New Delhi, August 18 The schools would be big enough to accommodate a large number of residents hit by natural calamity, said additional commissioner (engineering),
MCD, Naresh Kumar. The training programme for MCD engineers was addressed by prof
A.S. Arya, national seismic advisor, ministry of home affairs, prof J.K.
Prasad, chief of building materials and technology promotion council, ministry of housing, Rajendra Desai, MD of NCPDP
Ahmedabad. Kumar added that the MCD would consider constituting an earthquake resistant building cell enabled by the chief engineer, superintending engineer, executive engineers, assistant engineers and junior engineers. They would develop expertise in retrotting of masonary buildings and constructing earthquake resistant buildings. He urged upon the need for the early amendment in building bylaws, so as to ensure that buildings are constructed in such a manner that they withstand an earthquake. |

House burgled in Noida
Noida, August 18 The loot has exposed the laxity in night patrolling, said the sector residents. Ramesh Girdhar, who owns cycle showrooms in Sector 18 and Sector 9, lives in house No A-38 in Sector 34. The family, which had retired for night after taking dinner, were in for a shock when they woke up in the morning. The third bedroom door was ajar and the steel almirah was open with the articles strewn around in the room. Cash and jewellery were missing from the almirah locker. Girdhar informed the police in Sector 24. The police, including some senior officers were on the spot soon. Some fingerprints of the intruders were lifted from the house. The police said the intruders had scaled the front boundary wall and gained access into the house by removing the grill of a window in the third room. Girdher and his family who kept sleeping through the night said they suspect that the thieves had some somniferous sprayed in the house so that they all remained in deep slumber. However, the police have discarded this possibility and started investigation after registering a case. Meanwhile, in Dadri half a dozen bandits had looted three houses by tying the inmates of the houses. They decamped with valuables worth lakhs. Dadri police have, however, said these were minor thefts. |

Rohini: Vardhan demands plots
New Delhi, August 18 He said that the closing the scheme without allotting plots to the people would be a betrayal to them. Vardhan alleged that the DDA had planned to close the 1981 scheme as it had stated that it did not have any land to allot plots. Further, the DDA had stated that people sell off the plots to others, after getting them under this scheme. Vardhan claimed that many plots were still vacant between sector 19 and 37 of the Rohini residential scheme phase IV and V. Those who had got their demands registered for plots 26 years ago were being betrayed by the DDA in their old age, said he. The DDA is duty bound to allot plots to people. Even this year, the DDA has sold plots for crores by advertising in newspapers. Vardhan said that the DDA is behaving like land and builder mafia. He demanded that the remaining people should be allotted plots on priority basis and, any other scheme should be considered only after that is accomplished. He demanded the central urban development minister to return the file of the DDA proposing the closure of Rohini residential scheme, 1981, without approving it. |

CM opens polyclinic building
New Delhi, August 18 Dikshit announced this while inaugurating a building of Bulaki Dass MCD Polyclinic at Shahdara. The Trans Yamuna Development Board has donated Rs 2.5 crore for the construction of the building. The polyclinic, earlier known as Shahdara Civil Hospital was established more than 100 years ago in a building donated by Vaid Bulaki Dass. The polyclinic's three-storeyed building houses two dispensaries, an x-ray unit, an ultra sound unit, pathology units, four wards, a mini operation theatre, an administrative block, a committee room, etc. The building is likely to serve as a colony hospital. Inaugurating the polyclinic, the CM exhorted the MCD to maintain its proper upkeep and enable it to provide the local residents with the best possible healthcare facilities. Local MP Sandeep Dikshit, local MLA and Trans Yamuna Development Board chairperson Dr Narendra Nath and Mayor Aarti Mehra were also present. The CM claimed that her government had been providing priority to the development of the Trans Yamuna area. 13 flyovers being constructed in East Delhi would facilitate smooth traffic. The Trans Yamuna area was the first in Delhi to be connected to the modern, pollution-free and air-conditioned Delhi metro service that is being extended to different parts of the Trans Yamuna area and U.P. including Noida. The Commonwealth Games Village coming in East Delhi would provide an opportunity for a well-planned growth. The 2010 Games to be held in the Capital would be the most beneficial to the Trans Yamuna area. Besides, a campus of Guru Gobind Singh I.P. University would be opened in East Delhi. Well-equipped hospitals including Chacha Nehru super speciality paediatric hospital have also been set up in the area. Underlining the importance of health, education, environment, transport, road and sanitation, Dikshit exhorted the MCD to provide attention towards sanitation. Congratulating people on the inauguration of the polyclinic, MP Sandeep Dikshit said that there should not be any room for political gimmicks in the execution of developmental work. |

Beautician held for cheating
New Delhi, August 18 Some of the jewellery has been recovered. The police said that the woman had reportedly taken a loan of Rs 3 lakh and had kept the jewellery as a collateral with the finance company. According to the police, Alka, a resident of Anarkali Colony in East Delhi used to go around some of the colonies like Vivek Vihar and Gagan and persuading women to part with their jewellery and costly saris promising to get them a good deal. She had approached Usha Goel of Vivek Vihar in May ,this year who also got her sister -in- law, Sunita, to giver her jwellery toAlka . The total value of the jewellery was estimated around Rs. 10 lakh. After taking the valuables, the woman disappeared. When she did not return with the money for some days, the two women got panicky and lodged a report with the police. The police said that a case had been registered and the woman was being further interrogated. |

