Minister visits flood-hit areas

The government has revised the relief manual for natural calamities. In the case of death, the family of the deceased would be provided a relief of Rs 1 lakh. relief for injuries and losses etc has also been enhanced, announced Himachal revenue, panchayati raj and rural development minister Sat Mahajan.

Ghanvi survivors to be rehabilitated: CM
Shimla, August 18
The government would identify alternate sites to rehabilitate the survivors of the Ghanvi cloudburst at safer places soon. This was stated by Chief Minister Virbhadra Singh who visited the site of the cloudburst at village Ghanvi, today.

Miscreant injures old couple
Ghikli Ambari (Kangra), August 18
Sixty-year-old Champa Devi of Ghikli Ambari village falling in Kangra district was injured in a fatal attack by an alleged criminal of the same village on the intervening night of August 17 and 18. Her husband 64-year-old Hem Raj, an ex-servicemen also received injuries on his left hand. Hem Raj alleged that the miscreant who attacked them was a known criminal of the area and the local police had a soft corner for him.

Panchayats get NOC power
Baddi, August 18
In a significant development, villages falling under Baddi, Barotiwala and Nalagarh Development Authority have been allowed to get the Town and Country Planning NOC for new constructions. The decision was taken with subject to the construction of two-storey buildings on 200-square meter area of ground-level.

Negligent officers would be punished: Mahajan
Bilaspur, August 18
Himachal revenue minister Sat Mahajan has warned that any government officer found negligent in his duties in providing relief and rescue measures regarding the recent cloudburst and floods would be sternly dealt with and would not be spared at all.

Govt to promote IT use in tribal areas
Shimla, August 18
The government would extensively use the latest information technology to monitor the development activity in the tribal area of the state. This was stated by Chief Minister Virbhadra Singh while addressing officials of the Spiti subdivision at Kaza today. “The use of facilities like video conferencing would save a lot of time,” he said.

Water supply affected
Shimla, August 18
Even though the pumping at the Gumma and Ashwani khad has improved due to reduced silt but the water supply to certain localities still remains badly affected. Though the supply is much improved but certain areas like Kasumpti, Vikanagar, Chotta Shimla and Sanjauli were hardly getting any supply.

SCA Poll
SFI retains hold over HPU; loses grip elsewhere

Shimla, August 18
The Students Federation of India (SFI) retained hold over the Students' Central Association (SCA) of Himachal Pradesh University (HPU), while the National Students Union of India (NSUI) did well in various colleges in the district.

The polling was more or less peaceful with a few reports of minor disputes in HPU and over 70 colleges in the state. Naresh Kumar, Rajnish Thakur, Anchal Gulerai and Rashmi Thakur won the post of the president, vice-president, secretary and joint secretary, respectively.

The NSUI won all four seats in Nerwa and Rohru government degree colleges. The NSUI won three posts at Sanjauli government degree college, while one seat went to the ABVP. At Chaura Maidan government degree college, the NSUI won the posts of the president and the general secretary, while the other two posts went to the SFI and the AISF.

It was a clean sweep by the SFI at Rajkiya Kanya Mahavidyalaya. The SFI won all four seats at Theog government degree college. The ABVP was able to win all four seats at Sunni government degree college. At Rampur postgraduate college, the NSUI won two posts, while the ABVP and SFI shared one seat each. The NSUI was able to win two seats at DAV College, Kotkhai, while two seats were won by the ABVP.

KULLU: At government college, Manish Thakur (NSUI) was elected president, while Rahul Negi, Chandan Kareer and Khem Singh (all of the ABVP) were elected vice-president, general secretary and joint secretary.

At Banjar government college, Surinder Kumar (ABVP) was elected president, Mohan Lal (SFI) vice-president, Thakur Singh general secretary and Sanjay (ABVP) the joint secretary.

At Haripur government college, the results were: president - Gopal (NSUI); vice-president - Hema (NSUI); general secretary - Heera Vati (ABVP); and joint secretary - Yogesh Sharma (NSUI). At Ani government college, the results were as follow: president - Vipin Kumar (SFI); vice-president - Lal Singh (ABVP); general secretary - Seema (SFI); and joint secretary - Neelam Sharma (ABVP).

