Three held for Dalit youth’s murder

DC counters claims of village panchayats

Countering the complaints of panchayats of more than 30 villages of the Ghaar area of the district that no development work has been done in the area, the district administration today claimed that Rs 108 crore had been spent on various development works in the area during the past two years. The panchayats of the 30 villages had recently demanded transfer of their areas to the adjoining Himachal Pradesh so that they could get power, water and jobs.

Though the date of the scheme expired on May 31 last, the Uttar Haryana Bijli Vitran Nigam decided to give defaulters one last chance to join the mainstream till September 30 by making the lump sum payment.

The Dharuhera police last night registered a case of attempt to rape as well as theft under Sections 376, 511 and 379 of the IPC against a Nepali guide (50) on a complaint filed by a Japanese youth, Kei Kyobo (22), boyfriend of the victim, Mai Onishi (21), both residents of Nigapa Higashi town of Japan.

CBI probe into Gohana incident

Haryana Chief Minister Bhupinder Singh Hooda has agreed to hand over the investigations into the murder of a Dalit youth, Rakesh alias Lara, at Gohana , which led to widespread protests in the state by Dalit organisations.

Three held for Dalit youth’s murder

SSS Navdeep Singh Virk today claimed to have arrested three of the five alleged accused in the murder of Rakesh alias Lara, a Balmiki youth, at Gohana on August 7. The arrested criminals include Naresh of Busana village, Sanjay Butania of Butana and Dinesh of Mudlana. Another Dinesh, a life convict who has been absconding after being on parole and a resident of Khanda village and Prahlad of Chhudani village in Jhajjar district are yet to be arrested.

Talking to mediapersons here today, the SSP said from the preliminary investigations, the murder appeared to be a case of gang rivalry as all alleged accused are hardcore criminals allegedly involved in cases of murder, attempt to murder, decoity etc. and seven criminal cases under Sections 395, 397, 148, 149, 332, 553, 307, 506, 452, 323, 324, 341 and 34 had been registered against the deceased Lara between November 28, 2001 and August 10, 2007. Four of these cases against the deceased have been registered on the complaints of the residents of the Balmiki Basti, Gohana.

There are 19 criminal cases against Sanjay Butania, eight cases against Naresh, 15 cases against Dinesh Khanda, two cases against Prahlad and one case of murder against Dinesh of Mudlana, he said.

The conspiracy was hatched by Dinesh Khanda, Sanjay Butania and Naresh of Busana to eliminate Lara with the objective to collect monthly of lakhs of rupees which so far Lara have been taking in Gohana. Dinesh Khanda was released on four-week parole on May 11, 2007 but he did not return to the jail. He contacted Naresh and Prahlad and committed the murder.

Futher investigations established that Dinesh of Mudlana was also found involved in helping the criminals in this murder, he said, and added that two police teams had been sent to nab the absconding Dinesh Khanda and Prahlad Chhudani.

The SSP disclosed that the arms for this murder were arranged by the gang leader Dinesh Khanda. They were produced in the court today and have been remanded in five days’ police custody.

Two officers senior to her are Deepa Jain Singh of the 1971 batch and Promila's husband, Ranjit, who is also her batch-mate. But both of them are on deputation with the Union Government. Like the first woman Chief Secretary of the state, Meenaxi Anand Chaudhary, Promila too will have a six-month stint as Chief Secretary, unless she gets extention. She retires on February 29 next.

At present, Promila is Fiancial Commissioner, Revenue and Disaster Management. As Chief Secretary she will look after General Administration, Personnel, Training, Vigilance, Parliamentary Affairs and Administrative Reforms Departments.

By picking Promila for the top bureaucratic post, Chief Minister Bhupinder Singh Hooda has gone by the principle of seniority.

Promila said she would continue the good schemes initiated by her predecessors. She would endeavour to further improve delivery of services and her focus would be on the policies relating to women and child development, health and education and infrastructure.

Promila, who belongs to Ambala, is a post-graduate in English literature and M.Phil. in Public Administration. She worked as a college lecturer for two years.

While on deputation to the Union Government, she worked as Joint Secretary in the Ministry of Food Processing Industries for five years.

3 held for attacking nigam personnel

The Kosli police has arrested three persons, Balbir Singh Yadav, his son Mahipal Yadav and Satbir Singh Yadav, all residents of Nangal Bhagwanpur village, near Kosli, for allegedly assaulting and causing hurt to DHBVN personnel, who had gone to the village on August 29 to demolish kundi connections.

They were yesterday produced in the court of additional civil judge V.S. Malik, who remanded them to judicial custody.

