Out of 51 bidders, M/s Tulip Private Limited bought five plots which had the highest bid of Rs 1,18,999 per sq mt. Noida Authority was richer by Rs 1.0800 crore, as a result of these auctions.

LeT terrorist arrested
New Delhi, July 28
The special cell of the Delhi police has claimed to have apprehended an LeT militant from Chandni Chowk. A huge cache of arms and ammunition, cash and other incriminating documents have been found on him. Allegedly, the arrested militant was directly in contact with LeT launching commander based in Pakistan.

11 Noida plots fetch Rs 1.08 cr

Noida Authority has auctioned 11 plots in four different Noida sectors for the construction of commercial markets. Out of 51 bidders, M/s Tulip Private Limited bought five plots which had the highest bid of Rs 1,18,999 per sq mt. Noida Authority was richer by Rs 1.0800 crore, as a result of these auctions.

According to OSD Yashpal Singh, sealed bids had been invited from 11 commercial builders for allotment of plots in residential sectors 43, 46, 47 and 48. There were three plots in Sector-48, three plots in Sector-47, four in Sector-46 and one in Sector-43.

Ms/ Old Port Pvt. Ltd. had secured one plot No. 146/2 in Sector-43-A at Rs 1,18,999 per sq mt. It was a 782.42 sq mt plot.

In Sector 46 B, plot No. 156-A was annexed by M/s Tulip P. Ltd.

This builder had also won the bid for plot No. 264 C/1, 264 C/2 and 264 C/3.

In Sector-46, for four plots M/s Karmash had made a bid of Rs 62,207, Rs 72,207, Rs 62,207 and Rs 72,207 per sq mt and Rs 74,000, Rs 72,500 and Rs 74,000 per sq mt for three plots in Sector-47. For three plots in Sector-48, Karmash had quoted Rs 69,500, Rs 55,207 and Rs 91,101 per sq mt respectively.

Noida Authority has received a revenue of Rs 1.0800 crore from these auctions.

Mr Yash Pal Singh said that justice B.M. Sahai of Allahabad High Court had issued orders on Wednesday. The bids for plots for commercial market in Sector-47 were approved, but the plots could not be allotted to the builders, Yashpal Singh said.

It may be recalled that Gopal Kunj, president of RWA of Sector-47 and general secretary Ajay Kumar had challenged the Noida decision to auction these plots in Central Park of Sector-47.

The High Court had stayed the allotment of these plots, though Noida Authority could complete the process of auction, the court had averred.

LeT terrorist arrested

The special cell of the Delhi police has claimed to have apprehended an LeT militant from Chandni Chowk. A huge cache of arms and ammunition, cash and other incriminating documents have been found on him. Allegedly, the arrested militant was directly in contact with LeT launching commander based in Pakistan.

Yesterday, the special cell received an information that Shabbir was in the Chandni Chowk area. A trap was laid and Shabbir Ahmad Lone was arrested. One Chinese pistol of 9 mm caliber loaded with seven cartridges was found on him besides some cash.

Shabbir disclosed that one of his accomplices Anwar Ahmad had provided him with the arms on the directions of LeT commanders .One AK-56 assault rifle with two magazines, 60 live cartridges, four hand grenades, cash Rs 1 lakh were found from his Majlis Park hotel room.

Rapist-murderer arrested

The rape and murder case of a three-year-old girl in R.K.Puram has been solved with the arrest of a 16-year-old boy. The suspect is a distant relative of the deceased.

The police sources said that after interrogating hundreds of people they nabbed the suspect, who was missing since the day of the murder from his place of work.

He picked up the victim, who was familiar with the suspect, while she was playing. He took her to the fourth floor of the same block and raped her. The suspect gagged her to snuff her screams which resulted in her death due to smothering.

Burglars' gang busted

With the arrest of Pawan Kumar, Raju Saha, Amit Chaudhary and Lalan Patel the north district police has claimed to have busted an inter-state gang of burglars. Stolen goods and house breaking instruments have been recovered from them. On April 4 ,Jatin Maheshwari reported a theft of 70 bags of elaichi (cardamom), each bag containing 50 kg, from his godown at Lahori Gate. He further reported that after committing the crime, the burglars had put their own locks on the gate of the godown.