KANGRA: The Students Federation of India (SFI) won all four posts of office-bearers of the Students Central association of MCM DAV College here. Sandeep Dhiman was elected president, Lovkesh Rana the vice-president, Ashwani Choudary the general secretary and Suneesh Kumar the joint secretary. The ABVP bagged one seat in Dhaliara government degree college, whereas the Hindustan Students Sena bagged three seats.

NURPUR: At Arya Government College, Baldev Singh and Sandeep of the Azad Chhatar Sangh (ACS) won the posts of the president and the general secretary, respectively. Anil and Vikram of the NSUI were elected the vice-president and the joint secretary, respectively.

At Indora government college, Deepshikha, Palvi, Pankaj and Arti of the ABVP were declared the president, the vice-president, the general secretary and the joint secretary, respectively.

HAMIRPUR: The ABVP swept the SCA poll in Hamirpur district by winning all four seats in four colleges. While the NSUI managed to win in one college, the Left-backed SFI drew a blank.

ABVP candidates won in Hamirpur, Sujanpur, Chakmoh and Nadaun. The NSUI candidates won in Badsar College. In Hamirpur College, Ravi Chandel, Vishakha, Jai Kumar and Sunny Sharma were elected the president, the vice-president, the general secretary and the joint secretary, respectively.

CHAMBA: The NSUI bagged most of the seats in different colleges in the district.

The results: Government Postgraduate College, Chamba: president - Suresh Kumar; vice-president - Inder Singh; secretary - Chandan Suri; and joint secretary - Ankesh Kumar (all NSUI).

DAV College, Banikhet: president - Mukesh Beri; vice-president - Sunny Kumar; secretary -Rajni; and joint secretary -Deep Singh (all NSUI). Government College, Chowari: president-Santosh Kumar (SFI); vice-president - Akhilesh Kumar (NSUI); secretary - Raman Kumar (SFI); and joint secretary - Savita Vij (SFI).

MANDI: The ABVP put up a good show in the SCA election in nine colleges in the district. The NSUI managed to win in two colleges.

At Vallabh Postggraduate College, T. Barti (ABVP) was elected president, Bhupinder Raj the vice-president, Shweta the general secretary. The post of the joint secretary went to Sunita from the SFI.

At Drang college, the ABVP and the NSUI got two seats each. At Dharampur, the NSUI swept the poll.

The ABVP swept Bassa, Karsog, Lamba Thatch and Sundernagar colleges, wining all four seats.

The NSUI won three seats at Sarkaghat. The ABVP managed to win just one seat there.

At Jogindernagar, the ABVP won three seats, while the NSUI won one seat.

SUNDERNAGAR: The ABVP won all four seats in the SCA poll at Maharaja Laxman Sen Memorial College here. Dinesh was elected president, Akhil Sharma the vice-president, Santosh the joint secretary and Richa Saklani the general secretary.

The ABVP panel won all seats in two degree colleges of Gohar subdivision.

At Government College, Basa, ABVP candidates won all seats. Harsh Thakur was elected president, Ranjana the vice-presidnet, Yashwant the general secretaary and Anoop the joint secretary.

SOLAN: The NSUI dominated the SCA poll in the district by sweeping the entire panels in three of the four colleges in the district.

At degree college, Vikas, Monica, Ajay and Vipan were elected as the presiednt, the vice-president, the general secretary and the joint secretary, respectively. At Arki college, Neeraja, Puja Chowdhary, Kanva Sood and Naresh Kumar grabbed these posts.

The winning panel at SD College, Subathu, comprised Mamta Gurung, Kovida, Chetan and Monica Sharma.

At Nalagarh college, Deepanshu Vinayak and Manoj Kumar of the NSUI were elected president and general secretary, respectively. ABVP's Gurmeet Kaur and Nasreen Mohameed were elected vice-president and joint secretary, respectively.

NAHAN: NSUI candidates bagged most of the posts in four government degree colleges in the district.

