CM launches pink ration cards

Chief Minister Sheila Dikshit today inaugurated the distribution of pink ration cards, under the Antyodaya Anna Yojna (AAY), for the poorest of the poor families identified out of below poverty line (BPL) families in Delhi. Delhi has become the first state to implement the AAY, in real sense. The distribution of pink ration cards to around 1.5 lakh families would be completed within two to three months. It would help in overcoming the starvation in the Capital and, thereby, intensifying the 'Garibi Hatao' programme.

Campaigning resumes on campus

After days of tumult, campaigning resumed for most candidates cutting across different parties for the DUSU poll. New candidates who have been accepted began campaigning afresh on campus.

Rajiv Ranjan from the ABVP pointed out that, "campaigning has been on through the day. In fact, we divided our candidates into two batches and campaigning has been under way in both our morning and evening round. Today, we have visited some over 15 colleges. The number may be more".

Ranjan further informed that on Friday protest did not take place and there are no immediate plans for this.

"There is going to be no hunger-strike and all our focus right now is on campaigning for the upcoming polls," says Ranjan.

Sources from within other parties contesting elections also informed that the stress has been on campaigning and acquainting the new candidates with the student community at large.

Pushed into a corner on the Lyngdoh Committee report, the ABVP on Thursday fielded a fresh set of candidates for the polls after three of their nominations were cancelled. Several other parties also announced new candidates on Thursday including the SFI and the NSUI.

Tempers seem to be cooling on campus as the focus seems to be shifting to campaigning and routine pre-poll activity on campus at Delhi University.

BSES reward scheme on power theft

The reward scheme launched by the BSES will not only give a fillip to its ongoing power theft drive, but also help in reducing the power demand and CO2 emissions. Explaining the scheme, a BSES official informed, "An informer will be rewarded with energy efficient CFLs, for providing successful power theft leads.

The idea behind the scheme is to acknowledge the contribution of honest consumers to fight the menace of power theft. To participate in the scheme, a customer has to leave a detailed and verifiable tip off and his/her contact details at BRPL's anti-power theft number 39999777 or e-mail at theft.brpl@bsesdelhi.com. The information provided will be confidential"

"On receiving a valid tip of, an enforcement raid will be conducted. If power theft is detected at the given address, the customer will be duly informed and the gift will be dispatched in a stipulated time frame. The innovative scheme will initially run as a pilot project in BRPL areas and depending upon the response, will be extended to BYPL areas too," said a BSES official.

Expecting a good response to the scheme, BSES has procured 25,000 CFL's. The reward, besides generating between Rs 10,000-12,000 leads, will also conserve over 2.5 million units of electricity and reduce CO2 emissions by 9,000 tonnes annually.

According to a BSES spokesperson, "The scheme comes close on the heels of BSES' successful nukkad natak initiative, where actors from the National School of Drama were hired to educate customers on the menace of power theft and energy conservation. In about 45 days, over 150 nukkad nataks were staged in high power thefts areas."

Gohana murder: Jai Kishan for judicial probe

The All India Congress Committee secretary and MLA Jai Kishan Sharma today submitted a memorandum to AICC chairperson Sonia Gandhi, demanding a judicial inquiry into the atrocities on Dalits in Gohana, where a Dalit boy had been shot dead a few days ago.

Sharma demanded that a compensatory amount of Rs 20 lakh was paid to the victim's family and government job was given to one of the victim's kin. Besides, he has demanded the suspension of the DSP. He has demanded that a special police team along with the Central Industrial Security Force and the Central Reserve Police Force be set up in the area and compensation of Rs 2 lakh is provided to each person wounded in the incident.

Sharma wrote to Prime Minister Dr Manmohan Singh and demanded that a judicial inquiry into the matter by a High Court judge. Some communal and regional parties were trying to incite wrong passion among people, alleged Sharma. He appealed to all communities to shun the path of violence and try to work out the issue peacefully.

