Lok adalats settle 157 cases

As many as 118 cases were settled in a lok adalat for bank loans held in a local district court here today and loan amount of Rs 31 lakh was recovered by various banks through court orders.

Cabinet expansion soon: Hooda
Tosham, July 28
The Haryana cabinet would be expanded soon, Chief Minister Bhupinder Singh Hooda said here today.When asked about alleged cross-voting by a few Congress MLAs in the Presidential election, the Chief Minister said the number of party MLAs in the Haryana Vidhan Sabha is 67 while Pratibha Patil got 74 votes.

The CIA branch of the district police here busted a gang of cricket bookies and arrested three members of the gang last night.

Power house property damaged

Upset over disruption in the supply of power residents of Jagadhri allegedly damaged property of Swasti power house and manhandled employees of the UHBVN here last evening. A power employee was also injured in the incident.

Perhaps Municipal Council of Bassi Pathana is the only council in the state, which has no regular executive officer, sectional officer and accountant since June 2006. The council has become a liability for the town as it has less income and more expenses. The council is unable to pay the salaries, electricity bills and other contingency expenses, leave alone development works.

Ban on recruitment lifted at HAU

The Haryana government has accorded approval to lift ban on filling of vacant posts in various departments of Ch Charan Singh Haryana Agriculture University (CCSHAU), Hisar, with a view to imparting qualitative education and improving the research and training work for the students of the university.

In sheer violation of directions issued by the Haryana State Pollution Control Board (HSPCB), the Haryana police continues to burn the seized narcotics in the open.

Police officials admit that there have been incidents of “official” burning of quintals of drugs during the past three days. Though officials seemed to be unaware of the environmental hazards caused by the unplanned burning of narcotics, experts opine that incinerators should be used for safe disposal of these substances.

Ironically, while burning of small quantities of dry leaves and other materials is illegal in the state, the state police continues to flout the rules by burning a large quantity of drugs in the open.

Inquiries made by this correspondent revealed that on Friday the Panipat police had burnt about 85 kilos of drugs near the SP office.

Similarly, the Kurukshetra police had burnt more than 10 quintals of seized narcotics in the police lines on Wednesday.

Sources said a large quantity of firewood and kerosene was used to burn the banned drugs.

The Tribune had first highlighted this practice on May 12, this year when the Karnal police had burnt 8,000 kg of seized drugs, including poppy husk and other banned narcotics.

Taking cognisance of The Tribune report, HPCB had issued directions to the state police and government to adopt an environment-friendly method of destroying narcotics.

However, despite repeated attempts DGP R.S Dalal was not available for comments.

Panipat district police chief M.S Sheoran confirmed that the drugs were consigned to flames. “We had sprayed kerosene on the drugs as it makes them burn faster,” said Sheoran. Kurukshetra, SP, Amitabh Dhillon also confirmed that drugs were burnt.

Scores of senior IPS officers, including the IGPs of Rohtak and Ambala range, were present on both occasions.

Talking to TNS today, chairman of the HSPCB D.S Dhesi said the state authorities should have taken notice of the directions issued by the board before destroying the drugs.

Meanwhile, environmentalists claim that the emission of fumes and gases due to the uncontrolled burning of any organic material, including poppy husk, can have serious effect on human body and environment.

Gases emitted during the exercise can cause cancer and breathing problems whereas poly aromatic hydrocarbon posed a serious threat to the environment.

As just three days are left for the CBI to file its reports probing allegations levelled against the Dera Sacha Sauda chief in three different cases, including two of murders of journalist Ram Chander Chhatrapati and Ranjit Singh, and allegation of sexual exploitation of Sadhvi, a son of Chhatrapati, Anshul said Khatta Singh, a former driver of dera chief, had reaffirmed what his father had highlighted.

“We are hopeful that the CBI would now get justice for all victims”, Anshul, who is now the editor of ‘Poora Sach’, told The Tribune.

Ram Chander Chhatrapati was murdered, allegedly by the dera men, for publishing Sadhvi’s letter levelling allegations of sexual exploitation against the dera chief in his evening newspaper ‘Poora Sach’ in 2002. “Me and my cousin had, in a statement given to the CBI recently, told that my father Ram Chander Chhatrapati had feared threat to his life from the dera chief”, Anshul added.