The gang's modus operandi used in this crime was similar to that of the Dhruv Sah gang of Bihar known for changing the locks after the crime. This information was further developed and several raids were conducted in Bihar for search of the members of the gang. Pawan, Raju and Amit were arrested from SPM Marg. They confessed to the crime and allegiance to the Dhruv Sah Gang. At their instance, their accomplice Lalan Patel was apprehended from Kamla Market.

Part of the stolen property was recovered from the rented house of Lalan. The rest of the stolen property had already been sent to Bihar.

Robber arrested

The police has arrested a robber, Gulfam Ansari. One pistol with one misfired cartridge and one Maruti car have been recovered from the suspect.

The police team at road no. B-4, Rohini spotted youth coming from the Prashant Vihar side in a white Maruti car. When the police team surrounded the car, he whipped out his country -made pistol and tried to fire. But he was overpowered.

According to the police, Gulfam was involved in a recent robbery in Dadri .He along with his accomplice looted a truck. On July 21, the Dadri police had arrested his three accomplices .He managed to give them the slip.

He was also involved in a robbery and murder case of 2003 in Pilakhua, Ghaziabad and had jumped the bail.

Nithari killings: HC summons police, CBI

Ghaziabad, July 28
The Allahabad High Court has summoned officials of police and Central Bureau of Intelligence (CBI) for alleged tampering with the case diary of Nithari accused, Moninder Singh Pandher.

President of Samaj Vikas Samiti, Prem Dixit had filed an application under Section 156 (3) in the court of chief judicial magistrate in May, accusing the CBI of not filing Pandher's statement to police with its chargesheet in the court. The CBI had tampered with Pandher's case diary and filed cooked statement by Pandher, Prem Dixit had alleged.

Since this plea was rejected by the CJM court, Prem Dixit approached the High Court.

Taking cognizance of Prem Dixit's plea, the High Court has summoned CBI ASP and investigating officer of Nithari case, Nirbhey Kumar, the then circle officer Dinesh Yadav, and the then in-charge of Sector-20 police station, V.P. Singh in the High Court on August 21, 2007.

Bungling in expressway construction

Irregularities have been noticed by Noida Authority officials in the construction of Noida- Greater Noida Expressway, which was hyped to be built as per international standards.

Poor quality material has been used in the construction of this road as well as drain in Sector-132. These facts have come to light in the probe ordered by the new CEO of Noida, Balvinder Kumar. He has therefore suspended four engineers for their negligence and using low-quality material. Besides, two project engineers S.K. Gupta and Babu Ram have been chargesheeted.

It is also being worked out as to how much financial loss Noida Authority was made to suffer due to the use of poor quality material. This loss is proposed to be recovered from the guilty contractors. M/s S.K. Gupta and Co and M/s Lal Chand, both these contracting firms are also being blacklisted.

CEO Balvinder Kumar informed that probe has been entrusted to the project engineer (Tech)

in the audit cell after taking samples from the drain. The cement ratio was found to be 1-7 and 1-6 instead of normal ratio of 1-4. Besides, the stones used were of smaller size or crushed stones were used. As against the required size of 15%, the stones of 58% were used, it was found, the CEO said.

The exact extent of financial loss suffered by Noida Authority is being worked out.

Plastic surgery can cover up birth defects

Just a few years ago, a minor defect such as a patch of discoloured skin on the face of a girl forced her to live a life of misery and isolation. Thanks to the rapid advances and developments especially in the field of plastic surgeries, medical experts have come up with several elaborate techniques, which not only bring relief to such cases but also to cases which at one time were considered hopeless.

Known as congenital birth defects, these problems develop when something goes wrong as the embryo develops in the mother's womb. The development of human body is very fast and completes in the first eight weeks after conception.

All organs are completed in this process and it is so complex that anything can happen and subsequently result in a birth defect ranging from a minor blemish to complex and life threatening defects involving the brain or heart.

