Kaithal, August 15 Dr Kidwai was speaking at the Independence Day function at the policelines after unfurling the national flag. Dr Kidwai said India had emerged as the second most progressive nation in the world. He called upon all sections of society, especially farmers, labourers, teachers, entrepreneurs and employees to make India a developed country. He stressed the need to give special attention to the agriculture sector as 70 per cent of our population still lived in rural areas. On this occasion he distributed 35 tricycles and five wheelchairs to the handicapped. He also honured freedom fighters, their widows and 15 others for their social work and meritorious services. Ambala: Haryana Chief Minister Bhupinder Singh Hooda today announced several welfare programmes during the state-level Independence Day function at War Heroes memorial stadium, Ambala Cantonment. The welfare measures announced by Hooda include allotment of land to Army authorities for construction of dispensaries for ex-servicemen, a memorial at Ambala to commemorate the memory of martyrs of first war of Independence, setting up a museum in Kurukshetra and construction of parks named after martyrs in villages associated with first war of Independence. Hooda said land had been allotted at concessional rates to set up dispensaries for ex-servicemen in eight districts and more land will be allotted for this purpose in four more districts in the next two months. Announcing schemes for Ambala district, Hooda said a Rs 200 crore sewerage treatment plan had been formulated. Work to construct another bridge on Tangri river would commence soon as the bridge on Tangri river in Mahesh Nagar was less wide than the highway. "The rates of pension, grants and scholarships admissible to serving soldiers, ex-servicemen and their dependents have been increased. The money for gallantry awardees has been significantly hiked," he stated. Earlier, Hooda also honoured 84 freedom fighters, 56 war widows and 58 gallantry awardees. He also gave financial assistance to 21 beneficiaries under the Kishori Shakti Yojana. Later, Hooda visited the Ambala Central Jail where he announced to reduce the period of imprisonment of life convicts in Haryana by two months. Sonepat: Haryana Deputy Chief Minister Chander Mohan called upon people, especially the youth, to imbibe the spirit of patriotism and nationalism so that the country could usher in a new era of prosperity and become a developed nation. He was addressing the gathering after unfurling the national flag on the Independence Day here today. He also paid floral tribute at the memorial of the martyrs. The Deputy Chief Minister honoured freedom fighters and their families members. He also honoured those children who had also performed cultural programme and other activities. He also announced a sum of Rs 31,000 to students who participated in cultural programme. He also announced holiday in the schools on August 17. The Haryana Chief Secretary Prem Prashant also unfurled the national flag at Gohana. Rewari: The Haryana minister of co-operation and archives Meena Mandal unfurled the national flag at a district-level function to mark the 61st Independence Day in Rao Tula Ram Stadium here on Wednesday. She also took salute from a contingent of the Haryana Police, NCC, Scouts and girl guides. Paying homage to freedom fighters and martyrs she said it was a matter of pride for us that the Haryanvis too made a significant contribution to the freedom movement. Meanwhile, The Tribune lensman Ravi Kumar was manhandled by a policeman when he tried to take photographs of the Independence Day function at the Karan stadium here. Head constable Rajbir pushed Ravi off the stage when he was clicking the photograph of Arora. Later, in protest, mediapersons boycotted the Independence Day function and met the minister and SP A.S. Chawla and lodged a protest. Speaking on the occasion of the Independence Day celebration function held at Shiva Ji Stadium, here, the minister revealed that workers between the age group of 18 and 59 would be covered under the insurance scheme. He said the annual premium of Rs 100 would be paid by the state government to the LIC. Singh further added that workers and their families would be granted a sum of Rs 37,000 to 70,000 depending upon the loss. The minister also honoured 62 persons for their outstanding contributions in their services in different fields. In another function by the district Red Cross Society, the deputy commissioner gave away wheelchairs to handicapped persons. Role of police, administration comes under scanner