Reportedly, youth of Dalit community had become violent because of the killing of a young man of their community. Sharma met Haryana Chief Minister Bhupender Singh Hooda and acquainted him with the situation.

Senior MCD official held for land scam

The Central Bureau of Investigation (CBI) today claimed to have arrested a senior official of the Municipal Corporation of Delhi (MCD) in connection with the multi-crore land scam in the Capital.

Director of Slums, S N S Sidhu, was arrested late last night for his alleged involvement in the fraudulent allocation of plots meant for rehabilitation of slum-dwellers.

Sidhu was named by the CBI in the FIR as one of the accused which also has Ashok Malhotra, the alleged kingpin in the DDA land scam, as another accused.

Ashok Malhotra, who used to run the canteen in the Delhi assembly, was arrested earlier this month and is in judicial remand now.

Cop cannot be punished twice for an offence: CAT

New Delhi, August 31
The Central Administrative Tribunal (CAT) has held that disciplinary departmental action cannot be initiated against a Delhi police personnel for an offence, in which he has already been acquitted.

The tribunal bench of justices V.K. Bali and V.K. Agnihotri, giving a finding on rule 12 of the Delhi Police (punishment and appeal) Rules, 1980, held the acquittal by the criminal court as final. It said that the police could not initiate departmental proceedings for the offence, unless the acquittal was obtained by winning over the witnesses.

Setting aside the department's order, the bench held that the applicant having been acquitted could not be punished on the same charge or, on a different charge, upon the evidence cited in the criminal case.

Rule 12 states that when a police officer has been tried and acquitted, he shall not be punished departmentally on the same charge or, on a different charge, upon the evidence in the criminal case. However, the rule lays down exceptions including the one, when in the opinion of the court or the deputy commissioner of police (DCP), the prosecution has been won over.

The bench held that in the criminal case, there is no finding that the witnesses have been won over and the additional sessions judge had recommended departmental action against the investigating officer while, in the other case, the applicant was acquitted for lack of evidence.

The applicant, head constable Jag Saran, was subjected to departmental proceedings based on the reason recorded by the DCP that he had been acquitted because the witnesses had turned hostile.

Saran was acquitted for robbery and kidnapping. However, the disciplinary inquiry which was kept in abeyance against him was reopened on December 31, 2001.

The disciplinary authority on June 9, 2006, based on the findings of the inquiry, ordered a forfeiture of five years of approved service permanently and period of his suspension was treated as not spent on duty.

CM visits ailing poet

Chief Minister Sheila Dikshit today visited the ailing veteran Hindi poet Trilochan Shastri at his residence at Vaishali, near Anand Vihar Bus Terminal.

Shastri, 90, is ill for a long time and has lost conscience. Dikshit enquired about his health from his family members.

The Hindi Academy under the Delhi government has provided a sum of Rs 25,000 to the ailing poet.

Dikshit assured his family members of arranging the required medical help for Shastri and provide him with an attendant.

She presented a Tulsi sapling and a shawl to the ailing poet and wished for his speedy recovery. Writer Ashok Vajpayee, vice-chairperson Hindi Academy Mukund Dwivedi, secretary Hindi Academy Nanak Chand and other poets and writers were also present.

Shastri was awarded the 'Shalaka Samman' of Hindi Academy in 1989-90.

He has also been conferred with other prestigious awards.

Seminar on India’s ties with Central Asia

The relationship between India, Central Asia and Turkey with an understanding of the 'past matrix and present-day realities' was the subject of discourse at a seminar organised by Jamia Millia Islamia recently.

The session opened with the speeches of ambassadors, scholars and diplomats of Turkey, Azerbaijan, Kazakhistan, Kyrgyztan and Uzbekistan. Turkish ambassador Halil Akinei spoke about the historical relationship between India, Central Asia and Turkey. He focussed on the medieval period, Ottoman Turkey's relation with Central Asia. He said, "All Khans of Central Asia asked for a Turkish flag."