At Nahan government degree college, Vishal Kashyap (NSUI) was elected president, Madan Singh (NSUI) vice-president, Kapil Chauhan (NSUI) general secretary and Jagdish Chauhan (SFI) joint secretary.

At Paonta government degree college, Aman Sharma (SFI-NSUI) was elected president. Rest of the three seats were captured by the Hati Students Union. Swati Chauhan was elected vice-pesident, Reetu Sharma general secretary and Vinod Kapoor joint secretary.

At Rajgarh government degree college, Parveen Thakur (ABVP) was elected president, Sushma Sharma (NSUI) vice-president, Vikas Habbi (NSUI) general secretary and Shyam Lal Thakur (ABVP) the joint secretary.

At Shillai degree college, the ABVP captured all seats. Urender Singh was elected president, Mohan Singh vice-president, Narayani Devi general secretary and Savita Verma joint secretary.

At Sangrah government college, all posts were captured by the NSUI. Priyanka Sharma was elected president, Shiv Prasad vice-president, Sarita general secretary and Raksha Sharma joint secretary.

DHARAMSALA: The NSUI managed to get maximum posts in the SCA elections here. It made a clean sweep at the regional centre of HPU here and seven other colleges, while it got the post of the president in one college.

Bipin Kumar, Bittu Suryavanshi, Sunita and Vinita (all of the NSUI) were elected president, vice-president, general secretary and joint secretary, respectively, at the regional centre.

The NSUI panel also won at Shahpur, Nagrota Bagwan, Baroh, Thural, Nora, Sug Bhatola and Jaisinghpur.

BILASPUR: In Government PG College: president - Ajay Prasher (ABVP), general secretary - Kusum ( ABVP), joint secretary- Karan (ABVP).

In Government Swami Vivekananda College at Ghumarwin: president - Manoj (ABVP), vice-president - Neeraj (ABVP), general secretary - Sonia (ABVP), joint secretary - Chanchal (ABVP).

At Government Degree College, Jhandutta: president - Nitin (ABVP), vice-president - Vandna (ABVP), general secretary - Shyamlal (ABVP), joint secretary - Anjana (ABVP). At Ruldu Ram Sanatan Dharm Degree College, Naina Devi: president- Anil Kumar (ABVP), vice-president- Arvind Kumar (ABVP), general secretary - Surender Kumar (ABVP) and joint secretary - Balveer Singh (ABVP).

Minister visits flood-hit areas

The government has revised the relief manual for natural calamities. In the case of death, the family of the deceased would be provided a relief of Rs 1 lakh. The relief for injuries and losses etc has also been enhanced, announced Himachal revenue, panchayati raj and rural development minister Sat Mahajan, who visited the flash floods-hit villages in the Sunhani and Badgaon panchayats in the Geharwin reserved constituency on Thursday evening. Local MLA Biroo Ram Kishore, deputy commissioner Rajinder Singh, SP Balbir Thakur also accompanied the minister.

The minister ordered the deputy commissioner to immediately release the grants under the revised relief manual at the earliest and also provide compensation for houses and crop damages etc. He announced a grant of Rs 1 lakh for repairs of the Panchayat Ghar at Sunhani.

The deputy commissioner said preliminary estimates put the loss in the district at Rs 12.50 crore while the actual losses would be known only after revenue survey reports were received. At least 35 villages had been adversely affected and 2,200 people had been directly hit. As many as 288 cattle had perished and houses had suffered damages worth Rs 41.18 lakh.

He said 28 drinking water supply schemes and 63 irrigation schemes had either been destroyed totally or partially.

The minister also met victims of flash floods and assured them of all help from the government. He ordered the IPH Department to restore all drinking water supply schemes within two weeks.

Meanwhile, general secretary of the district Congress Committee, Satpal, has urged Chief Minister Virbhadra Singh to send a team of officers to Ghumarwin to assess the damage caused by unprecedented rain and flash floods in the Seer khad.

Addressing mediapersons here yesterday, Satpal said an estimated loss of about Rs 1 crore had been caused in Ghumarwin, while panchayat parishad had ascertained the loss at Rs 60 lakh.