According to medical experts, each one of us has a defect some where in the body. It is a matter of chance where you have yours.

There are defects found in every organ system of body. Skin being the largest has maximum defects. These range from mild brown coloured blemishes to frank black moles large enough to attract attention. Or some red patches over the skin which look like port wine spilled over skin, or as if a small strawberry is stuck on the skin. Similarly, the defects involving the lips are one of the commonest that require plastic surgery in early infancy. Children born with cleft lip if left untreated become a target of bullies. Unable to speak properly, partly deaf these children live their life with a grotesque deformity sitting right on their face. The defects involving the hands are the commonest and presence of an extra digit or joined digits are common and one out of 300 children born will have a defective hand. The male genitalia and female genitalia form another prominent group of birth defects.

All these visible defects can be treated today by the help of plastic surgery. Untreated, these lead to silent sufferings by the child and the family as none of these are life threatening. All the attention goes to treat more dramatic internal defects that are some times life threatening.

"While many of these visible defects can be easily treated there are some that may require several surgeries and a lifetime of commitment to combat the effects," says Dr Devansh, senior consultant, plastic and cosmetic surgeon, Max Healthcare here.

The most common and sought after treatment of some of these defects is through laser. "Laser treatment is an office procedure and once a patient is through, he can walk back home too," says Dr Devansh.

Principal's remark on autonomy decried

The Democratic Teachers' Front (DTF) condemned the recent pronouncements of the principal of Sri Venkateswara to the press regarding the possible 'autonomous' status of the college and took a very serious note of it.

Tempers in the academic community are a little frayed about the principal talking about 'autonomy' to the press, without discussing the matter with the teachers of the college and feel that "this reflects on what would be the shape of things in case such fantasies are actually realized."

The DTF would like to remind the principal and the powers that similar efforts had been made both inside and outside the college by the teachers, the DTF and the DUTA in the past, and summarily rejected after repeated failure. Sanjay Kumar Bohidar, president, DTF is of the opinion that, "although the UGC has decided on marking out SVC as an 'autonomous college' since its 418th meeting held on August 13, 2004, its silence on the subject is primarily based on the realization that this 'Mountbatten plan' would be firmly resisted. The DTF would do all that is within its powers to stall any such move."

Stone laid for underpass

Delhi Chief Minister Sheila Dikshit on Friday claimed that the government was carrying out various development projects in the national Capital to make it a city of international repute.

She said this while laying the foundation stone of an underpass at Jwala Heri-Bhera Enclave intersection on Outer Ring Road to be operational by April 2009 at an estimated cost of Rs 55 crore. "More underpasses would be constructed on Ring Road or Outer Ring Road in different parts of the city to facilitate smooth flow of traffic which would go a long way in minimising time of travel and huge saving in fuel consumption," she added. She exhorted people to render their constructive contribution in maintenance of all infrastructure projects.

The Chief Minister stated that 5th upcoming underpass at Jwala Heri-Bhera Enclave would not only provide relief to large number of commuters and vehicle owners but also add to the beauty and aesthetic of the city. This is the second underpass being constructed by the PWD. Three more underpasses have been developed by the Delhi Tourism and Travel Development Corporation. She further said that the government was giving final shape to development plans while taking into consideration the future requirements of the city. "The city government has been accelerating pace of development to match with increasing requirements and demands of the people. New flyovers and underpasses would cater to the needs of fast-increasing vehicles in Delhi. There used to be 30 lakh vehicles in Delhi, which have gone up to 50 lakh in recent years," she said.

The intersection at Jwala Heri-Bhera Enclave on Outer Ring Road number 26 located at the southern end of the Peeragarhi Chowk Flyover is one of the busiest junctions in Delhi.

Special lok adalat held

If the first special lok adalat for bank loan cases proves fruitful both for the customers as well as the bankers then similar lok adalats would be organized in other parts of the country to speed up resolving bank loan case hanging fire for the past many years.

This was stated by union minister of state for finance, Pawan Kumar Bansal while visiting the District Judicial Complex, Gurgaon,where the first special lok adalat was organized on Saturday.