The other two accused - Rajesh Yadav and Sanjiv Yadav - are still absconding.

Following a tip off, when a nine-member team of the DHBVN personnel, including men of the nigam contractor, headed by Jagir Singh, assistant general manager (AGM) of the Kosli substation, started removing kundi connections, some villagers, armed with lathis, attacked them.

While ALM Kishan Lal and one other Anil Kumar sustained injuries, others managed to flee.

The police has registered a case of criminal assault to deter public servants from discharging their duties, causing hurt and pilferage of power under Sections 332, 353, 186 and 379 of the IPC as well as Section 39 of the Indian Electricity Act on a complaint filed by the AGM.

DC counters claims of village panchayats

Countering the complaints of panchayats of more than 30 villages of the Ghaar area of the district that no development work has been done in the area, the district administration today claimed that Rs 108 crore had been spent on various development works in the area during the past two years. The panchayats of the 30 villages had recently demanded transfer of their areas to the adjoining Himachal Pradesh so that they could get power, water and jobs.

The villagers have called another meeting on September 2 and more panchayats would be joining them to demand transfer of their areas to Himachal Pradesh. A resolution of the demands is likely to be finalised during the meeting which would be sent to the union government and Haryana and Himachal Pradesh government.

In a statement issued here today, deputy commissioner Nitin Kumar Yadav claimed that Rs 108 crore was earmarked for the development works in Chhachhrauli, Bilaspur and Sadhaura blocks of the district. The development works include construction of bridges, widening and strengthening of roads, sinking of tube-wells and water supply lines. Yadav said Rs 34 crore was sanctioned for 1,112 works in Bilaspur, Rs 42 crore for 1,161 works in Chhachhrauli and Rs 32 crore on 926 works in Sadhaura.

The DC said PWD (B&R) would construct two big bridges on Soma river and one Pathrala rivulet.

Hisar thermal power plant to start in record time

The commissioning schedule of the under construction 1200 MW Rajiv Gandhi Thermal Power Project at Khedar in this district is the shortest in India, Ashok Lavasa, Financial Commissioner and Principal Secretary (Power) said here today while presiding over the review meeting of construction activities of the thermal project.

Lavasa said a project of this magnitude took at least 39 to 42 months for commissioning. However, for this project, an aggressive commissioning schedule of 35 to 38 months had been envisaged and its first unit of 600 MW capacity was likely to be commissioned within 34 to 35 months.

The first unit is scheduled to be commissioned in December, 2009 and the second unit of the same capacity would come on bars in March, 2010. As part of the state sector projects, besides Hisar thermal, a 600 MW coal-based thermal power project is being set up at Yamunanagar. The first unit of this project will be completed by November, 2007 and the second would be commissioned by February, 2008.

The Aravali Super Thermal Power Project at Jhajjar is being executed by the National Thermal Power Corporation(NTPC).

Mrs Jyoti Arora, Managing Director, Haryana Power Generation Corporation, said Haryana had given its consent for obtaining power from all projects being set-up in the central sector. In this connection power purchase agreements have been signed with the provision that Haryana would be willing to off take more power over and above its anticipated share as per Gadgil Formula in case some spare power was available from the share of other states or unallocated quota. It is expected to add around 2900 MW from the projects to be set up in the central sector by the year 2012-13.

Similarly, She said, Haryana would purchase power from a number of projects being set up in the private sector in other states. These include 300 MW Amarkantak Project in Chhatisgarh and 70 MW Budhil Hydro Projects in Himachal Pradesh.

Haryana is also exploring possibilities of setting up of a pet coke-based power plant of around 250 MW capacity. For this, expression of interest has been invited and seven firms have responded.

Nuclear power is yet another option being explored by the state government. A suitable site has been identified in Fatehabad District for setting up a 2800 MW nuclear power plant and the matter is being pursued with the Centre, she added.

Under the garb of strictly implementing Section 144, banning of unlawful assembly of more than 4 persons, in the township, the overzealous Panipat policemen led by an ASI today thrashed the protesting students of a blind school, near the office of the deputy commissioner.

Rajesh, Mukesh, Gulal, Narinder and Ajit received injuries on their face, waist, back, legs and other parts of the body in today’s incident of police highhandedness.

In order to disperse the protesting students from the middle of the road, they were allegedly slapped and kicked by the policemen led by ASI Ranjeet posted at the Model Town police station.

Students of the state-run school meant for the visually challenged were protesting against the functioning of the school. The visually challenged students were targeted by the ‘unruly’ cops to ‘maintain law and order’ in the area.

