Two old mortar shells were found when a drain was being cleaned in Subhash Park, Ambala Cantonment, today. The police was immediately informed about the shells after which an Army team was rushed to the spot. The team then took the recovered shells in its possession.

Angry relatives create ruckus at nursing home

The irate relatives of a patient damaged the property of a private nursing home at Ambala City today. They were protesting the negligence of the doctor that allegedly resulted in the death of Gaurav (23), a resident of Ambala cantonment. He was earlier admitted to the nursing home and later referred to PGI Chandigarh, where he succumbed to his illness.

No possibility of Bhajan-Cong patch-up

The possibility of a rapprochement between former Chief Minister Bhajan Lal and the Congress high command seems to be remote, notwithstanding the recent reports in a section of the media.

The reports have been triggered by the "soft" attitude of AICC General Secretary in charge of Haryana Janardhan Dwivedi towards the former Chief Minister, exhibited during his recent visit here. Dwivedi, who had come to participate in a function to mark the installation of Phool Chand Mullana and Kuldip Sharma as the President and Working President, respectively, of the Haryana Congress here on August 7, had told reporters that Bhajan Lal had not criticised the party so far.

Dwivedi also evaded answering a question about any possible action against the younger son of Bhajan Lal, Kuldeep Bishnoi, suspended MP from Bhiwani, who had been levelling allegations against AICC President Sonia Gandhi. All that Dwivedi said about Bishnoi was that the party wanted to see to what extent Bishnoi would go.

Sources close to Bishnoi claim that he and his father did receive feelers from certain quarters after they announced that they would hold a rally of their supporters in Rohtak on December 2. However, they refuse to elaborate who are the "certain quarters". But they insist that Bishnoi is no mood for a patch-up. They point out that the time for a patch-up has gone. They say Bishnoi is not so naive as not to realise that after attacking Sonia vehemently, he would have any future in the Congress. Even if he patches up with the party high command now, in future he would be sidelined, the sources say.

Even Bhajan Lal recently indicated to the media in Hissar that there was no possibility of a compromise when he said that the Rohtak rally would be his rally (and not of the party of which he and his son are still members).

Meanwhile, Secretary of the Haryana Congress Sat Pal Kaushik, who is considered close to Bishnoi, claimed here today that the Rohtak rally would not only give a new direction to the people of the state but would also "create history in the country's politics". Kaushik also alleged that though the state was being ruled by the Congress, the party workers were feeling neglected.

In a major development, which rules out the possibility of an alliance between Bhajan Lal and the BJP in future, a supporter of the former Chief Minister, who had joined the BJP last year, will return to Bishnoi's fold tomorrow.

According to reports received here, former Minister Krishan Murti Hooda will quit the BJP and join Bishnoi tomorrow at Rohtak.

Herbal park on private land with government money

The Haryana government is developing a herbal park on private land, spending money from the exchequer, which will turn into a private property after a stipulated period of time.

The private land was allegedly chosen, despite the availability of government land in Fatehabad at the instance of a politically connected person, who browbeat officials into believing that he was acting on the direction of the top political echelons of the Forest Department.

Surprisingly, the government not only bent rules to oblige a private land owner (as per revenue record), but also turned down the request of the state PWD (B&R) to develop the herbal park on its property measuring over 73 kanals in Aherva village, Ratia tehsil, which was designated forest land vide notification 28/CA16/327/S92/72 dated January 28, 1972.

Consequently, the office of the principal chief conservator of forests allowed construction of the park in Gila Khera village without the transfer of the said land to the government.

The park will be ready in 6-7 years and will be reverted to the landowner after 20 years. The principal chief conservator of forests apparently violated his own orders in allowing the construction of the herbal park in Fatehabad. In a vide letter number 69-74 dated April 26, 2005, he informed subordinate conservators of forests about the government’s proposal of making Haryana a medicinal plant state.