Satpal said the Ghumarwin Drinking Water Supply Scheme from the Seer khad had been washed away, while other water schemes of the IPH Department at Soi-Silh-Matwana (Phase-1 and Phase-2), Sarti-Roppa-Phatoh and Government Degree College Water Supply Scheme had also been washed away.

He urged the CM to order temporary posting of more required technical staff from other areas of the state.

Ghanvi survivors to be rehabilitated: CM

Shimla, August 18
The government would identify alternate sites to rehabilitate the survivors of the Ghanvi cloudburst at safer places soon.

This was stated by Chief Minister Virbhadra Singh who visited the site of the cloudburst at village Ghanvi, today. “The affected families would be provided relief over and above the revised relief manual of the state government keeping in view the gravity of the incident and the damage caused to the village,” he said.

He added that the government had recently revised the relief from Rs 75,000 to Rs 1 lakh to the next of kin of the deceased.

He said the government had set up a relief camp in the village to meet the daily need of the villagers till alternative arrangements for their rehabilitation were made.

He added that senior officials had been directed to oversee the relief and rescue operations to the affected families without any delay.

He expressed his condolences to the survivors and relatives of the 52 inhabitants who were feared to have been killed in the mishap. “Heavy machinery has been deployed at the incident site to retrieve the bodies of the missing persons from the huge debris,” he said.

In a defamation case filed by former Chief Minister Prem Kumar Dhumal against former Chief Minister of Punjab Amarinder Singh, a local court today granted time to Amarinder Singh and senior Congress leader Moti Lal Vohra to file reply to the questions put up by the court under Section 313 of the CrPC.

The counsel appearing for them told the court that they would file their replies in writing on the next date of hearing. After this submission, the court adjourned the hearing for September 22.

Power board to disconnect 2 units

The Pollution Control Board (PCB) has ordered disconnection of power supplies to two industrial units; Pratap Industries located at Chanalmajra and Sunpack located at Harraipur village in Baddi industrial area after the duo were found operating without the requisite consent to operate from the board.

Acting on a complaint made by the Kabir Panthi Samaj to Chief Minister Virbhadra Singh regarding polluted water seeping in an adjoining well from Pratap Industries, the officials of the PCB sent the water samples for testing. It was found that polluted water led to fish mortality in the well. Preliminary investigations conducted by them proved that the unit had not renewed it’s annual license to operate from the board. Further it created noise pollution due to the use of a diesel-run generator set and even it’s storage of waste effluents was not proper. The tanks where the effluents were stored led to seepage of polluted water to a nearby well. The unit manufacturers fatty acids.

While the other unit, Sunpack, a unit printing aluminium foil at Harraipur village was operating from a residential premises located merely 60 to 70 meters from nearby houses and used generators which created a lot of noise at night. This unit, too, had not renewed it’s annual license to operate. The board’s regional officer Brij Bhushan, while confirming the news said the orders to disconnect their power supplies had been issued on August 14 but had been received today.

Baira Siul Project
Earns highest profit

The Baira-Siul hydroelectric project, the first project of the National Hydroelectric Power Corporation (NHPC) in the country, has earned the highest-ever profit of Rs 9.53 crore during this quarter which is Rs 1.5 crore more than the previous year.

Disclosing this here yesterday, S. Kalgaonkar, general manager of the project, said under the corporate social responsibility and community development (CSR & CD) scheme of the corporation, a sum of Rs 50 lakh had been utilised on developmental schemes in and around the project. The project was constructed at a cost of about Rs 149 crore and came into commercial operation in April 1982.

Miscreant injures old couple

Sixty-year-old Champa Devi of Ghikli Ambari village falling in Kangra district was injured in a fatal attack by an alleged criminal of the same village on the intervening night of August 17 and 18.

Her husband 64-year-old Hem Raj, an ex-servicemen also received injuries on his left hand.

Hem Raj alleged that the miscreant who attacked them was a known criminal of the area and the local police had a soft corner for him.