In the wake of the Gohana incident, the district administration has imposed Section 144 to avoid any unlawful assembly.

Talking to The Tribune, inmates of Rajkiya Andh Vidyalaya alleged that they were badly thrashed and humiliated by the policemen.

Students said they were protesting against the dinner timing at the school.

“For the last several days the dinner time was changed from 7 pm to 5 pm whereas lunch was served at 2 pm daily. We had lodged many complaints to the school authorities but nothing was done,” said a sobbing student.

Meanwhile, condemning the police action, deputy commissioner Rajiv Ranjan assured to take a strict action against the erring cop after an inquiry.

He said the students received minor injuries in the scuffle and were given the required medical treatment.

Dera Sacha Sauda case adjourned

Dera Sacha Sauda case was adjourned by CBI court here today. 
Special magistrate for CBI cases in Haryana R.N. Bharati adjourned the Dera Sacha Sauda case till October 4.

Dera head Gurmeet Ram Rahim's counsel submitted an application before the court about the Punjab and Haryana High Court direction for exemption till September 15.

In a related case, two persons were today discharged by the special CBI magistrate in the journalist Ramchander Chattarpati murder case.

Inder Sain and Avtar Singh were discharged from the Chattarpati murder case. Ramchander Chattarpati had been murdered after he had published news about Sadhvis exploitation by the Dera chief in his newspaper "Poora Sach".

Dera chief Gurmeet Ram Rahim had moved the Punjab and Haryana High Court seeking bail in three cases registered against him by the CBI. The cases include Sirsa-based Ramchander Chattarpati murder case, former dera devotee Ranjit Singh murder case and alleged rape of sadhvis case. On July 30, after investigating the cases CBI had filed charge sheet against the dera chief and others before special CBI judge at Ambala.

Drive to enrol 50,000 new workers 

Yamunanagar, August 31
The youth wing of the Bharatiya Janata Party has set a target to add 50,000 more workers in its fold during the current year to further strengthen the base of the party.

The special drive would be completed by October 11.

This was stated by Deepak Mangla, state president of the Bharatiya Janata Yuva Morcha (BJYM), here today.

He said if voted to power, the BJP would ensure that unemployed youth of the state would get Rs 1,000 as allowance. Elaborating upon the enrolment drive, he said the state had been divided into six zones - Kurukshetra, Bhiwani, Faridabad, Rohtak, Hisar and Karnal - after a survey. Mangla said the employment guarantee scheme of the Union Government had failed.

He claimed that the erstwhile Vajpayee government had set a target of one crore jobs to youth under which 67 lakh youths were given employment during the tenure. — TNS

Bill waiver scheme extended

About 5,000 defaulters of power bills of the district are likely to avail the benefit of the Electricity Bills Waiver Scheme meant for domestic and tubewell consumers of the rural area. Though the date of the scheme expired on May 31 last, the Uttar Haryana Bijli Vitran Nigam decided to give defaulters one last chance to join the mainstream till September 30 by making the lump sum payment.

According to UHBVN sources, about 5,000 consumers left the scheme after paying one or more bills after the initial launch of the scheme on June 16, 2005 under which the domestic consumers were required to pay their 10 current amount bills regularly to avail the benefit of the waiver.

The scheme, now, has been extended for the consumers of Panchkula, Ambala, Yamunanagar, Kurukshetra, Kaithal, Karnal, Panipat, Sonepat, Rohtak, Jhajjar and Jind.

The defaulters, who never joined the scheme, would not be allowed to join the scheme now. The nigam would disconnect their supply permanently to bring down the aggregated transmission and commercial losses.

Case registered against Nepalese guide

The Dharuhera police last night registered a case of attempt to rape as well as theft under Sections 376, 511 and 379 of the IPC against a Nepali guide (50) on a complaint filed by a Japanese youth, Kei Kyobo (22), boyfriend of the victim, Mai Onishi (21), both residents of Nigapa Higashi town of Japan.

The victim was medically examined at the Civil Hospital, here, last night. SP Ram Singh Bishnoi said prima facie the medical examination of the victim did not confirm any sexual assault. Therefore swabs of the victim along with a blood sample of her boyfriend have been sent to the Forensic Science Laboratory, Ahmedabad, for chemical examination as well as the DNA test.

Simultaneously, the police is facing difficulty in tracing the Nepali guide whose whereabouts were unknown to the Japanese duo.

The district police chief said on the basis of the description provided by the duo, he was now getting a computer sketch of the guide prepared which would be instrumental in apprehending the culprit.