His note read, besides one park in every district there would be one herbal gyan kendra in the state. Each of the 20 parks would raise at least 1 lakh plants and these herbal parks should preferably be located inside the forest area or on other suitable government land.

But in Fatehabad, these norms were overlooked by the department. Sources disclosed that shortly after taking over as conservator of forests, Sanjay Chaturvedi pointed out the irregularity to his superiors in July and stopped the construction work. But after he pointed out that government money could not be spent on a private property and that too in the absence of an agreement. Instead of taking corrective measures, he was reprimanded and asked to allow resumption of the construction. When he refused to relent, Chaturvedi was suspended and the work resumed charging him with obstructing the work. The incident caused a lot of resentment in the department as Chaturvedi is considered to be an upright officer.

Department officials said the land in question was not private land, but ‘gair mumkin johar’ and was a joint property of the entire village (though the revenue record reads otherwise). The villagers have passed a resolution for offering the land for 20 years to the Forest Department for developing into a park.

In a signed letter, Dr J.K. Rawat, additional principal chief conservator of forests, said when the minister came to know that the work had been stopped, she was very annoyed and she directed the work to be resumed immediately. The letter further claimed that there was no financial impropriety in establishing a herbal park on this land.

Miraculous escape for school kids

Panipat, August 13
Scores of students of a private rural school had a miraculous escape today afternoon after a speeding mini bus of the school met with an accident with a Haryana Roadways bus coming from the opposite direction at Chhajpur village on the Sanauli road, near here.

Eighteen students of Geeta Vidya Mandir school located on the Sanauli road sustained injuries in the accident.

No one from the roadways bus reportedly received injuries, the police said.

According to DSP Rajeev Deswal, the injured were taken to different private hospitals and their condition was stated to be out of danger.

However, sources said about six students sustained head injuries and were treated at different private nursing homes in Panipat.

Students with minor injuries were discharged after administering first aid.

The accident took place near drain number 2 when the driver of the school bus lost his control over the vehicle and rammed into a roadways bus of Panipat depot, which was coming from Haridwar.

Top cop seeks public help to curb crime

The public should provide prompt information to the police about happening of any crime in their surroundings so that the police could act against the criminals without any loss of time.

This was stated by SP Hanif Qureshi while addressing the first meeting of the Peace Committee after assuming charge here today.

He sought public cooperation to curb the crime and said feedback from the public is very important in maintaining law and order.

He assured that no leniency would be shown towards the criminals and the police would take strong action against those who try to disturb law and order.

He invited suggestions from the public to improve law and order. He said he had issued instructions to all SHO’s and in charge police posts in the district to keep a strict vigil on the activities of criminals and antisocial elements.

He said now onwards checking of vehicles would be done on selective basis so that a common man does not face any harassment and the checking becomes result oriented.

He said the priority of the police would now be to challan vehicles without number plates and those involved in triple riding.

He said arms licence would be issued on priority to all those who had received threat from any gang. He also assured to improve traffic system
in the town.

On Teej, Hooda gives out a message of amity

Asking people to celebrate Teej with fervour and gaiety, Haryana Chief Minister Bhupinder Singh Hooda said this would go a long way in strengthening the bonds of love and cordiality among the people.

Hooda was addressing a gathering organised by the Kalka Welfare Society at Kalka, here today. 

The CM said festivals were an integral part of our culture and Teej gives out a message of environment preservation. He also urged the people to take a solemn pledge to plant saplings.

While referring to the welfare schemes launched by the Haryana government, especially for the uplift of women, he said under the Indira Gandhi Priyadarshani Vivah Shagun Yojna, a sum of Rs 15,000 was given to those SC families and the widows living below the poverty line for solemnising the marriage of their daughters. Similarly, a sum of Rs 5,100 was also being given to those belonging to general categories who were living below the poverty line for solemnising the marriage of their daughters.