Akinei also talked about the diplomatic ties that existed between India and Turkey during the Mughal period. He said that the Baburids considered themselves superior to the Ottomans. But, Aurangzeb ignored the Ottomans. Akeinei said that India's relationship with Turkey was cultural, linguistic and political.

Shortage of lady constables hits Gurgaon

Recent incident of rape of a girl by a male constable exposes the immediate need of posting lady constables in the police stations and chowkis of Gurgaon.

According to the data available at the district headquarters, there is acute shortage of women constables in the district.

As per information available, there should be a woman constable available while investigating a woman and no woman could be called in the police station after evening.

While visiting various police stations of the city, it was found that most of the police stations had only one lady constable available with them. The duties of a single constable includes lodging the complaints of the women and guide women who approach the police station for help. Besides, the lady constable also has to do field survey regarding the problems of the women and also be a part of the police team deputed to arrest any women accused.

Interestingly, if the lady constable has to go for survey of any area she is not allocated any separate vehicle to commute. Besides, if there is any late-night mishap in which women are involved, it is the responsibility of the lady constable to reach the site of accident on her own and there is no separate vehicle for her.

Surprisingly, no lady constable had been appointed in the police chowkis of the city due to shortage of staff. If any woman approaches the police chowki for any complaint, the lady constable is recalled from the police station of Gurgaon.

While talking to 'The Tribune', a lady constable stated that the number of women-related cases was increasing with the change of lifestyle in the city. It is not possible for a single lady constable to manage both field and office at the same time.

She said that with the increasing awareness among the women about their rights, the number of cases in police stations has gone up steeply.

Mohinder Lal, Commissioner of Police, Gurgaon, admitted that the department was facing a crunch of lady constable as per requirement in the city.

He said with the speedy industrialization and changing lifestyle of the people, the need of the hour is to appoint lady constables in every police station and chowki of the city.

He said that at present there is around 20 to 22 lady constables available with police department, Gurgaon. But the demand is far more than this.

He said that recently a proposal in this connection has been send to the Haryana Government for approval. When the government sanctions the posts, the situation will be far better, added the Commissioner of Police.

CM launches pink ration cards

Chief Minister Sheila Dikshit today inaugurated the distribution of pink ration cards, under the Antyodaya Anna Yojna (AAY), for the poorest of the poor families identified out of below poverty line (BPL) families in Delhi.

Delhi has become the first state to implement the AAY, in real sense. The distribution of pink ration cards to around 1.5 lakh families would be completed within two to three months. It would help in overcoming the starvation in the Capital and, thereby, intensifying the 'Garibi Hatao' programme.

Dikshit said that the AAY programme would encompass widows, aged and handicapped persons. She added that under the AAY, the government would provide enough wheat, rice, sugar, pulses and kerosene oil through fair price shop (FPS), which would help in curbing black marketing of public distribution system items. It would also help in making the life of poor families easy, as they would be able to get essential commodities on cheapest rates.

She added that the rates and quantity of the items, for which these families were entitled, would be displayed on FPS along with the telephone numbers of the officers to be contacted, in case of any complaint. The CM further said that poor families were not in a position to bear the burden of unexpected influx in the rates of essential commodities.

Dikshit stated that her government's priority is the resolution of the problems of poor families. The government would concentrate to make the AAY programme successful.

The families would be provided 25 kgs of wheat at Rs 2 per kg. Earlier, wheat's rate was Rs 4.65 per kg. 10 kgs of rice would be provided at Rs 3 per kg, instead of Rs 6.15 per kg. While, 6 kgs of sugar will be provided at Rs 13.50. 2 kgs of chana daal would be provided at Rs 26.38 while, 2 kgs of Arhar Daal would be available at Rs 22.74. 22 litres of keresone oil would be available to poor families at Rs 9.09.