Sirsa, August 15 As Chhatrapati had requested to the then superintendent of police (SP) for security cover after getting threat from dera men nearly four months before he was shot at by the dera men. It’s not enough, even the dying declaration of Chhatrapati was not recorded though he had survived for 28 days after the attack. Despite the fact that Chhatrapati’s father had made plea for recording Chhatrapati’s statement before the magistrate to the then deputy commissioner (DC) and had also sent a copy to the then SP. But the copy was ignored by the duo. The facts came to light from the details of the murder case mentioned in the CBI reports. Besides, the police official, who had recorded the statement of Chhatrapati, while he was admitted in the hospital after sustaining bullet injuries, did not mention the name of the dera chief, who was allegedly behind the attack on him as stated by Chhatrapati. The CBI charge sheet, a copy of which is with The Tribune, stated that Chhatrapati was publishing stories about the activities of the dera chief and the dera. In May 2002, Chhatrapati had published a report on the anonymous complaint levelling serious allegations of sexual exploitations against the dera chief. Over this Chhatrapati had received threats over phone. Later, Chhatrapati sent a letter to the then SP on July 2, 2002 requesting him for security cover. But, it did not yield any result. Chhatrapati had also sent a copy of letter regarding threat to the then Chief Justice of the Punjab and Haryana High Court, Chief Minister, and chairman of the press council and the human rights commission. The CBI stated in the charge sheet that Anshul had said his father Chhatrapati had made a statement before the sub-inspector (SI) that the dera chief allegedly hatched a conspiracy with Krishan Lal to attack him. However, the SI did not mention about the dera chief in his report. During the lie detection test of the SI, the CBI stated in the charge sheet that SI had showed deception in his statement indicating that SI was telling lie that Chhatrapati did not mention the name of the dera chief behind the attack on him. The CBI reports added that this clearly makes out that Anshul was telling the truth. However, the CBI remained silent over the indifferent attitude of the senior police and administrative officials in the charge sheet. |
Criminal cases filed against Sikhs, dera men
Fatehabad, August 15 Acting upon the complaint submitted by Vinod Kumar, a dera follower, who had organised ‘naam charcha’ last night, the police has registered criminal cases under Sections 148, 323, 295-A and 188 of the IPC for rioting, causing grievous injuries, outraging the religious feelings of any class and defying the prohibitory orders promulgated by the authorities against
155 Sikhs. Vinod had said in his complaint that president of the All-India Anti Terrorist Front M.S. Bitta and state president of the Shri Guru Granth Satkaar Sabha Sukhwinder Singh had instigated the Sikhs to attack dera followers, but their names do not figure in the FIR lodged by the police. Meanwhile, on the report of the station house officer of the city police station, Fatehabad, the police has registered another FIR against 160 unidentified dera followers under Section 188 of the IPC and Section 3, 4 and 9 of the Noise Control Act. The FIR lodged by the police said the dera followers had organised a big public function to perform ‘naam charcha’ in the open in violation of the prohibitory orders under Section 144 of the CrPC in force in
the district. Provisions of the Noise Pollution Act have also been invoked against the dera followers as they used loud speakers without permission from the authorities. SP Saurabh Singh said the process of identifying all accused in these cases had been started and the police would soon arrest the accused. |
Government for separate gurdwara panel
Fatehabad, August 15 He said the committee headed by him to seek opinion of Haryana Sikhs in this regard had invited affidavits in support of and also against the move. He maintained that of the 2 lakh affidavits received by the government, 1.5 lakh had been found valid and not a single person had opposed the move for a separate gurdwara committee. He said the committee would soon submit its report to the government for further action at its level.

Hisar, August 15 By this the consumers will save Rs 9 crore every month by way of reduced consumption. A spokesperson for the Dakshin Haryana Bijli Vitran Nigam (DHBVN) said it was a stupendous achievement especially because the feat was achieved through persuasion. He said several developed countries, including the USA, were trying to achieve this through legal process but had not succeeded so far. The task of replacement of all incandescent bulbs with CFLs began in May last. Over 100 teams of DHBVN employees led by general manager D.S. Malhan approached every consumer in all villages and towns thrice to persuade them to use CFLs. According to official estimates over 8 lakh CFLs are in use in the premises of 1.75 lakh consumers of different categories. The 28,000 tubewell consumers were not covered by the campaign. The nigam has fixed the rates at Rs 100, Rs 75 and Rs 67.50 for 20, 15 and 11 watt CFL, respectively. The conversion to CFLs has reduced load on transmission system by over 14 per cent, officials said. |
Lovers beaten up, boy dies
Jind, August 15 Manoj (22) and Renu (20) were thrashed at Budhakhera village after they were allegedly found in an ‘objectionable situation’ inside the house, they said. On receiving information about the incident, the police rushed to the village and brought Manoj and Renu to a local hospital where the boy was declared dead by doctors. The condition of Renu was stated to be serious and doctors referred her to another hospital in Rohtak. Vinay, father of Manoj, alleged that his son was called to Renu’s house and was attacked with a sharp-edged weapon. The police said the parents of Renu are absconding after the incident.

Ambala Rail Circle celebrations Ambala, August 15 In his speech, he lauded the efforts put in by the employees of the Ambala Circle and congratulated it for completing 20 years of its existence. He distributed cash prizes among 385 workers of the circle, which they received from the office of general manager, Northern Railways, on the occasion. Rakha Ram, the mechanic who lost his both legs while on duty, was also presented with a tricyle out of the employees benefit funds. The cadets of the Scouts and Guides also presented a cultural programme on the occasion. |

He said land had been allotted at concessional rates to set up dispensaries for ex-servicemen in eight districts of the state and land would be allotted for this purpose in four more districts in the next two months. He said it had also been decided that the rates of land for these dispensaries would be 50 per cent less. Not only this, interest would not be charged on payment of cost of land for one year after the allotment. Announcing schemes for Ambala district, Hooda said a Rs 200 crore sewerage treatment plan had been formulated. Work to construct another bridge on Tangri river would commence soon as the present bridge in Mahesh Nagar was less wide than the highway. The cost of the project would be Rs 6 crore. He stated that a Rs 300 crore scheme for improving depleting water table in Ambala district had been forwarded to the Central Government for approval. Construction of Dadupur-Nalvi canal would benefit the farmers of Ambala, Yamunanagar and Kurukshetra. He stated that Rs 97 crore had been spent to improve the availability of electricity in Ambala district. Hooda said it was a coincidence that this year, the 150th anniversary of our first war of independence of 1857 was also being celebrated. Hooda said the government had not only enhanced the pension of freedom fighters but also decided to give them instalments of dearness allowance. “The rates of pension, grants and scholarships, admissible to serving soldiers, ex-servicemen and their dependents, have been increased.