Referring to the demand put forward by the association, the CM directed Panchkula deputy commissioner Neerja Sekhar to initiate renovation work of the Kalka community centre. On the demand of the waving penalty and interest on the installments of the houses of the Kalka Housing Board, he assured that after examining the case, a decision would be taken so that maximum relief could be provided to the allottees.

The CM said a bridge would also be constructed on the Kaushlya as was demanded by the former minister, Sardar Laxman Singh. He said fund for the construction of the bridge was sanctioned by the government and the construction work would soon begin.

Panchayat diktat puts police in a quandary

The alleged diktat of a panchayat at Samain village in this district to eliminate a woman-a mother of four- and her Dalit paramour has put the police in a tight position.

Though some prominent members of the panchayat that assembled in the village yesterday have denied they passed any such edict, the woman and a brother of her Dalit paramour Bholu have expressed threat to their lives, alleging a 'fatwa' of their elimination by the panchayat.

Sube Singh, a senior INLD leader and a member of the panchayat, confirmed that a panchayat of the village was organised on this issue, which was attended by both Dalits and Jats, but the panchayat could not reach any conclusion, he maintained.

He said though members of the Dalit community were very angry and suggested 'extreme step' to teach the duo a lesson, the panchayat did not take any decision and the matter was deferred for the next meeting.

The woman, who has apprehended danger to her life from panchayat members before the police, had eloped with a Dalit youth Bholu.

The panchayat, which met on August 8 first, decided that the family of Bholu be excommunicated.

On learning, this woman appeared before the police on August 11 and alleged that she had eloped with Bholu on her own will as her husband used to beat her.

The woman today alleged before the police that she would be eliminated as the village panchayat had passed a diktat regarding this.

She was, however, produced before the SDM, who sent her home after getting bail bonds regarding her safety from her family members.

SP Saurabh Singh, when contacted, confirmed that the woman had apprehended threat to her life and that was the reason that she was handed over to her husband after her family members furnished bonds to the satisfaction of the SDM.

He, however, denied any edict had been passed by the panchayat.

The relatives, he said, were angry because the duo had eloped in the past too, but the allegations of edict were false, he added.

Baba had conspired to kill Ranjit, scribe: CBI probe

The CBI investigation has established that Dera Sacha Sauda chief Gurmeet Ram Rahim Singh had hatched a conspiracy at his ‘gufa’ along with his confidants to eliminate Ranjit Singh and also journalist Ram Chander Chhatrapati. As a result the two were murdered under orders of the dera chief. These facts have surfaced from the CBI charge sheets in these two murder cases against the dera chief, copies of which are with The Tribune.

The CBI revealed that Chhatrapati was writing against the dera in his newspaper ‘Poora Sach’. He had also published an article about the anonymous complaint of a sadhvi carrying allegations of sexual exploitation against the dera chief. A day before he was shot at, he had written an article against the dera. As a result the dera chief and his associates were angry with Chhatrapati.

The three accused in the case- Krishan Lal, Kuldeep Singh and Nirmal Singh- had showed the newspaper to the dera chief on October 23, 2002. After reading the paper, the dera chief ordered the three to eliminate Chhatrapati.

Subsequently Krishan Lal handed over a walkie-talkie set and his own revolver to Kuldeep Singh and Nirmal Singh in the presence of the dera chief to kill Chhatrapati.

Kuldeep and Nirmal shot at Chhatrapati at his residence at about 7.30 pm. Later, he died due to sever bullet injuries.

While citing reasons for the murder of Ranjit Singh, CBI states that the dera chief had hatched the conspiracy to eliminate Ranjit Singh as he suspected latter to be behind the circulation of the anonymous letter.

Ranjeet Singh who was a member of 10-member dera committee had left the dera along with his sister and two daughters in 2001. The CBI from the witnesses came to know that the reason why Ranjeet Singh left the dera was that his sadhvi sister was also alleged to be sexually exploited by the dera chief.