He said the accused allegedly attacked his wife with a sharp-edged weapon and she got 16 stitches on her head region just above the right eye. He said the police had lodged a criminal case under Sections 452 and 323 of the IPC against him.

He said the doctor on duty who provided first-aid to them also got terrorised on hearing the name of the culprit and refused to admit his wife in the hospital, although she suffered a head injury.

Nambardar of the village Kashmir Singh, while talking to The Tribune alleged that many criminal cases were pending against the alleged culprit and he was being provided shelter by a local politician of the ruling party. He said people of the village and adjoining villages were living under threat due to his terror and the police did nothing to protect them.

Later, villagers submitted a memorandum to ASP, Kangra, Prem Lal, to lodge a criminal case against the accused and arrest him immediately. They also demanded that the old woman be re-examined by a board of medical officers at Dharamsala.

The villagers mostly woman said if the guilty person was not arrested at the earliest, they would be forced to migrate from their village to some other safer place to live a peaceful life.

Panchayats get NOC power

In a significant development, villages falling under Baddi, Barotiwala and Nalagarh Development Authority (BBNDA) have been allowed to get the Town and Country Planning (TCP) NOC for new constructions. The decision was taken with subject to the construction of two-storey buildings on 200-square meter area of ground-level.

While disclosing this today, Dr Amandeep Garg, CEO of BBNDA, said the power of NOC was now given to the gram panchayats concerned. The panchayat would form a 4-member committee to give the NOC. This would make NOC hassle free and time saving, asserted Dr Garg. The BBNDA has 41-gram panchayats having 231 villages under its jurisdiction.

For any construction that falls within 20-meter from the width of road on both sides, the NOC from the BBNDA is required.

Dr Garg said to check the delay in work related to the TCP, the system was framed to clear any case within 15 days. The system was made operational from July 1, he said.

The BBNDA has given time varying from 2 to 3 days to clear their concerned work in the stipulated time, said Dr Garg. The defaulters would have to face the questioning in case he fails to meet the fixed deadlines, he remarked. Interestingly, earlier the usual time for getting the file cleared was between 2 to 3 months.

To strengthen the public information system and making functioning hassle-free, all related information has been made available on the BBNDA internet site, besides pasting updated information outside the office. A sub-office has also been set up at Nalagarh.

Negligent officers would be punished: Mahajan

Himachal revenue minister Sat Mahajan has warned that any government officer found negligent in his duties in providing relief and rescue measures regarding the recent cloudburst and floods would be sternly dealt with and would not be spared at all.

Talking to mediapersons he said Himachal Pradesh had experienced the worst natural calamity up till now and it was a sort of “human emergency” and the government expected every officer to be on his toes to provide maximum possible help to the affected people without bothering for his own comfort.

Mahajan said Himachal had lost some 100 lives and property worth more than Rs 1,000 crore had been affected. He said the government was preparing a detailed report regarding the estimates and it would be presented to the Central government under leadership of Chief Minister Virbhadra Singh in the first week of September.

He expressed confidence that the Central Government would provide maximum help to the state to overcome the present crisis.

He said Himachal Government would spare no efforts to provide maximum relief to the people and government would not be found wanting on any score. He said Chief Minister had already sanctioned an amount of Rs 40 crore for this purpose, while another amount of Rs 40 crore had also been granted.

He said necessary modalities would be worked out to start video conferencing in tribal areas. “The government is committed to the socio-economic development of these areas and was regularly monitoring the development works there,” he said.

He said the employees posted in tribal areas need to satisfy the local people with their performance along with achieving the stipulated targets. “Although signs of speedy development are very much visible in the Spiti area, the pace of work needs to be given more momentum,” he added.

He said the government was committed to the welfare of the employees serving in remote areas. Reviewing the position of essential commodities under the public distribution system, he directed the administration to provide six-month ration to groups and ration-card holders, keeping in view the long winter season. “Adequate stocking of essential commodities must be undertaken so that local people do not face any problem during the winters,” he said.

The supply from the Churhat scheme is yet to be restored as repair work on the broken pipeline was still not complete. The MC officials said they were trying their best to improve the situation.