Dikshit described this as the beginning of welfare for the poorest of the poor families. She stated that 35 per cent of such families had been identified out of BPL families and the identified families are being issued pink cards, which would enable them to derive benefit of essential items at cheapest rates.

Debate on education system held

Delhi Public School, R. K. Puram, hosted the Eighth Inter Institutional L.N. Birla National Debate on Thursday. The event was graced by the presence of M.C. Sharma, Controller of Examinations, (Central Board of Secondary Education (CBSE), here. The chairperson was Sharmila Bose, Principal, Birla High School, Kolkata-Girls' Section. The judges adjudicating the debate were Rashmi Narula, Principal, Chiranjiv Bharti School; Shefali Ray, a children's writer and resource person at Oxford University; and Jyoti Dahiya, senior lecturer in English at Sri Venkateswara College, University of Delhi.

This debate is an annual event, which used to be held only in Kolkata but later acquired national reach and is now held in eight major cities of India. From every region, there are two categories-school and college, each with two speakers, one speaking for and one against the motion. The awards are given to the winning school and college and one best speaker from each gets the opportunity to represent their institution in the national finals in Kolkata (in November this year).

The motion before the house was, "Educators in India have very little to do with education". The event saw keen participation from 18 schools and seven colleges, including Sanskriti School, Blue Bells, Springdales, Heritage School and the host school D.P.S. R.K. Puram.

Among the colleges were Sri Ram College of Commerce, Lady Sri Ram College, Hindu College.

The speakers enthralled the audience by their declamatory prowess and superb quotes which ranged from singing Pink Floyd's song-"We don't need no education" to quoting some great educationist.

Those speaking for the motion talked about the

dismal condition of the education system in India and how our education has become politicized as "politicians who have not even passed high school have been making decisions for our future".

They also emphasized the fact that "we need to create a human society and not a mechanized one".

Those speaking against the motion highlighted the development of India as a nation in these 60 years and said that "this could not have been achieved if it was not for our educators" and that "The educators are not to be blamed but the education system".

The much-awaited results saw Arjun Singh from Springdales School bag the best speaker award and Springdales School the best team prize. Utathya from Hindu College won the best speaker award and Hindu College the best team prize.

Doctor shot at for refusing to issue fake certificate

Ghaziabad, August 31
A doctor in-charge of a government primary health centre in Modi Nagar was shot at by two criminals when he refused to issue a bogus medical certificate to them.

The medico was rushed to Ghaziabad's Yashoda Hospital in a critical condition. Although the assailants had fled from the spot, police claimed to have nabbed the main accused.

Kapil Tyagi and Hari Om Tyagi, two armed persons came to the government primary health centre in Govind Puri colony, Modi Nagar on Thursday and inquired about the doctor in-charge. The ward boy showed them the doctor's room. They had at that time reportedly concealed their weapons.

The duo pressurised Dr Hari Om to issue a fake medical certificate for a friend of theirs. But Dr Hari Om told them that he would never issue a bogus certificate. Enraged, the duo pulled out their revolvers and one of them fired into the doctor's chest from a pointblank range. Dr Hari Om was rushed to Yashoda Hospital in Ghaziabad in a critical condition. Meanwhile, a CA student, Perminder Singh, who was shot at by his friends on Wednesday, succumbed to his wounds in a Ghaziabad hospital on Thursday night.

DPCC reception for Abhay

A reception was held yesterday to felicitate the recently nominated secretary of Delhi Pradesh Congress Committee (DPCC), Abhay Singh Yadav.

The reception was held under the chairmanship of area MLA Anjali Rai. While, DPCC president Ram Babu Sharma was the chief guest. MCD members, Mohammed Zia and Krishan Murari Jatav also attended the function.

Senior citizens of the area were also invited and honoured by the members of the DPCC.

Ram Babu Sharma expressed confidence that Yadav's nomination would help in strengthening the party in the Capital.