Besides it, one of the main witnesses of the CBI in Ranjeet Singh murder case, Khatta Singh, while talking to The Tribune over phone from an unidentified destination, said he stood by what he had told the electronic media and also to the CBI earlier about the dera chief’s alleged involvement in the sexual exploitation of Sadhvi and also in the murder of Ranjit Singh.

As per directions of the high court, the CBI has to file its reports regarding the allegations levelled against dera chief on August 1.

The Tribune has a copy of Khatta Singh’s statement given to the CBI about the murder of Ranjit Singh. In document (No. RC-8 (S)/2003/SCB/ CHG) in a statement made before the then DSP, CBI, Dr Armandeep Singh, Khatta Singh had stated that in May 2002, an anonymous letter of a Sadhvi was circulated and published in some newspapers.

He added in the statement that on June 16, 2002, Ranjit Singh was called to the dera at Sirsa by Baba Gurmeet Singh and three persons. “I saw Ranjit Singh surrounded by Avtar Singh, Inder Sain, Krishan Lal and Darshan Singh and they were asking him to apologise to the baba. However, when Ranjit Singh did not agree, they told him to be prepared to die.

“After Ranjit Singh left the dera that day Baba Gurmeet Singh held a meeting in which Avtar Singh, Inder Sain, Krishan Lal, Darshan Singh, Jasbir Singh, gunman Constable Sabdil Singh and I were present. The baba was quite angry and told those present in the meeting to go to the village of Ranjit Singh and eliminate him before he said anything more against the dera”, Khatta Singh stated.

However, the Dera Sacha Sauda spokesman Aditya Insan, in press note here, claimed that the allegations levelled against the dera chief were baseless and politically motivated. It was a well-planned conspiracy to tarnish the image of the dera. Regarding Khatta Singh’s statement, dera spokesman added that Khatta Singh had moved an affidavit in the court stating that he was pressurised by the CBI DSP to gave the statement against the dera chief.

Security tightened in Sirsa

Security has been further tightened in the district as tension again aggravated, following the dera-Sikh row here.

Moreover, the Sikh hardliners had given deadline of July 31 to arrest the dera chief otherwise they would resort to agitation. The CBI still has to file the reports in connection with the alleged involvement of the dera chief in three different cases.

Besides the paramilitary forces, the local police has also been put on high alert. Strict checking of vehicles is being done on the internal roads and border areas of the district with Punjab.

The paramilitary forces have also been deployed around the dera.

Lok adalats settle 157 cases

As many as 118 cases were settled in a lok adalat for bank loans held in a local district court here today and loan amount of Rs 31 lakh was recovered by various banks through court orders.

Additional District and Session Judges J.S. Dahiya and N.P. Dewatt and presiding officer of the permanent lok adalat Hari Ram settled the recovery suits of banks by conciliations.

In a similar lok adalat organised at Ratia town in the district, Judicial Magistrate Ajay Aggarwal today settled 39 cases of bank loans thereby facilitating a recovery of Rs 6.18 lakh to various banks.

District and Sessions Judge Lachhman Sharma informed mediapersons that cases both at litigation and pre-litigation stage could be settled in these lok adalats.

Cabinet expansion soon: Hooda

Tosham, July 28
The Haryana cabinet would be expanded soon, Chief Minister Bhupinder Singh Hooda said here today.

When asked about alleged cross-voting by a few Congress MLAs in the Presidential election, the Chief Minister said the number of party MLAs in the Haryana Vidhan Sabha is 67 while Pratibha Patil got 74 votes.

The Haryana deputy Chief Minister has filed a defamation suit against senior Congress leader from the state and Rajya Sabha member, Dr Ram Parkash, who has accused him and three others MLAs, including Bhajan Lal, of cross-voting in the Presidential poll.

Hooda said Phool Chand Mullana and Kuldeep Sharma had been appointed president and working president of the Haryana Pradesh Congress Committee respectively keeping in view their experience in the organisation which would certainly benefit the Congress.

The CM also declared Tosham as a new subdivision of the state. — PTI

Chief Minister Bhupinder Singh Hooda said here today that law and order would be maintained at 
all costs.

Answering questions from mediapersons about the Dera Sacha Sauda row, after laying the foundation stones of new academic blocks in local Government College and Industrial training Institute, he said though the government would not interfere in religious matters, no individual would be allowed to take law into his or her own hands.