On June 16, 2002, the dera chief held a meeting with Inder Sain, Avtar Singh, Krishan Lal, Sabdil and Jasbir Singh and hatched the conspiracy to murder Ranjit Singh before he further revealed anything against him. aRanjit Singh was shot dead at Khanpur Kolian by Jasbir Singh, Sabdil Singh and Krishan Lal on July 10, 2002, the CBI stated in the chargesheet.

State president of the Guru Granth Satkar Sabha Sukhwinder Singh in a press conference here said that as per the information they received much of the dera land was shown as accepted in donations. The land of 756 acres was registered on the name of the dera chief at two different places.

President of the All-India Anti Terrorist Front M.S. Bitta offered his full support and protection to the victims of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh.

Talking to mediapersons at PWD rest house, here, today, Bitta said in case any of the witness in the case approached him for legal, moral or any other support, he and his organisation would happily extend the same.

Bitta said it was deplorable that the CBI witnesses against the dera chief were being threatened and pressurised to rescind from their statements given before magistrates. He alleged that the dera managers had gone to the extent of threatening even journalists.

He maintained that a dress resembling that of Guru Gobind Singh was prepared by a famous dress designer, who puts up at Lajpat Nagar, New Delhi.

Those provided security include Chattrapati’s son Anshul Chhatrapati and an advocate Lekhraj, and also Joginder Singh, father of Ranjit Singh. Deputy Commissioner R.S.Doon said here today that the ADC had played a crucial role in getting the financial inclusion scheme implemented in the district, besides getting nearly 1.5 lakh saplings planted during the “Hara-Bhara Rohtak” campaign launched by MP Deepender Singh Hooda.

Dr Sanjay Malik will also be honoured for providing quality health services round the clock. Pratibha Dagar and Kamlesh Rana of the Sports Department will be honoured for their notable achievements.

Dr Anil Sharma will be honoured for his social service, Dr S.S.Hooda and Dr K.P.Singh of the Department of Animal Husbandry and Dairies will be honoured for their contribution in large-scale animal insurance.

Sirsa may be first fully CFL dist

Sirsa is likely to become India’s first fully Compact Fluorescent Lamp (CFL) district with the campaign for replacement of incandescent bulbs launched by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) nearing completion.

A spokesman of the DHBVN said here today that officials had completed the second round of door-to-door campaign for persuading people to replace power guzzler incandescent bulbs with energy efficient CFLs.

Yesterday, 108 teams of employees of the DHBVN visited every household in Sirsa town for the second time and sold 6,000 CFLs.

In the first round, the officials had sold 55,000 CFLs two weeks back. With the completion of the third round of the campaign, the officials hope to declare the entire district as a fully CFL using district.

According to an estimate, over 8 lakh CFLs are in use in the premises of 1.75 lakh consumers of different categories. Almost all government offices have completely switched over to CFLs.

Laptops for Dalit students

The Haryana Technical Education Department will provide laptops free of cost to Dalit students who are pursuing BE, MBA, MCA and B Pharma courses in the technical institutes of the state. The government will spend over Rs 3 crore for the purpose.

Parliamentary secretary for technical education Dillu Ram said the department had also organised special coaching for DET admission-2007 for Scheduled Caste students.

Special diploma courses in the service sector were being introduced from the current academic session.

To fulfil the 11th plan target of 1.5 lakh technically trained manpower, the department was undertaking large-scale capacity expansion.

Water supply stopped for 4 hrs

Yamunanagar, August 13
Water supply through the Western Yamuna Canal (WYC) was stopped for more than 4 hours following spurt in the Yamuna river today afternoon.

Power production from the four powerhouses located on a link channel of the canal also remained suspended during the time.

The discharge in the river crossed 1 lakh cusecs. As a precaution, the canal was closed because rainwater from mountains brings silt.