Eight held for godown robbery

Noida, August 31
Criminals raided the Noida Authority godown in Sector-44 and decamped with goods worth lakhs. The bandits had brought a truck to ferry the looted goods which included transformers and aluminium wire.

Eight of them were arrested by police during a vehicle check. The kingpin of the gang is a resident of Delhi's Soniya Vihar.

Noida Authority has an open storage depot in Sector-44. Some criminals, who came in a Tata-407 truck, took away two transformers and three bundles of aluminium wire. Just when they were about to leave, a security guard of godown woke up. He tried to stop the bandits, but they pushed him aside and drove away the truck.

The security guard, who had noticed the truck number, informed the police.

The police from Sector-49 police station immediately started a vehicle check near Sector-44. They seized the truck in due course and recovered the stolen goods.

According to police, criminals have been identified as Javed, Sharvan Kumar, Mahender, Raja, Vijay Kumar, Sandeep, Shiv Lal and truck driver Ram Babu--all from Soniya Vihar, New Delhi.

GNIDA to announce residential schemes

Greater Noida Authority seems to have finalized a number of housing schemes which are being brought before Divali this year.

These will include houses constructed by builders and flats or shops constructed by GNIDA. A number of schemes are proposed to be announced by the Greater Noida Authority by the end of September, it is learnt.

The middle class people will have their dreams and hopes for a house fulfilled in the new Sector KP-5.

According to Dy CEO of Greater Noida Authority, P.C. Gupta, a scheme is being given final touches for the builders in Zeta and Omni Karan sectors.

There are some plots left vacant in the sector, for which builders will be invited to offer their bids. In KP 5 Sector, a scheme of built-up houses will be brought.

According to Dy CEO, the GNIDA has completed the work in connection with the acquisition of land.

The new sector will be located between Noida, Ghaziabad and Greater Noida.

Besides, the shops built in various sectors will also be sold. The Greater Noida Authority is trying to cater to the needs of all segments of society so dwellings from small flats to big houses are proposed to be built. The number of these houses and flats is likely to be in thousands, Gupta informed.

As soon as the current scheme, which is having good response from public, comes to an end, a new scheme will be announced by the authority. A draw will be taken out for the economically weaker section on September 21.

Case against boy for bid to kidnap

Amarjeet Singh, a resident of Paschim Vihar, New Delhi, has lodged a complaint against a boy named Gagan for trying to kidnap his daughter from Ansal Institute of Technology at Gurgaon on Friday.

According to police sources, the boy came to the institute this afternoon on car and tried to kidnap the girl from the institute. Gagan is a resident of Delhi. Police said that the case has been registered against the boy for attempt to kidnap.

The spirit of Panchayati Raj and local self-government in Faridabad is being violated by the area MP and MLAs who are supposed to be torch-bearers of participatory democracy and parliamentary form of government.

In fact, what irks those tutored in the concept of democracy is the fact that the members of the ruling Congress in the state are apparently culpable. Zilla Parishad and Municipal Corporation of Faridabad are two

institutions of Panchayati Raj system which promote participatory democracy at grassroot level. But ever since the Congress government came to power, none of its MLAs and MP participated in the meetings of the two bodies.

It is not that things were any better when other parties were in power in the state.

A sitting Congress MLA and former minister Mahender Pratap did agree that MPs and MLAs do not participate in the meeting. However, he justified it saying that they do not attend the meetings at district level as they are presided over by officers. The MLAs and MPs have reservations as they are higher in status protocol.

He added that they, however, keep in touch with the developments and file inputs, if need be, through various channels.

Out of the six Assembly seats covered by Zilla Parishad, five are represented by the Congress members. Hathin, administratively in Mewat district, is represented by an Independent.

The lack of sensitivity of the political, executive and the officer class and the government as a whole is the fact that out of the nine sanctioned posts in Zilla

Parishad, which essentially deals with the rural areas, only two have been filled. The body caters to a vast geographical
