said Sharma had re-joined the Congress before the last Assembly elections.

“Mullana has already resigned from the post of education minister of Haryana”, the Chief Minister said when asked whether the principle of ‘one person, one post’ would be followed in case of Mullana.

Hooda said resignation by Mullana had set off the much awaited reshuffling and expansion of the council of ministers in the state.

Haryana Deputy Chief Minister Chander Mohan expressed gratitude to AICC chief Sonia Gandhi for appointing Mullana as H PC C chief.

Chander Mohan said the appointment of Mullana as the HPCC chief would fill Congress workers in the state with new enthusiasm.

Irrigation minister Ajay Singh Yadav also congratuated Mullana on his becoming the HPCC president.

ASI’s cultural centre to be made functional

Efforts have been started to make a cultural hub of the Archeology Survey of India (ASI) at Adi Badri in Sadhaura, here, functional.

The hub built over 12.2 acres at a cost of Rs 72 lakh is lying idle for the past two-and-half years.

The ASI had carried out excavation at three sites near Adi Badri in 2003 and dug out antiquities belonging to Kushan and Gupta periods.

The ASI had planned to exhibit the same at the centre, but till date the relics are lying stored in a building of the Forest Department at Kathgarh village in Bilaspur.

Now the district administration has proposed to make it functional for the benefit of general public.

As per sources, a senior official of the administration would be writing to the ASI to make the hub functional or hand it over to the district administration.

The archeologists had dug out idols of lord Shiva and Buddha, Goddess Durga, coins, semi-precious stones, copper utensils and remains of pottery, all belonging to the 5th, 9th and 10th century (AD), informed the official.

With three ancient temples in the vicinity, the cultural centre has the potential to attract tourists.

Meanwhile, the district administration has also approached the ASI to lend weapons associated with Sikh martial art history for exhibition at the Guru Gobind Singh Martial Art Museum at Kapal Mochan, Bilaspur.

A magnificent building of the museum was constructed with the aid from the union and the state government four years ago but the museum could not be made functional in want of weapons.

In a letter to the ASI, the administration had written that the ASI had such weapons in its museum and circle offices and requested to lend the same for the museum, informed the official.

Man loses life over water tap

Yamunanagar, July 27
A 60-year-old man yesterday lost his life in a clash between two groups at Chaharwala village of Sadhaura. A water tap was the cause of the dispute.

As per police sources Gurnam Singh sustained serious head injuries in the clash and died on his way to a hospital.

Ram Karan, Jai Karan and Himesh - all residents of the village - wanted to install a water tap in the village street.

Gurnam Singh, who lived in the same street, objected to the move.

An altercation took place between Gurnam and his supporters and the other group. Sources said Gurnam was allegedly attacked upon with batons.

The police has booked Ram, Jai and Himesh for murder under Section 302 and 34 of the IPC.

The accused had fled after the incident and no arrest was made till the time of filing the report.

State NSUI chief resigns, joins Bishnoi

Bhiwani, July 27
Haryana NSUI president Virender Kaushik today resigned from his post and joined hands with suspended Congress MP Kuldeep Bishnoi.

Announcing his resignation here, Kaushik said the Congress high command made a mistake by not appointing Bhajan Lal as the Chief Minister of Haryana when the party returned to power in the state more than two years ago.During this period, he alleged, the main activists of the Youth Congress and the NSUI were sidelined and neglected in the party.

He said Bishnoi, son of Bhajan Lal, had now come to the forefront and become a voice of the ‘real’ Congress activists.Kaushik said he had also resigned as a special invitee of the AICC. — UNI

Instructor held for raping minor

The police has arrested Sunil Yadav, a physical training instructor of a well-reputed public school of the town, on charges of raping a girl student of class XII since January, 2007. He was today produced in the court of the chief judicial magistrate who remanded him in judicial custody for 14 days. The medical examination of the girl here confirmed rape.

On the victim’s statement, the police registered a case of rape and criminal intimidation against the accused.

Sources said Sunil Yadav developed intimacy with the girl in January after which they kept meeting each other frequently. But recently when their secret plan for elopement somehow leaked, the girl’s parents restricted her movements strictly.

Baby boy found abandoned

Ambala, July 27
A newborn baby boy was found abandoned at Boh village early this morning. The few-hours-old baby was found in a drain running along the common village road. The photographer of a vernacular newspaper, Devdutt, and his friend Brajinder Singh, were taking a morning walk when they heard the cries of the baby.

The baby was rushed to the Civil Hospital, Ambala Cantonment, from where he was further referred to the Civil Hospital in Ambala City.

“We believe that the child was abandoned barely a few hours after birth," civil surgeon V.K. Sharma said. An FIR has been registered. — TNS

Cross Voting MLA  rubbishes charge

Congress MLA Dharam Pal Malik termed the allegation of cross-voting levelled against him in the presidential election baseless and without any merit.Malik said he was surprised at the allegation levelled by Haryana Pradesh Congress Committee working president Dr Ram Prakash.

“The ballot is cast through secret voting for the presidential election and I fail to understand how Dr Prakash cast his aspersions on me. I seek his removal from the post,” he said. — TNS