The supply through the canal was resumed after the discharge (recorded at Hathnikund barrage, here) fell in the evening. The Yamuna river water from here takes about 90 hours to reach Delhi.

The spurt in the river created panic for several hours among the people living in villages along the river. However, sources in the district administration said there was no danger of flood.

Officials of the Irrigation Department were keeping a watch at the water level as the river could swell again in case rain takes place in mountains of Himachal Pardesh.

A division bench, comprising Chief Justice Vijender Jain and Justice Mahesh Grover, has directed Haryana and the private developers of the state to place on record, within four weeks, details regarding use of the land.

The bench, in its order dated August 9, sought details on how much percentage of area under licence had been used by developers under different heads in all phases of development.

Further, directions were issued to place on record how much area was allowed to be constructed, when the project was permitted to be undertaken, and at what stage and how the changes took place.

Referring to the rule 4 regarding the percentage of area under various heads like roads, open spaces, etc., in layout plans, the bench observed that it was not discernible from the rule as to how much area, out of 45 per cent to be reserved by a developer, had been earmarked for the aforesaid heads.

In the absence of specific percentage, complete discretion appeared to have been given to the state and private developers who could resort to indiscriminate construction, the bench stated.

Two old mortar shells were found when a drain was being cleaned in Subhash Park, Ambala Cantonment, today. The police was immediately informed about the shells after which an Army team was rushed to the spot. The team then took the recovered shells in its possession.

Superintendent of police K Venkata Ramana said preliminary inspection carried out by the Army officials suggested that the shells were probably more than four decades old. “These are old 81 mm shells and these may not be live. The shells have been taken to the firing range,” he said. He added that there was a possibility that the shells were scrap material.

A police official said the shells were probably abandoned here by a scrap dealer after he realised that they could be dangerous.

This is not the first time that such shells have been recovered in Ambala district. A few years back, shells were found near Shahzadpur during digging being carried out for laying telecom cables.

Angry relatives create ruckus at nursing home

The irate relatives of a patient damaged the property of a private nursing home at Ambala City today. They were protesting the negligence of the doctor that allegedly resulted in the death of Gaurav (23), a resident of Ambala cantonment. He was earlier admitted to the nursing home and later referred to PGI Chandigarh, where he succumbed to his illness.

The deceased’s relatives said Gaurav was admitted to the nursing home on July 18. The doctor performed a surgery and when his condition became serious, the doctor referred him to PGI Chandigarh, where he died. The relatives alleged that Gaurav died due to the doctor’s negligence.

On getting to know about the death, the agitated relatives and neighbours carried the body and placed it before nursing home’s main gate. However, when after repeated requests, the doctor did not come out to address their grievances, the relatives created a ruckus at the place.

Due to the conundrum, many patients had to be shifted to other nursing homes even as the hospital staff hid themselves in the private wards. A staff member alleged that though police officials were present at the time of the incident, they did nothing to prevent it. DSP Bhupinder Singh and SDM Mukesh Ahuja reached the spot and after their persuasion, the crowd agreed to lift the body.

Later, the SDM said he had registered a complaint on the basis of the statements of the deceased’s relatives.

Despite efforts, the doctor at the nursing home, N P Singh, could not be contacted.

Train traffic in the Ambala rail division was disrupted in certain sections due to land slides today. The trains on the narrow gauge remained suspended today.

Senior divisional commercial manager, Ambala Division, Karan Singh said due to the continuous heavy downpour, landslides and breaches had occurred in the Kalka-Shimla narrow gauge section and Sirhind-Nangaldam section. In the narrow gauge section, the main breaches are at Koti, and in the broad gauge section, they are between Anandpur Sahib-Nangal Dam. A major breach has been reported at bridge no. 175 near Anandpur Sahib.

Himachal Express no. 4553 was cancelled at Ropar and the passengers beyond Ropar were sent by road. 2 CNA Chauraru Takrala-Ambala was cancelled between Nangal Dam-Ambala.