The lok adalat was inaugurated by Justice Vijender Jain , Chief Justice of Punjab and Haryana High Court.

In Gurgaon , 5139 pending cases.Of these16,416 cases of were at the pre-litigation stage. An amount of Rs 156 crore is expected to be recovered through the lok adalat. Out of these 826 cases were settled today.

Talking to media persons Chief Justice Jain informed that Haryana was the first state in the country which has taken an initiative to organise special lok adalat for resolving bank loan cases. These adalats were being held at 39 places in various districts and sub-divisions, where 21,555 cases were heard today.

Chief Justice Jain said that in Punjab, Haryana and Union Territory of Chandigarh around 12 lakh cases were pending in the lok adalats. He said by organizing such special lok adalats, an alternative system has been provided to the common man.

He said that the lok adalats were proving very successful in settling the long -pending cases. The lok adalats provided quick relief to both the parties and they do not have to resort to the lengthy court processes. The decisions of the lok adalat carry equal weightage as that of a sessions court and no appeal could be filed against the decision of the lok adalat.

Chief Justice Jain informed that such special lok adalats will also be organized for other departments like insurance to speed up the deliverance of justice to the affected people.

Bansal also revealed that to lessen delay in solving pending bank cases, the central government has made a provision to enhance the limit given to bank officials for settling bank loan cases in the lok adalats. He said that in 32 debt recovery tribunals all over the country, as many as 24,000 cases were pending for the recovery of Rs 8900 crore. Nearly 9.54 lakh cases were pending in lok adalats each below an amount of Rs 20 lakh, out which 7,400 pending cases were in Haryana alone.

Chief Justice Jain said that the Haryana government was also coming up with the first regular mobile court from August 4 at Puhana in Mewat.

Health vans to be available for Stree Shakti programme

Delhi Chief Minister Sheila Dikshit today announced that mobile health vans would be made available in all the 36 Gender Resource Centres (GRC) functioning under Stree Shakti Programme of the Department of Social Welfare. The Chief Minister visited two GRCs situated in Patel Nagar and Naraina. She was accompanied by Social Welfare Minister Yoganand Shastri, Local MLA and chief whip of Congress Legislative Party Ramakant Goswami and secretary, Social Welfare, Gyanendra Srivastava and other senior officers.

She inspected the GRCs at Patel Nagar and Naraina area and expressed satisfaction over ongoing vocational training programme for women which included cutting-tailoring, beautician, computer training.

She also had interaction with the trainees. She instructed functionaries of Social Welfare Department to make arrangements for the sale of handicrafts articles made by women at Dilli Haat. This would go a long way in women empowerment as well as self-reliant.

Awareness programme on dengue, malaria

Parimal Rai, chairman, NDMC, inaugurated an awareness programme to sensitize the principals of NDMC schools on containment of dengue, chikungunya and malaria this morning at India International Centre.

This type of interaction with experts in public health from various organizations over prevention of dengue and chikungunya is being organized first time in Delhi in which experts presented their views on symptoms and preventive measures of these diseases.

Addressing the gathering, Rai said that the objective of organizing this programme is to inculcate awareness among the children about the symptoms and preventive measures.

He said that teachers play a significant role in houses as well as schools.

A large number of people gathered at Kirpal Bagh here to pay tributes to Hazur Baba Sawan Singh Ji Maharaj on his 149th birth anniversary. A hymn in the praise of the master was sung by Mata Harbhajan Kaur, one of his disciples while speaker after speaker recalled the work done by the master.

Hazur Baba Sawan Singh Ji Maharaj transformed the lives of many through his teachings and initiated a large number of people into meditation. His work was continued by his successor, Param Sant Kirpal Singh Ji Maharaj followed by Sant Darshan Singh Ji Maharaj, the mystic poet-saint who founded Sawan Kirpal Ruhani Mission in 1974.

At present, the mission is being guided by Sant Rajinder Singh Ji Maharaj who is also the president of the World Council of Religions.

Medicines, food and fruit were distributed to cancer patients at the Shanti Avedena Sadan in Raj Nagar here on the occasion.