Hooda said Haryana was a peaceful state and criminals of all hues would be punished sternly. Ever since he came to power most criminals had either been brought to justice or killed in police encounters. Still others had fled from the state fearing arrest and prosecution.

Referring to the murder of two traders here last fortnight, he said the police had arrested one of the killers while the other died in cross firing.

The CM said the government was laying greater stress on education and strengthening of infrastructure had been given priority. Edusat system had been networked in the entire state.

The new academic block in the college entails an expenditure of Rs 5.2 crore. The new building will have 25 classrooms, a multipurpose hall, residences for principal and other staff members, a canteen and a parking lot.

Former Bar members walk down the memory lane

The Bar Association, Jagadhri, today organised a function to honour the association’s former members, who are now judicial officers (some of them have retired).

The function turned out to be a nostalgic affair for them. While addressing the gathering, many of them recalled their days at the Bar.

Happy as they were, to be invited to their alma mater, they thanked all their friends and colleagues heartily for just being part of their lives. And they were, of course, thankful to the Bar which ‘catapulted’ them to the ‘other side’ of the courtrooms.

In the packed Bar office, members of the judiciary confessed that they missed the bar and the role it played in their lives.

“It was only in my eighth attempt that I could make to the judiciary,” admitted Sunil Sheoran, JMIC, Hisar, and added, “My juniors at the Bar could make it in lesser attempts.”

He said he was undergoing training in Chandigarh and the invitation to the function meant a holiday to meet his friends and seniors.

On the occasion, the speakers congratulated Pradeep Rathore, president of the Bar and his team for organising the programme.

Bookies’ gang busted

The CIA branch of the district police here busted a gang of cricket bookies and arrested three members of the gang last night.

The bookies were operating from a Bread Manufacturing Factory on the Sher Garh road, here. The police also seized 5 mobiles, colour TV, Dish TV remotes, cash and dairies.

Superintendent of police Rajinder Singh said a police party headed by Jagat Singh, in charge CIA, while patrolling near Jakholi adda got a tip off that some bookies were betting on the second cricket match being played between India and England from a bread manufacturing unit, here. The three were identified as Sanjeev Kumar, Rajinder Kumar and Suresh Kumar. — OC

Power house property damaged

Yamunanagar, July 28 
Upset over disruption in the supply of power residents of Jagadhri allegedly damaged property of Swasti power house and manhandled employees of the UHBVN here last evening. A power employee was also injured in the incident. 

The police has registered a case against 25 persons. Sources in the UHBVN said power supply had been disrupted due to strong winds yesterday. As many as 25 persons reached the power house and demanded immediate restoration of power supply. Soon the arguments between the residents and employees turned violent. Some of the residents allegedly damaged property of the power house and manhandled employees. — TNS

Lack of funds crippling municipal council

Perhaps Municipal Council of Bassi Pathana is the only council in the state, which has no regular executive officer, sectional officer and accountant since June 2006. The council has become a liability for the town as it has less income and more expenses. The council is unable to pay the salaries, electricity bills and other contingency expenses, leave alone development works.

The council is under heavy debt of Rs 65 lakh and totally dependent on government grants for development. The indifferent attitude of the government also adds fuel to the fire. The previous governments made promises but did not release the required grants.

People have been fleeing from the town as even basic amenities are absent. This has given it the dubious distinction of having its population decrease for such a reason.

Shiromani Akali Dal (SAD) MLA Didar Singh Bhatti and senior leader Rajesh Pal Singh Lalli are the two men the town hopes will bring in the funds.

Charanjit Singh, who has additional charge as executive officer told The Tribune that the annual budget of the council is Rs.1.75 crore, whereas annual income is approximately Rs 1.25 crore, out of this Rs 88 lakh are spent on salaries, pensions and other expenses of employees, Rs 10 lakh on paying electricity bills and rest on contingencies. He said that if council has to pay the dues of a retiring employee, the salaries of the other staff members are not paid regularly.

He said the town is totally dependent upon government grants for development. He said the council had to pay Rs 15 lakh to electricity department for streetlight bills and Rs 35 lakh to Municipal Council, Mandi Gobindgarh, and lakhs of rupees to other departments and contractors.

Rajesh Pal Singh Lalli said that he would urge the Chief Minister to include Bassi Pathana on the list of a central government scheme in place of Mandi Gobindgarh, which is already developed and has sufficient income.