700 in queue for industrial plots
Noida, August 18 The form was priced at Rs 1,000 each. There are a total of 52 plots to be allotted under the scheme. For the first time, plots measuring up to one lakh sq m have been included in this scheme. Three plots of one lakh sq m will be allotted in Sectors 90 and 140. Noida Authority had fixed interview dates on August 20 and 22 for the 102 entrepreneurs whose applications had been received by August 12. Five plots in phase III and 47 in phase II have been included in the scheme for allotment. Five plots of 2100 sq m are located in Sector 85 while two are in Sector 63. Three plots measuring 3200 to 4000 sq m are in Sector 68. Another 22 plots of 3200 sq m each are in Sector 83. Three plots of 21,600 sq m size each are located in Sector 84.85 and 86. Besides, a plot of 3,200 sq m and two plots of 20,000 sq m have been included in Sector 140. The registration amount for plots measuring 2,000 to 4,000 sq m each is Rs 15 Lakh while for plots measuring 4,000 and above but below 10,000 sq m, it is Rs 30 lakh each. But for plots of 10,000 sq m and above this amount is Rs 60 lakh each. |

Seminar on drug abuse
New Delhi, August 18 Inaugurating a seminar on "Illicit drug abuse - prevention and control", the NCB director general said drugs were undergoing changes and addicts were moving to synthetic and pharmaceutical drugs. The abuse of synthetic and pharmaceutical drugs was on the rise and it poses a greater challenge to all of us. We need to address the challenges posed by the arrival of synthetic and pharmaceutical drugs, Verma said. India is sandwiched between two opium producing regions and it poses a challenge to the country, he said adding that the preliminary estimates showed that Afghanistan, the largest opium producer, has a larger crop than previous years. This poses a challenge to us, he added. Delhi government's Social Welfare Department secretary Gyanendra Srivastav advocated the need for strict enforcement of legislations meant to prevent drug abuse. Along with this, we need to sensitize and educate the public about the problems posed by drug abuse, he added. |
Certificate course on child protection
New Delhi, August 18 The program will provide theoretical and practical information on Child Protection and Juvenile Justice System to participants Gyanendra Srivastava, IAS and principal secretary, social welfare, Govt of NCT Delhi, Amod Kanth, IPS and founder general secretary, Prayas, Sandhya Bajaj, member, National Commission for Protection of Child Rights and Dr Ashok K. Chauhan, founder president, Amity University launched the course and wished success to the first batch. Prof (Dr) V. Veeraraghavan, director general, AIBHAS introduced the faculty to the participants. Dr Veeraraghavan said that the course would enable learners to develop a synergy between the theoretical and practical issues related to child protection and juvenile justice. They would be able to implement the juvenile legislation and programmes. They would create and enhance large-scale awareness and advocacy programmes in areas of child protection and juvenile justice. The participants would improve upon the institutional infrastructure to implement the institutional services for children, he added. Expressing concern about the deplorable condition of children in India, Srivastava, the chief guest on the occasion said the Constitution guarantees equal rights to children. The government regularly frames numerous policies and laws to safeguard the rights of the "Supreme Assets" of the country. Despite all this, crime against children is increasing at a stupendous rate. This calls for such child protection programme that aims at preventing the exploitation of children. He applauded the collaboration of Amity University and Prayas that has resulted in the formation of the Amity Child Protection Centre. Addressing the gathering, Amod Kanth remarked that 35 million children in India need care. Talking about the Centre's recent initiatives, he said that the Ministry of Women and Child Development had proposed the 'Offences against Children Bill'. Government has also launched the Integrated Child Protection Scheme that would cover children between the age group of 0-18 years. In its wake, every district and sub-judice is bound to have a Child Protection Centre, but there is a dearth of trained manpower in this field. When asked about the extent of involvement of corporate sector, Kanth replied that Corporate Sector has started taking interest in the cause, but their contribution is miniscule. They need to support the cause in a bigger way, he said. Congratulating the participants, Dr Ashok K. Chauhan said that in today's fast and competitive world there are very few people, who are concerned about the general welfare. He affirmed that the participants of the training programme would mobilise constructive social change and would be instrumental in the creation of new laws related to the emerging societal needs for child protection and juvenile justice. |

New Delhi, August 18 The deceased was identified as Rizwan, 25, of Vinod Nagar. The accident occurred while he was returning home. The driver of the bus abandoned the vehicle and ran away. The police said that a case had been registered and efforts were being made to trace the driver and identify the second victim. |

Two chain snatchers arrested
New Delhi, August 18 The two suspects were identified as Rasid ,alias Raju and Zafar. A country -made pistol with live cartridges and a motor cycle ,they were riding ,was seized from them. According to the police, a call was received at the East District control room yesterday that two persons had tried to snatch a chain from a resident of Mayur Vihar Phase -II. The two suspects fled when the victim raised an alarm. They left behind a country -made gun. Immediately, messages were flashed to all the check points in the area and the two were spotted by constable Hari Singh coming towards the T Point from the Narvana Road side. When challenged the two turned around and sped away. Another constable Rajeshwar joined the chase and the duo managed to overpower the suspects despite the fact that one of them whipped out the gun and tried to shoot them. Fortunately, the gun misfired. The police said that the suspects were being interrogated. They are reported to have been involved in at least half a dozen cases of snatching and robbery in the area. |

No respite from heat and humidity
New Delhi, August 18 The minimum temperature was also recorded one degree above normal at 27.5 degree Celsius.
