To create trained retail professionals, the Indira Gandhi National Open University (IGNOU) is launching a one-year diploma course in retailing. IGNOU signed an MoU with the Retailers Association of India (RAI) to launch the course that would commence from January 2008. "IGNOU has always been a frontrunner in launching innovative academic programmes through open and distance mode, for building the capabilities of the workforce," IGNOU's vice chancellor V.N Rajasekaran Pillai said.

Following the death of Mahesh Vats, a tutor-cum-journalist who had been pounced upon by three goons suspected to have been sent by the director of Prayag Hospital, the Noida police have changed the sections of the FIR from an attack into a murder against Dr VP Singh, director of Prayag Hospital. Dr Singh had been taken into custody by police on Friday.

Onions continue to bring tears

With the price of the pungent vegetable reaching Rs 20 a kg, onions again bring tears to the eyes of consumers.

Onion prices, which were blamed for BJP's rout in assembly elections in Delhi in 1998, threatened the state government here early this year.

With production dipping across the country, its price increased to 11 per cent in last week in wholesale markets.

According to wholesale traders at Azadpur Mandi, the main reason for increase in onion's prices is the short fall in its arrival.

The arrival of onions here dipped about 600 tons yesterday from 1,050 tons in the beginning of the last week, due to a surge in its rates in the southern parts of the country, traders said.

In February this year, Chief Minister Sheila Dikshit had sought a ban on the export of the edible bulbs through NAFED as an effort to ease prices.

Traders added that price of onions might shoot up if rains continued to lash the Kolhapur and Bellary regions.

Delhi gets most of its supply from these areas.

Agricultural experts claim that the decline in the arrival of onions is because of the liquidity in stocks at farmers' level. The country's onion production was hit in Maharashtra last year, as many farmers shifted to sugarcane.

Meanwhile, state government officials said that surprise checks were being carried out to prevent hoarding of the vegetable.

Shortage of postal staff hits Noida

The fast development of Noida has resulted in tremendous increase in postal workload in the last five years while the staff strength remains at the level of year 2000.

The daily incoming mail is over 50,000 in Noida head post office in sector 19 alone, leave aside sector 16, the Phase II, NEPZ, Greater Noida, Dadri and other sub post offices in sectors 27, 37, 34, etc.

Focus now is on business mail pertaining to premium products, instant money orders, electronic payments which are accepted by post offices on behalf of other organizations. One can always see lakhs of letters and thousands of packets being mailed by different commercial and industrial houses, banks, etc to their clients in the business section of the post office.

According to the officials, who did not wish to be quoted, the immediate need of the Noida post office is for at least 25 postmen, 10 postal assistants, and 10 group D officials. Noida at present has a total of 80 postmen out of which 45 are in Noida area.

"The authorities at headquarters are well aware of our problems and efforts are also being taken by them, but perhaps they do not appreciate our urgency," the officials said.

"On an average, a new sector is added to Noida complex every year with at least 4,000 flats and 16,000 new inhabitants which bring in its wake additional postal work for the department.

But our staff strength remains woefully inadequate.

More work with less staff strength can result in compromising on quality of service to the public," added the officials.

Court notice to Centre on HIV kits

Acting on a public interest litigation (PIL), the Delhi High Court on Friday issued notices to the Centre, ministry of health and family welfare, National Aids Control Organisation, Noida-based Hindustan Latex Ltd, Surat-based Span Diagnostic Ltd and Chattisgarh State Aids Control Society for supplying substandard HIV testing kits.

After hearing the PIL, filed by 'Adhikaar', an NGO, justices T.S. Thakur and Kailash Gambhir issued notices to them for November 28. Adhikar's counsel Nishit Kush had filed a petition seeking an inquiry into the scam of buying faulty HIV testing kits by the government.

According to the petition, the government had placed an order on Span Diagnostic Ltd to supply 63 lakh rapid test kits. The episode came to light when some channels carried reports.

Kush said that no action had been initiated against those who had introduced the unreliable testing kits in the market. "There seems to be a nexus between the government and the supplier that needs to be probed and the kits should be withdrawn from the market," he stated in the PIL.

IGNOU to start retailing course

RAI chairperson B.S. Nagesh said the course aimed at modernising retailing and training the existing retailers. "The programme will help the industry by producing retail-ready professionals,” said Nagesh.

Protect retail trade: CAIT

Continuing its protest against the entry of big industrial houses and global retailers like Walmart into retail trade here, the Confederation of All India Traders (CAIT) has urged Prime Minister Manmohan Singh to protect retail trade from corporate hijacking.

The CAIT has requested the Prime Minister to constitute an independent task force to make an in depth study of its impact on small shopkeepers, hawkers, farmers and others dependent on the existing retail trade.

CAIT secretary general Praveen Khandelwal said that the entry of corporate and global retailers into India's retail trade would result in widespread unemployment and massive displacement 
from jobs.

Functions to mark Rajiv’s birth anniversary

Functions are being organised in the Capital to observe the 63rd birth anniversary of former Prime Minister and Bharat Ratna awardee Rajiv Gandhi on Monday.