The guide, who fled after the incident on Wednesday night, reportedly decamped with the two cameras, two cell phones and a cheque of Rs 2,400, which all belonged to the Japanese duo.

The district administration conveyed the information in this regard to the Japanese Embassy at Delhi. Police sources said the guide joined the duo on August 22 in Mumbai from where they came to Delhi and then reached Tourist Complex at Dharuhera on August 29.

In the evening after consuming liquor they all went to sleep. However, at about 2 am, Kyobo abruptly woke up and reportedly found his girlfriend sleeping in a semi nude state. Meanwhile, the guide had disappeared along with their valuables.

Chhattarpal Singh, Congress legislator from Ghirai assembly segment of this district, has been appointed new President of the Hisar District Congress (Rural).

He replaces former Rajya Sabha member Ramji Lal, a close political associate of former chief minister Bhajan Lal.

In a communication to Chhattarpal Singh, the HPCC office has stated that Ramji Lal has “expressed his desire to resign and his request has been accepted”.

Significantly, a group of Congressmen had locked the office of Ramji Lal in Congress Bhawan here earlier this week and removed his nameplate.

The group’s leader Balkishen had accused Ramji Lal of criticising the party high command.

Several persons, including five policemen and a DSP, were injured in a clash between the police and Dalits in Sector 17 here this morning.

Though, no one was seriously hurt, heavy deployment of police was witnessed throughout the day around Rajiv Colony here. 

The clash started when a contingent of the riot control police stopped protesters who were on their way to hand over a memorandum to the deputy commissioner. They got agitated when the SDM requested them to hand over the memorandum to him on behalf of the DC. They then tried to breach the security cordon, leading to the clash.

The injured were rushed to the Sector 6 Government Hospital, from where they were later discharged after administering first-aid. DSP Abhay Singh Rao and an SHO suffered minor injuries.

The SP, Panchkula, Sandeep Kherwar, said: “Taking a serious note of the violence, we have registered a case of attempt to murder, rioting, causing injuries and causing obstructions under various provisions of the IPC. We have videographed the entire incident and identified the persons involved in the violence.” 

About the use of force, the SP said some of the protesters turned violent and resorted to stone pelting, leading the police to use mild force to disperse them. “We used tear gas shells and fired rubber bullets to bring the situation under control,” he said. 

The police pushed them back to Rajiv Colony and did not allow any one to come out. The police remained stationed there for hours. 

Some stray incidents of violence continued. Several masked youngsters of the colony were seen challenging policemen by brandishing swords, rods and other sharp-edged weapons. 

They also hurled abuses on the police. Even small children and women were seen carrying stones at the rooftop of their houses. 

At the Chandigarh side, the police cordoned off the area of Rajiv Colony and allowed no one to come out on the road. The shutters of shops were lowered throughout the day.

CBI probe into Gohana incident

Haryana Chief Minister Bhupinder Singh Hooda has agreed to hand over the investigations into the murder of a Dalit youth, Rakesh alias Lara, at Gohana , which led to widespread protests in the state by Dalit organisations.

Hooda agreed to the CBI inquiry into the Gohana incident when members of the family of Lara met him in Delhi yesterday. Lara's family has expressed satisfaction over the handling of the situation by the state government and has urged those who are protesting against his murder not to give a caste colour to the unfortunate incident, which was a personal tragedy for the family.

The CM has accepted the demand for a CBI inquiry even as the state police arrested three persons allegedly involved in the murder of Lara. Hooda also accepted the demand of Lara's family that the para-military forces should provide security to the family. The family assured Hooda neither it would allow anybody to launch any agitation nor it would join any such stir. — TNS

City doc gets ILDS fellowship

Sanjeev Gupta who is working as an assistant professor in department of dermatology at MM Institute of Medical Sciences and Research of MM University, Mullana (Ambala) has been selected for a fellowship award by The International League of Dermatological Societies (ILDS) to attend 21st World Congress of dermatology to be held at Buenos Aries Argentina, September 30 to October 5, 2007.

Gupta will be presenting his research work on the new immunomodulatory technique for the treatment of urticaria at the conference. This award is offered to young doctors depending on their academic contributions in the field of dermatology and the quality of their research work. ILDS has also agreed to bear all the expenses for his research presentation. Gupta is amongst 40 young doctors selected for this award.

Gupta was also graced by the American Academy of Dermatology Fellowship Award this year in Feb 2007 at Washington DC, USA. For this mega achievement Gupta paid his due regards to the chancellor of MM University. — OC