The Delhi Pradesh Congress Committee (DPCC) has organised a function to honour prominent personalities from various fields at its headquarters.

DPCC president Ram Babu Sharma will preside over the function.

MLA and secretary of the All India Congress Committee Jai Kishan will distribute books, notebooks and sarees at a function at NH Park near the famous Jalebi Chowk in Sultanpuri tomorrow. He will also distribute fruits to patients.

Gang busted, three held

With the arrest of Mustakim, Shamsher and Samir, the police has claimed to have apprehended a gang of dreaded criminals.

A police patrolling team was operational yesterday in the welcome police station area to avoid the increasing incidents of snatching and robbery in the area. Police received an information that the alleged criminals were sitting in a park in the area and were planning to commit some crime. Following a tip off, the area was raided and the alleged criminals were arrested. A countrymade pistol, a live cartridge and two illegal knives were recovered from them.

Anil Ambani's SEZ in Noida, not possible now

It will not be possible for industrialist Anil Ambani to set up his special economic zone in Noida now. The state government is understood to have approved the recommendations of the committee under the industrial development commissioner on setting up of SEZs in the state in future.

The UP state government has decided to adopt the policy of centre in this regard and it will not be possible to acquire land forcibly from farmers for setting up SEZs in the state any longer, it is learnt.

The companies desirous of setting up SEZs will no longer be picked on first-come-first-served basis but on the basis of government-private partnership. Under the circumstances, the authorities have said it will not be possible to approve industrialist Anil Ambani's multi-project SEZ because it does not fulfill the criterion of the new policy on the subject.

The state government has accepted the recommendations of a committee under the chairmanship of the industrial development commissioner on the UP Special Economic Zone policy, 2006.

According to sources, some 2000-acre land will have to be acquired in addition to the land already acquired for the Noida SEZ.

It will not be possible to set SEZs under conditions stipulated by the government of India as some land owners have objected to the land acquisitions.

The GOI is being apprised of the facts of Noida SEZ, the sources said. If the companies so desire, they have the option to present a new project as per the new guidelines.

One of the new stipulations of the policy are that the developers will have to acquire the land for SEZs themselves as it will no longer be possible to acquire the land forcibly from the farmers. Under the new policy, tax rebate and tax holidays will be permissible only in the SEZ processing area and the stamp duty concession will be allowed in case of first registration only.

Consumer panel restrains mobile service providers

Taking a serious note of the unsolicited calls and SMSs, the local consumer commission has ordered mobile service providers not to share telephone numbers and other details of their customers with companies promoting businesses by telemarketing.

The commission bench headed by Justice J.D. Kapoor restrained all mobile service providers from sharing information about their customers, who have registered for the do not call facility.

The interim order restrains mobile service providers from sharing any information, including the disclosure of mobile numbers to banks or other finance companies.

Murder case against Prayag Hospital chief

Following the death of Mahesh Vats, a tutor-cum-journalist who had been pounced upon by three goons suspected to have been sent by the director of Prayag Hospital, the Noida police have changed the sections of the FIR from an attack into a murder against Dr VP Singh, director of Prayag Hospital. Dr Singh had been taken into custody by police on Friday.

The victim, Mahesh Vats, who had been searched out from the ICU ward of Prayag Hospital, had been shifted from Prayag Hospital to Metro Heart Institute by the police in a precarious condition.

He had been kept on life support system as his brain had not been functioning.

A treat for western music buffs

Western music enthusiasts will have another opportunity of listening to the famous Hohenlohe Brass Quintet, or HBQ as it is popularly known, on August 23 when it will once again present, "Divertimento For Brass", a musical concert at the India International Centre here.

HBQ had successfully toured India last year as well and had left listeners enraptured by its range and skill over the brass instruments. HBQ was founded in the southern German region of Hohenlohe, north of Stuttgart, in 1994 and since then has established itself in the highly competitive world of music with its wide variety of concerts and projects.

The HBQ's programme comprises dance suites, classical pieces, jazz, spirituals and film music.

Hindustani classical music

On August 22, the India International Centre here is presenting "Hindustani Classical Music-Vocal Recital" by Gauri Damle-Pathare. She will be accompanied by Bharat Kamat on the tabla and Vinay Mishra on the harmonium.

Gauri has been the disciple of the late Pt. Jitendra Abhisheki and currently of the famous Padma Talwalkar.

Painting expo by Pakistani artist

Shehla Rehman, a Pakistani artist who became the first woman artist in Pakistan to excel in painting horses, is holding an exhibition of some of her select paintings at the Arpana Gallery in Siri Fort Institutional Area from August 16 to August 22. The exhibition is being curated by Sandeep Magazine, a well-known art curator of the city. According to critics, Shehla has made an indelible mark on the art canvas in her country and is considered among the serious artists of Pakistan.

'Magic of Flute'

Studio Vasant here is presenting 'Magic of Flute', a painting exhibition by Reenu Kashyap. The exhibition will open on August 20 and will continue till August 27.
